From Monday 7th April 2014 each household will be allowed to put out a maximum of 3 black bags every fortnight. Please continue reading this leaflet to find out how you can reduce the amount of waste you put into black bags.


Why is the limit being introduced? • •

We cannot continue to send valuable waste materials to landfill due to the environmental and financial costs. Swansea has to recycle 58% of its waste by 2016 or face being fined by the Welsh Government.

Did you know… last year it cost the Council over £4 million to send black bags to landfill? If more of the waste was recycled money could be saved and invested into other Council services.

Recycling works... Thanks to the efforts of the majority of residents we now recycle more than ever before in Swansea, but we still send nearly half our waste to landfill.

Paper, card, cans, glass, foil, plastic, food waste and garden waste can all be recycled from home!

What will happen if I put out more than 3 black bags on collection day? Collection crews will not collect the additional black bags. Excess bags should be taken to one of the following Household Waste Recycling Centres at Garngoch, Penlan, Tir John, Llansamlet or Clyne. Should residents continue to place out more than 3 black bags and ignore written warnings, they may face enforcement action. Did you know... many materials which can’t be recycled from the kerbside can be taken to your local Household Waste Recycling Centre. Items such as juice/milk cartons, batteries, clothing, light bulbs and small electrical items. Contact us or visit our website to find out more.

All bags and kitchen waste bins are to be placed onto the pavement outside your property. You must only use a communal collection point if you have received written instructions to do so from the Council.

When is my recycling and black bag waste collected? In order for your recycling and refuse to be collected the bags and bins must be placed out on the kerbside:

• After 7pm on the evening before collection. Paper & Card Cans, Glass & Foil

Garden Waste

It’s simple! By using all of our convenient kerbside recycling collection services, you won’t need to use as many black bags.

• Before 7am on the scheduled day of collection. The bags must not be any larger that the waste bags currently supplied by the Council, and must be easily lifted by one person.

However a maximum of 3 black bags per collection should be more than enough for the vast majority of households. In certain circumstances exemptions may be issued to households that place out more than 3 black bags if they can demonstrate that these only contain non-recyclable materials. e.g. vacuum cleaner debris, nappies, coal ash, crisp packets.

Food waste Make sure you put paper and card in a separate bag to cans and glass. DO NOT mix them!

Corrugated cardboard Corrugated cardboard is collected on the Green Collection week. Corrugated cardboard must be flat packed, and placed next to your green bags.

There is to be NO recyclable waste in any black bags for an exemption to be granted. You can phone (01792) 635600 to request an exemption application form. If you are granted an exemption it will only be valid initially for 1 year and your waste may be monitored. Terms and Conditions apply.

Delivery of replacement bags For Green and Pink bags... Towards the end of the roll there is a bag with a RED STRIPE. When this bag is placed out for collection, it indicates you need another roll. The crew will then leave one where you left your bags for collection. For Food Waste Bin Liners... Attach the tag to your large food waste bin on your collection day for the crew to deliver another pack of liners. If you do not receive replacement bags, you can either contact us or collect from the outlets listed above.
