STAZE Association of Parents of Children and Youth with Developmental Disabilities ’’STAZE’’ from Podgorica was founded in December 2001. Initiators of establishing the Association are parents of children and youth with developmental disabilities and citizens who wish to participate actively in creating and improving the policy and practice which provides children and youth with developmental disabilities to have life without discrimination and full participation in community life.


ABOUT THE ASSOCIATION ’’STAZE’’ During its existence, the Association has implemented 25 projects that are financially supported by: UNDP, Open Society Institute (Soros), Save the Children UK, Commission for Distribution of a Part of Profit from Games of Chance, Employment Office of Montenegro – Local office in Podgorica, Fund for Active Citizenship (fAKT), Co-operating Netherlands Foundations for Central and Eastern Europe (CNF), Scan Fonds, the Commission for the allocation of funds to NGOs (of the

Parliament), USAID/ORT, Capital City of Podgorica (Commission for Cooperation with NGOs and the allocation of funds for projects to NGOs) and The Delegation of the European Union to Montenegro. The Association helped through their donations: Coca Cola Hellenic, USAID/ORT, Diaspora and the Embassy of Montenegro in London, Congress Travel, Capital City of Podgorica and the Ministry of Defense of Montenegro.


Members of NGOs ’’Staze’’ are parents of children and youth with developmental disabilities whose membership provides them with the right for their children to be the beneficiaries of the services of this Association. NGOs ’’Staze’’ provides services for 56 children and youth with disabilities from the autism spectrum and children with intellectual and combined impairments from territory of the Capital City of Podgorica. Services provided to children with disabilities are meeting their needs for support in the area of social protection, culture and education. Satisfying these needs will fill in the three areas: • Extended stay • Teaching assistants • Volunteer Service The Association works in rented space of 100 m² which have in addition office space, furnished living room, kitchen, speech therapy and psychological cabinet and sensory room. The Association is one of the founding members of the National Association of Parents of Children and Youth with Disabilities of Montenegro - Montenegro NARDOS.


Projects that were financially supported by USAID/ORT 1. Extended stay for children with autism who are in regular educational institutions in Capital city of Podgorica Project Goal: To improve the quality of inclusive education of children with disabilities The project value US$ 30.013,80 Implementation of this project NGOs ’’Staze’’ began with the development of an innovative service that provides services for children with disabilities from the autism spectrum. Extended stay is a service that supports the educational process, and also the family, for more time to care for the child. This service relies on the child’s time at school, and therefore provides parents more time to devote to themselves and their professional obligations. The direct beneficiaries of this project were 18 children with disabilities from the autism spectrum, ages 6 to 12, who attend regular schools and kindergartens, and establish the inclusive model. The

children are staying in the extended stay from 11 h to 16 h, before or after school time. With children was organized individual and group work, which implemented a speech therapist, special educator and psychologist. Within the project, for the children had provided transportation and meals. For children and young people aged 12 to 18 years, are organized creative workshops. From the funds provided in this project was purchased and set up the equipment for a sensory room and the training of professionals and staff who are responsible for working with children in extended stay. NGO Association “Staze’’, after the completion of the project provided funds for the continuation of extended stay, which continuously works now.


2. The development of voluntary service Project Goal: Increase awareness of the needs of children and youth with disabilities by developing voluntary service, information and recruit volunteers for socializing and having fun with them The project value US$ 29.997,60 Developing volunteer service including young people (who do not have disabilities) is very important for children and young people with disabilities, because in this way develop comradely and friendly relations with people who are not members of their families. Volunteers become useful members of society growing up become more humane and better people. This service is useful for the family (parents), because load bearing worry that their child does not have a life like the rest of their generation. Development of volunteerism achieved greater participation and social inclusion of children and young people with disabilities, which affect awareness and fu-

ture generations who will build humane society open to human diversity. The project recruited and included 22 volunteers (youth without disabilities) who have socialize with children and young people from NGOs ’’Staze’’, in the period of a year. 10 volunteers socialize and work with 18 children ages from 6 to 12 years in extended stay and 12 volunteers with 12 children and young people aged from 12 to 18 socialize in pairs. Their socializing implemented on places that are jointly planned to visit (theaters, cafes, walks, cinema, bowling alley and various other cultural and sporting events). Implementation of this project has increased education of young people about volunteering and the needs of children and youth with disabilities, as well as support for children - extended stay service users. There is also increasing moments in the involvement of children and young people with disabilities in cultural, sporting and social events in the local community.


Projects that were financially supported by USAID/ORT 3. Education program teaching assistants for children with disabilities in Montenegro The main goal of this project: Implementation of education policy in the field of inclusive education through the provision of quality support during the regular education of children with special educational needs The project value US$ 30.000,00 A very important component of support pupils who have certain disabilities who are educated in the regular education system is the introduction to pupil teaching assistant during his stay at the school. Teaching assistants is a service of Montenegro project implemented by NGOs. The project has identified the need to develop programs for their education that would accredited by the Institute of Education of Montenegro provided that NGOs “Staze” can provide additional resources for its sustainability. The project was referred to the education of teaching assistants and employees of NGOs ’’Staze’’,

the development of training programs for teaching assistants in Montenegro and the creation of a team of trainers who will be able after accreditation to implement the program. The result of this project was made and delivered as program called ’’Education of teaching assistants, as well as others who may be support to children with special educational needs in education - and upbringing system in Montenegro’’, which will be found in the catalog of accredited programs of the Ministry of Education of Montenegro. The program includes workshops that its contents are provided education assistants for their job description and a supporting role in the realization of education and respect for the principle of equal opportunities for all. Developing of knowledge, skills and competencies necessary for teaching assistants working with children with specific disabilities; skills to improve collaboration, commu-

nication between the assistants and other school staff and parents of children with special educational needs, and monitoring achievement of children with special educational needs.


This organization is in the 2011th and 2012th year for our association committed additional funds that have not been planned project. Funds in the 2011th and 2012th amounted to US$ 9.602,56 and expended for the following: lease of premises in which the Association works, procurement of equipment and materials to work with children, the purchase of the computer (laptop), website development and a study visit employees of the Association to centers for children with autism in Belgrade. The 2013th USAID/ORT also opted funds for the work of our association in the amount of US$ 5.388,27. These funds our organization has purchased interactive whiteboard with projector, trampoline and conducted a study visit institutions and organizations that deal with issues of children and youth with disabilities in Zagreb (Croatia).

Ova organizacija je u toku 2011. i 2012. godine za naše udruženje opredijelila dodatna sredstva koja nijesu bila projektno planirana. Sredstava u 2011. i 2012. godini iznosila su US$ 9.602,56 a utrošena su za: zakup prostorija u kojima radi Udruženje, nabavku opreme, didaktičkog materijala za rad sa djecom, nabavku računara (laptop), izradu websajta i studijsku posjetu zaposlenih iz Udruženja centrima za djecu sa autizmom u Beogradu. U 2013. godini USAID/ORT je takođe opredijelio novčana sredstva za rad našeg udruženja u iznosu od US$ 5.388,27. Od ovih sredstava naše udruženje je nabavilo interaktivnu tablu sa projektorom, trampolinu i realizovana je studijska posjeta ustanovama i udruženjima koja se bave problematikom djece i omladine sa smetnjama u razvoju u Zagrebu (Hrvatska).

2. Razvoj volonterskog servisa Glavni cilj projekta: Povećanje svijesti o potrebama djece i omladine sa smetnjama u razvoju razvijanjem volonterskog servisa, informisanjem i regrutacijom volontera za druženje i zabavu sa njima Vrijednost projekta US$ 29.997,60 Razvijanje volonterskog servisa uključivanjem mladih (koji nemaju smetnje u razvoju) je veoma značajno za djecu i mlade sa smetnjama u razvoju, jer se na taj način razvijaju drugarski i prijateljski odnosi sa osobama koje nijesu članovi njihovih porodica. Volonteri postaju korisni članovi društva koji odrastanjem postaju humniji i bolji ljudi. Ovaj servis je koristan i za porodicu (roditelje), jer su opterećeni brigom da njihovo dijete ne vodi život kao ostali njihovi vršnjaci. Razvojem volonterizma postiže se veće učešće i socijalna uključenost djece i mladih sa smetnjama u razvoju, što utiče na svijest građana kao i budućih naraštaja koji će graditi humano društvo

otvoreno za ljudske raznovrsnosti. Projektom su regrutovana i uključena 22 volontera/ke (mladi bez smetnji u razvoju) koji su se u periodu od godinu dana družili sa djecom i mladima iz NVU ,,Staze’’. 10 volontera se družilo i radilo sa 18 - oro djece uzrasta od 6 do 12 godina u Produženom boravku, a 12 volontera je sa 12 - oro djece i mladih od 12 do 18 godina u parovima svoje druženje realizovalo odlascima na mjesta koja su zajednički planirali (pozorište, kafići, šetnje, bioskop, kuglana i razni drugi kulturni i sportski događaji). Realizacijom ovog projekta povećana je edukovanost mladih o volonterizmu i potrebama djece i mladih sa smetnjama u razvoju, kao i podrška djeci - korisnicima usluga Produženog boravka. Takođe je povećana uključenost djece i mladih sa smetnjama u razvoju u kulturnim, sportskim i društvenim dešavanjima u lokalnoj zajednici.


Projekti koje je finansijski podržao USAID/ORT 3. Program edukacije asistenata u nastavi za djecu sa smetnjama u razvoju u Crnoj Gori Glavni cilj projekta: Primjena obrazovne politike u oblasti inkluzivnog obrazovanja, kroz obezbjeđivanje kvalitetne podrške tokom procesa redovng obrazovanja i vaspitanja djece sa posebnim obrazovnim potrebama Vrijednost projekta: US$ 30.000,00 Veoma značajna komponenta podrške učenicima koji imaju određene smetnje u razvoju koji se školuju u redovnom sistemu obrazovanja je uvođenje asistenta učeniku u nastavi za vrijeme njegovog boravka u školi. Asistenti u nastavi je servis koji u Crnoj Gori projektno realizuju nevladine organizacije. Projektom je prepoznata potreba izrade programa za njihovu edukaciju koja bi akreditacijom kod Zavoda za školstvo Crne Gore obezbijedila da NVU ,,Staze’’ mogu dodatno obezbijediti sredstva za svoju održivost. Aktivnosti ovog projekta odnosile su se na edu-

kacije asistenata u nastavi i zaposlenih u NVU „Staze’’, izradu programa za edukaciju asistenata u nastavi u Crnoj Gori i formiranje tima trenera koji će nakon akreditacije moći da realizuju program. Rezultat ovog projekta je urađen i predat program pod nazivom ,,Edukacija asistenata u nastavi, kao i drugih koji mogu biti podrška đeci sa posebnim obrazovnim potrebama u obrazovno - vaspitnom sistemu Crne Gore’’, koji će se naći u katalogu akreditovanih programa Ministarstva prosvjete Crne Gore. Program sadrži radionice koje svojim sadržajem obezbjeđuju edukaciju asistenata za njihov opis posla i ulogu podrške u procesu realizovanja nastave i poštovanje principa jednakih mogućnosti za sve. Razvijenje znanja, vještina i kompetencije potrebne asistentu u nastavi za rad sa djecom sa konkretnim smetnjama u razvoju; vještine unaprjeđenja saradnje, komunikacije

na relaciji asistenata, drugih zaposlenih u školi i roditelja djece sa posebnim obrazovnim potrebama, kao i praćenje postignuća djece sa posebnim obrazovnim potrebama.


Članovi NVU ,,Staze’’ su roditelji djece i omladine sa smetnjama u razvoju koji učlanjenjem stiču pravo da njihova djeca budu korisnici usluga koje pruža ovo udruženje. NVU ,,Staze’’ pruža usluge za 56 - oro djece sa smetnjama u razvoju iz spektra autizma i djece sa intelektualnim i kombinovanim smetnjama sa teritorije Glavnog grada. Usluge koje se pružaju djeci sa smetnjama u razvoju su podrška zadovoljavanju njihovih potreba iz oblasti socijalne zaštite, kulture i obrazovanja. Zadovoljavanje ovih potreba odvijaja se u okviru tri programa: • Produženi boravak • Asistenti u nastavi • Volinterski servis Udruženje radi u zakupljenom prostoru od 100 m² u kojem su pored kancelarijskog prostora opremljeni: dnevni boravak, kuhinja sa trpezarijom, logopedsko - psihološki kabinet i senzorna soba. Udruženje je jedno od osnivača i članica Nacionalne asocijacije roditelja djece i omladine sa smetnjama u razvoju Crne Gore - NARDOS CG.


Projekti koje je finansijski podržao USAID/ORT 1. Produženi boravak za djecu sa autizmom koja se nalaze u redovnim vaspitno - obrazovnim ustanovama u Glavnom gradu Podgorici Glavni cilj projekta: Povećati kvalitet inkluzivnog vaspitanja i obrazovanja djece sa smetnjama u razvoju Vrijednost projekta US$ 30.013,80 Realizacijom ovog projekta NVU „Staze’’ je počelo sa razvojem jednog inovativnog servisa koji predviđa pružanje usluga za djecu sa smetnjama u razvoju iz spektra autizma. Produženi boravak je servis koji predstavlja podršku obrazovnom procesu, a ujedno i porodici, jer produžava vrijeme brige za dijete. Ovaj servis se naslanja na vrijeme djetetovog boravka u školi, pa samim tim obezbjeđuje roditeljima više vremena koje mogu da posvete sebi i svojim profesionalnim obavezama. Direktni korisnici ovog projekta bili su 18 oro djece sa smetnjama u razvoju iz spektra autizma, uzrasta od 6 do 12 godina, koja su

uključena u redovne škole i vrtiće i obrazuju se po inkluzivnom modelu. Djeca su boravila u Produženom boravku u periodu od 11 h do 16 h prije ili nakon vremena provedenog u školi. Sa djecom je organizovan individualni i grupni rad koji su sprovodili logoped, specijalni edukator i psiholog. U okviru projekta, djeca sa imala obezbijeđen prevoz i užinu. Za djecu i mlade od 12 do 18 godina, organizovane su grupne kreativne radionice. Od sredstava obezbijeđenih kroz ovaj projekat izvršena je nabavka i postavljanje opreme za senzornu sobu kao i edukacija stručnjaka i osoblja koje je zaduženo za rad sa djecom korisnicima Produženog boravka. NVU ,,Staze’’ je nakon završetka projekta obezbijedilo sredstva za nastavak rada Produženog boravka, koji u kontinuitetu radi i sada.


STAZE Udruženje roditelja djece i omladine sa smetnjama u razvoju ,,Staze’’ iz Podgorice je osnovano u decembru 2001. godine. Inicijatori osnivanja Udruženja su roditelji djece i omladine sa smetnjama u razvoju i graðani koji žele aktivno uc�estvovati u kreiranju i poboljšanju politike i prakse koja obezbjeðuje djeci i omladini sa smetnjama u razvoju život bez diskriminacije i potpuno uc�ešc´e u životu zajednice.


O UDRUŽENJU ,,STAZE’’ Tokom svog postojanja Udruženje je realizovalo 25 projekata koji su finansijski podržali: UNDP, Open Society Institute (SOROS), Save the children UK, Komisija za raspodjelu dijela prihoda od igara na sreću, Zavod za zapošljavanje Crne Gore - Biro rada Podgorica, Fond za aktivno građanstvo (fAKT), Co-operating Netherlands Foundations for Central and Eastern Europe (CNF), Scan Fonds, Komisija za raspodjelu sredstava nevladinim organi-

zacijama (Skupštine Crne Gore), USAID/ ORT, Glavni grad – Podgorica (Komisija za saradnju sa nevladinim organizacijama i za raspodjelu sredstava za projekte nevladinim organizacijama) i Delegacija Evropske unije u Crnoj Gori. Rad Udruženja pomogli su putem svojih donacija: Coca Cola Hellenic, USAID/ORT, Dijaspora i Ambasada Crne Gore u Londonu, Congresstravel, Glavni grad - Podgorica i Ministarstvo odbrane Crne Gore.


Djeca i roditelji NVU “Staze” zahvaljuju Američkom narodu što je značajna finansijska sredstva opredijelio za nas, posredstvom USAID/ORT.
