Minerals and Resources Tanzania Overview The East African country of Tanzania is rich in minerals and natural resources. Great international interest has been generated after a number of major discoveries. The reputation of its endowments was first born after the discovery of the Tanzanite gemstone in 1967. But it is the latest discoveries of rich deposits of LNG Gas that has got the resources world buzzing.

Also widely known for its magnificent scenic beauty in its sweeping plains of abundant wildlife and pristine beaches, Tanzania has even more on offer under the surface. Maintaining a balance between the two major industries of tourism and resources is of utmost priority. Protecting the environment and wildlife must always be considered to go hand-in-hand with economic advancement in any industry – and Tanzania’s business leaders are well aware of this. • Other resources: Base metals, ferrous minerals, various gemstones, coal, uranium, and various industrial minerals – soda, kaolin, tin, gypsum, phosphate and dimension stones. • Investment: Potential industry investment in Ghana, Mozambique and Tanzania estimated at US$4-billion per annum over the next few years. • Exploration: There is significant focus on emerging exploration areas, including Tanzania, where offshore blocks and deepwater acreage continue to drive exploration. • Development: The BG, Statoil consortium has submitted proposals to build an onshore LNG processing plant for two trains (by 2020) in Tanzania’s southern region of Lindi. The cost has been estimated at US$15-billion and will have a total capacity of 10 million tonnes a year. • Discovery: The Tangawizi gas discovery in Tanzania by Statoil was ranked the sixth largest discovery of 2013 (Forbes). • Growth: Business Monitor International (BMI) forecasts an average annual growth in mining of 7.7% between 2011 and 2015 in Tanzania, as well as doubling value between 2010 and 2015 – from US$0.64-billion to US$1.28-billion. • National oil company: Tanzania Petroleum Development Corporation (TPDC). • Key players: Afren Maurel & Prom Petroquest, Aminex Ndovu Resources Rukwa, Beach Energy Nor Energy Shell, BG Group Ophir Energy Statoil, Bounty Oil and Gas Orca Swala Energy, ExxonMobil Pan African Energy Total Signet Petroleum, Heritage Oil Petrobras Petroquest, Jacka Resources. • Gas: Tanzania is expected to become one of the fastest-growing economies in the world, with recent natural gas discoveries being a key driver. Exploration activity continues to reveal big offshore gas discoveries. • Policies: New energy policies and PSAs will allow for even greater Government benefit.

• Exports: LNG exports are expected from 2020. • Pipeline: A 542-km pipeline from Mtwara to Dar es Salaam is to be completed by December 2014. It will allow power generation by natural gas to increase from around 40% to 80% of total supply. • Statoil and Exxon Mobil: Announced in June 2014 that the sixth well drilled in Block 2 also encountered gas, increasing the estimated reserves for the two companies from around 17 to 20Tcf. • Bidding: There were five bids on four of the eight blocks offered in the May 2014 bidding round. • Ophir and BG consortium: Estimated the reserves to be around 15Tcf. Ophir’s sale of 20% of its assets in Blocks 1, 3 and 4 for US$1.3-billion to Pavilion Energy netted the Government US$258-million in capital gains taxes. • Drilling: In 2013, Ophir drilled its first well in Block 7, but no hydrocarbons were encountered. In 2014, Shell will drill its first well in Block 6.

Infrastructure Currently the driving force behind Tanzania’s economic growth and development is the Minerals, Mining and Energy Industry. The resultant influx of international investment is further driving projects as well as generating employment and skills development. Infrastructure continues to be the biggest beneficiary of this growth, with multiple upgrades and development projects arising through investments. With ready availability of industrial metals, it is no wonder that the country’s infrastructure can benefit so directly from this industry. A huge obstacle to growth in Tanzania and Mozambique is the cost of the infrastructure required, which neither country can afford without help from foreign investors who have their eyes on other global projects. Huge capital investments will be

required from capital markets to fund the required infrastructure in Mozambique and Tanzania.

Vision 2025 Tanzania’s Mining sector alone is projected to account for 10% of the country’s GDP in 2025, according to the Development Vision. It is one of the leading factors in foreign exchange earnings generation. The potential knock on for employment generation and renewed growth within the economy is momentous.

African potential More than 500 companies are currently exploring for natural resources on the African continent. Untapped proven oil reserves on the continent are estimated to be around 8% of the global total, and these reserves continue to increase as appraisal on new discoveries continues. In 2013 alone, six of the top 10 global discoveries by size were made in Africa. East African gas reserves have not yet been fully appraised and will likely add a significant amount to the proven reserves total for the region. As of late the focus seems to be back on the new players on the east coast, including the likes of Mozambique, Tanzania, Kenya and Uganda. Significant gas finds in Mozambique and Tanzania have caused the world to take note of East Africa as an emerging player in the global industry.

Gas Natural gas has taken space on the main stage in the African market. Environmental considerations mean that many governments are implementing or considering policies to reduce or eliminate gas flaring. This means that the industry is actively looking at other ways to utilise the natural gas. Tanzania is likely to follow Angola on the path of LNG as a solution.

Electricity shortages around the continent mean that governments and industry players are looking at ways of supplying gas as an energy feedstock for local power generation. This would be a local beneficiation of hydrocarbon resources. The growth of natural gas is changing the landscape of the world’s energy mix, with new technologies providing many developing countries increasing capabilities to capitalise on the economic opportunities associated with further developing this natural resource, including shale gas. It is unlikely that LNG production will start before 2020 – so to maintain the advantage East Africa has over West Africa, Australia and other LNG producers in price and location, investment and development needs to quicken its pace.

Investment East Africa continues to be a serious focus for those looking for a first-mover advantage, and it appears this play will pay off should the challenges be dealt with properly. This includes Mozambique, Tanzania, Uganda as well as Kenya. Gazprom (Russia) and CNOOC (China) bid in the recent Tanzanian bidding round held in May 2014. Other National Oil Companies present: • Beach Energy Woodside Petroleum (Tanzania) • PetroBras Shell (Tanzania) • PetroBras Statoil (Tanzania) • Ophir Pavilion Energy (Tanzania) Tanzania is introducing new energy policies and regulations with the express aim of attracting foreign capital by establishing a transparent regulatory and taxation environment. The decision by consortia to invest in LNG projects is significant, as no new greenfield investment decision outside the US has occurred for some years.

Skills and socio-economic development A shortage in a skilled workforce has been one of the challenges in the oil and gas industries of Africa. In 2012, 25% of the total workforce was made up of expatriates. The year 2014 saw this drop significantly to a mere 10.6% of the total workforce surveyed. This is representative of a comprehensive cross section of companies and countries, including both those in more mature areas such as Nigeria and Ghana, as well as frontier territories like Tanzania and Namibia. A method of enhancing in-country value is through knowledge transfer from international oil companies to local citizens. This can be addressed through legislation in the form of mandatory training fees payable by the investing oil company to the government. Tanzania and Ghana reported higher average values for all categories of workers – with up to 100% for middle to senior managers in some cases.

Policies and regulation The Mineral Policy of Tanzania, 1997 stresses private sector-led mineral development with major roles of government as regulating, promoting and facilitating. There are a number of organisations which support and regulate the industry, helping government maintain its health, sustenance and growth. Starting in the mid-1980s and in line with the Mineral Policy of Tanzania 1997, Mineral Act 1998, and Fiscal Package 1998, Tanzania’s government has taken on a number of reforms to restructure mining in Tanzania to move towards private sector development and market management. The government commenced creating constructive partnerships to promote economic growth. The role of government has therefore moved from operation and ownership

of mines, to providing clear policy guidelines, stimulating private investment and providing investor support.

The objectives are to: • stimulate exploration and mining activities; • regulate and improve artisanal mining; • ensure that wealth is generated from mining support sustainable economic and social development; • minimise or eliminate adverse social and environmental impact of mining activities; • promote and facilitate mineral and mineral based products’ marketing arrangements; • alleviate poverty especially for artisan and smallscale miners; • promote and develop Tanzania as the gemstone centre of Africa.

Regulatory environment: • The Tanzanian Petroleum Development Corporation (TPDC) awards acreage directly through competitive licensing rounds and is the holding company for the state’s interest in all PSCs, which takes precedence over the law. • A new gas policy and gas master plan was introduced in October 2013, prioritising the domestic gas market over export markets. • The TPDC has the right to take at least 25% in each development with costs recovered by contractors with interest at LIBOR +2%. The TPDC will not pay for any exploration costs incurred. • It has been estimated that the average Government take could have increased from around 80% to 90% with the new 2013 deepwater PSC. • A capital gains tax was introduced into PSCs and is expected to also be introduced for all other oil and gas transactions. • New separate standardised PSCs for onshore/shelf

and deepwater sites were introduced in 2013. • Exploration rights are granted for a period up to 11 years. Development and production licences are issued for up to 45 years. • Local content regulations in the energy sector have not been established as recent PSCs only indicate the need for greater localisation but do not stipulate minimum percentages. • Constitutional review of the terms for exploration in Zanzibar has been delayed and will prevent activity from progressing.

Agencies • Tanzania Exporters Association (TANEXA) – the premiere trade association representing growers, exporters and service providers in exportation. • Tanzania Geological Society – The Geological Survey of Tanzania (GST) is the government agency responsible for the acquisition and storage of geoscientific data and information used in the mineral resources sector and other sectors of the economy. • Tanzania Chamber of Minerals and Energy – committed to the sustainability of their mining operations and the strict adherence to all relevant environmental laws and regulations.

History of Minerals and Resources in Tanzania Mining in Tanzania first started in the pre-colonial era with Arab and local traders. They successfully mined and sold gold, copper, iron, and salt.

Under the German colonial administration in the 1890s, the country’s first commercial mining for gold began in the Lake Victoria area. During the 34 years of German Administration between 1884 and 1918, it is estimated that the total value of minerals produced (mostly gold and mica), was between 7-million Shillings and 10-million Shillings. Numerous British and South African mining operations began in the 1920s and 1930s, discovering diamonds in the Mwadui area. The Second World War brought a ban on gold prospecting, which slowed mining activity in Tanzania. After independence in 1961, the state bought the mining sector under direct control through institutions such as the National Development Corporation (NDC) and State Mining Corporation (STAMICO). Only in the mid-1980s did government begin the process of privatising and liberalising the mines. The Investment Promotion Centre was created in the early 1990s with the Investment Promotion Policy. The mining industry then began to expand and attract international investors. The sector has been considerably strengthened by these efforts. The government undertook a mineral sector restructuring programme to encourage and promote private sector-led development. This was coupled with the accumulation of geo-data which revealed Tanzania’s diverse mineral resources base and its subsequent potential. The strengthening of the sector was reinforced by the legislation implemented in 1997 and 1998. In 2008, the United Nations Conference on Trade and Development (UNCTAD) issued its World Investment

Report which showed that Tanzania ranked as one of the top non-oil African countries in terms of foreign direct investment (FDI) receipts. This was propelled by the establishment and development of Tanzania’s mining sector where a number of large gold mines were established.

Tanzania Exporters Association (TANEXA) TANEXA is the premiere trade association representing growers, exporters and service providers in exportation. Formed on 25 August 1994 under the Society (Application for Registration) Rules, 1954 with registration No. SO 8212, when exportation of goods and services was at its infancy, the society has grown a core sectoral trade association. Members are involved in growing and exporting farm produce, manufacturing mines and fresh produce. TANEXA provides a focal and coordination point for the export industry. They support growers and exporters by providing technical and marketing information centres and run an active lobbying and advocacy program to enhance competitiveness.

Tanzania Geological Society The Geological Survey of Tanzania (GST) is the government agency responsible for the acquisition and storage of geoscientific data and information used in the mineral resources sector and other sectors of the economy. GST is active in promoting mineral exploration and mining in Tanzania. GST core activities range from geological mapping, mineral exploration, evaluation, and processing, and research work on geological processes and mineral systems and geohazards. GST’s vision is to evolve as a centre of excellence providing national geoscientific data and information

The Tanzania Chamber of Minerals and Energy is committed to the sustainability of their mining operations and the strict adherence to all relevant environmental laws and regulations. for use in the evaluation and sustainable utilisation of natural resources. GST maintains a balance of resources between its primary responsibilities of conducting geological mapping, geodata management, technological and conceptual research and development, and providing services to both public and private sectors.

Tanzania Chamber of Minerals and Energy The Tanzania Chamber of Minerals and Energy is committed to the sustainability of their mining operations and the strict adherence to all relevant environmental laws and regulations. Comprehensive Environmental Management Plans are developed for each mining site to cover all stages of the mining process, and include measures such as bore hole monitoring and topsoil replacement. A number of TCME members also run corporate social investment CSI programmes with an environmental focus.

Wentworth’s Long-term Gas Sales Agreement for Mnazi Bay and Msimbati Gas Fields in Tanzania

The Mnazi Bay GSA is subject to certain conditions, including the Tanzanian Government providing all necessary approvals and an executed version of payment security agreements prior to delivery of first gas. The initial delivery was expected from 22 January 2015 and 22 April 2015 at a fixed price of US$3.00 per mmbtu (approximately US$3.07 per mcf ), escalating with United States CPI Industrial index. The gas is sold and purchased at the inlet to a 16-inch pipeline connecting the Mnazi Bay gas production facility to the Madimba central processing facility.

Wentworth Resources Limited is an oil and gas company listed on the Oslo Stock Exchange (OSE: WRL) and AIM (AIM: WRL) and focused on East Africa. In September 2014, the company announced that it signed a gas sales and purchase agreement (Mnazi Bay GSA) with Mnazi Bay license partners Maurel et Prom (M&P) and Tanzania Petroleum Development Corporation (TPDC). The Mnazi Bay GSA covers the long-term sale of natural gas from the Mnazi Bay and Msimbati fields in southern Tanzania to the Government-owned and operated Mtwara to Dar es Salaam pipeline and Madimba central processing facility (Pipeline Project), which is currently nearing completion. Pursuant to the Mnazi Bay GSA, the Mnazi Bay Partners are contracted to supply to the Pipeline Project up to a maximum 80 mmcf/day of natural gas during the first eight months with an option to increase over time to a maximum 130 mmcf/day of natural gas for up to a 17-year supply period.

Gas will be produced from the existing four wells in the Mnazi Bay and Msimbati fields and these wells are expected to be capable of producing natural gas sufficient to meet the initial 80 mmcf/day delivery volumes under the Mnazi Bay GSA. Robert McBean, Executive Chairman of Wentworth, believed the signing of the Mnazi Bay GSA to be a significant advancement in the development of the gas industry and lays the foundation for the future domestic gas development in Tanzania. In Wentworth’s operational update in the lead up to the first delivery of gas to the new transnational pipeline from its assets in Tanzania, it announced that drilling operations of the MB-4 development well in the Mnazi Bay Development License Area has commenced. Construction of the Government owned and operated Mtwara to Dar es Salaam pipeline is now 100% complete and the two associated processing facilities are approximately 96% complete. Construction has commenced on tying-in the existing four development wells and installing flow lines in order to supply gas to the new pipeline. Two of these wells are now fully tied-in.

The Mnazi Bay Partners have been advised by TPDC that some delays have been experienced in commissioning and start-up of the gas pipeline project and, as a result, delivery of first gas into the pipeline is now expected to take place in July 2015. Drilling operations of the MB-4 development have commenced and the well is designed to penetrate the Mnazi Bay Upper and Mnazi Bay Lower gas bearing sands of the discovered Mnazi Bay gas fields. The MB-4 development well has a planned depth of 2,089 metres True Vertical Depth Sub Sea and, based on the current drilling program, is expected to take approximately two months to drill and complete.

Tanzania Reserves Update Wentworth announced the results of an independent evaluation of the gas reserves within the Mnazi Bay Concession in Tanzania, carried out by RPS Energy Canada Ltd. Production in Tanzania is now imminent, as Wentworth has a gas sales agreement in place and the facilities required to produce these reserves are nearing completion.

BG Group operations in Tanzania BG Group Plc, a world leader in exploration and LNG, entered Tanzania in 2010 and is the operator of offshore Blocks 1, 3 and 4 in which it has a 60% interest. Around 15tcf of total gross resource has been discovered and work is progressing to develop a joint LNG plant in collaboration with the Block 2 partners. Key dates 2010: BG Group farmed into Blocks 1, 3 and 4 – Pweza and Chewa gas discoveries. 2011: Chaza gas discovery – BG Group became operator of Blocks 1, 3 and 4. 2012: Jodari, Mzia, and Papa gas discoveries. 2013: First DST offshore Tanzania conducted at Jodari – Ngisi and Mkizi gas discoveries.

Upstream: E&P In 2010, BG Group farmed in to Blocks 1, 3 and 4 offshore southern Tanzania taking 60% equity in each, assuming operatorship in 2011. The blocks cover around 20,850km² of the Mafia Deep Offshore Basin and the northern part of the Rovuma Basin. Since entering Tanzania, the joint venture has acquired over 13,000km² of 3D seismic data, and has had 15 consecutive drilling successes, including 10 gas discoveries and five appraisal wells. The joint venture has also conducted four drill stem tests (DSTs). This exploration and appraisal activity has led to estimates of total gross resources of around 15tcf, with further exploration upside. A contract for the pre-FEED upstream was awarded in May 2014.

Block 1 Six discoveries have been made in Block 1 since 2010. All are within 100km of the shore and in water depths of 900 to 1,600m. Four of these are Tertiary reservoirs (Chaza, Jodari, Jodari North and Mkizi) and two are Cretaceous (Mzia and Taachui). Mzia (4.7tcf total gross resource) and Jodari (4tcf total gross resource) are both classified as giant discoveries. Four DSTs have been conducted on Jodari, Mzia (two DSTs) and Taachui.

Block 3 In 2012, the joint venture successfully drilled the Papa discovery well into the deeper Cretaceous reservoir. The well is around 100km offshore Tanzania in water depth of approximately 2,180m.

Block 4 In 2010, two gas discoveries were made at Pweza and Chewa. In 2013, another gas discovery was made with the Ngisi well, and a DST on the Pweza well was conducted.

Upstream: Liquefaction In April 2014, the partners in Blocks 1, 3 and 4 and the partners in Block 2 signed a Heads of Agreement (HoA), setting out how the companies will collaborate on development of a potential joint LNG project. Under the agreement, BG Group will be the lead developer during the pre-FEED phase. A contract for the LNG plant pre-FEED was awarded in August 2014. A Memorandum of Understanding (MoU) between the government of Tanzania, the partners in Blocks 1, 3 and 4 and the partners in Block 2 was signed in April 2014. The MoU covers the site selected for the LNG plant, the process for acquiring the site, the lease to be negotiated, and how any resettlement will be managed.

Exploration in Tanzania • Country entry via farm-in in 2010. Mzia well test supports potential hub development offshore Tanzania BG Group announced in August 2014 that results from a recently completed second drill-stem test (DST) on the Mzia discovery in Block 1, offshore southern Tanzania, provided further support for a hub development to supply a potential onshore LNG project. The DST on the Mzia-3 appraisal well, drilled in approximately 1,800m of water around 6km north of the original Mzia-1 discovery, included sustained gas production at a maximum flow rate of 101 million standard cubic feet per day (mmscfd), equivalent to approximately 17,000 barrels of oil equivalent per day (boed). In May 2013, BG Group announced a test on the Mzia-2 well, the first done on a Cretaceous discovery in deep water offshore Tanzania, had flowed at an equipment-constrained rate of 57 mmscfd, or around 9,500 boed. Discovered in 2012, Mzia is a multi-layered field of Upper Cretaceous age with a gross gas column in excess of 300m. The Mzia and Jodari discoveries in Block 1 are estimated to hold around 9 trillion cubic feet (tcf ) of total gross recoverable resources, with around 15tcf of total gross recoverable resources, around 2.5 billion boe, across Blocks 1, 3 and 4. Ophir Energy plc Gas Discoveries The most active explorer in Tanzania in 2014 with a successful drilling programme. The Kamba-1 well encountered an 18m gross gas column in the Fulusi prospect and, after sidetracking to test the Kamba prospect, the Kamba-1ST well established another gas column of 140m with high net to gross, good quality, reservoir sands. The well has encountered better quality reservoir sands than prognosed pre-drill. The Kamba-1 discovery is the Joint Venture’s 16th consecutive discovery well in Blocks 1, 3 and 4. This discovery, plus recent volume updates on the earlier discoveries, increases Ophir’s estimate of the total Block 1, 3 and 4 mean (2C) recoverable resource to 17.1TCF. The Kamba-1 result provides critical mass for an LNG train to be supplied from the fields in Block 4 and also takes the overall resource volume to the threshold for a future potential third LNG train to be from Blocks 1 and 4. The Kamba-1 well represents the Joint Venture’s final well in this current drilling campaign. The Deepsea Metro I drillship will remain in Tanzania and has moved to drill two operated wells for Ophir in the East Pande and Block 7 PSCs.

East Pande licence: Tende-1 well spud

In October 2014, Ophir announced its first Kamba-1 discovery. The Kamba-1 well in Block 4 resulted in gas discoveries of 1.03TCF in the Kamba and Fulusi prospects. BG operates the Block 4 licence and Ophir holds a 20% interest.

Ophir will imminently spud the Tende-1 well on the East Pande licence. Ophir operates the East Pande licence and holds a 70% interest. The East Pande PSC is located between the coast and the significant gas discoveries in Blocks 1 and 2.

The well was drilled by the Deepsea Metro I drillship in a water depth of 1,379m to a total depth of 3,969m with the twin objectives of intersecting the Paleocene-aged Fulusi prospect (a northern extension of the earlier Pweza discovery) and the primary target of the Cretaceous-aged Kamba prospect.

The Tende-1 well was on trend with the recent Taachui-1 discovery in Block 1 at a water depth of 680m and was drilled to a planned total depth of 4,200m. The well targeted gas in a lower Cretaceous sandstone reservoir with a mean prospective resource estimate of 2.38TCF at a 15% chance of success.

Block 7: Mkuki-1 well confirmed Ophir added one additional well to its 2014 drilling programme in Tanzania. After completing the Tende-1 well, the Deepsea Metro I rig moved to Block 7 to drill the Mkuki-1 well. Ophir has an 80% operated interest in the Block 7 PSC, which is located to the north of the significant gas discoveries in Blocks 1, 2, 3 and 4. Mkuki-1 will be located in the western, inboard portion of the block, in a water depth of 1,655m with a planned total depth of 3,200m. The well targets gas in a Tertiary clastic reservoir with a mean prospective resource estimate of 2.19TCF at a 13% chance of success.

Block 3: Operatorship Ophir and Pavilion Energy committed to move into the next exploration phase on Block 3. BG Group decided to withdraw from Block 3. Ophir has, under the terms of the PSC, applied to enter the next PSC term under which the Company will hold an 80% interest and will formally re-assume operatorship from October 2014, while Pavilion Energy will retain 20%; the application is subject to Government approval. The 2012 Papa-1 gas discovery is the only well to have been drilled in Block 3 to date. The existing equity holdings on Block 1 and Block 4 remain as before as they also enter the next PSC terms. The Kamba discovery has now confirmed sufficient aggregate resource in Block 4 to supply one 5mmtpa train of LNG. In combination with the discovered resource in Block 1, the Block 1 and 4 Joint Venture is now close to the threshold resource volumes for three 5mmtpa LNG trains. The drilling programme continues with the first of two operated exploration wells in the East Pande and then

the Block 7 PSCs. Operatorship of Block 3 to explore the potential of further upside has been reassumed.

Taachui gas discovery Ophir announced in June 2014 the successful results of the Taachui-1 and subsequent Taachui-1 ST1 well in Block 1 Tanzania which resulted in a new gas discovery. Ophir holds 20% of Blocks 1, 3 and 4. BG Group operates with 60%. The Taachui-1 well was drilled by the Deepsea Metro I drillship close to the western boundary of Block 1. The well was sidetracked for operational reasons to complete as the Taachui-1 ST1 well and was drilled to a Total Depth of 4215mMD. The well encountered gas in a single gross column of 289m within the targeted Cretaceous reservoir interval. Net pay totalled US$155-million. Observed reservoir properties were in-line with those encountered at Mzia, the other Cretaceousaged discovery on Block 1. Estimates for the mean recoverable resource from the discovery were c.1.0TCF. The size of the gas column is such that the discovery could extend into a second compartment to the west which has the potential to be of a similar size. The Taachui-1 discovery continued the 100% drilling success rate on Blocks 1, 3 and 4 and adds further resource to support the LNG development in Tanzania.

The discovery of an additional 1.0-1.8 trillion cubic feet (tcf*) of natural gas in place in the Mdalasini-1 well, brings the total of in-place volumes up to approximately 22 tcf in Block 2. The Mdalasini-1 discovery is located at a 2,296-metre water depth at the southernmost edge of the block. The new gas discovery has been made in Tertiary and Cretaceous sandstones. “The Mdalasini-1 discovery marks the completion of the first phase of an efficient and successful multi-well exploration programme offshore Tanzania,” says Nick Maden, senior vice president for Statoil’s exploration activities in the Western Hemisphere. “Since the start of the programme in February 2012, we have drilled 13 wells and made eight discoveries, including Mdalasini-1. We still see prospects in the area, but after appraising the Tangawizi-1 high-impact discovery, which was made in March 2013, there will be a pause in the drilling to evaluate the next steps and to mature new prospects,” adds Maden. Statoil has drilled the Mdalasini-1 well with a 100% working interest. Previously Statoil and co-venturer ExxonMobil have made seven discoveries in Block 2, including the five high-impact gas discoveries Zafarani-1, Lavani-1, Tangawizi-1, Mronge-1 and Piri-1, as well as the discoveries in Lavani-2 and Gilligiliani-1. Statoil operates the licence on Block 2 on behalf of Tanzania Petroleum Development Corporation (TPDC) and has a 65% working interest. ExxonMobil Exploration and Production Tanzania Limited holds the remaining 35%. TPDC has the right to a 10% working interest in case of a development phase. Statoil has been in Tanzania since 2007, when it was awarded the operatorship for Block 2.

Following a Tanzania Parliament review of the energy sector, the Minister and Permanent Secretary for Energy and Minerals were replaced, along with the board of directors of the state power company TANESCO. With Songo Songo production declining below infrastructure capacity and markets continuing to expand, the Company has been developing plans to embark upon a first phase of Songo Songo development. Financing of approximately half of the US$120-million estimated capital cost is in the process of receiving internal approvals by the International Finance Corporation of the World Bank Group. Weekly TANESCO payments have resumed since the beginning of 2015 and form an integral part of the plan to finance Songo Songo development.

Songo Songo development The Company continues to develop options to move ahead with Songo Songo field development in Tanzania. The field currently produces approximately 91 million standard cubic feet per day (MMscfd), which is less than the existing Songas Limited infrastructure capacity of approximately 102MMscfd. In order to fill the existing Songas infrastructure to capacity and provide operational redundancy, the Company is contemplating a first phase of offshore development consisting of working over two existing wells (SS-5 and SS-9) that are currently suspended, working over an existing production well (SS-7) and drilling a new offshore development well (SS-12). The development programme runs from Q3 2015 to Q1 2016. Additional productive capacity would be available to supply some volumes to the National Natural Gas Infrastructure Project (NNGIP) when the Company concludes a gas sales agreement with TPDC.

This first phase of Songo Songo development is not dependent upon concluding a gas sales agreement with TPDC, and additional gas volumes could be sold through the existing Songas infrastructure to industrial and/or power markets. The NNGIP pipeline is completed and associated plants and facilities are nearing completion, with commissioning expected by the end of Q2 2015. Shanta inks $40m loan facility

LSE-listed Shanta Gold has secured a US$40-million loan facility from the corporate and investment banking division of Investec Bank. The group, through its operating subsidiary Shanta Mining, would use one-half of the funds to refinance an existing bank loan from UK-based FBN Bank, with the remaining US$20-million set aside as a standby facility to be used as and when required. The East Africa-focused gold production and exploration company said in a statement on Tuesday that the loan facility, which was subject to normal regulatory approvals from the Bank of Tanzania, had a five-year tenor and would bear interest at the London Interbank Offered Rate plus 4.9% a year. “The finalisation of [this facility] will lower the company’s cost of funding and also provide greater financial flexibility,” said outgoing CEO Mike Houston. “The facility, together with the company’s operating cash flow, place Shanta in a healthy position as it enters an exciting period with the extension of the life-of-mine at New Luika through opencast and underground mining and looks at other growth opportunities,” he concluded.

Kibo kicks off next stage of Rukwa definitive feasibility study

Dual-listed Kibo Mining has started Phase 2, Stage 1 of the definitive mining feasibility study (DMFS) for its flagship Rukwa coal-to-power project (RCPP). This followed the confirmation by Minxcon Projects’ technical experts of the conclusion of the Phase 1, Stage 1 part of the process and the completion of the required planning and preparation, including the first scheduled work activities of the mining prefeasibility study. The Tanzania-focused mineral exploration and development company, which was working towards first power generation from the project in 2018, would now increase the “intensity” of the discussions and negotiations as it sought a joint development partner. “The company has secured a number of final proposals from potential partners. We hope to have a further detailed update for the market shortly,” said Kibo CEO Louis Coetzee. The next stage of the project would include definitive feasibility studies on both the coal mine and power plant, along with any associated environmental assessments and advanced financial modelling for the integrated RCPP. Kibo would move to secure power purchase and grid connection agreements, in addition to all related permits and rights with Tanzania Electric Supply and other government departments and agencies.

Integrated report validates ‘robust’ Rukwa fundamentals

A consolidation of coal mining and power generation technical reports on the Rukwa coal-to-power project (RCCP), in Tanzania, into an integrated prefeasibility study (IPFS) report has shown the project to be “robust” at key consolidated financial, technical and operational levels, project developer Kibo Mining said on Tuesday. The company said the IPFS demonstrated that the project was viable at a consolidated level, rather than purely at the coal mining or power generation stages of the RCPP, confirming the fundamentals and viability of the consolidated project and “substantially” increasing confidence levels in Kibo’s ability to successfully develop and deliver it. According to Kibo, four alternative development option had proven to be financially, technically and operationally feasible. It outlined an indicative project revenue range over an assumed 25-year project life of between US$8-billion and US$8.5-billion with an indicative pre-tax equity internal rate of return above 23% and an indicative post-tax payback, excluding any mitigation from potential government concessions and incentives, of between 7.5 and 9 years. The indicative project net present value range, according to the IPFS, was at a 15% discount rate of between US$250-million and US$280-million. Meanwhile, there was sufficient additional coal resources available from Rukwa to potentially more than double the power station’s current design size and plant life. Moreover, the technical and environmental risk assessment did not identify any high-risk concerns and “unanimously” recommended further development of the project following a feasibility analysis. According to the report, Rukwa could be successfully constructed and commissioned within the current

projected timelines for completion, as the feasibility work done, to date, already covered a “significant” amount of work beyond the standard industry scope, required for prefeasibility compliance. Kibo Mining CEO Louis Coetzee believed the IPFS confirmed the robust nature of the project and enabled it to pass yet another milestone “with flying colours”. “With the validation of RCPP fundamentals, the IPFS substantially increases confidence in the project. Completion of this stage of the project’s feasibility work considerably enhances the inherent value of Rukwa and is an important factor in finalising commercial partner discussions. “We would reaffirm to investors that our commercial negotiations continue actively. We are managing this process carefully, with our main focus being the conclusion of a joint development agreement at the earliest possible opportunity. In this regard, the company recently held separate project site visits at the RCPP, with prospective partners. Further updates will follow,” he outlined in a statement.

Kibaran shares surge as financier circles The share price of graphite developer Kibaran Resources soared by 33% on Friday after the company announced significant interest in debt funding for its Epanko project, in Tanzania.

Kibaran announced at the end of the week that it had received an expression of interest (EOI) from a development finance institution (DFI), which is a member of a large banking group and rated as one of the 50 safest banks in the world. The DFI is also considered to be one of the largest European DFIs, and has a strong record in the African mining sector. Kibaran told shareholders that the DFI had expressed interest in providing a senior loan worth A$28-million, with a tenure of at least six-anda-half years, including a one-year grace period on the principal repayment.

The DFI has also indicated its interest to act as arranger, on a best effort basis, for the balance of the project debt. Executive director Andrew Spinks said on Friday that the debt financing EOI was a significant step forward for the company, which had now entered the development stage at the Epanko project. “The EOI provides further confidence to graphite market participants that Epanko will commence production in the near term, and advance Kibaran’s ongoing discussions with a number of potential offtake customers.” The EOI was subject to an evaluation of a due diligence on the project, including the feasibility study currently being undertaken, as well as the receipt of the environmental certificate. It is currently estimated that the Epanko project could support output of as much as 100,000 tonnes per year (t/y). Kibaran recently initiated a review of its mining and processing schedule at Epanko, with a view to developing a growth strategy for the project beyond

A ramp-up to full project execution is gradually taking place of Palabora Copper’s R9.3-billion Lift II project, in Limpopo province, following shareholder approval to fund the extension of the life-of-mine to 2033. The JSE-listed mining company supplies some 90% of the copper it produces and refines to the South African market. Coproduct vermiculite is sold in virtually equal quantities to both the international and local markets and some of the mine’s magnetite is used domestically for coal washing. The company reports that historically disadvantaged South African suppliers will be granted additional opportunities to directly and indirectly supply the mine with goods. It also wants to see more contractors coming from previously disadvantaged communities in the area. JSE-listed platinum exploration company Bauba Platinum, which has undertaken the first blast on the chrome horizon at its Moeijelijk operation, expects the first delivery of run-of-mine chrome ore to take place by month-end to ASA Metals, its offtake partner. The blast is expected to yield 15,000 tonnes of chrome ore at a grade of 39% chrome, building up to 20,000 tonnes of chrome ore a month within two months from start-up. The first blast marks the transformation of Bauba from a pure platinum exploration company to an exploration and production company, with chrome production underpinning the availability of funding for the platinum exploration programme. Bauba is also evaluating other potential chrome projects to generate more free cash flow. An US$18.2-million loan from PTA Belaz Bank funded the equipment, which includes 130-tonne bulldozers, front-end loaders and dump trucks.

ASX-listed Cradle Resources reported on Tuesday that the base case study was centred around an openpit mine delivering two-million tonnes a year of feed, producing 4,600 tonnes per year (t/y) of ferroniobium, over 30 years. Over the first ten years, the project was expected to deliver an average grade of 0.68% niobium, lowering to 0.54% for the life-of-mine (LoM) average. With a pay-back period of one-and-a-half years, the project was expected to have a net present value of US$470million and an internal rate of return of 56%. During the first ten years of operation, the project would deliver earnings before interest, taxes, depreciation and amortisation of US$133-million a year, which would decline to US$103-million a year over the LoM average.

Results from the updated mineral resource were expected within the second quarter of this year. The DFS would consider the option of staging production in such a way that in the early years, a more capital efficient mining operation could be built that would target 5,000 t/y of ferroniobium. The plant would then be expanded in subsequent years to achieve an increased production profile to meet the growing ferroniobium market.

Cash costs for the first ten years of operations have been estimated at $55.64/t, while the LoM cash costs have been estimated at $50.47/t. “We are very pleased with the results of the PFS, which demonstrates a highly economic, world-class project. The PFS substantially de-risks the project following on from excellent results achieved with the resource drilling and the metallurgical testwork last year,” said Cradle MD Grant Davey. Davey said that the company had focused the study on a higher-grade mining schedule that would deliver optimal cash flow early in the project. “With the definitive feasibility study (DFS) already under way, and an updated mineral resource due out shortly, we are well advanced in ensuring that Panda Hill will be the next niobium producer.”

Tsebo’s medium-term growth strategy was to have 25% of its net asset value in international markets, with that target now being achieved. “In the long term, we aim to extend that figure to 40%,” he adds. Besides scale, Smith says the group is unique in its ability to deliver global standards of quality in African conditions. “Our clients rely on us to mitigate their operational risk, manage costs, align them to strategy and boost productivity.” ATS CEO Sanjay Narain says the merged entities have resulted in a one-stop shop for customers across Africa.

The merger between outsourcing company Tsebo Outsourcing Group and catering and hospitality services company Allterrain Services (ATS) is set to bolster the companies’ service offering to the mine site accommodation industry by combining their expertise and client base throughout Africa and abroad. Following the merger, ATS is now part of the broader Tsebo Outsourcing Group. Tsebo Outsourcing Group CEO Clive Smith told Mining Weekly that the merger, officially announced on March 4, formed the first “truly Pan-African services group”, with a turnover of more than R6-billion, an employee complement of 26,000 and 7,000 active customer sites. He says that, over the years, the company had found that customers want more than

Narain notes that, as with Tsebo, ATS has honed its offering over the past 17 years to include integrated solutions in the catering, cleaning, oil and gas life-support services, facilities management and turnkey camp construction space across sub-Saharan Africa. “I am confident that the merged entities will continue to expand in Africa and the Middle East to eventually become the number one operator in facilities services,” he states. Twofold Strategy Smith told Mining Weekly that the newly merged group’s macrostrategy is twofold: from Tsebo’s initial single service of catering, it aims to extend its service offerings within the company while also extending its business into more countries in which these services were previously not offered. Tsebo was previously represented in ten countries – South Africa, Namibia, Lesotho, Swaziland, Mozambique, Zambia, Botswana, Saudi Arabia, Bahrain and Mauritius – with smatterings of project work in other African countries, including the Democratic Republic of Congo (DRC), Malawi and Nigeria. Meanwhile, ATS has operated in other African countries, including Sierra Leone, Mali, Uganda,

Tanzania, Kenya, the DRC, Zambia, Mozambique and Burkina Faso. “This equates to ATS servicing nine of the countries in which Tsebo was not represented, and Tsebo having serviced nine countries that ATS did not service,” Smith says, adding that the only two commonly represented countries were Mozambique and Zambia, with ATS having the lion’s share of business in Zambia, and Tsebo having the lion’s share of business in Mozambique. Meanwhile, local content plays an important role for the group. “We strive for a long-term goal of 90% localisation, which can take many forms, including local manufacture of products, employing a local workforce, using local engineering expertise or uplifting local infrastructure such as schools,” he adds. “We understand that a large driver of economic growth, particularly in the resources sector, is local community involvement, which in Africa is termed ‘local local’,” says Smith. He told Mining Weekly that more than 50% of Tsebo’s monthly turnover is allocated to employee salaries, adding that “people are core to our value system”.

Tanzania’s New City of Kigamboni Bridging the gap between Dar es Salaam and Kingamboni

The government of Tanzania, through the Ministry of Lands, Housing and Human Settlements, has launched an ambitious new development which serves to link Dar es Salaam by bridge to Kigamboni. The Kigamboni New City will be situated in the Kigamboni district to the south Dar es Salaam. As the ninth fastest growing city in the world, Dar es Salaam is currently experiencing a housing boom. The new housing developments underway in Kigamboni, which will be connected by the new Vijibweni Bridge, offer new opportunities for residents.

Dar es Salaam-Vijibweni bridge (Kigamboni Bridge) First conceptualised in 1977, the Kigamboni Bridge is currently under construction in Tanzania. It serves to connect the Dar es Salaam central business district to the Kigamboni ward across the Kurasini creek. Construction work began in February 2012 and is expected to take over 36 months to completion. The bridge is a partnership between the National Social Security Fund (NSSF) with 60% share and the Government of Tanzania at 40%. Designed by Arab Consulting Engineers and constructed by China Railway Jiangchang Engineering (T) Ltd & China Major Bridge Engineering Company, the dual carriageway bridge of four lanes serves to replace the MV Magogoni Ferry (Kivokoni). The total length of the cable-stayed bridge is 680 metres and the width is 27.5 metres. The estimated total cost for constructed is at US$136-million. The bridge has currently reached 60% of its construction while the new dual carriageway roads linking the bridge are at 30% complete. It is now expected to be completed by July 2015.

As the ninth fastest growing city in the world, Dar es Salaam is currently experiencing a housing boom. The new housing developments underway in Kigamboni, which will be connected by the new Vijibweni Bridge, offer new opportunities for residents. The bridge is a momentous development, well timed to government’s plans to construct the Kigamboni Satellite City. The new city will eventually accommodate 450,000 people – a major increase from the current population of 45,000 people. Bridge construction works have hastened the development of the Kigamboni New City, creating many opportunities in the real estate and services sectors to support the growing number of residents. The project will begin with 6,400 hectares, covering several areas including Kunda, as well as Sinda Ndani and Sinda Nje Islands.

The KDA (Kigamboni Development Agency) has offices in Kigamboni and is entrusted with all matters relating to the development – ensuring that no land is expropriated before due compensation is made. After budget was decided on for the 2014/2015 calendar, government’s focus for the next financial year is to complete various procedures, including a public hearing and survey on the area to be included in the new city. The Kigamboni Satellite City Project will be implemented in three phases. The first will span 20122022, the second will span 2022-2027, while the third will be carried out from 2027-2032.

Resettlement process The current review of the city plan strives to involve residents and stakeholders. This is vital in making the project a success. Education on various plans is key to public awareness on the development. A form of compensation being discussed with residents is the option to purchase shares in the New City and additionally benefit from future revenues. Government is committed to execute the Kigamboni New City project, promising handsome compensations and resettlement of residents in the area to other areas other than Dar es Salaam. The project is referred to in the Chama Cha Mapinduzi’s (CCM) manifesto and was among the promises that the Fourth Phase Government aims to keep. In the current first phase of compensation under review, government is to pay 35,000/- per square metre and thus a one hectare of land will be compensated at 141,654,000/-. The compensation rates are in line with the law which also considers the value of the land in the new city.

Railway contracting company Loning Hill Properties has been trading as Flint Rail Projects since March 1, 2015, restoring a previously familiar brand in the underground mining industry, says Flint Rail Projects MD Keith Flint. He explains to Mining Weekly that Flint Construction, established in 1992, was absorbed by commercial and industrial services group First Tech Group in 2010. Following First Tech’s liquidation in 2013, Flint bought the assets that belonged to Flint Construction and established a rail and civil engineering company under the name Loning Hill Properties. Flint says: “What eventually motivated the name change back to Flint was that the name seemed to have stuck and carried some weight in the mining industry. “The company is fortunate to have most of the original team that started the company and thus has a depth of knowledge and experience on board to assist in growing the business in the future.” He says that while the company has been able to keep employment steady at about 220 individuals, there is still some downside risk that existing and potential future projects may be shelved or reduced, given the low in the commodities cycle at present. It is increasingly unlikely that another South African deep-level conventional mine will be developed in the near future, Flint states, adding that the current pool of existing conventional mines is, therefore, the segment of the underground market which the company considers for projects such as incline shaft rehabilitation, civil works, box fronts and thermit welding. A new management team will be led by Pierre Swanepoel, who has been with the team for nearly 20 years and helped to establish Flint Construction’s reputation when the company was first established. Meanwhile, with the growing demand for surface and underground rail and civil projects from many of the bigger mining houses, Flint Rail Projects has been affected by the steep drop in commodity prices and the effect it is having on the company’s major clients, says Flint. With many of the bigger contractors aiming to expand into Africa, Flint Rail Projects has followed suit and, while no work is presently being undertaken outside South Africa, the company has completed projects in Mozambique, Tanzania and Zambia during the past 18 months, Flint concludes.

Now consisting of five thriving companies, the Tanzanian manufacturing business has many facets allowing customer satisfaction across a wide range. As engineers who are continually improving their product, Hanspaul Group is well versed in its designs after over 30 years of customer service. From its foundation in a manufacturing capacity, Hanspaul Group has branched out as a result of the ever-increasing competitive market due to an influx of imports. In the 1980s, Dharam Singh Hanspaul & Sons Ltd started manufacturing agricultural machines and tools. From first producing five machines a month, production expanded to 450 machines a month by the late 1980s. The focus now is mainly on agriculture trailers, conveyors and bag stackers, pressed panel tanks, and fuel storage tanks, most notably with steel structure buildings and warehouses. The company’s development has sophisticated engineering with a ‘from-design-to-build’ strategy at its core. The group invested in an automated water bottling plant, Just Water Ltd and is planning to expand into the food and beverages industry.

Hanspaul Industries Limited Hanspaul Industries Limited was established in 2003 by K.S. Hanspaul as a sister company of Dharam Singh Hanspaul and Sons Limited fully diversified company. The board of directors consists of K.S. Hanspaul and Satbir Hanspaul. Their expertise is in export quality corrugated carton boxes manufactured to customer specifications and sizes. This grew from converting 30 to 40 tonnes of paper into corrugated boxes every month in the early 2000s, which continued to grow until in 2009/10 when they purchased a fully automatic plant with 500 tonnes a month capacity. They have two semi-automatic corrugation lines and one fully automatic board-making plant. This modern machinery includes a fully automatic four colour printer, slotter and slitting machine. Hanspaul Industries Limited has a team of technically qualified and experienced personnel guiding production and management. The quality control department checks and tests products during production and before dispatch. These tests include Busting Strength, Box Compression Strength (BCT), Edge Crust Test (ECT) and GSM. Hanspaul Industries Limited is a Coca-Cola approved vendor.

Hanspaul Automechs Limited The group decided to further diversity into the automotive industry in 2007 by introducing Hanspaul Automechs Limited specialising in safari vehicle conversions and 4x4 accessories. We have the capacity for 40 vehicles to come through the Hanspaul workshop for modification every month – each to specific customer specifications. While still attentive to the steel structure buildings avenue of Hanspaul, the ever-growing company plans to expand further into new countries and industries.
