NEIGHBOURHOOD FORUM GETS A NEW LEASE OF LIFE Neighbourhood planning was set up by the Conservatives to give communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. Communities are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided. Back in September 2014, The Hove Park Neighbourhood Forum (HPNF), supported by hundreds of residents, was given a mandate by Brighton & Hove City Council to draw up a plan for the ward, apart from a disputed land piece of land, now known as the Sackville Trading Estate. During this time, the Hove Station Neighbourhood Forum have worked to progress their plan according to their vision for the Hove Station area. Now it’s our turn, here in Hove Park, to shape and co-create with ALL of our stakeholders our own neighbourhood plan. The Hove Park Neighbourhood Forum sees this as an opportunity, the best one this part of Hove will get, to shape our future. We will play, immerse, sense, create and deliberate. More importantly, we will negotiate and

navigate our way through a complex minefield. In the process, we will democratise planning in our ward, for the people who call our ward home. Back in 2019, the Steering Committee of the HPNF, in consultation with an experienced planning consultant supporting other neighbourhood plans, took the decision to apply for funding from the Neighbourhood Planning Programme, funded by the Ministry of Housing, Communities and Local Government. In February this year, we found out that our application was successful. We were awarded direct funding to the Forum and indirect funding to support our work through the Government’s technical delivery partner, the consultancy firm Aecom. This is the first grant money the HPNF has received since it was formed, and it does two things: it shines a light on our work, and it demands of us that we work our hardest to deliver. This will be our future as a ward and forum area, by the people, for the people. We will kick off our journey with a series of workshops in the spring to gather those views, ideas, and offers to help, so that we forge a collective future that responds to old, emerging and new challenges in the ward and in Hove beyond that. We believe that through participation, we can offer all of you a stake in the future, to think about it, and to shape it. If you want therefore your voice to be heard, then do please come to the ‘have your say’ events and feel free to reach out to the forum team, who are here to represent you and be your voice in planning. HOVE PARK Local resident Kevin Wilsher tells us about his new book on the Brighton Tigers ice hockey team…

BRIGHTON TIGERS A TALE OF SPORTING PASSION I was born in Brighton and can trace some of my ancestors to the time of George IV, although they seem to have been mostly manual labourers or other unskilled workers so they probably didn’t mix in the same social circles. I’ve lived in Goldstone Valley for the past 26 years. Since being fortunate enough to retire early I’ve been able to indulge a personal interest in local history and architecture. I volunteer at the Regency Town House in Brunswick Square to help with the ongoing restoration project. On behalf of the Town House I organise Brighton & Hove’s contribution to the annual national Heritage Open Days festival, which is where we try to inspire people to take an interest in their local history, built environment and culture.

I’m also a trustee of the Regency Society where I look after the James Gray Collection of around 7,500 historic images of Brighton & Hove. During my immersion into the world of local history I kept noticing on social media that people regularly posted their memories of the Brighton Tigers ice hockey team and their home, the Sports Stadium, at the bottom of West Street. The more I noticed these people’s memories, the more I realised how important the team and the ice rink were to the local population. The fact that people were still excited to talk about the Tigers and express their anger over the closure of the rink some 55 years ago made me decide that these memories should be preserved and that the story of the team should be made available to future generations. Between 1935 and 1965 the Brighton Tigers were, arguably, the most successful and most passionately supported ice hockey team in the country. Hopefully, the book reveals for the first time the remarkable love affair between ice hockey and the sports fans of Brighton, Hove and surrounding towns. Thousands packed the Sports Stadium in West Street for 30 years between 1935 and 1965 to cheer on Brighton Tigers, helping them to become one of the leading teams in Britain and Europe. The stories in this book will bring back fond memories to the many fans who still mourn the loss of the team and provide

STAYING FIT AND HEALTHY IN STRANGE TIMES Who knows where we’ll be come April and beyond. Here’s some suggestions for staying fit and sane if gyms close and the UK goes into lockdown. If this doesn’t happen, this provides an impetus to focus on your health and wellbeing and that of your nearest and dearest. We need to rethink our daily physical activity given that our daily commute and lives are suddenly disrupted. We all need a minimum amount of activity just to stay healthy, never mind fit. One benefit of fitness centres is being told what to do. Download a fitness app or find a YouTube workout online. Write down your own programme (number of reps, timings) to ensure you don’t give up before fatiguing the muscles. Create a dedicated exercise space in your home or garden to switch to exercise mode. The area of a fitness mat will allow you to do most exercises. Use this event to try an outdoor workout. Don’t be self-conscious. Lots of people exercise outside and are more interested in themselves. Wait till nightfall and head outside? You don’t need equipment to work out. Bodyweight exercises are effective strength training. Increase the intensity with plyometric, eg instead of squatting, do a jumping squat or ‘ski jump’. Use home, street and park furniture like steps, walls

and bars. Make sure they are dry, stable and safe. Social distancing will have a huge impact on our mental health and wellbeing so think about getting together with friends or family off- or online to do exercise together at home, in parks or the great outdoors. After all, we live in Sussex by the sea! Mary Henderson

GOLDSTONE LANE This house, at the corner of Goldstone Lane and Old Shoreham Road, was a familiar sight to Brighton and Hove Albion fans over many decades and once formed part of Goldstone farm. At the turn of the 20th century there were seven farm cottages and this larger one was inhabited by the farm foreman. When the ground was bought by the Albion, the house was taken into the ground perimeter. It was last lived in after World War Two and for a short time was used as Albion offices. This photo was taken in 1967 and the house was finally demolished in 1983. Thanks to the Regency Society for this image from their photographic archives, The James Gray Collection. IT’S A GOOD LIFE AT DOG’S LIFE! Roy Alldred had a colourful life in the Navy, hotel business (he was working at the Grand Brighton Hotel at the time of the bombing in 1984) and as a local postman, but setting up Dog’s Life in 1990 came from his love of man’s best friend and concern for their well-being. Seeing dogs home alone when he was a postman inspired him to set up a dog walking service mainly for elderly and disabled people and now he runs a successful boarding and day care service for dogs based in Woodruff Avenue, Hove Park. He has lived in the Hove Park area for 16 years, having previously lived nearer to central Brighton. He is registered with the local authority to care for seven dogs but says he usually cares for four to six. He takes the dogs out to Hove Park, Hove Recreation Ground, Three Cornered Copse and to open land near the Dyke where they can let off steam before returning to their accommodation, which includes en suite facilities and a large outdoor garden. They can run around freely and have a shower after a muddy excursion! Dog’s Life has been trained with BIPDT (British Institute of Professional Dog Trainers) and Roy has all the insurances and certificates to care safely for dogs. Dog’s Life is not a franchise or a national company. Roy’s love of dogs and the local area is clear to see. He said living in the Hove Park area is rather like living in the country. He loves the daffodils emerging every year in Hove Park and enjoys walking through the trees and going out to the countryside. He said he really likes the outdoor space all around the area and the opportunities for exercising the dogs several times a day, rain or shine. Roy has many regular clients and canine home guests enjoy their time with him, as can be seen in his testimonials. News of a council consultation…

WOULD YOU ADOPT A TREE? Residents are being asked if they would like to adopt and care for a tree in their area. Locals may also have the chance to become trained tree wardens and check trees for possible diseases.

Looking after trees for future generations Councillor Anne Pissaridou, chair of the council’s Environment, Transport & Sustainability Committee, said: “Trees are one of the most valued and loved assets managed by the council, so we must make sure they are looked after properly now and for future generations. They are also an extremely important part of helping the council’s pledge to become a carbon neutral city by 2030.” The consultation was launched in mid-March and it is due to be open for six weeks. Councillor Pissaridou added: “It’s really important we hear people’s views on our tree strategy, so I’m encouraging everyone to get involved. We want to understand what’s important to our residents, what they want us to be doing more of and what, if anything, they can do to help.” The consultation includes about 10 questions and should take no longer than 15 minutes to complete. The strategy is 48 pages long and will appeal to people who are more technically minded. There will be a much shorter summary of the strategy for easier reading.

The ideas are included in a council consultation as part of a strategy to save and develop the city’s historic tree population. City Parks, the council’s open spaces team, also want the public’s views on planting more trees, off-street parking, dropped kerbs and tackling tree-destroying infections like elm disease and ash dieback.

News from the Friends of Hove Park…

ENJOYING SPRING IN THE PARK Hove Park is looking quite smart with neatly trimmed hedges and shrubbery, and the vistas that have been opened up to the pleasure garden show off last year’s planting to good effect. Daffodils and crocuses started flowering weeks ago and the trees should soon be coming into blossom to herald the Spring. After several years of planting, the Purple 4 Polio crocuses now provide quite an extensive massed display at the southern end of the miniature railway. The tennis courts and football pitches are a hive of activity and the park is alive with people making good use of the longer daylight hours. On the downside litter and vandalism continue to be a problem. Furniture, plants and trees have been damaged. Some of the whips we planted four years ago have suffered - see photo of one badly damaged with the main stem broken off low down and only a solitary side branch remaining. Even the defibrillator on the side of the café has been vandalised several times - it seems incredible that anyone would damage something intended to save lives! The Friends’ popular Easter Egg Trail around the park and Easter Bonnet Competition will again be held at the café on Easter Monday (13th April this year) from 11am until 1pm. The fee for the trail is £2 per child. Looking ahead to Summer, plans are well underway for our second Hove Park Art Festival. This year’s free entry festival on 20th and 21st June will include art on show and for sale by local artists, children’s workshops, and music and entertainment for everyone. With a Midsummer theme and Same Sky Midsummer Children’s Parade around the park at 6pm on the Saturday, this should be a great way to celebrate the longest day of the year.

PERMISSION REFUSED FO The council’s Planning Committee has rejected plans to build a three-bedroom house on land previously used as a garden for The Dyke pub in Dyke Road (now the Dyke Alehouse & Kitchen), a Grade II listed building. 71 objections to the plans were received by the council. The reasons for objection included: its impact on a listed building; traffic, parking and congestion; overdevelopment; and loss of privacy for neighbours. However, the council planning officer’s report recommended the application be granted and concluded that it would not result in significant harm to neighbouring properties. Hove Park ward councillor Vanessa Brown objected on the grounds of its impact on some of the original features of the listed pub building; also the garden is registered as an Asset of Community Value; the site is adjacent to a very busy crossroads, making access very difficult and dangerous; and it would be an overdevelopment of the site. PLANS FOR SACKVILLE TRADING ESTATE APPROVED Brighton & Hove City Council’s Planning Committee approved new redevelopment plans for the Sackville Trading Estate and Hove Goods Yard on 4th March.

The proposed development as viewed from Hove Park Moda Living’s previous plans were rejected by the committee in July 2019. Their revised proposals for the site, to the east of Sackville Road, include 564 residential units and 260 care community units, retail floorspace, office accommodation and community/leisure floorspace. The buildings will range from 2 to 15 storeys and vehicular access will be via the existing entrance from Sackville Road with new pedestrian access off Sackville Road to the south of the site adjacent to the railway bridge. 87 objections to the scheme were received by the council. A council planning officer recommended that the scheme be granted planning permission. His report to the committee said: “Overall, the proposal is considered to be a marked improvement when compared with the previously refused scheme with a much improved housing mix, an increase in overall employment floorspace and potential jobs, excellent levels of daylight within the care community, some marginal improvements to the private amenity offer and improvements to the appearance and design.” The application was also supported by Hove MP Peter Kyle and by the Hove Station Neighbourhood Forum (HSNF).

Hove Park ward councillor Samer Bagaeen and Goldsmid councillors Jackie O’Quinn and John Allcock all spoke against the plans at the planning committee meeting. Westbourne councillor Chris Henry spoke in favour of the scheme. He said: “I’ve come to the conclusion that we’re not going to get better than what this plan offers from a private site.” Some members of the committee said that they would have to support the scheme, as they felt it had addressed most of the reasons for refusal of the previous scheme, while acknowledging at the same time that they didn’t like the design and were unhappy with the amount of affordable housing. Cllr Daniel Yates said: “It looks like a massive university campus,” and Cllr Leo Littman commented: “Looking at it from Hove Park, it’s like we’re looking at Manhattan.” Cllr Phélim Mac Cafferty said that councillors had been given a stark warning about the quantity of homes needed to be built. “This is not the type of housing we should be building, but I don’t think we’ve got any choice.” However, Cllr Joe Miller thought it would be a positive addition to Hove. Councillors on the committee voted six to four in favour of permitting the development.

FROM THE KEEP… EXECUTIONS AT HOVE PARK Hove Park on a fine day in spring or early summer is a nice place to be. But 225 years ago it was the scene of a military execution - and hundreds of soldiers were forced to watch, as diarist Thomas Harison tells us… In 1795 Britain was at war with France and in constant expectation of an invasion led by Napoleon Bonaparte. Thousands of soldiers were stationed at various military outposts in the South East and conditions in barracks could be dire. In Blatchington Barracks near Seaford, lack of food drove 500 hungry soldiers into Seaford where they rioted and took supplies from local butchers and traders, as well as stealing 300 sacks of flour from the Tide Mills at Bishopstone. The mutiny was quashed but it frightened the authorities and the Government decided to make an example of the ringleaders, privates Edward Cooke and Henry Parish. On Saturday 13 June, at 6.30 am, hundreds of soldiers from various militias (marked A-K in the plan) took up their places in Goldstone Bottom, a natural small depression in the Downs outside Brighton, roughly about where Hove Park tennis courts are now. Harison tells us that cavalry detachments were stationed on the

slight rises around the execution area, to surround the watching soldiers and curb any thoughts of resistance. At L-L was cannon and at mm-MM horses in the rear of their respective guns. The two areas marked D-D were the Oxfordshire militia, ‘divided that they might more conveniently see the execution’. This was the militia whose members had mutinied. There was more punishment in store for the Oxfordshire. Not only were they placed closest to the event but a detachment of them had been picked out to shoot Cooke and Parish, and this group was stationed at Q, positioned behind the ranks so the prisoners would not see their comrades until they stepped out at the last moment. At O, six soldiers were brought out first. Three were flogged, two were pardoned and the sixth, ‘being ill, was reserved for another opportunity’. Then, at R, the two prisoners made their appearance, ‘having a guard of both horse and foot’ and were made to kneel on their coffins. The tiny dot to their right was the adjutant, ‘who gave the signals by waving his cane’. Was Thomas Harison sketching his plan as this event took place? He could have been, as he was a civilian Quarter Master Commissary, responsible for provisioning the army, and as a civilian may not have been under military discipline. He called it a ‘remarkable day’ and we know that seeing the execution upset him very much. He wrote that he ‘was struck with such a melancholy that I could not enjoy a thing for a fortnight or more after it’. HOVE PARK News from the Friends of Three Cornered Copse…

A SOGGY WORKDAY Saturday the 14th of March promised to keep our latest work day free from rain, a rare break in our soggy winter. The job list featured clearing the bridleway and paths of the overhanging branches and fallen branches, planting the last of our donated hedgerow tree whips and, of course, picking up a bag or two of litter. During the wet and windy weather there have been many arboreal casualties in the copse. Large branches have broken and fallen, blocking the paths, and whole trees, with shallow roots in the wet soil, slowly lean into the thoroughfare. We armed ourselves with bow saws and loppers, and most importantly, our friendly council park ranger with his chainsaw, and set about clearing. Only a few days before this, one of the large tree monoliths that had grown too heavy for its anchors had come down directly across the main path into the fence of one of Woodland Drive’s back gardens. The large tree branch which was blocking the middle path and forcing walkers to navigate a small crater was finally removed, politely appreciated by one or two passers-by that day. Even through the mud, signs of spring are starting to appear. The birds are very active, and the snowdrops have given way to bluebells. The ground is very soft, which helped us planting our tree whips. Another 50 or so were added this on this work day, again a mixture of native species, blackthorn, dogwood, hazel and others. Then slowly, and un-forecasted, a large dark cloud crept over the sky and began to deposit heavy rain over our hardy volunteers. Taking our cue, we reluctantly packed our tools away and headed home, albeit with a slight glow of satisfaction. The Great British Spring Clean, organised by Keep Britain Tidy, is almost upon us once again, between 20 March – 13 April. Keep an eye on our website, or Facebook page, for details of the event. Our numbers are usually swelled by others on the spring clean day. It’s a worthy activity, clearing the copse of all plastics and litter that will soon be covered by the spring growth.
