Director’s Welcome

This fall discover new adventures at one of our city parks – Get outside and enjoy the skatepark, pickleball courts, sand volleyball courts, splashpads, fishing in our urban lake or a picnic at one of the many ramadas. As the weather cools off the City of Surprise Community and Recreation Services Department has prepared a variety of activities to maintain a healthy lifestyle, gather as a family and make everlasting memories! The Community and Recreation Services Department has changed its name to the Parks and Recreation Department. Our mission of providing exceptional parks, recreation programs and events will continue. Parks and Recreation staff have been busy with several projects that will enhance opportunities for residents. Dick McComb Dog Park lighting project has been completed which allows for open hours in the evening until 10 pm. The Surprise Tennis and Racquet Complex will have all courts lit after project completion in early fall. Look for details on a ribbon cutting in the next Recreation Times. The design for the relocation of the Gaines Ball Field is underway and construction should be complete in 2020. Asante Library construction project is well underway and will be completed by the end of the year.

FEATURE STORY COACH OF THE YEAR Congratulations to Leon Chavez, a volunteer coach from our City of Surprise Jr. Suns League, for being awarded the 2019 Jr. NBA Coach of the Year representing the Phoenix Mercury. The Jr. NBA Coach of the Year program is designed to recognize and celebrate youth basketball coaches in NBA and WNBA team markets that demonstrate outstanding integrity, character, and leadership – and in doing so have extraordinary impact on young people on and off the court. For the past five years Leon has coached girls teams in both the City of Surprise winter and summer basketball leagues. For the three years before that he coached his son in Surprise leagues. He always coaches with a positive and fun attitude while still challenging his players to continue to develop skills. He has been so successful that he regularly has more player requests than we can allow for one team. Not wanting to disappoint these players, he has several times volunteered to coach two separate teams in our girls divisions so he can keep working with these players. The Parks & Recreation Department would like to give a big “thank you” to Coach Chavez for his commitment to making his players and the Surprise Youth Basketball League successful. Leon has been a pleasure to have coach our leagues, and we at the City of Surprise are entirely grateful for his service and for the positive impact he has had on dozens of our athletes.

Below is a partial list of requirements, park policies, and guidelines. Additional information can be found on the website at www.surpriseaz. gov/recreation.

Ramada Rental Procedure

Responsible parties aged 21 years and older are able to rent ramadas and obtain beer permits. “Responsible party” means the person who signs the permit application, the group or organization to which the permit is issued, and every member of the group or organization. (Ord. 94-10 §§2(part), 1994) A credit card and government issued ID are required for reservation. At this time, reservations cannot be held with a credit card over the phone. Permits are not transferable and only valid for the date and area specified, assignment, and number in the group as indicated. Small ramadas are for 20 people, large ramadas are for 40 people. Ramada and Beer Permit applications should be made at least 48 hours in advance. Facility rental and special event requests should be made at least one week in advance. Please provide additional time for larger groups and special requests as there may be additional fees and considerations.

No person shall use amplification equipment in any city park unless doing so in conjunction with a permit issued pursuant to Section 12.08.140(A)(1) and the permit issued states that the use of amplification equipment is permitted in conjunction with the event or activity. Amplification equipment includes but is not limited to amplifiers, portable radios or stereos, car radios or stereos and any equipment used to play prerecorded material. This prohibition does not apply to the Citysponsored events. DJ’s, band’s, and amplified sound, are only permitted at Marley Park with a permit and are considered a special event and must be coordinated with staff. Local noise ordinances and laws must be adhered to. Call for information. All amplification shall remain at an acceptable sound level, not to exceed 50’, and that does not disturb the reasonable use of the park facilities by other users. (Ord. 94-10 §§2(part), 1994) Live bands or mariachi’s will be not be permitted at any park.

Refund Policy & Cancellation

Refunds will not be issued due to cancellations or inclement weather. Rebooking within 30 days will be offered on an availability basis due to weather cancellations provided the request is made the next business day.

Every effort will be made to accommodate reservations at another facility or to reschedule free of charge. Reservations for large events and functions with considerable planning and cost will be encouraged to purchase cancellation or event insurance, should an unforeseeable event occur.

Special Events

Beer Permits

A special event is defined as any group of 20 or more (small ramada), or any requested use that is outside of normal park operations such as a wedding, corporate meeting, event with amplified sound, or as determined by the Director. Staff is happy to assist you with determining if accommodations can be made for your event and will assist with assessing your needs and event pricing. Please call for details.
