eople’s Day every Wednesday is one of the strategic innovation that the Department of Environment and Natural Resources (DENR) under the leadership of Secretary Regina Paz L. Lopez has been implementing nationwide starting August 10, 2016. The new environment leader also presented the public hotline contacts of the agency to address public concern and queries. For the DENR, the People’s Day and the utilization of the hotline contacts are the agency’s programs aim at winning multi-stakeholders partnership to working harmoniously for the implementation of environmental programs. It is also a mechanism of good governance. Good governance is the process of decision-making and the process by which decisions are implemented by the concerned actors in authority. According to the United Nations, the good governance has eight (8) major characteristics consist of 1) participatory, 2) consensus oriented, 3) accountable, 4) transparent, 5) responsive, 6) effective and efficient, 7) equitable and inclusive and 8) rule of law.  Transparency, Responsiveness, Effectiveness and Efficiency DENR Secretary Lopez emphasized that the “People's Day is one way of bringing the DENR and its programs closer to people. It likewise serves as a tool to improve transparency, efficiency and effectiveness in the DENR as the agency also get the public's input on matters affecting them” in response to their needs based on the best available services. implementation of the People’s Day in our area of responsibility to determine the list of people served, the day they are served and the action or provision of the needed services by the service providers.  Equitable and Inclusive A total of 134 clients/ customers composed of 55 females and 79 males from various areas in Surigao del Sur were accommodated during the seven People’s Day activities for the month of August and September 2016. They are impartially and graciously entertained by our frontline service providers and concerned offices in the PENRO and provided the available services based on their needs.  Participation and Consensus Oriented Men and women of PENRO Surigao del Sur have been actively participating in the implementation of the People’s Day. As unanimously agreed, the host team during the Monday Convocation will assign personnel from its office to assist the frontline service providers during the actual People’s Day through photograph taking and/or entertaining the customers by signing the attendance and other needed forms and ushering them to the concerned office in-charge who will be acting the concerns or purpose of the customers. Our personnel in Community Environment and Natural Resources Office (CENRO) located in Bislig, Lianga, and Cantilan are also implementing the conduct of this People’s Day to serve our clienteles within its area of responsibility.  Accountability and Rule of Law The celebration of the People’s Day reflects accountability and follows the rule of law. Based on the existing civil service law, the government employees are accountable to provide the needed services by the customer/ clients. DENR appoints new OIC in PENRO SurSur, CENRO Cantilan By virtue of DENR Regional Special Order No. 2016-272 s. 2016, the DENR Caraga Regional Director Nonito M. Tamayo officially installed Forester Jose Flavio V. Concha as the new In-Charge in the Office of PENR Officer Surigao del Sur during the installation ceremony on July 12, 2016 held at PENRO Building, Tandag city. Forester Concha, a pure Tandaganon, was the in-charge of CENRO Cantilan, Surigao del Sur since July 2015. He served as DENR employee for more than 30 years since his first employment in the environmental service sometimes in 1982. PENRO Surigao del Sur Acting HRMO Maria Paz S. Aguilar revealed that Forester Concha has been a dedicated DENR employee with vast working experiences holding gigantic positions within the AOR of PENRO Surigao del Sur for more than three (3) decades now. “Forester Concha is one of the DENR employees who rise from rank and file. His first employment in the agency was in 1982 as the Forest Guard in BFD Bislig, Surigao del Sur. He then promoted as Forester I of CENRO Bislig in 1987, which was the beginning of his career development in the ladder of success,” HRMO Aguilar said as she introduced the new OIC during the installation ceremony. She added that among the highlighted promotions and designations he acquired during the past years in DENR were Senior Forest Management Specialist and Development Management Officer.

In his acceptance speech, OIC PENR Officer Concha revealed that he was overwhelmed considering the great responsibilities in managing 2 cities and 17 municipalities within the AOR of PENRO Surigao del Sur. But he was grateful to the management for the trust and opportunity given to him while optimistic to perform the job. “With your full support and cooperation together with the help of the top management and different stakeholders, we can accomplish effectively the works assigned to us based on our mandates,” OIC PENR Officer Concha said. Meanwhile DENR Caraga Regional Director Nonito Tamayo also formally install Forester Zaldy C. Perater as the new CENR Officer of Cantilan, Surigao del Sur in view of reassignment of Forester Concha. Director Tamayo said that he trusted the management capacity of the OIC in PENRO Surigao del Sur and CENRO Cantilan. “With the leadership of the new officer in-charge, I believed that the PENRO Surigao del Sur and all its field offices under its AOR are in good hands,” Director Tamayo said during the installation rite. The movement of some DENR personnel to PENRO Surigao del Sur was due to the transfer of OIC PENR Officer Raul Rosales to DENR Regional Office for health reason. (Johny S. Natad) ۩

‘Oplan Broadcastreeing’ plants 1,100 mangrove propagules By: Shekinah I. Rojo

Fifty-nine (59) planters from Kapisanan ng mga Brodkaster ng Pilipinas (KBP), 36th IB and 16th IB of the Philippine Army planted some 1,100 mangrove propagules in celebration of ’Oplan Broadcastreeing” 2016 at Kadagatan Ampingan Pagmata Katawhan (KAAMPAKA) National Greening Program (NGP) site 2011 in Burgos, Cortes, Surigao del Sur with an area of 0.44 hectare last August 6, 2016.

OIC PENR Officer Jose Flavio V. Concha expressed gratefulness to the KBP Surigao del Sur and the Philippine Army for the continuous support and active participation in the implementation of NGP as part of their environmental action and advocacy to greening the environment. “We thanked and appreciated the initiatives of our media partners in KBP together with the support of our partners in Philippine Army for helping us in maintaining and planting trees in our NGP areas,” said PENR Officer Concha while expressing that the DENR will always support the celebration of ‘Oplan Broadcastreeing’ among media practioners and other organizations who are willing to exert efforts for caring environment. The “Oplan Broadcastreeing” is annual simultaneous nationwide tree planting activity initiated by KBP aims at supporting the NGP as one of the environmental priority program of the Philippine government. ۩

The PENRO Surigao del Sur announced the hotline contacts of the office and its field offices in consonance with the standing instruction of the DENR Secretary Regina Paz L. Lopez to strengthen community and civil society’s participation in reporting to the agency any complaints and information about any environmental crimes. Surigao del Sur OIC PENR Officer Jose Flavio V. Concha encouraged everyone to report to the office and its nearest field offices any related environmental complaints and illegal activities within two cities and 17 municipalities of Surigao del Sur. “It is the marching order of our DENR Secretary that each field office must have hotline contacts in order to hear and receive important reports from concerned people in our coverage areas,” OIC PENR Officer Concha said, adding that Secretary Lopez believed that the best way to protect our environment is by actively involving civil society in the development agenda and encourage everyone to become pro-active and inspire people to become part in our environmental development initiatives. Meanwhile, DENR Secretary Lopez announced that every Wednesday is declared ‘People’s Day’ in all DENR offices nationwide starting August 10 to allow officials and employees to address public concern and queries. Acevedo Some 75 participants coming from different partner people’s organizations (POs) under Community-Based Forest Management (CBFM) –National Greening Program (NGP) were participating the Provincial CBFM-NGP People’s Organizations Forum and Workshops for Surigao del Sur on July 28-29, 2016 held at Licanto Family Beach Resort, Barangay Wakat, Barobo, Surigao del Sur. With the theme “Moving CBFM into Sustainable Forestry and Entrepreneurship”, the two-day activity highlighted with the presentation of good practices of partner people’s organization (POs), NGP performance review presentation, accomplishment of CY 2015 and status of Modernized and Mechanized Forest Nursery (MMFN), updating the progress of various development projects, stats of PO’s reportorial documents, PO federation meeting, guidelines on eco-tourism, and workshop on updating CBFM profile. CENRO Bislig NGP Coordinator Joselito Atanoza emphasized that the said activity is very important aims at discussing and updating the progress of the various developmental projects including the relevant concerns encountered in

the program implementation with the partner people’s organizations (POs) in Surigao del Sur. “The presentation of POs good practices and experiences of CBFM-NGP in relation to environmental and natural resources management and discussion of relevant issues and concerns with strategies to properly address the program implementation and workshops to strengthen POs capacity in managing programs are the major focus of the forum,” said Atanoza. Meanwhile, PENRO Surigao del Sur Technical Services Division Chief Forester Federico A. Senoc, Jr. expressed sincere gratitude for the active participation and untiring support of the different POs to the DENR programs. “The DENR is very thankful to all our partner people’s organizations in Surigao del Sur who actively partake in our CBFM-CARP-NGP programs,” Forester Senoc said, adding that the forum is significant initiatives in order to draw support from and strengthen partnership with the various partners in civil society as indispensable stakeholders in the successful implementation of environmental programs of DENR especially in terms of sustainable forestry. ۩

The Provincial Multisectoral Forest Protection Committee (PMFPC) of Surigao del Sur revealed its anti-illegal logging accomplishments for the second quarter during its quarterly on July 29, 2016 held at Shacene Pension House, Tandag city. Surigao del Sur Police Provincial Office has conducted 29 positive operations; arrested 21 persons; confiscated a total of 23,894.04 board feet of various log species and has filed cases against four person from the month of April to June 2016. Covering the month of April to June 2016, DENR PENRO Surigao del Sur has confiscated 19,053.09 board feet of lumber and 39.46 cubic meter of logs with one Hino Wing Van Truck, one Isuzu Forward and one Tricycle containing illegally transported forest products. “The significant accomplishments on our anti-

illegal logging campaign were made possible with the joint efforts of DENR partners especially the Philippine Army and Philippine National Police in the pursuit of minimizing the occurrence of Illegal Logging and Illegal Trade of Forest Products in the whole province of Surigao del Sur,” said OIC PENR Officer Jose Flavio V. Concha. In the observance of the National Ozone Protection Month, the Provincial Environment and Natural Resources Office (PENRO) of Surigao Sur calls and encourages the youth to help protect the ozone layer and fight against global warming and global climate change. During a symposium on Ways to Mitigate Global Warming spearheaded by Purisima Diocesan School Science Club and attended by all its high school students, PENRO Surigao del Sur OIC, PENR Officer Jose Flavio V. Concha through his representative Information Officer Johny S. Natad called on all the students to help avert the impact of global warming and depletion of ozone layer. “It is not enough for the youth, who are the future young scientists, to have equip with knowledge and wisdom but also have the will and consistent action to fight against global warming and global climate change,” said Mr. Natad. “By simply planting trees, practicing best waste management, applying best practices in sustainable organic agriculture, saving energy utilization, supporting the use and adoption of alternative source of renewable energy, carpooling or reduce driving car used with fossil fuels, consuming more veggies locally harvested than processed meat,

are some easy ways to help reduce carbon footprints,” he added. Bernaldez In the observance of the National Clean-up Month Celebration 2016, the Community Environment and Natural Resources Office (CENRO) Lianga personnel together with various environmental partners and the Local Government Units (LGUs) officials and employees of San Agustin, Marihatag and Barobo, all in Surigao del Sur had conducted the simultaneous clean-up activities on September 16 and 17, 2016. Anchored on the National Clean-up month theme: “Bayan Ko, Linis Ko: Partnering Towards People’s Environmental Movement” the massive and synchronized clean-up drives were conducted in the Tawnaga Creek, Terminal and Park located in Barangay Otieza, San Agustin; Marihatag Park, Terminal and Creek located in Barangay Poblacion, Marihatag and all barangays within the municipality of Barobo. Participants had collected some 255 kilograms of different solid waste materials from the rivers, creek, terminal and other public places of the participating LGUs. Some of the waste materials collected were plastic, cellophane and debris that caused pollution with adverse impact to the environment. These waste materials were properly segregated into

biodegradable and non-biodegradable in accordance with RA 9003 or known as “Solid Waste Management Act”. The collected garbage were immediately hauled by LGU dump truck and transported it to the sanitary landfill for proper disposition. Lianga CENR Officer Hernan Hernandez was grateful for the active participation of the concerned civil servants in local government units who join the successful synchronized cleanup citing that such activity is significant in managing and maintaining healthy, safe and sustainable environment. “This celebration was successfully undertaken wherein the participants are helping to mitigate the impact of global warming and climate change through proper waste management. Regular clean-up activity is very important responsibilities of all Filipino citizens of this country to ensure a balance and healthful ecology,” said OIC CENR Officer Hernandez. The simultaneous clean-up drive is an annual observation pursuant to the Presidential Proclamation No. 244 which declares every September as National Clean-up Month. This event aims of maintaining the cleanliness of the surrounding environment as way of life as well as promoting ecological balance of the earth. ۩

(PROVE) Mancagangi Chapter Office work together to clean the Matho beach in town of Cortes as part of celebrating the 2016 International Coastal Cleanup (ICC) on September 16, 2016. With the ICC theme “Bayan Ko Linis Ko: Bayanihan Para sa Malinis na Karagatan”, OIC PENR Officer Jose Flavio Concha, who led the coastal cleanup activity encouraged all Surigaonons to volunteer and join the clean-up activities within its surroundings in the observance of the National Clean-up Month. “Surigao del Sur, known as the “Shangri-La by the Pacific” is one of the provinces that has longest coastline in the country with beautiful beaches served as local tourism destination. It is therefore imperative role of everyone to maintain the cleanliness from any disastrous wastes not only in our beaches and coasts but also on its tributary zones like creeks, rivers and waterways to marine ecosystem, which are natural resources and vital sources of our livelihood, food and health security,” OIC PENR Officer Concha said. The coastal cleanup is also one of the line-up activities spearheaded by DENR for the Civil Service Month’s 116th Philippine Civil Service Anniversary (PCSA) celebration which anchor on the theme ““Sigaw ng Lingkod Bayani:

Meanwhile, the field offices under PENRO Surigao del Sur together with local government units are encouraged and advised to conduct clean-up activities in small group only based on the DENR-Environmental Management Bureau advisory limiting the activities within the safe environs of certain barangay, school, church, community, company or establishment, along roadsides, canals and vacant lots used as dump sites of individuals observing proper public security and safety to all participants. The PENRO Surigao del Sur was supposedly conducting a significant event of ICC at the Mabua coastline in Tandag City to be participated by different groups and concerned government agencies but was cancelled following the public safety and security advisory issued by the National Coordinator and CoCoordinator from the International Coastal Cleanup (ICC) and Philippine Coast Guard Auxiliary (PCGA) and memorandum from the DENR-Biodiversity Management Bureau (BMB). International Coastal Cleanup is one the largest volunteer effort annually celebrated every September with an aim to provoke environmental consciousness among people for ocean's health and better waste management policies to protect marine ecosystem.
