National residential building activity surges BY DEAN WEBSTER PRELIMINARY ABS figures released recently show strong growth in residential building activity in the March 2014 quarter, according to the Housing Industry Association (HIA). There was more than $13 billion of residential building work done in the March 2014 quarter across the nation. This represents a 6.8 per cent increase over the previous quarter and 8.4 per cent higher than the March quarter a

year ago. HIA economist Geordan Murray said that dwelling approvals activity was particularly strong in the final quarter of 2013. “So it is natural that we now see an improvement in the level of building work being done,� he said. “Today’s figures are the first official statistics confirming that the strong leading indicators that we saw late last year are flowing through to strong levels of residential building activity on the ground.� Aside from a single quarter in 2010 when activity surged in response to fiscal stimulus during the financial crisis, the March 2014 quarter was the highest level of residential building work done in any other quarter on record. “This bodes well for aggregate economic growth,� Mr Murray said. The result suggests that residential

building should make a stronger contribution to GDP growth in the quarter. “The value of work done on multi-unit dwellings reached a new high in the March 2014 quarter. This is consistent with the indications from housing approvals data. “The jump in the value of work done on multi-unit dwellings was the strongest driver of the overall improvement in activity, accounting for around two-thirds of the growth in the quarter. “It is encouraging to see work done on detached homes posting strong gains. “Also, a second consecutive quarterly improvement in the amount of work done on home renovations is a positive sign for this part of the industry after activity dropped to decade lows in 2013.� For more information, head to hia.com.au.

Geelong breaks records The City of Greater Geelong (COGG) has hit a record 81 per cent in issuing Planning Permit Applications within 60 statutory days. The high turn around as prescribed under the Planning and Environment Act 1987 means more Geelong residents have been issued with a permit from the time of lodging their document to receiving their permit. COGG Mayor Darryn Lyons said Geelong’s performance outshined many other local councils. “The city has broken all of Geelong’s previous records for issuing planning permits in the month of April which is really cutting red tape for Geelong residents. “This compares with other local councils such as

Private sale majority WITH all the attention directed to Melbourne’s auction boom in the lead up to the Queen’s Birthday weekend, it is often overlooked that the vast majority of home sales throughout Victoria are private sales. That is particularly so in regional Victoria, where 76 per cent of all sales so far this year have been private sales. In some areas, virtually all sales are private sales. But even in Melbourne where more homes are being sold by auction, including in the outer suburbs, private sales still account for close to 70 per cent of sales. While the health of the city market is diagnosed according to clearance rates – that is, what percentage of homes auctioned sell at auction – for private sales, it is days on the market that are significant. They indicate how long homes are taking to sell and whether they are being snapped up or languishing. In April, the median number of days on the market in Victoria was 36. Although that was up from 32 in March, the slight increase could relate to the timing of Easter which, combined with the Anzac Day weekend, reduced the number of April trading days this year. And it was lower than at this time last year – when the number of days on the market for private sale was 41. While auctions rely on a short, sharp campaign with vendors hoping buyers will get carried away, some sellers request a private sale rather than facing auction campaign pressures, setting a reserve and having to decide what to do if a property is passed in. This is particularly so in areas where inconsistencies in auction prices make predicting outcomes difficult. REIV agents are often asked about making an offer to buy in a private sale. While the agent will certainly try to help, it is important to remember that the agent acts for the seller, not the buyer. If anxious or uncertain about negotiating, it is worth hiring a buyer’s agent. REIV membership includes buyer’s agents and members sign up to our code of ethics. It is important to keep in mind that the seller does not have to accept your offer. He or she may want to wait to see what other offers are made, or want different settlement terms – for example, a longer or shorter settlement period. This may result in a negotiation between you and the seller, with the agent acting as go-between. Also, if you make your offer conditional – for example, subject to finance or subject to the results of a building survey – the seller may not want to accept this. Offers must be in writing and in the form of a contract signed by you.

It is really helpful, whether you are buying or selling, to understand the journey a buyer goes through when purchasing real estate. There are two distinct phases. There is the emotional attachment stage and the justification stage. The emotional attachment stage is all about finding the property they like. They start looking in the area that they like, and in the price range they can afford, and often the range slightly above what they can afford. If you are selling, it is very important to remember that the vast majority of buyers take what they see on face value. This is where pre-sale property presentation is very important. A small minority have the ability to visualise through a poorly presented property, but even if they

do they will still deduct from the asking price to compensate for the work they will need to do. It seems obvious to state that buyers will emotionally attach to the property that most appeals to them, but we see so many instances on the real estate websites where poor photos or poorly presented properties sink to the bottom of the list. Your agent should be working through a presale checklist with you to assist you to avoid this situation. The second stage occurs once they have located the property that appeals and now have to justify the purchase to themselves. They consider questions like:- Is the property really right for us? Is the price

correct? Can we afford it? What do we have to do to the property to make it suit us? Are their better options available? Is this really the area we like? It can be quite an emotional time. An empathetic approach is required to guide a buyer through this part of the process and for them to feel comfortable to make an offer, or offers, that will successfully secure the property. Understanding these two phases can really assist you with your buying or selling journey, as they generally occur without exception. Simple mistakes are easily avoidable with the right guidance.
