Building on sloping Home loan or elevated sites demand exceeds expectations

THE Geelong region is renowned for an abundance of amazing views, from the hills of Highton to the amazing coastal views offered all over the Bellarine and Surf Coast. Yet people often baulk at the idea of building on a sloping or elevated site without realising that these kind of sites in fact have many benefits, not least the ability to capture available views. The best option for this type of site is a split or multi-level home, which is specifically designed to work with the natural contours of the land. This means a reduction in possible retaining wall and site costs as well as enhancing access to yard space. Due to the nature of these sites, split or multilevel designs can offer a more interesting home than a simple flat site plan by adding more dimension and character. The different levels of the home create automatic zoning for both privacy and noise control without the need for additional doors. Floor levels are also generally split through short flights of stairs which are more convenient and appealing than a full flight – especially when you have arms full of shopping. Split or multi-level designs also lend themselves to a reverse-plan, with the main living areas positioned on the first floor and

The latest Housing Finance Data showed the number of home loans granted in February rose by a solid 2.3 per cent to a seasonally adjusted 52,460. Mortgage Choice spokesperson Jessica Darnbrough said with interest rates continuing to hover around record lows and property proving a lucrative asset for investors, it isn’t surprising to see home loan activity enjoying a moderate lift. “Total housing finance by value lifted by 2.9 per cent in February, seasonally adjusted, to $27.644 billion. “Investment housing enjoyed the biggest increase – with the value of loans for investment surging 4.4 per cent to $10.737 billion.� But while the value of loans for investment enjoyed a strong lift, the number of loans to first

home buyers fell to 12.5 per cent from 13.2 per cent the month before. “This is the second lowest level of first home buyer commitments as a percentage of total owner occupied housing finance commitments on record,� Ms Darnbrough said. “There is no denying it is hard for some first home buyers to get onto the property ladder. “That said, the fact is, now is still a good time to be a property buyer. “Interest rates are sitting at historical lows, lenders are competing heavily for business and new research from RP Data shows the residential property market is Australia’s single largest and most valuable asset class.� RP Data’s results for February also showed the number of owner occupier housing finance commitments was at its highest level since October 2009 over the month. Owner occupier housing finance commitments increased by 2.3 per cent over the month and 13.8 per cent year-on-year.

Concerns raised about domestic insurance shift BY JAMES TAYLOR THE decision by Victorian Attorney-General Robert Clark to bring the insurance arrangements for domestic building under the Victorian Building Authority (VBA) may not deliver the best solution for Victorians, according to the Housing Industry Association (HIA). Gil King, HIA Victorian executive director, said the industry had raised concerns with the government about combining the role and responsibilities for insurance, dispute resolution and builders’ licensing regulation functions under a single regulatory agency.

while also judging when payouts are made in accordance with insurance policies.” Mr King said the industry had not yet been consulted on the full detail of the government’s plan, but the April 7 announcement would appear to combine some of the more problematic elements of previous building insurance schemes in other states. “HIA looks forward to receiving more detail outlining what the final scheme will involve, and having the opportunity to engage in meaningful consultation to ensure the best outcome for the home building industry and consumers.”

THE day the home you bought months earlier actually becomes yours should be happy and exciting. But what if you open the door to discover what you thought you were getting, and what is left by the seller, are two different things? Sadly, this is a common problem. Buyers who thought they were getting the garden shed and clothesline, the dishwasher or the satellite dish find them missing. There have even been cases of fireplaces being pulled out and roses dug up from the garden. The standard REIV/Law Institute of Victoria real estate contract, in widespread use, requires the seller to hand over the property to you in the same condition it was on the day you bought it, except for fair wear and tear. The seller bears the risk of loss or damage to the property until settlement. For this reason, it is important to undertake a thorough pre-settlement inspection – which you have the right to in the week leading up to, including on the day of, settlement. If you do inspect and find the property isn’t in the condition you expected, or items sold are missing, you must tell your conveyancer or lawyer straight away so that your rights can be protected. The best way to avoid problems is to ensure everything is spelled out in your contract when you sign it. Record the property’s condition, take notes and photographs. For example, it is not enough to simply specify, say, light shades – it is important to note the style and type, in case you need to question this later on. If you are selling, tell your agent what fixtures and fittings go with the property and what you intend to take away. This can be especially important if you intend to remove plants from the garden or take away a garden shed or hot-house, for example. When your contract is drawn up, check it carefully to make sure it reflects the instructions you gave to your agent. Remember, there’s no limit to the size of the list you draw up, it’s better to be comprehensive than to have a costly argument later. If disputes arise they can always be sorted out, but usually at some expense. It’s far better, and less costly, to be very clear in advance about what stays and what goes when selling – or buying - a property.
