UDIA calls parties on policy vacuum BY DEAN WEBSTER THE Urban Development Institute of Australia (UDIA) claims that despite wide recognition of the role the housing construction industry must play in transitioning the Australian economy away from mining investment, there remains a deafening silence from all sides of politics on the policies needed to achieve this. With the federal election now only weeks away, UDIA National is calling on all political parties to detail their policies to ensure that the housing and development industry will be in a strong position to deliver economic growth, new jobs, and affordable housing. â€œAlmost one in every 10 jobs in Australia is in the housing development industry, with the wider related industry contributing about 13.5 per cent of Australian GDP,â€? UDIA National president Julie Katz said. â€œItâ€™s deeply concerning that neither of the major parties have yet announced a clear plan for such an important sector of the economy.â€? The Reserve Bank of Australia has made the economic importance of the handover from mining to dwelling investment clear over the past months.
In early July, Reserve Bank governor Glenn Stevens reaffirmed this position, commenting that after several years of mining led growth, we are now â€œlooking back to household dwelling spendingâ€? and that â€œwe will need to build more dwellings than we have been over recent yearsâ€?. However, the RBA governor has cast doubt on the current ability of the construction industry to fill the gap left by the mining industry and in a speech last week, he conceded that housing investment has â€œbeen on the low sideâ€?, and whilst there was scope for it to rise, â€œthis is by no means a certaintyâ€?. â€œIf housing is to help fill the economic void left by the fall in the mining boom, major policy reform is required to address constrained land supply, poor planning, inadequate investment in infrastructure, unfair taxes on housing, and red tape,â€? Ms Katz said. On a local level, growth areas on the coast are transitioning themselves away from traditional employment sectors due to strong demand for new housing. According to economic modelling consultants REMPLAN, employment in the construction industry on the coast is now on par with the retail industry,
once the prominent employment sector. Construction is at 13.4 per cent and retail at 13.5 per cent of employment in the Surf Coast Shire, accounting for 954 and 959 jobs respectively. UDIA has identified four key actions that the incoming federal government must undertake as a matter of priority: â€˘ Deliver modern infrastructure to support our growing population â€˘ Deliver affordable housing now and for future generations â€˘ Create a stronger economy and more jobs through a fairer taxation system â€˘ Cut red tape.

Whitford’s grand day BY DEAN WEBSTER WHAT a wonderful day it was for the grand opening of Whitford Property Torquay’s new office last week, the sun was shining and the cool wind that had been present all week had subsided. The crowds were brought in by the huge Little Nippers Dora the Explorer jumping castle for the kids and a sausage sizzle perfectly cooked by the
Lions Club of Torquay. Whitford Torquay principal Michael Ferris said he was wrapped with the turn out and an enjoyable afternoon was had by all. “It was great to see so many of the Torquay community turn out to support our grand opening. “The sun was shining, the kids were having a ball of a time in the jumping castle, and the guys from Torquay Lions did a great job with the sausage sizzle, a great day had by all.”
Invites were sent to all of Torquay in the form of a hermit crab with the line “We’ve moved into something a bit more comfortable, sometimes, even real estate agents need to move” and they certainly have. Key regional centres performing better EVERY month, the REIV publishes house price indices that supplement quarterly median price data. This provides more timely analysis of the market. In July 2013, the house price index for regional Victoria was stable at 121.5. This reflected a decrease of 1.6 per cent from a year ago and remains below its peak of 124.5 in July 2011. Therefore the regional market is still subdued. However, what can often be missed when you only look at the wider view of price movement is the performance of the local housing markets. The key regional centres of Geelong, Ballarat, and Bendigo have performed much better than the overall regional market. Geelong for instance is currently at its peak. The house price index for Geelong increased by one per cent to 133.9 in July and is also 3.7 per cent higher than a year ago. Much of this growth over the past 12 months occurred from the beginning of the year. This is also evident in the improved auction market. Since the beginning of the year, there were 262 auctions in Geelong compared to 241 for the same period last year. The clearance rate has also improved to 62 per cent from 47 per cent last year. The house price index for Bendigo is also at its peak of 131.9 in July, stable from last month. This reflected growth of 3.2 per cent over the year. Ballarat’s house price index remained stable at 126.7 in July following its recent peak of 127.6 in May 2013.
