Short News Andhra tops ‘ease of doing business’ ranking, Telangana comes second Mumbai: Andhra Pradesh has topped the ease of doing business index, with a score of 98.42 per cent, among all states and Union Territories. Andhra’s neighbour Telangana (98.33 percent) has been ranked number two, followed by Haryana (98.07 per cent) at number three and Jharkhand (97.99 per cent) and Gujarat (97.96 per cent) at number four and five respectively, in the rankings released by the government on Tuesday. Chhattisgarh, Madhya Pradesh, Karnataka and Rajasthan are the other states in the top 10 of the list. The national capital Delhi (31.60 per cent) has been ranked 23, dropping from 19 in 2016, in the third edition of the list. Meghalaya was ranked last at 36th position. The rankings were published by the Department for Industrial Policy & Promotion (DIPP), which is under the commerce and industry ministry.

Aircel-Maxis case: Chidambaram, Karti’s protection from arrest extended till August 7

New Delhi : In further relief to former finance minister P Chidambaram and his son Karti, a Delhi court on Tuesday extended their protection from arrest till August 7 in connection with the Aircel-Maxis money laundering case. The court had earlier granted them anticipatory bail till today in connection with two cases filed by the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED). The order comes a day after Chidambaram was granted protection from arrest in connection with the INX Media case till August 1. Both Chidambaram and Karti have appeared before the ED twice in connection with the case. After his last appearance, Chidambaram claimed that all the answers he provided were already recorded in government documents. He also said the probe had been initiated despite no FIR.

Dhule lynching case to be tried by fast track court: Devendra Fadnavis Nagpur : Describing the Dhule lynching incident as barbaric, Chief Minister Devendra Fadnavis on Monday said a fast track court will hear the case and assured that stern punishment would be given to those guilty. On July 1, five persons, all members of a nomadic tribe belonging to the Davri Gosavi community, were lynched by a mob at Rainpada village in Dhule district on suspicion that they were child-lifters. Speaking at the state Legislative Assembly, Fadnavis said: “The Dhule incident is very unfortunate and inhuman. It will be fast tracked… the main culprit has been arrested. Many video footages are available. Police are closely tracking the role of each person involved in the act both directly and indirectly.” Stating that even the harshest words cannot describe the severity of the crime, the CM said: “There is no question of sparing even a single individual who is related to this inhuman incident.” “The act of lynching people on the suspicion that they were child lifters showed how the beast in a human being can come to the fore… The village where the incident took place was 40 km away from the district headquarters… police immediately rushed there on receiving the news.

New Delhi: The Supreme Court on Tuesday reserved judgment in the petition of former ISRO Scientist Nambi Narayanan for action against former top officials of Kerala Police who had allegedly subjected him to torture and illegal detention in connection with the ISRO espionage case. A three-judge bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud while reserving verdict hinted at payment of compensation to Nambi Narayanan. Justice Chandrachud orally observed that justice has to be delivered to Nambi Narayanan. Nambi Narayanan had challenged the judgment of the Division Bench of the Kerala High Court upholding the decision of the Kerala government to drop disciplinary proceedings against officials of Kerala police -- Siby Mathew (former ADGP), and two retired Superintendents of Police, K K Joshua and S Vijayan. Though a single judge had quashed the notification, a division bench reversed the single judge’s order. Subsequently, the case was taken over by the CBI, which found that the case baseless, and filed a closure report. The CBI report also listed several lapses committed by the officers of Kerala police and recommended action against them.

Which way will the new urban Indian voter tilt?

The state elections later this year will set the discourse for the 2019 Lok Sabha election. A lot of attention will be paid, expectedly, to caste and religion as predictors of political preference. Another divide that is slowly making it to the surface of Indian politics is the rural-urban one. The census of 2011 puts India’s urbanization level at 31.2%—up from 27.8% in 2001. More importantly, the 2011 census revealed that it was the first time that the absolute increase in urban population (91 million) was more than its rural counterpart (90.5 million). The census, however, generally undercounts India’s urbanization. This is because of a peculiar definition: A settlement in India qualifies to be called urban if its population is greater than 5,000, its population density is more than 400 persons per sq. km and at least 75% of its male workforce is employed in non-farming occupations. With a less restrictive definition, many studies conclude (, India would be much more urban than the official figures suggest. It is clear that urban India’s salience is increasing owing to sheer numbers. Of late, one can also notice a distinctive trend in the political behaviour of urban voters. In a recent analysis of voting trends in 13 states (where regional parties are strong), Ashish Ranjan finds ( that regional parties remain strong in their rural bases but have lost considerable space to the Bharatiya Janata Party (BJP) in urban areas. The BJP’s rise was the sharpest between the 2009 and 2014 general elections. In state elections too, the BJP has outperformed its rivals in urban constituencies. The Gujarat election in December 2017 was a particularly stark example where the BJP won 48 urban seats as compared to Congress’ 10. In rural areas, the Congress won 67 seats and the BJP just 51. There have been other surveys ( which have found that as incomes and education levels increase, the support for the BJP goes up. This observation is in sharp contrast to the US and Europe, where centre-right parties draw their support primarily from rural areas and lowincome group voters. The rural-urban polarization is particularly acute in the US: The multicultural urban areas vote overwhelmingly for the Democrats and rural America throws almost its entire weight behind the Republicans. The political preference of the Indian urban voter is very different. In India, an increase in education and incomes—correlated with higher urbanization—leads to less engagement with the state. As a citizen grows richer, there is a higher chance that she commutes in private cars and sends her daughter to a private school. los angeles : Hollywood actor Johnny Depp has been sued for allegedly punching a crew member on his movie set ‘City of Lies.’ As per The Hollywood Reporter, the crew member, Gregg ‘Rocky’ Brooks alleged that Depp punched him twice on the set. Brooks also claimed that he was fired from the movie, ‘City of Lies’ when he refused to sign papers saying that he wouldn’t sue the actor over the incident. The lawsuit says that Depp screamed inappropriately at Brooks and punched him twice in the ribs, then offered him 100,000 dollars to punch back, according to the report. Further details are awaited. Ahmed Shehzad charged over positive test for banned substance, says PCB

Lahor : Pakistan batsman Ahmed Shehzad has tested positive for a banned substance and will be charged later on Tuesday, the Pakistan Cricket Board (PCB) has said. The PCB announced in June that a player had failed a doping test but refused to reveal the name of the team member or the charges they faced until a chemical report was completed, as per the International Cricket Council’s (ICC) regulations.

“Independent Review Board Report on doping case has been received by PCB. Cricketer Ahmed Shehzad has tested positive for a banned substance. PCB will issue charge sheet today,” the governing body said on its verified Twitter account. Shehzad, 26, has struggled to nail down a place in the Pakistan squad in recent years but played in the twomatch Twenty20 series at Scotland in June, where he scored a combined 38 runs as the visitors recorded commanding victories.

Sensex reclaims 36,000-mark in early trade ahead of key earnings Mumbai: The benchmark Sensex advanced by over 200 points to reclaim the 36,000-mark in early trade on Tuesday led by gains on IT, realty and capital goods counters, ahead of key quarterly results scheduled later in the day. The 30-share index rose for the third straight day by gaining 203.87 points, or 0.57 per cent, at 36,138.59 in early trade. IT, realty, capital goods, oil and gas, metal, tech, auto, PSU, power and banking stocks led the upward movement, by rising up to 1.16 per cent.The gauge had gained 360.17 points in the previous session two sessions. The NSE Nifty also recaptured the 10,900 mark. The index was trading higher by 61.85 points, or 0.57 per cent, at 10,914.75. Support came from key stocks such as Yes Bank, RIL, Adani Ports, HDFC Bank, Bajaj Auto, SBI,

Suicides wipe the shine off Surat’s diamond trade

SURAT : After polishing diamonds destined for luxury stores from New York to Hong Kong for nearly 10 hours in a cramped workshop in western India, Vikram Raujibhai went home, waited for his family to leave, and locked the front door. Raujibhai doused himself in kerosene and lit a match. His family returned to find the 29-year-old’s charred body, his case the latest in a series among workers with low wages and poor work conditions in India’s booming diamond industry, as uncovered by a Thomson Reuters Foundation investigation. Investigations spread over a year in Gujarat found a pattern of suicides — many shrouded in silence — in the industry that cuts and polishes 90 per cent of gems sold globally, with many workers paid per stone. A few workers in the industry earn fixed wages — some even up to 1,00,000 or more a month - but over 80 per cent of the total workforce earn a piece rate of1 to 25 for each stone they polish and have no social benefits. Interviews with diamond unit owners, brokers, labour groups, families and the police revealed nine suicides since last November in the city of Surat, a hub for the trade, and the Saurashtra region where the workers are from.

Ahmedabad : The education department on Monday claimed that according to its recent evaluation exercise of schools, called Gunotsav, the number of schools in top grades has dramatically increased, and consequently declined in the lower grades. An increase in number of schools in the topmost A+ grade from 2,117 to 3,207 within a year has been recorded in Gunotsav VIII, conducted on April 6 and 7 across the state. Similarly, compared to Gunotsav VII, the number of A grade schools has increased from 17,653 to 22,436. A considerable decline in number of schools in lower

grades was also recorded by the department. In grade B, schools declined from 12,556 to 7,629. C grade schools declined to less than half —- from 1,613 to 774 and D grade from 300 to 181 schools. These are the results following an evaluation of 33,327 government primary schools, where reading, writing and numeric skills of students from Class II to V were evaluated. Languages including Gujarati, Hindi, English, Sanskrit, mathematics, science and social science of students from Class VI to VIII were evaluated, covering a combination of 100-mark OMR question papers for each student.

Presiding over the Seema Darshan Review Meeting at Gandhinagar, he said the project being developed on Wagah Border pattern, entails an exhibition hall, a parade ground with amphitheatre for 5,000 people. international US envoy calls for Germany to block Iran cash withdrawal

Berlin : The US ambassador to Germany has called on Berlin to block an Iranian bid to withdraw large sums of cash from bank accounts in Germany to offset the effect of new US financial sanctions imposed after Washington withdrew from a 2015 nuclear deal. Richard Grenell, a longtime critic of the accord, told the mass-circulation daily Bild that the U.S. government was extremely concerned about Tehran’s plans to transfer hundreds of millions of euros in cash to Iran. “We encourage the highest levels of the German government to intervene and stop the plan,” Grenell told daily newspaper Bild. Grenell has adopted a more outspoken role than his predecessor since arriving in Berlin in May, drawing criticism for what some German politicians view as meddling in German politics. A German Finance Ministry spokeswoman on Monday said German authorities were examining the Iranian request. The ministry had no immediate comment’s on Grenell’s comments.

The release of Liu Xia, who has never been charged with any crime, is the result of years of campaigning by Western governments and activists and comes just days before the one-year anniversary of the death of dissident Liu Xiaobo while he was serving a prison sentence for inciting subversion. Liu Xia’s brother, Liu Hui, wrote on a social media site: “Sister has already left Beijing for Europe at noon to start her new life. Thanks to everyone who has helped and cared for her these few years. I hope from now on her life is peaceful and happy.”

London : British Prime Minister Theresa May holds a meeting of her cabinet on Tuesday, a day after her government was thrown into turmoil when two senior ministers quit in protest at her plans for trade ties with the European Union after Brexit. Foreign Secretary Boris Johnson and Brexit minister David Davis resigned within hours of each other, denouncing a plan that the cabinet had only agreed on Friday, and fuelling speculation that May could face a leadership challenge. However, at a meeting with her Conservative Party lawmakers, she was cheered and applauded by many as she warned them that internal squabbling could pave the way for socialist opposition leader Jeremy Corbyn to take power instead. After the meeting, senior lawmakers said they did not expect the prime minister to face a vote of no confidence, although some Conservatives were still saying that she should go. May’s proposals for a future EU relationship after Britain departs from the bloc next March had taken two-years of internal government wrangling to agree, but within 48 hours Johnson and Davis had resigned saying they could not back the plans. Three junior ministers also quit their posts.
