HC to DGCA on A320neos grounding: Use own mind
Mumbai : The Bombay High Court today asked the Directorate General of Civil Aviation not to "blindly" follow international guidelines on air safety but to use its own "independent mind" to ensure the passengers' safety. A bench of Justices Naresh Patil and GS Kulkarni made the remarks while hearing a plea for appropriate directions to Indian civil aviation authorities over recent failures of 'Pratt & Whitney engines,' that power A320neo planes. While adjudicating the plea by city resident Harish Agarwal, the bench also asked the DGCA to take appropriate steps to ensure that the modified engines in the affected aircraft of Go Air and Indigo Airlines meet requisite safety standards. The directions came after Additional Solicitor General Anil Singh, appearing for the Union government, told the bench that it was satisfied with all efforts made by the DGCA on the issue.

Supreme Court sets aside NGT order on restrictions on devotees at Amarnath Shrine cave
New Delhi : The Supreme Court on Monday set aside a National Green Tribunal order that had created a controversy by putting restrictions on devotees asking them to maintain silence while standing in front of the ‘Maha Shivalinga’, a natural formation inside the Amarnath cave in South Kashmir Himalayas. The top court said that the December 14 last year’s order should not have been passed by the NGT on a petition which did not concern the Amarnath cave shrine. Observing that due procedure needed to be followed, a bench of Justices M B Lokur and Deepak Gupta asked petitioner Gauri Mulekhi to file an appropriate petition with regard to the pollution at the Amarnath cave. The ‘shivalinga’ is a stalagmite formed by freezing of water drops falling from the roof of the cave and growing up

vertically from the cave floor. During the hearing, senior advocate Mukul Rohatgi, appearing for the Amarnath Shrine Board, said the tribunal had “jumped the gun” and imposed certain restrictions on chanting of religious hymns, carrying of devotional offerings (prasad) and use of mules to ferry devotees. The bench asked an official of the Board why the devotees who cannot walk the distance to the cave, not be dropped by helicopters. The official said about 1000 people could be dropped by helicopters at a distance
of four kilometres from the cave, but they have to walk the remaining part. Rohatgi said that every day over 15,000 people visited the cave and the NGT had erred in putting the restrictions on them. “You (devotees) can’t carry prasad, you can’t go in palanquin, you cannot have ‘darshan’ properly and you are to be frisked at such and such points. In other words, I may say the NGT jumped the gun in passing the order,” he said. The bench asked senior advocate Krishna Venugopal, appearing for petitioner Gauri Mulekhi, why a proper application cannot be moved on the issue. It observed that devotees can get ‘prasad’ at the cave instead of carrying all along to the shrine cave. Venugopal said the NGT had not declared the entire area a silence zone and its only concern was the use of mules, due to which pollution was being caused in the area.

had welcomed a court order in favour of accused in the 2G scam case. Further, he wondered what the UPA government did in its over seven years of rule following the blast. “For its appeasement politics,
the Congress targeted and defamed Hindus and the country for merely some votes. That conspiracy has been exposed. The Congress has been exposed like never before,” he said. Senior Congress leader Ghulam
Nabi Azad questioned the functioning of the NIA under the Narendra Modi-led government. “It (acquittal) is happening in each case since the government was formed four years ago…people are losing faith in the agencies,” he told news channels. Reacting to the court verdict, former Union home minister and Congress leader Shivraj Patil said, “I find it very difficult to say whether this is wrong or correct.” He said he was not aware of the nature of chargesheet filed by the probe agency, statements made by the witnesses and the cross-examination done by the prosecution.
week in January. In UP’s Unnao district, a 17-yearold girl was allegedly raped by BJP MLA Kuldeep Singh Sengar and her father was beaten by the politician’s brother before he died in police custody. Police inaction and the silence or delayed response of political leaders, from Prime Minister Narendra Modi to Jammu and Kashmir Chief Minister Mehbooba Mufti and Uttar Pradesh’s Yogi Adityanath,
intensified anger among people. Breaking his silence on the Kathua and Unnao rape cases, Prime Minister Modi had last week said that the country’s “daughters” would “definitely get justice”. “I want to assure the country that no culprit will be spared, complete justice will be done. Our daughters will definitely get justice,” he said. After PM Modi’s statement on Friday, Gandhi had reacted on Twitter where he ‘thanked’ the prime minister for breaking his silence on both the rape cases but also asked when will the victims finally get justice. Earlier, on Thursday midnight, he had also led a candlelight vigil, to protest against the two rape cases that have created a storm across the country.
Rahul Gandhi to PM Modi: Fast track rape cases if serious about ‘justice for our daughters’
New Delhi : Taking on the NDA government for failing to keep a check on the rising cases of rapes of minors, Congress president Rahul Gandhi on Monday asked Prime Minister Narendra Modi to fast track those cases if he is serious about giving justice to India’s daughters. Gandhi tweeted that in 2016, a total of 19,675 rapes of minors were reported and called it shameful. “PM should fast track these cases and punish the guilty if he is serious about providing ‘justice for our daughters’,” tweeted Gandhi. In Kathua district of Jammu and Kashmir, an eight-year-old girl belonging to the Bakarwal tribe was allegedly gangraped after the accused had held her in captivity in the village temple for a

But, I will stand for justice and we would seek justice for the eight-year-old girl,” she said. Earlier today, the Bar Council of India (BCI) said a panel has been formed to probe the actions

Among the seats for which the party is yet to announce candidates is Varuna, for which Yeddyurappa’s son B Y Vijayendra is seen as a strong contender. The Congress has fielded Siddaramaiah’s son Yatheendra from Varuna, currently held by the chief minister who has
shifted to Chamundeshwari. The BJP had on April 8 declared its first list of 72 nominees that included its chief ministerial candidate B S Yeddyurappa, and senior leaders K S Eshwarappa and Jagadish Shettar. The Congress had on Sunday released its list of 218 candidates. In the 2013, assmebly polls, the BJP was reduced to 40 seats while the Congress had won 122 seats. JD(S) led by Deve Gowda had also

He is contesting from Shikaripura in the upcoming polls. The BJP is making an all-out bid to oust the Congress from power in the southern state.

The need for balancing the devolution scales
Every five years or so, the President of India, acting on the recommendation of the Union government, appoints a constitutionally mandated Finance Commission (FC). And so, in late 2017, the Fifteenth Finance Commission (FC15), led by the former member of Parliament and secretary to the Union government, N.K. Singh, was appointed. Most Indian citizens are generally not interested in the arcane topic of the terms of reference (ToR) for the FC. And yet, the ToR of FC15 have generated a fierce political debate that has spilled into newspapers. The nub of the debate is a full shift from using 1971 census figures for the fiscal devolution among states to using census figures from 2011. This small technical detail has set off a firestorm of protest from the southern states, who claim that they will be penalized for having followed prudent population policies in the intervening four decades. First, some context. Article 280 of the Constitution mandates that each FC make recommendations about the distribution of net proceeds of taxes between the Union and states (called vertical devolution) and also among states (called horizontal devolution). The FC has wide powers under the Constitution to (re)define financial relations between and among the Union and states. As a constitutionally appointed body, it has, within logical limits, the ability to “interpret” the elements of the ToR it receives. The Fourteenth Finance Commission (FC14) made a historic recommendation to devolve 42% of taxes to states from the previous 32%. However, the Centre scaled back Centrally sponsored schemes in states at the same time, resulting in only a small gain to states in financial devolution of about 1%, but a meaningful difference in autonomy on how the money could be spent. The horizontal devolution among states uses a formula that weights factors such as population, area, forest cover and fiscal capacity/income distance. FC14, for instance, used a weight of 17.5% for the 1971 census population, 10% for the 2011 census population, 15% for area and 50% for income distance. In some senses, therefore, the 2011 census genie is already out of the bottle, with the FC15 ToR simply allowing for the possibility that the entire weight (say, 27.5%) for population be based on the 2011 census. The technical discussion about the population base for horizontal devolution masks a deeper issue. Even though every FC tries to balance equity and efficiency, devolution in India has been weighted towards population, area and fiscal distance (backwardness). For instance, the ratio of Uttar Pradesh and Bihar’s population to Tamil Nadu’s is 3.0 and 1.5 times, respectively, but their share of tax devolution specified by FC14 is 4.5 and 2.4 times Tamil Nadu’s, respectively. Similarly, Bihar is 1.6 times larger than Gujarat in population, but received 3.1 times the tax share. It is only 86% of Maharashtra’s size but received 175% of Maharashtra’s tax allocation. In theory, FC15 could come up with any factor and is free to set weights between the factors in any logically defensible manner it chooses. For instance, FC15 could choose to give fiscal discipline a large weight (say, 50%). If it chose the latest three-year average revenue deficit (RD) to gross state domestic product (GSDP) as the metric, it would positively weight states like Haryana, Punjab and Tamil Nadu and limit states like Bihar, Uttar Pradesh and Telangana. Karnataka and Gujarat would form the “neutral” states if this factor was used. Alternatively, FC15 could use a disproportionate weight for human development indicators (HDI). Kerala, Haryana, Tamil Nadu, Maharashtra would lead and Uttar Pradesh and - Kapilkumar M. Hirpara Bihar would lag. Editor

Last week, Katrina’s statue came up at Madame Tussauds in New York and the internet reaction came soon after – blingy, yes; exactly like Katrina, no. The first photo of Katrina’s wax statue was released on the Twitter handle of the famous museum located at Times Square in New York City. In the photos, Katrina is all decked up

Many users wrote how they don’t see the likeness with the Bollywood actor. A few other comments were more uncharitable. Katrina, for some reason, always gets the same blingy treatment from Madame Tussauds. Her wax statue in London also wears a shiny lehenga. The actor was herself in London to unveil it in 2015.Other than Katrina and

Commonwealth Games 2018: Indian badminton's journey from being underdogs to best team at Gold Coast
GNS Ag / New Delhi: Aparna Popat ruffles through the pages of her memory until she settles on the chapter where she is a 20-yearold competing at her first Commonwealth Games. The year is 1998 — much before Saina Nehwal's Olympic bronze or PV Sindhu's silver four years later. The Indians are yet to make acquaintance with terms like heavyweights or favourites, which currently accompany them to badminton arenas around the world. Simply put, the sight of the Indian contingent didn't quite make their opponents quake when they walked onto the court. Not then. Popat, at 40 years of age, recollects her 20-year-old self-staring at the scoreboard at the arena in Kuala Lumpur. The score shows that she’s trailing 1-9 in the third game with a spot in the women’s singles final on the line. Popat remembers saying a line over and over in her mind. Almost like a chant. "If you lose this match, you'll regret it for the rest of your life."
The words have their effect. Popat mounts a seemingly improbable comeback and wins. She goes on to lose in the final, but silver as a colour is more reassuring than bronze. "I was probably the junior-most player on that Indian team, but there were expectations of me. Were there nerves? Definitely! Pressure? Definitely! "To go there and get a silver medal, I probably played out of my skin. For me, it was the best way to kick-start my career. Until that point, I had done well at the junior level, winning a World Junior silver medal just two years earlier," Popat said a few days before the start of the Gold Coast Commonwealth Games. Popat's silver didn't just symbolise the comingof-age of a single shuttler. That edition, Kuala Lumpur 1998, saw something else click in the Indian badminton contingent. Coached by the trailblazing Prakash Padukone, the Indian badminton contingent returned with four medals, with the men's team claiming
John Cena and Nikki Bella split weeks before their wedding... as they say they still have 'love and respect' silver and the women's team winning bronze. A male singles shuttler, who goes by the name of Pullela Gopichand, too claimed a bronze. "At such events, at the back of your mind, there's always that thought that this is a once-in-fouryears opportunity. If I lose this chance now, the next time comes four years later. That's too long a time for an athlete. You never know what's going to happen, in terms of form or fitness. The World Championships will come back. The All England will come next year itself.
Business announcements. Although Flipkart has been mum about the two announcements, many believe the homegrown e-commerce player might struck a deal with either Huawei or Motorola for their next smartphone. Chinese technology giant, which happens to be the world’s third-largest smartphone maker, is expected to launch its P20-line up in India soon. This is the first time Huawei will be selling its own branded smartphones in the country. Until now, Huawei is making its presence felt in the Indian smartphone market with
Ola to roll out 10,000 electric vehicles over the next 12 months Bengaluru: Ola, the cabhailing service that is in talks to raise at least $1 billion in fresh funds, will introduce a fleet of 10,000 electric vehicles (EVs) over the next 12 months. On Monday, Ola, run by ANI Technologies Pvt. Ltd, said that as part of its Mission: Electric initiative, it would look to deploy 1 million electric vehicles on the roads by 2021. As part of its latest launch, Ola will mostly deploy threewheeler vehicles, or what the company calls e-rickshaws and electric auto-rickshaws. “Three-wheelers are a vital means of transportation and a source of livelihood for millions of people every day. It also represents an immediate opportunity to improve outcomes for all stakeholders, while reducing pollution across towns and cities,” said Bhavish Aggarwal, founder and chief executive officer of Ola. In an interview in December 2016, Masayoshi Son, chairman of SoftBank
Group, which is the largest investor in Ola, had said that the cab-hailing startup might introduce a fleet of one million electric cars in partnership with an electric vehicle maker and the government. In an interview in May last year, Aggarwal had said that the start-up would introduce fully electric cabs on a pilot basis in major cities in India. Last month in Nagpur, Ola launched a pilot project to test a fleet of its electric vehicles. Ola had also launched its first electric vehicle project in Nagpur in May last year. “Less than a year ago, we launched India’s first multimodal electric pilot in Nagpur. After more than 4 million electric kilometres travelled and many lessons learned, we are significantly expanding our commitment to electrify mobility in India. Ola leads by example, and we look forward to working with state governments and other partners to introduce accessible.
Whatever you have to do, you have to do it now, now, now!" says Popat. A lot of things have changed in these 20 years for Indian badminton. "Now, things are much more organised. Youngsters like Satwik or Chirag can even think as far as an Olympics. They have the luxury of thinking that no matter what happens today, they will be supported till the next Olympics. In our time, it didn't work like that. If you didn't perform today, tomorrow you'd be out of the team only. "Look at how we played
the Nationals. If I didn't win the Nationals, I wouldn't be part of the Indian team for the entire year. That's how the consistency I had in my career happened. These kids don't have that pressure. It's a different kind of pressure. The current generation of Indian badminton players is aiming only in the top 15 ranks in the world. It's not like us, our targets were to qualify for the main draw of the All England. All England main draw ho gaya? Achievement! Olympics qualification ho gaya? Achievement!

GNS Ag / New Delhi: John Cena and Nikki Bella have ended their year-long engagement. The couple of six years announced their split in a joint statement Sunday, saying: 'While this decision was a difficult one, we continue to have a great deal of love and respect for one another. We ask that you respect our privacy during this time in our lives.' Their destination wedding was scheduled for May 5. Cena, 40, took to social media to share pictures of a broken heart and a Walt Whitman quote, reading: 'We were together. I forget the rest.'
He added: 'Anybody feeling down, check out Walt Whitman has always been a helpful voice in times of crisis. Beautifully wild thinker, and was certainly onto something with ideas like these.' The split comes a year after the two celebrated their engagement at Wrestlemania 33. Cena had appeared happy and devoted to his 34-year-old future wife, although he had alluded to conflict over his decision never to have children. In his recent film Blockers he played a father trying to stop his teenage daughter from losing her
virginity on prom night. And the Trainwreck star said this had led to difficult conversations with Nikki, who wanted to become a mother. 'I think I'll be snoopy. I will want to know what they're going through so I can be like, "Hey, one time, this happened to me and this is how I messed it up. Don't let that happen." ' However, the action man - who has appeared to soften his stance on whether he wants kids in the future - explained he will try to offer advice to his children, even though he knows it might not got the way he wants it to.

New Delhi: E-way bills were made compulsory for movement of goods within and across five states - Gujarat, Uttar Pradesh, Andhra Pradesh, Telangana and Kerala - on Sunday. Other states will come under the system in a phased manner. Around 240,000 e-way bills (inter state and intra-state) were generated on the portal yesterday. Traders and transporters operating in these states have been mandated to register, or enroll, on the e-way bill portal. A GST council official said the number of bills did not go up significantly on account of intra-state roll out on Sunday. One of the major reasons, he said, could be that Gujarat has mandated e-way bill for intra-state movement for only 19 items, including edible oil, oil cakes, ceramic tiles, iron and steel, processed tobacco, gutkha, cigarette, cement, timber products, tea, marble and granite. The rollout is part of the Goods and Services Tax (GST) Council's mission to rollout nationwide electronic permits for all goods worth
Rs 50,000, or more, and local transportation beyond 50 km. The council intends to adopt the system at all levels by June 1. Karnataka was the only state to implement the intra-state movement of goods on April 1 along with nationwide inter-state shipments. A statement issued by the Finance Ministry on April 9 said that more than six million e-way bills had been generated since April 1. "The intra-state roll-out of e-way bill system is expected to smoothen trade and industry, and eventually pave the way for a nationwide single e-Way Bill system," said the statement. The e-way bill was introduced as an antitax evasion feature under Goods and Service Tax, which will give a clearer picture of value of goods transported, thereby bringing all informal transactions under the umbrella of the formal economy. Experts and policy makers said e-way bills can boost GST revenue collection, which, over the past few months, has not met the expectations.
Surat Police strenuously investigating Intra-state e-way bill rolled alleged rape case: Gujarat Home Minister out in 5 states on Sunday; Surat: Gujarat Home Minister P.S. Jadeja more states to follow suit on Monday said police in Surat is actively and strenously investigating the alleged rape and murder of a minor and added that everything was being done as per law to get to the bottom of the matter. "We condemn the incident and have directed police to carry out strenuous investigations in the matter," he said. "The police are yet to receive any information on the family of the girl. We have printed posters to help with the same," Jadeja added. Suggesting that the murdered girl may also be a native of Odisha, Home Minister Jadeja revealed that the Gujarat government has contacted Odisha's Director General of Police for any relevant information related to the case. He also informed that Gujarat and Surat Police has cross-checked over 8000 photographs of missing girls so far. "We have also been tracking all movements on nearby roads through CCTV footage and are listening to phone calls made in the area to see if anyone was or is talking about the matter," Jadeja informed. "The Crime Branch of the Surat Police is fully dedicated to finding and arresting all criminals who are responsible. It is a grave situation; whenever such atrocities happen against women or minor girls, it is grave," he said. Meanwhile, the Assistant Commissioner of Police (Crime Branch), Surat, R.R. Sarvaiya, released a statement today in which he stated that a case under Section 302 of the Indian Penal Code (IPC) has been registered by the police. Pravin Togadia slams PM Modi’s foreign tour when ‘daughters are not safe’
Ahmedabad: Former VHP leader Pravin Togadia, who is going to sit on an indefinite fast here from Tuesday, kept up his attack on Narendra Modi on Monday saying the Prime Minister is going abroad when “daughters are not safe”. The state spokesperson of the Vishwa Hindu Parishad, meanwhile, came out in Togadia’s support, claiming that the entire Gujarat unit was behind the firebrand leader. “Today our soldiers are not safe on borders, farmers are committing suicide and our daughters are not safe in their homes. And yet, our Prime Minister has embarked on a foreign tour,” Togadia said told reporters. Modi today embarked on a five-day visit to Sweden and the UK. Togadia quit the VHP after former Himachal Pradesh governor V S Kokje was elected as VHP’s international president, defeating Togadia’s nominee Raghava Reddy, two days ago. In an apparent show of strength, Togadia, a former international working president of the VHP, would sit on indefinite fast. As many as 5,000 district-level VHP workers
who support Togadia have quit the rightwing outfit, Gujarat VHP spokesperson Jay Shah claimed. “The entire Gujarat unit of the VHP is behind Togadia. That is why around 5,000 VHP workers and local leaders have already tendered their resignations. To remind the BJP of its own promises, Togadia will begin his indefinite fast from tomorrow,” Shah said. “Through this fast, Togadia just wants to remind the BJP that building Ram Temple or abolition of Article 370 was in the party’s manifesto. VHP or Togadia are not demanding anything new,” he added. The fast would be held at the GMDC ground here, said Rajubhai Patel, another VHP spokesperson. While speculation is rife that the firebrand Hindutva leader would launch a new outfit, Togadia remained tight-lipped on his plans, only saying that the picture will be clear after Tuesday. Modi and Togadia, both of whom hail from Gujarat.
