UCO Bank to the tune of Rs. 621 crore (approx)by diversion and syphoning off the bank loans, the agency said. Besides Kaul, others booked by the CBI are Era Engineering Infra India Ltd. (M/s EEIL), its CMD Hem Singh Bharana, two chartered accountants Pankaj Jain and Vandna Sharda of Pawan Bansal of M/s Altius Finserve Pvt. Ltd. The revelations come just days after the investigating agency had registered a case amounting to Rs 19.03 crore sanctioned by the bank to 18 fake

borrowers under various home and property loan schemes with concessional interest rates in 2013 and 2016. The agency had filed a case against former bank employees including its former Branch Manager K.R. Saroja. The banking

sector has been reeling under the revelation of numerous frauds and loan defaulters ever since PNB revealed that it detected fraudulent transactions worth over Rs 11,400 crore in its mid-corporate branch at Brady House,

South Mumbai. PNB had alleged that two employees had “fraudulently issued Letters of Undertaking (LoUs) and transmitted SWIFT instructions to the overseas branches of Indian Banks” to raise buyers credit for companies of billionaire diamond jeweller Nirav Modi without “making entries in the bank system”. Following the announcement by the PNB, numerous banks came forward with similar complaints which included OBC, HDFC among others. The CBI booked diamond jeweller Nirav Modi, his wife Ami Modi, brother Nishal Modi and his maternal uncle Mehul Choksi in connection with an alleged Rs 280 crore cheating case after it received a complaint from PNB on January 29.

‘chemical weapons’, says MEA

"We urge all parties to show restraint and to avoid any further escalation in the situation. The matter should be resolved through dialogue and negotiations," the ministry said

New Delhi : Taking serious note of the coordinated airstrikes in Syria by the US, UK and France, the Ministry of External Affairs on Saturday called for an impartial probe into the alleged use of chemical weapons by the Bashar alAssad-led government on its civilians. “The alleged use of chemical weapons, if true, is deplorable. We call for an impartial and objective investigation by the Organisation for the Prohibition of Chemical Weapons (OPCW) to establish the facts,” the ministry was quoted by news agency said. While urging all parties to show constraint, the ministry said the matter should be settled amicably through dialogue and negotiations. “We urge all parties to show restraint and to avoid any further escalation in the situation. The matter should be resolved through dialogue and negotiations

and on the basis of the principles of the UN Charter and in accordance with the international law,” it said. On Friday, US President Donald Trump launched precision air strikes on Syria in a combined operation with France and Britain. The three countries targeted Damascus and surrounding areas in retaliation to the alleged chemical attacks by President Bashar al-Assad last week, which killed at least 60 people. While hailing the military later in the day, Trump praised the “perfectly executed” airstrikes against the Syrian regime. The US President claimed that the joint action aimed to establish a “strong deterrent” against the production, spread, and use of chemical weapons. According to

Pentagon, the Syrian forces lost several equipment and materials associated with chemical weapons in the airstrikes. French Foreign Minister Jean-Yves Le Drian said the missile strikes carried out overnight in Syria had destroyed a “large part” of the Damascus government’s stocks of chemical weapons. British Prime Minister Theresa May said the airstrikes by the three countries sent a “clear message” to Syria against the use of chemical weapons. The British Prime Minister told reporters at a Downing Street press conference on Saturday that the coordinated strikes to degrade the Bashar al-Assad led Syrian regime’s chemical weapons capability involved four Royal Air Force (RAF) Tornado GR 4s. “This collective action sends a clear message that the international community will not stand by and tolerate the use of chemical weapons,” she said.

New Delhi : BJP MLA Kuldeep Singh Sengar, who is accused of raping a 17-year-old girl in Uttar Pradesh’s Unnao district, was on Saturday sent to seven-day police custody. The CBI has also arrested Shashi Singh, who allegedly took the woman to Sengar. The BJP MLA, who was on Friday arrested by the CBI, was produced before a Lucknow court earlier in the day where he claimed innocence and said he has ‘faith in the judiciary’, ANI reported. The victim, who arrived at the CBI zonal office in the city earlier in the day, was later taken to Ram Manohar Lohia hospital for medical examination. A day after Prime Minister Narendra Modi’s assurance, the victim expressed her confidence in receiving justice. Breaking his silence over the issue, PM Modi had stated that the country’s “daughters” would “definitely get justice”. “I want to assure the country that no culprit will be spared, complete justice will be done. Our

daughters will definitely get justice,” Modi told a rally in New Delhi. The alleged rape case came into the limelight after the victim tried to immolate herself outside Chief Minister Yogi Adityanath’s residence last week after alleging police inaction against the BJP MLA. The Uttar Pradesh government, which has been receiving flak over its handling of the issue, handed over the case of alleged rape and subsequent death of the victim’s father in judicial custody to the CBI. On Thursday, an FIR was filed against Kuldeep Singh Sengar and he was subsequently booked by

the UP Police on various charges under the IPC, including rape, kidnapping and criminal intimidation. Meanwhile, Samajwadi Party chief and former chief minister Akhilesh Yadav held the state director general of police (DGP) and Principal Secretary (Home) responsible for “shielding” the accused MLA of the ruling party. “The DGP and the Principal Secretary (Home) were shielding the accused. The entire country has seen how they were referring to him (the MLA) as ‘mananiya’ (honourable) at a press conference,” Yadav told reporters at the SP office in Lucknow.

Kathua rape case: Ram Madhav admits indiscretion on BJP MLAs’ part, says their resignation being sent to J&K CM

Madhav said the ministers had gone there to assure people of impartial investigations into the matter, but a certain amount of discretion should have been maintained

Jammu : Admitting that there had been certain amount of indiscretion on party of the party in the handling of the rape and murder of a minor Bakarwal girl in Kathua, BJP general secretary Ram Madhav on Saturday said that the party has decided to forward resignation of its two J&K ministers

to the Chief Minister for further action. Both the ministers Chander Parkash Ganga and Choudhary Lal Singh, who at a rally of the Hindu Ekta Manch rallied behind their demand for shifting investigations into the rape and murder of the girl from state’s Crime Branch to CBI, had

tendered their resignation to state party president Sat Sharma on Friday. While Chander Parkash held the portfolio of Industries and Commerce, Singh is Forest Minister in coalition government. Madhav said the ministers had gone there to assure people of impartial investigations into the

matter, but a certain amount of discretion should have been maintained. “Certainly there was lack of discretion which led to misconception

even about their person and that is why they decided to quit,” said Madhav here. A s the incident came to light, I had come to Jammu and convened a party meeting in which it was decided that investigations shall be allowed to complete and since then, there had been no development from party

side over the issue, he said. The party leaders were advised not to take any step at party level in the matter as it involved a gruesome incident of rape and murder of a girl, he said, adding that party’s state secretary Vijay Sharma too had been asked to quit the party post for spearheading Hindu Ekta

Manch agitation against crime branch investigations. He is no more office bearer of BJP, he added. Referring to party position on deportation of Rohingyas and restrictions on dislocation of tribals from forests and other government lands, he said that “we have clear and consistent stand on both the issues.” “Although

these have been minutes of the meeting circulated to various departments, we have told the government that these must be withdrawn,” he said. About deportation of Rohingyas, he said that Union Home Minister was fully seized of the matter and you will soon seen effective steps taken in the matter.

Kathua, Unnao rape cases: What it will take to get justice for ‘India’s daughters’

Faced with growing countrywide outrage over the Kathua and Unnao rape cases, Prime Minister Narendra Modi broke his silence on the issue on Friday, promising justice for the “country’s daughters”. However, securing justice for women in the country is easier said than done. A Mint analysis of data on crime and punishment in India suggests that there are three big challenges when it comes to securing justice for women in the country: low trust in the police force, the slow pace of the judiciary, and the growing criminalization of politics, which undermines any serious attempt to reform India’s broken criminal justice system. These challenges pose a challenge for everybody in their quest for justice but they often prove insurmountable for those at the bottom of the social and economic hierarchy. Consider the data on state-wise crimes against women registered under the Indian Penal Code (IPC). The data shows that the rate of crimes against women moves in tandem with the overall crime rates across major states of the country. This suggests that there could be a strong reporting effect, which leads to under-reporting of crimes against women in states where overall recording of crimes is poor. In Bihar, for instance, both the overall crime rate and the rate of crimes against women are considerably lower than in most other parts of the country. In stark contrast, in states such as Andhra Pradesh and Delhi, both these rates are quite high.It is worth noting that till the mid-90s, most districts in Bihar did not report any crimes against women at all. National level trends also suggest that there might be a reporting effect at play. In the year following the so-called “Nirbhaya rape” in December 2012, crimes against women saw an unprecedented 25% jump, National Crime Records Bureau (NCRB) data shows. Reporting of crime has historically been low because of perverse policing incentives, and they tend to be even lower for gender crimes. As a 2009 research paper by Massachusetts Institute of Technology (MIT) economist Abhijit Banerjee and co-authors showed, policemen in India tend to be far more reluctant to register crimes such as sexual harassment and domestic violence as compared to other crimes such as break-ins. The second big challenge is the low conviction rates in gender crimes, which coupled with high pendency rates, inhibits victims from registering a criminal complaint. State-wise data again suggests that there is strong correlation between the overall conviction rates in a state with the conviction rate in gender crimes, although conviction rates for gender crimes tend to be lower than overall conviction rates across states. Pendency rates (the number of cases for which trial has not been completed expressed as a share of total cases on trial during the year) are high across most states of the country, and for almost all categories of crimes. While this is not a new problem, the pendency rate in India has reached its highest level since the turn of the 21st century in 2016, the latest year for which such data is available. There is a common reason for the high pendency and poor conviction rates: India’s overburdened police and judicial system. Compared to other large emerging markets, India has far fewer policemen and judges, once we adjust for the size of India’s population. What prevents greater investments in the criminal justice system, and in professionalizing the police forces? The answer lies, at least partly, in the lack of political will. Given the growing criminalization of Indian politics, most political parties are not interested in such reforms. The proportion of politicians with criminal charges against them has been rising steadily over the past decade, shows the political scientist Milan Vaishnav in his 2017 book, When Crime - Kapilkumar M. Hirpara Pays.

Olivier Giroud seals Chelsea’s comeback win to stun struggling Southampton GNS Ag / New Delhi: Olivier Giroud came off the bench to score twice as Chelsea stormed back from two goals down to send Southampton one step closer to relegation. A first-half strike from Dusan Tadic was added to by Jan Bednarek on his first start for the Saints, as Mark Hughes looked like claiming a vital first win as the Saints manager. But a decisive intervention by Antonio Conte led to three goals in eight minutes for Chelsea, with Giroud’s brace coming either side of a thumping finish from Eden Hazard. Before Conte and Giroud made their presence felt Chelsea looked to have been meandering to another underwhelming performance that has typified their form since the turn of the year. Southampton looked like they had the spirit and confidence to resist the siren call of the Championship but while three points for Chelsea leaves Champions

League qualification still a distance away, Saints have only one win in 20 Premier League games and remain three points from safety with five games left. Southampton’s opening goal typified their first half performance; simple enough but made effective through determination. Ryan Bertrand hardly concealed his intentions. The Saints captain was going to run at César Azpilicueta, from his own half, and invited Pierre-Emile Hojbjerg to find him with a pass. The Dane duly accepted the invitation and Bertrand won the race and advanced into the Chelsea box. There he held off a second challenge from Azpilicueta and played a pass with the outside of his boot that evaded the advancing Thibaut Courtois. Tadic anticipated faster than the defence and fired the ball low past Gary Cahill into an empty net. This was the sort of spirit Hughes had celebrated in

Fortis Healthcare Receives 'Expression Of Interest' From IHH Healthcare Berhad

Mumbai: Fortis Healthcare on Friday said that it has received "an unsolicited non-binding expression of interest (EoI)" from IHH Healthcare Berhad. According to a BSE filing, Fortis Healthcare's Board of Directors received this EoI from IHH Healthcare Berhad for possible due diligence and participation with the company. The IHH in its letter to the company's Board on April 11, 2018 made an offer of Rs 160 per Fortis share. According to Munjal, the fund infusion "will go beyond addressing the urgent liquidity needs of the company and help the operations stabilise with

immediate effect". "Our offer is in the best interests of Fortis Healthcare. "In fact, all those connected with the company's ecosystem, its shareholders, patients, their attendants, the community and public at large, in addition to the lenders, suppliers, doctors, medical and non-medical staff will benefit from it. We are investing in the company and our aim is to create value for all stakeholders," he had said. On its part, the company in a BSE filing on Thursday said that it has received an "unsolicited binding offer from Hero Enterprise Investment Office and Burman Family Office" with a proposal to invest Rs 1,250 crore into the company through preferential allotment route, subject to certain conditions as mentioned in the "offer letter". US adds India to currency watch list with China New Delhi: The US Treasury added India to its watch list of countries with potentially questionable foreign exchange policies, joining China and four others, according to a report issued on Friday. Treasury said the "monitoring list" includes those "major trading partners that merit close attention to their currency practices." In addition to India, the semiannual report to Congress names five countries that continue on the list from October: China, Germany, Japan, Korea and Switzerland. Countries remain on the list for two report cycles "to help ensure that any improvement in performance versus the criteria is durable and is not due to temporary factors." While no major trading partner was found to be manipulating its currency, five of those on the list meet two of the three criteria, while China is included because "it constitutes a disproportionate share of the overall US trade deficit." The US has a deficit of USD 337 billion with China of a total global trade deficit of USD 566 billion, according to government data. "We will continue to

monitor and combat unfair currency practices, while encouraging policies and reforms to address large trade imbalances," US Treasury Secretary Steven Mnuchin said in a statement. The Treasury report is required by Congress to identify countries that are trying to artificially manage the value of their currency to gain a trade advantage, for example by keeping the exchange rate low to promote cheaper exports. The report said India, which has a USD 23 billion trade surplus with the United States, "increased its purchases of foreign exchange over the first three quarters of 2017," although the rupee still rose in value. And while China -- which is at the centre of a brewing trade dispute with Washington -- remained on the watch list, Treasury said "the Chinese currency generally moved against the dollar in a direction that should" help reduce China's trade surplus with the United States. Germany also remained on the watch list, even though it is part of the European currency union, which means it cannot independently control the exchange rate for the euro.

Back then the 19-year old Harvard student wouldn't have estimated that a quarter of the world's population would be hooked to his service. The growth spurt has given Facebook and its creator tremendous power. From dorm rooms to court rooms, the brand has had a roller coaster ride since its birth in February 2004. Mark Zuckerberg had always been a keen programmer. In college, he developed websites for his peers and even began something as flamboyant as FaceSmash, which was a site made to rate people on the basis of their attractiveness. He quickly upgraded to Facebook, a site with detailed profiles of students and staff. Right off the bat, the idea took off like wild fire. Within a day, the page received profiles of 1,200 Harvard students and in a month it spread to

half of the undergraduate population. From there, it quickly spread to other American Universities. In August 2005, the company went international with a .com domain which it purchased for $200,000. However, they were still dealing with educational institutions. All that changed in September 2006 when Facebook was open to anyone with a registered e-mail id. In the year 2007 they registered revenue of $153 million which increased to $272 in the next year. In 2009, they

generated revenue of $777 million and a net income of $229 million. They touched the billion mark in terms of revenue in 2011. They listed themself in the stock markets for the first time in 2012. There was an initial dip in stock prices of Facebook Inc. but the company revived quickly and has been on the steady path of growth since then. Facebook's business model has been developed around advertisements where the main product is the consumer. The company collects data from the subscribers.

New Delhi: Jammu and Kashmir Chief Minister Mehbooba Mufti, who also holds the Home portfolio, on Saturday terminated the services of four policemen accused in the rape and murder of a minor in Kathua district. The Chief Minister also wrote to the Chief Justice of Jammu and Kashmir High Court, seeking a fast track court to conclude within 90 days the trial in the case that has caused a nation-wide outrage, official sources said here. Informed sources said the state government terminated the services of a sub-inspector, a head constable and two Special Police Officers (SPOs) accused in the crime. The development comes a day after the resignation of two Bharatiya Janata Party (BJP) ministers in the coalition government — Chaudhry Lal Singh and Chander Parkash Ganga — who had

attended rallies in support of the accused in the rape and murder of an eight-year-old girl in Kathua. Mehbooba Mufti is in Srinagar to meet party legislators and senior ministers to discuss the future course of action on the case. The minor girl from the Bakerwal community was kidnapped on January 10;

taken to a temple in Rasana village in Kathua district. Her attackers, which included temple official and policemen, drugged and gang raped her over days before finally killing her and dumping her body in a forest nearby, seven days later. The girl was attacked to scare away the nomadic Muslim community out of the village.

2016-17 academic year from Class IX. The NCERT textbooks of the two subjects were introduced in 57 schools — government and private included — across 11 districts of the state. However, this year, when the same batch

of students, a total of 5,896, appeared for their Class X board exams this March, there were confusions galore. To begin with, the state education board (GSHSEB) had to conduct four different exams for over 10.5 lakh students of the state board for each of the two subjects — mathematics and science. “Out of all the 11 districts where the pilot scheme was launched, 21 schools in Surat district had requested for the CBSE pattern exam. The remaining 36 schools wanted the GSHSEB exam pattern but based on NCERT syllabus. Since it was a pilot

scheme with no conditions attached, the state education board had accepted their requests,” said GSHSEB Chairman A J Shah. Such multiplicity of exams not only led to confusion in conducting the exams, but also in teaching. “Certainly, there was confusion in teaching. The school staff had to go through several sample question papers to understand the format. As this year the school had conducted Class IX exams on NCERT pattern, once the school exams get over on April 16, we will approach the GSHSEB authorities to request for

CBSE-based Class X exam,” said Narendra R Jha, principal of C L Hindi High School. The school in Ahmedabad’s Rakhial area, the only Hindi medium school to be a part of the pilot scheme. For others, it is not clear how the transition would help them in competing in the national entrance exams. “Our students took GSHSEB pattern exams on NCERT syllabus as the government has declared that all admissions will be based on national examinations which follow the NCERT curriculum. But students in Gujarat think that they have not studied what others have.

Jignesh Mevani's supporters stop BJP leaders from garlanding Ambedkar's statue in Gujarat

Ahmedabad: In Gujarat, a ruckus took place at an event celebrating Ambedakar Jayanti after a few supporters of MLA Jignesh Mevani tried to obstruct BJP MPs and members from garlanding BR Ambedkar's statue. The police detained five Dalit activists who attempted to prevent BJP MP Kirit Solanki from putting a garland over BR Ambedkar's statue. The activists raised slogans against the BJP, according to reports. The incident occurred in Ahmedabad. "No force in the universe can stop us (from paying tribute to Ambedkar)," Solaki told reporters after the incident, according to Times Now. The nation

commemorates Ambedkar's 127th birthday today. Meanwhile, Prime Minister Narendra Modi, President Ram Nath Kovind and Congress President Rahul Gandhi paid their tribute to BR Ambedkar on his 127th birth anniversary at Parliament in New Delhi on Saturday. Security has been beefed up in Uttar Pradesh

in view of Ambedkar Jayanti today to prevent any possible attempt at inciting violence, with political parties drawing up separate plans for the occasion. Districts magistrates and superintendents of police have been asked to ensure peace and check any violence in their respective areas of jurisdiction.

way lead to development of Dalits,” Mayawati said. In Ahmedabad, five men including members of Rashtriya Dalit Adhikar Manch, were detained when they tried to protest garlanding of Ambedkar’s

statue at Sarngpur in Ahmedabad by BJP MP Kirit Solanki. Alleging that BJP is anti-dalit, convener of Rashtriya Dalit Adhikar Manch and Vadgam MLA Jignesh Mevani had given call to prevent BJP members from paying tribute to Ambedkar on his birth anniversary. But events led by Gujarat chief minister Vijay Rupani in Gandhinagar and BJP

president Jitu Vaghani in Surat did not see any protest. In western Uttar Pradesh, Meerut, which witnessed widespread protests by Dalits during the nationwide protests on April 2, is on high alert. The security measures taken include blocking of internet services from 9 pm on Friday to 8 pm on Saturday, an official at the district magistrate’s office said.

houses," Kannan, a CPI (M) member said. As pictures of these posters started doing rounds on Whatsapp, a couple of youngsters in Chengannur constituency started writing similar messages. Soon, CPI (M) and Congress members and

a few people not affiliated to any political party stuck similar messages on their houses. In Chengannur, the messages were not just about Asifa and Unnao, but also told BJP leaders and cadres not to come asking for votes. Chengannur is all set for high-pitched bye-election which BJP President Amit Shah has termed as the first step to BJP's 'Mission Kerala'. "This is not a political campaign. All of us started this together. This includes CPI (M), Congress and

even those not affiliated with any party. Two or three youngsters started this protest and everybody just followed," Nasir, CPI(M), general secretary, Alappuzha said. It is reported by media that in Chengannur, most of the posters were found in Puliyoor region in the constituency and later appeared in Anganwadi in Cherthala, in Alappuzha district. The poster campaign follows outrage in country over Kathua and Unnao rape cases.

Gujarat Education dept to introduce maths, science NCERT textbooks from next academic session

Ahmedabad: IF THE ongoing confusion over replacing the science, mathematics and English Class X textbooks of Gujarat Council of Educational Research and Training (GCERT) with those of National Council of Educational Research and Training (NCERT) on a pilot basis was not enough, the Gujarat Education Department is all set to introduce the NCERT textbooks of the two subjects — maths and science — from Class I to Class XI in all the 58,000 schools across the state from the next academic session. By doing so, the

Education Department has set aside its earlier decision to introduce NCERT books in a phased manner in all the schools affiliated to Gujarat Secondary and Higher Secondary Education Board (GSHSEB). Earlier, it was decided to introduce the NCERT books in only two to three classes every year, thereby completely replacing GCERT textbooks in all the classes from I to XII by 2020. The Education Department’s decision is set to impact nearly 1.15 crore students enrolled between Class I and XI in 43,000 government schools and 15,000 private

schools affiliated to the GSHSEB. “Since these subjects (mathematics and science) are relevant in view of the national entrance examinations like Joint Entrance Examination (JEE) and National Eligibility cum Entrance Test (NEET), it makes sense to replace the GCERT textbooks with the Central board,” Gujarat State School Textbook Board (GSSTB) chairman Nitin Pethani said justifying the Education Department’s decision. The talk of replacing the GCERT textbooks with those of NCERT began a few years ago following

dismal results of students from Gujarat in the national entrance examinations. The Education department then decided to introduce the NCERT textbooks of mathematics and science in a phased-manner, beginning
