International Referees
The R&A offers a comprehensive Rules Education Programme designed to enhance understanding of the Rules of Golf. This programme is structured into three levels, each catering to different depths of knowledge and involvement
Level 3 - Tournament Administrators and Referees
Seminar (TARS): A three-day seminar conducted annually by The R&A, typically in February in StAndrews. It provides guidance and practical advice on running tournaments and refereeing, including sessions on course setup, marking, pace of play, suspension of play, and starting and recording. All R&A affiliates are invited to send delegates, with additional TARS courses held globally to meet demand.
