Voting for candidates who give glory to God LIFE’S INSPIRATIONS: “… Woe to the city of oppressors, rebellious and defiled… Her officials within her are roaring lions; her rulers are evening wolves, who leave nothing for the morning…” (Zephaniah 3:1, 3, the Holy Bible). -oooNO PROHIBITION ON DYNASTIES IN RP: So everyone will know, here is Section 26, Article II of the 1987 Constitution on “political dynasties”: “The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.” The question here is this: with this kind of a Constitutional provision, is there a prohibition against political dynasties---or members of the same family being elected to office? The answer is a clear “no, there is no prohibition”. What Section 26 is saying is that, there will be a prohibition only if there is a law that prohibits political dynasties, or even a law that guarantees equal

access to opportunities for public service. But, since the 1987 Constitution was ratified, there was never any law prohibiting political dynasties, nor a law that guarantees equal access to opportunities for public service. So what did the 1997 Constitution really provide on family members occupying elective positions? Nothing really, if we are to be honest about it. It was in reality a mere “Constitutional suggestion”, nothing more, nothing less. This is the reason why we cannot really prohibit relatives of any incumbent or past official from running. This is the reason why we should really have a Charter Change now! -ooo“VOX POPULI, VOX DEI”: And Press Undersecretary Abigail Valte is correct: dynasties are elected by the people themselves. So if the people are sovereign, as they are sovereign according to the Preamble and Section 1, Article II, of the 1987 Constitution, and, in the

exercise of their sovereign power they elect members of one family to office, who could contest that? No one, of course, because as the Latin maxim says, “vox Populi, vox Dei”--the voice of the people is the voice of God. But then there is just one tiny problem relative to this in the Philippines, where the “voice of the people” is routinely subverted and at times manufactured, so that there is always a lingering doubt whether that “voice” is really theirs, or is from God. Subverted, you ask? Well,

you should see the election protests after every election hereabouts---they all cry “foul” that the results announced to the people and upheld by the government through the Commission on Elections are “fraudulent” and the result of cheating. Manufactured? Well, read the same protests and you’ll see what I mean. -oooVOT I N G F OR C A N DIDATES WHO GIVE GLORY TO GOD: But this should not prevent interested Filipinos from electing officials who will really be true to their positions, regardless of whether they belong to a dynasty or not. Even if many will say this may just be daydreaming, let us continue dreaming nevertheless to elect people who have the Spirit of God in them. This should be easy to do---just look at the lifestyle of the candidates and see whether they give glory to God in what they think, say and do. Then, we should also look for people who are See batas, page A11

Traversing the Tourism Hi-way

Ped T. Quiamjot salesmanship was retailing at its worst during the time of King Herod. It was at the risk of inflicting cardiac arrest on Pontius Pilate at the Presidium, should greetings like “Good Morning” and “Please” and “Thank you for Coming” has been inserted in the Roman Empire vocabulary. Talk to Julius Caesar during that era and say “How may I help you”, and he will be infuriated to cut your neck? We started six months ago to see if it was possible to make the 200 employees of the new hotel in Davao City into a genuine host and hostesses. Or should I say “Sales People”? A tape recorder attached to my local line proved how far we had to go. “What’s difference between your Deluxe Suite of P3500 to the Junior Suite of P4, 500”?

I’d ask our Reservationist, disguising my voice over the phone. You guessed it: P1, 000. “What is going on at the Bar tonight?” I asked the Bellman. “Some Singer” was his answer. “Man or Woman”, I persisted. “I am not sure” he said, which made me wonder If it will be worth going there. Why is it that the staff of a hotel does not act like a family playing host to guests whom they have invited to their house? The reason the Reservationist thought P1, 000 was the difference between the two suites because they have never been in one, much less actually slept there. The Bellman did not know who was playing at the Bar because he has never been there or reading the Tent Card display. Definitely, sales people lack product knowledge. When you are faced with an ingrained tradition like that, half way counter measures do not work. We started a program with all our guest contact employees using a new secret oath, “Ever ybody Sells”. And we meant ever ybody – Room Attendants, Cashiers, Waite rs , Front O f f i c e people, Reservations and Bell Service. We talked to the Room Attendants about

suggesting Room Service, to the Concierge about mentioning dinner in our restaurant. To the Front Cashiers about suggesting return reser vations to departing guests, to the Gu e s t S e r v i c e Age nt s about quoting from the top down. And we talked to the Waiters about pushing for Mangoes. O ur sug gest ion for selling Mangoes fell on responsive ears, when we described a part of the “Everybody Sells” program for our restaurant. We figured, with just the same number of customers, if the Waiter would ask every guest if he’d like a dessert, given only two out of four takers, we will increase our sales volume by P131, 400 a year. Mangoes cost P90.00 per order. The Ser vice Charge for all employees would also increase by P36.00 per day. There were other star desserts in our menu line up, but we did not push for the Chocolate Truffles or the popular Durian Cheese Cake which costs P120.00 to avoid the traditional negatives. Nobody eats the sweet ending anymore. Everyone’s on a diet, if we push for it, half of our guests would be dead in a See quiamjot, page A11
