F

rom the early Native Americans to a history bustling with shipping and industry — like the history of northern Wisconsin, Douglas County’s heritage is a mosaic of culture, history, nature, and industry. The first-known inhabitants of Douglas County were Mound Builders, an advanced group of people that mined copper in the Minong Range and at Manitou Falls on the Black River. They pounded this metal into weapons, implements, and ornaments, which were later found buried in mounds with their dead. Their civilization was eventually overrun by other tribes and disappeared as a distinct culture in late prehistoric American times. In 1618, Stephen Brule’, a French voyager for Champlain, coasted along the south shore of

Lake Superior and the Ojibwa people. In 1632, Champlain’s map appeared showing “Lac Superior de Tracy” as Lake Superior and the lower end shore as “Fond du Lac.” Soon after, fur trading companies established settlements. For more than a century, the Hudson Bay Company, the Northwestern Fur Company, and the John Jacob Aster Fur Company maintained trading posts with the Native Americans. Soon, the entire Wisconsin Territory grew with a steady influx of immigrants from England, Scandinavia, Ireland, and Germany. In 1848, Wisconsin became the 30th state to join the Union. Helping to spur the growth of northern Wisconsin, Douglas County lies on one of the major water highways used by early travelers and voyagers

of inland America. This water trail, the Bois Brule-St. Croix River Portage Trail, was the most convenient connecting link between Lake Superior and the Mississippi River. The Bois Brule and St. Croix River systems were only separated by a short portage over the Continental Divide near Solon Springs. The northward traveler used this water trail to take him to Lake Superior, while the downstream traveler could use it to go southwest to the Gulf of Mexico, unhindered by portages, by using the St. Croix and Mississippi Rivers. Spurred by the prospect of a lucrative shipping and iron ore industry, businessmen from Chicago and St. Paul laid claim to the Superior area and plans began for the plotting of a great city. Immediately there was eagerness for a railroad from Lake Superior to the Pacific Coast. This was

later realized with construction of the Northern Pacific, and the dream of a rail and water highway from coast to coast was born. In 1889, the booming settlement at the Head of the Lakes would soon be named the county seat for Wisconsin’s fourth-largest county. Named for Senator Stephen A. Douglas of Illinois, famed opponent of Abraham Lincoln, Douglas County would hold pride in its largest city, Superior, and money was pumped into the city’s shipping and railway industries. uperior (pop. 27,244) is the largest municipality in Douglas County (pop. 43,785) and is situated in the Duluth-Superior metropolitan area (pop. 271,225) which straddles the Wisconsin-Minnesota border at the western end of Lake Superior. We are a multi-modal transportation hub served by four Class I railroads, several trucking firms, North America’s longest pipeline and an international port. Interstate 35 and US Highways 2 and 53 and an extensive rail network connect Douglas County to major metropolitan areas in the upper Midwest and throughout the United States and Canada.  Both domestic and foreign vessels visit the Port

of Duluth-Superior. Located at the head of the Great Lakes St. Lawrence Seaway, the Port is mid-America’s gateway to global trade. It is the largest volume port on the Great Lakes; and in the United States, it is the seventh largest dry bulk port, the seventh busiest with foreign exports and the 19th busiest overall. Our manufacturing industry continues to grow. Area manufacturers include Calumet Superior (oil refinery), Fraser Shipyards, Inc. and its subsidiaries Northern Engineering (new construction and repair of maritime vessels) and Lake Assault Boats (design and build specialized aluminum watercraft), Genesis Attachments (shears and grapples), Amsoil (synthetic motor oil and lubricants), Charter NEX Films (plastic

films), Field Logic, Inc. (innovative products for the hunting industry), Fen-Tech (variety of vinyl products including window, doors and fences) and Peterson Wood Treating (treated wood products for the building industry). In January 2012, Kestrel Aircraft announced it will be building two new facilities in Superior for the production of a new line of turbo-prop “air taxis,” and Exodus Machines announced an expansion of its facilities due to a new partnership with Caterpillar for the production of a new line of heavy-duty material handling equipment. Douglas County has some of the lowest electric rates in the Midwest. Businesses in Douglas County take advantage of the lower tax burden found in Wisconsin as compared to neighboring

he Douglas County legislative body is the County Board of Supervisors. Members are elected to two-year terms. There are 21 supervisory districts, with one supervisor representing each district, and a chairperson elected by the board. Nonpartisan elections are held every April alternating between odd number and even number districts for a two-year term. The County Board holds regular meetings on the third Thursday of each month. The City of Superior holds nonpartisan elections every April. The Mayor is elected to a four-year term, and supervises over Council meetings. Representing specific districts of the City are ten Councilors who are elected every two years. The Common Council serves as the legislative branch of the City’s

government and meets the first and third Tuesday of each month. The mission of the Superior Fire Department is to provide those services necessary for the protection of life and property. The Fire Department has three stations and provides emergency response to fires, release of hazardous materials, life threatening medical emergencies, life rescue and potential property loss. They also provide prevention services through educational programs, code enforcement, building inspection, arson investigation and other community based services. There are 15 volunteer fire departments in Douglas County: Brule, Cloverland, Summit, Gordon, Hawthorne, Highland, Maple, Lakeside, Poplar, Solon Springs,

The Superior Police Department and Douglas County Sheriff’s Department provide police and emergency services. They are responsive to community priorities and strive to provide a safe and secure environment in which to live. The city police force includes 57 sworn officers and six civilian employees. The County Sheriff’s Department has 29 certified law enforcement officers. The City of Superior’s public library and its County branches, the Joan Salmen Memorial Library in Solon Springs and the Imogene McGrath Memorial Library in Lake Nebagamon, provide quality materials and services, which fulfill the educational, informational, cultural and recreational needs of the citizens of Superior and Douglas County. The library is a member of the Merlin Library Automation Consortium, the eightcounty Northern Waters Library Service of Northern Wisconsin and is an Area Research Center of the State of Wisconsin Historical Society’s archival network.

uperior-Douglas County residents are committed to providing the highest level of education for both the youth and adult populations. We have excellent public, private and parochial schools located in the area, and are very proud to have UW-Superior and the Wisconsin Indianhead Technical College (WITC) located in Superior. The Twin Ports area is also home to the University of Minnesota Duluth, a public university; The College of St. Scholastica, a private Catholic Benedictine college; and Lake Superior College, a two-year community college.

faculty ratio of 14-to-1 provides students with a personalized educational experience, and an average class size of 17 means easy access to professors, technology and activities. Swenson Hall, a new $32 million academic building, opened in the fall of 2011. The Superior School District has one high school, one middle school, and six elementary schools with a total enrollment of over 5,000 students. We have banks! We have credit unions! We have mortgages! YES-we have your mortgage! Our local financial institutions have money to lend and they love to lend it on real estate! These banks and credit unions didn’t participate in the “don’t ask don’t tell” mortgage underwriting practices of the past that hurt so many Americans in the last recession. They have always been stand up lenders, and for that reason we do not have as many problems with bad loans, loan resets, and loan foreclosures as some communities. Our lenders stand tall with our best interests in mind– and they always have!

he Superior and Douglas County area has a wealth of quality health care available. Residents have access to two major hospitals, clinics, and health and treatment centers that provide services to suit all medical needs. The Superior area has a number of dentists specializing in family dentistry, orthodontics, root canals, pediatric dentistry, oral surgery, and periodontal care. A variety of other forms of care such as chiropractics can also be found in Superior. St. Mary’s Hospital-Superior and St. Mary’sSuperior Clinic are part of Essentia Health. St. Mary’s, a critical access hospital, provides a variety of medical, diagnostic and outpatient services as well as an Emergency Room open 24/7. The Transitional Care (swing bed) program

St. Mary’s-Superior Clinic has a number of providers in family medicine, internal medicine, pediatrics, occupational medicine and occupational and physical therapy. There are also many outreach specialists from other Essentia Health facilities who see patients daily in Superior. A short drive to Duluth provides access to an even wider variety of services offered by Essentia Health. The region’s largest health care provider employs about 400 physicians in more than 55 specialties that include heart and vascular care, cancer care, digestive health, orthopedics and more.
