CLIMATE

The Central Texas climate is classified as humidsubtropical, with hot summers, while mild weather prevails during most of the winter. Luckily, freezing temperatures occur only about 25 days per year. Cold spells are short and seldom last more than two days. While summer days are hot, summer nights are usually pleasant. Most of the time, the moderate effects of the Gulf of Mexico limit daytime highs; however, they also add higher humidity. Precipitation is fairly evenly distributed throughout the year. The heaviest amounts of precipitation occur in May and September. Dress/Attire Spring, summer and fall are all suitable for shorts, short sleeves and light dresses. In winter, a sweater or light jacket may be needed. A few days of the year during the colder months may require a heavy coat. Annual Averages    

GETTING AROUND Austin’s top-notch airport facilities, along with the intersection of IH-35 and major U.S. and state highways, make Central Texas a convenient location for materials distribution and business travel. The city’s public transportation system and bicycle lanes provide viable alternatives to driving, although motoring around town is still popular due to the convenience of several major highway routes. Three of the nation’s largest cities, Dallas, Houston and San Antonio, are less than a three-hour drive away. Laredo, a major entry point between the U.S. and Mexico, is only a four-hour drive from Austin via IH-35.

ROADS & HIGHWAYS Major Thoroughfares Interstate Highway 35 - A major travel artery running north-south through the U.S., it’s commonly referred to as I-35 or simply 35. Loop 1 - Known locally as MoPac, this freeway runs north-south through central Austin, but not in a loop. U.S. Hwy. 183 - A highway with many names, including Research Blvd., Ed Bluestein Blvd. and Bell Blvd. Loop 360 - Also known as Capital of Texas Highway, this scenic freeway runs north-south through west Austin - and it’s not a loop. U.S. Hwy. 290 - Also known as Ben White Blvd. in southwest Austin, where it runs concurrently with SH-71. State Hwy. 71 - Runs east-west through south Austin and is also known as Ben White Blvd. in southeast Austin. RANCH

Ranch Rd. 620 - Runs southwest-northeast between Lakeway and Round Rock, where it’s referred to as Round Rock Ave.

Toll Roads In Central Texas, there are two transportation agencies that operate the toll roads: the Texas Department of Transportation (TxDOT) and the Central Texas Regional Mobility Authority. Both agencies accept toll payments one of two ways: 

TxTag Electronic Payment: A TxTag is a thin sticker that goes on the inside of your windshield. An electronic reader above the toll roads sends a signal to the microchip inside the sticker and tolls are automatically deducted from your prepaid TxTag account.

Pay By Mail: Drivers without a TxTag are mailed a statement from the transportation agency operating the toll road that was driven. Toll rates paid by mail are higher than TxTag rates and each bill comes with an additional processing charge.

Toll Roads Operated by TxDOT: Loop 1 - a three-mile tollway with limited frontage roads, extending from Parmer Lane to SH-45 N. SH-130 - a 91-mile tollway, east of IH-35, that runs from Georgetown down to IH-10 near Seguin. SH-45 N - a 13-mile tollway, north of Austin, from SH-130 in Pflugerville to RM-620 in Cedar Park. SH-45 SE - a seven-mile tollway linking IH-35 near FM-1327 to the junction of SH-130 and Hwy. 183. Toll Roads Operated by the Mobility Authority: 183A Toll - an 11-mile tollway extending northward from RM-620 through Cedar Park and Leander. 290 Toll - a six-mile tollway that runs alongide Hwy. 290 from Hwy. 183 to SH-130 in east Austin. 71 Toll Lane - a four-mile tollway along Hwy. 71 from Presidential Blvd. to SH-130 in east Austin. MoPac Express Lane - an 11-mile, variably-priced express lane alongside MoPac between Cesar Chavez and Parmer Lane. 45SW Toll - a 3.6-mile toll road connecting MoPac and FM-1626 in southern Travis and northern Hays counties. 183 Toll - a 3.5-mile toll road along Hwy. 183 from Hwy. 290 to just north of Techni Center Drive in east Austin.

AIRPORTS Austin’s primary commercial service airport is in southeast Austin on Highway 71, near the Highway 183 intersection. About eight miles from downtown and the state capitol, it is on the site of what was formerly Bergstrom Air Force Base. Opened in 1999, ABIA was designed to meet the needs of a fast-growing Central Texas community. Though it is owned by the City of Austin, it receives no support from the city’s general fund. The airport is self-sustaining; any revenue it generates goes directly back into its operations, covering the entire budget. There are currently 18 airlines serving ABIA, with nonstop service to 70 destinations throughout the U.S., Canada, Europe and Mexico. The Barbara Jordan Terminal is the heart of ABIA, conveying Austin’s unique culture immediately upon arrival with numerous literal and symbolic references to the region’s geography, landmarks, history, diverse cultures and the spirit of the people and what they hold valuable. It is filled with local restaurants, shops, art and even a courtyard, with a stage that routinely hosts live music performances by Austin-area musicians. The South Terminal, which opened in 2017, is designed to accommodate smaller, low-cost airlines. Located south of the airport tower, passengers walk outside to board their planes, inspiring the terminal’s designers to embrace a 1950’s theme. PROPERTY LAWS Homestead Exemption Laws The residential homestead refers to the lot or parcel of land upon which the dwelling of a family or single adult is located. Anything which is a part of that land is subject to the homestead exemption laws of the State of Texas. Homestead exemptions remove part of your home’s value from taxation, so they lower taxes. For example, if your home is appraised at $250,000, and you qualify for a $25,000 exemption, you will pay taxes on the home as if it were worth only $225,000. You may apply for homestead exemptions on your principal residence only. Homeowners who apply for a new property tax homestead exemption must provide proof to the county appraisal district that they live in the house they claim as their principal residence. State law requires a copy of the homeowner’s driver’s license or state identification card and the homeowner’s vehicle registration receipt be sent with the homestead exemption application. If the homeowner does not own a vehicle, they can send a current utility bill showing name and address, along with an affidavit provided in the application indicating non-ownership of a vehicle. Community Property Law Texas is a community property state. Community property may be defined as all property acquired by either spouse during marriage, except that which is the separate property of either. Separate property may be defined as all property owned or claimed by either spouse before marriage and also that acquired afterward by gift or inheritance. Exactly what constitutes separate property is a question of fact, as property acquired during marriage is generally presumed to be community property. Therefore, for the purpose of insuring title, should one spouse claim property to be separate in nature, that spouse must be able to prove it.

According to RentCafe®, the average rent for an apartment in Austin is $1,436, which is a 5% increase from the previous year. However, despite this year-over-year increase, Austin rental rates are still in line with the national average of $1,474. Austin’s booming job market, deep pool of talent and high-profile corporate expansions continue to drive explosive population growth, resulting in a severe shortage of housing inventory within the city limits. December 2019 saw an unprecedented drop in housing inventory, down to less than one month of available inventory. These factors make for a very strong rental market, which will result in continued investor interest with major development projects on the horizon throughout 2020.

Migration to the Suburbs Continues In 2019, the median home price within the city of Austin increased annually by 5.3% to $395,000, a record-breaking number. Sales dollar volume increased by 6.9% to $4.6 billion, while the number of home sales increased by only 1.8% with 9,572 homes sold. Williamson County is located in Central Texas, with the city of Georgetown serving as the county seat. Roughly bisected by Interstate 35, the west side sits on the rocky terrain and hills of Edwards Plateau, while the east side sits on the rich, fertile farming land of the Blackland Prairie. Williamson County’s population is currently estimated at 566,719, which is an astonishing 34% increase from the 2010 census. The county was named after Robert McAlpin Williamson (1806-1859): an editor, patriot, schoolteacher and lawmaker. Hippo Tour Legend tells of a 1915 circus train layover in Hutto when a hippo escaped a rail car and made its way over to Cottonwood Creek. This caused much consternation for the circus workers and amusement for the locals who watched unsuccessful efforts to remove the hippo from the muddy water. Eventually, the hippo was returned to the train car. Soon after, the school adopted the hippopotamus as its mascot. Today, Hutto is the only community in the United States with the hippo as its mascot.
