Before that state can place a ballot question on the general election ballot for the voters to approve or reject a change in the state constitution it must be approved by the Legislature. A proposal has been made to change the court system from one of appointed judges to elected judges. Write a summary memo to your boss outlining the pros and cons of the proposal with a recommendation on how he or she should vote on the proposed constitutional amendment.
You have been retained to advise the newly elected Governor on a series of government reforms to improve the operation of the executive branch in your state. Write a memo to the new Governor proposing a series of changes to the powers given to the Governor and other executive branch agencies to enhance the Governor’s office, give it an effective voice in dealing with the Legislature and effectively implement services for the public.
Part II Policy Making. 50 points 1.
Identify different methods or types of taxes and fees used to fund State and Local government including the advantages and disadvantages of each.
Your Governor now has a bill on her desk pending her signature which would establish a so called “conscience clause” for hospital employees to allow them to decline to participate in providing the “morning after pill” for victims of rape or incest who are at an Emergency Room. Write a memo to her outlining the policies and issues presented by this legislation.
