Stark County District Library Board of Trustees Minutes April 24, 2012 The Board of Trustees of the Stark County District Library met in regular session on Tuesday, April 24, 2012 at the Main Library. In attendance were board members Steven Pittman, Susan Rodgers, John Mroczkowski, Bert Nero and Shawn O’Brien. Also in attendance were library employees Executive Director Kent Oliver and Fiscal Officer Russ Humerickhouse. Absent were Beth Borda and Ray Griffiths. The meeting was called to order at 5:00 p.m. by Board President Steven Pittman Guests included ten library employees; three others, and one representative from The Friends of the Library. PUBLIC COMMENTS  SEIU representative Judy Hanna spoke on behalf of the bargaining union’s contract approval and stated that the union was satisfied with the outcome. BOARD PRESIDENT COMMENTS  Board President Steven Pittman said he appreciates the efforts of all those involved in the union contract negotiations. Resolution 2011-23 Executive Session Motion by Shawn O’Brien to enter into executive session at 5:04 p.m. to discuss personnel matters, John Mroczkowski seconded the motion, roll call as follows: John Mroczkowski – yes, Susan Rodgers – yes, Bert Nero – yes, Shawn O’Brien – yes, Steven Pittman – yes Motion by Susan Rodgers to enter back into regular session at 5:43 p.m., John Mroczkowski seconded the motion, roll call as follows: John Mroczkowski – yes, Shawn O’Brien – yes, Bert Nero – yes, Susan Rodgers – yes, Steven Pittman – yes. MAIN LIBRARY FRIENDS COMMENTS  Carolyn Dick, with the Friends of the Library, said that an appreciation luncheon for all staff will be held on Thursday, April 26th.  The FOL purchased a portable sound system to be used for meetings and a display board for the gift shop. Rice’s Nursery will plant flowers in the pots in front of the Main Library. On May 4th, the FOL will participate in First Friday.

EXECUTIVE DIRECTOR’S REPORT  Executive Director Kent Oliver reported that Human Resource Manager Michael Barni is no longer employed with SCDL.  Linda Wilkins will temporarily assume the human resource duties while a search is made for a replacement.  The Stark County Commissioners will be considering the library tax levy this week.  Mr. Oliver said there is an open house for the Innovation Center on May 4th.  Mayor’s Literacy Commission has selected Chris Spielman’s book for this year’s One Book, One Community.  Mr. Oliver said that the Stark County Court of Common Pleas Administrator has not yet appointed a library board member to fill the recent vacancy. FISCAL OFFICER’S REPORT  Fiscal Officer Russell Humerickhouse reported that the State Auditor’s Office will begin the 2011 audit on Wednesday, April 25th. CONSENT CALENDAR  Minutes of the March 20, 2012 Regular Meeting were presented to the Board.  Financial Report for March 2012 was presented to the Board. Resolution 2012-24 March 2012 Gift Report BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees to accept the gifts and honorariums to be used as designated by the donors. BUILDING AND GROUNDS COMMITTEE REPORT  Patty Marsh reported to the Board that the committee is looking into efficient lighting.  Jackson Township Branch Capital Campaign Committee has suspended regular meetings until after the November election.  Sandy Valley Partnership with Stark Parks will continue to pursue grants for funding, and has the support of the library. HUMAN RESOURCES COMMITTEE REPORT  Ratification of Bargaining Agreement Resolution was introduced by Susan Rodgers. Resolution 2012-25 Ratification of Bargaining Agreement BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees to ratify the tentative agreement between the Stark County District Library Board of Trustees and Service Employees International Union, district 1199, WV/KY/OH, the Healthcare and Social Service Union for the period of April 1, 2012 through March 31, 2015.

Motion by Susan Rodgers to ratify the tentative agreement, John Mroczkowski seconded the motion; roll call as follows: Shawn O’Brien – yes, John Mroczkowski – yes, Susan Rodgers – yes, Bert Nero – yes, Steven Pittman – yes. Resolution 2012-26 Wage Increase for Supervisory, Exempt, Substitute, and Shelving Employees NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that a wage increase of two and one-half percent (2.5%) be awarded to all supervisory, exempt, substitute, and shelving employees employed as of April 23, 2012, effective with the pay period beginning March 26, 2012. Motion by Susan Rodgers to approve the 2.5% increase for supervisory, exempt, substitute, and shelving employees, John Mroczkowski seconded the motion: all voting yes. Mr. Oliver commented on the Transition Plan which he has shared with Administration. Resolution 2012-27 Executive Director Search Firm Approval NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that Bradbury Associates/Gossage Sager Associates be hired to conduct the Library’s Executive Director Search at a base fee of $18,000.00 plus any reimbursable expenses for authorized advertising and final background checks. Motion by Shawn O’Brien to enter into a contract with Bradbury Associates/Gossage Sager Associates to conduct the Director Search, John Mroczkowski seconded the motion; all voting yes. 

The Stark County Board of Trustees authorized the search committee to consult with the Board concerning a competitive salary for the incoming Executive Director.

Resolution 2012-28 Expand Executive Director Search Committee NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees, to authorize the Board President to expand the Executive Director Search Committee to include three additional members; one staff member and two non-staff members. Motion by Susan Rodgers to include three additional member to the search committee, John Mroczkowski seconded the motion; all voting yes. Resolution 2012-29 Appoint Karen Miller as Interim Executive Director NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees, to appoint Associate Director Karen Miller to Interim Executive Director beginning May 10, 2012 with an annual salary of $70,000.00. Motion by Susan Rodgers to appoint Karen Miller to the position of Interim Executive Director beginning on May 10th, John Mroczkowski seconded the motion; all voting yes. Resolution 2012-30 Executive Director Wage Increase NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that a wage increase of two and one-half percent (2.5%) is awarded to the Executive Director, effective with the pay period beginning March 26, 2012. Motion by Susan Rodgers to increase the Executive Director’s salary two and one-half percent effective beginning March 26, 2012, Bert Nero seconded the motion; roll call as follows: Susan Rodgers – yes, Bert Nero – yes, John Mroczkowski – yes, Shawn O’Brien – yes, Steven Pittman – yes. Motion by Susan Rodgers to increase the Deputy Fiscal Officer’s salary two and one-half percent effective beginning March 26, 2012, Bert Nero seconded the motion; roll call as follows: Susan Rodgers – yes, Bert Nero – yes, John Mroczkowski – yes, Shawn O’Brien – yes, Steven Pittman – yes. FINANCE AND AUDIT COMMITTEE REPORT  Mr. Humerickhouse reported the committee did not meet in April, and there are no scheduled meetings. FINAL COMMENTS BY BOARD PRESIDENT  Steven Pittman on behalf of the Board thanked Kent Oliver for his years of service to the Stark County District Library. He wished him success and said he will be truly missed. Mr. Oliver thanked the Board and staff for their support through the years. STARK COUNTY DISTRICT LIBRARY FACILITIES UPDATE May 22, 2012

MAIN LIBRARY Main LibraryStatus: Bill has been working to get quotes from several companies to replace lighting in the first floor atrium area. Right now there are some rebates for converting to more energy efficient lighting. We anticipate that those rebates will be gone once the old lighting is off the market. We hope to have a resolution for the May Board Meeting for completion of lighting changes at Main Library. In addition to the rebate and the savings from more efficient lighting, this would mean lights that are easier to change so we could save on staff time too. We expect this project to pay for itself in 5 years but that could change depending on the quotes.

MOBILE SERVICES Outreach vanStatus: The 1999 outreach van (103,000 miles) could be facing a terminal problem. There are gear issues that show when turning either direction. We are attempting modest repairs to see if we can keep it going. BookmobileStatus: We continue to have problems with the newest bookmobile. Kent has been in contact with the company, OBS, in the past and Tammy Long, our Mobile Services Manager, has kept detailed records of repairs-most done at OBS.

Resolution Title: PC Replacement History/Background/Discussion: The Stark County District Library has a 4 year replacement schedule in place for the purchase of workstation hardware. Due to recent budget constraints, that schedule has slipped and PCs that were scheduled to be replaced in previous years were not replaced on schedule. The Public PC workstations at the branches (with the exception of Plain’s which were replaced last year) are now over five years old and are in need of replacement. Failures have been increasing and in some cases, the existing PCs cannot support current applications. This resolution is for the purchase of the hardware required to replace the existing public PCs at Main, North, Madge Youtz, Dehoff, East Canton, Lake, Jackson, Perry and Sandy Valley.
