Stark County District Library Board of Trustees Minutes June 18, 2013 The Board of Trustees of the Stark County District Library met in regular session on Tuesday, June 18, 2013, at the East Canton Branch Library. In attendance were Board members Susan Rodgers, Beth Borda, Edmond Mack, and Shawn O’Brien. Also in attendance were library employees Executive Director Tena Wilson and Fiscal Officer Russ Humerickhouse. Absent were Steven Pittman, John Mroczkowski and Bert Nero. Guests included several library employees. The meeting was called to order at 5:10 p.m. by Board Vice President Susan Rodgers. PUBLIC COMMENTS  None BOARD PRESIDENT COMMENTS  None EXECUTIVE DIRECTOR REPORT  Executive Director Tena Wilson said the annual report has been completed and has been distributed to public entities throughout the community.  Six library administrators will attend the American Library Association Annual Conference in Chicago on June 27 through July 2, 2013. FISCAL OFFICER’S REPORT  Fiscal Officer Russ Humerickhouse reported the 2012 audit is completed and a post audit meeting with the Finance and Audit Committee will be scheduled for late July.  The library received a letter from the Library’s Director and Officers insurance carrier that premiums will substantially increase this year. He is in the process of receiving quotes from other carriers. EAST CANTON BRANCH MANAGER REPORT  East Canton Branch Manager Rebecca Baldwin introduced herself to the Board as the new Manager of the Branch.  She said she has learned many different things about the library and community since she became Branch Manager, including a very successful partnership with the Foltz Center. She has been impressed with the support of the community, dedication of the staff, and looks forward to a strong relationship with the local school system.

BUILDING AND GROUNDS COMMITTEE REPORT  Patty Marsh gave the current facility report noting that there is no moisture coming from walls in the teen department at Jackson.  Shawn O’Brien reported that the Library’s cost to do a building assessment at the Sandy Valley Branch will be approximately $1,200.00.  Mr. O’Brien also reported on a committee meeting with Architect Dan Meehan, Jr. concerning the building needs at the Jackson Branch. He reported that $200,000.00 has been appropriated in this year’s budget for repairs. The roof replacement alone will cost approximately $150,000 and there are other costly repairs needed, including paving the parking lot and repairing the pillars at the drive thru that are deteriorating. HUMAN RESOURCES COMMITTEE REPORT  None CONSENT CALENDAR  Minutes of the May 21, 2013, Regular Meeting were presented.  Financial Report for May 2013 was presented. Resolution 2013-24 May, 2013 Gift Report BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees to accept the gifts and honorariums to be used as designated by the donors. Motion by Shawn O’Brien to approve the consent calendar, Beth Borda seconded the motion; all voting yes. FINANCE AND AUDIT COMMITTEE REPORT  Mr. Humerickhouse reported that the State’s Budget has not been approved, but should be by the end of the month. It appears that the Public Library Fund is not going to be severely impacted.  He presented the Stark County District Library Commercial Insurance Policy to the Board for approval. Resolution 2013-25 Stark County District Library Commercial Insurance Policy NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the Fiscal Officer contract with Leonard Insurance Services for an annual premium of $57,692.00 for the Commercial Insurance Policy for the period of one year from July 1, 2013, to July 1, 2014. Motion by Beth Borda to accept the Insurance contract, seconded by Edmond Mack; all voting yes. OLD BUSINESS  None NEW BUSINESS  Ann Wetmore, Interim Programming Coordinator, reported to the Board on the Summer Reading Program this year that will run until July 27, 2013.  This year the focus is on children and teens. So far, 1,500 kids have signed up for the Summer Reading Program and over 110,000 books have been read.  Mobile Services has been participating in the Summer Reading Program this year.  A number of Summer Reading drawing winners and a bookmobile will participate in the Hall of Fame kick-off parade in July.

STARK COUNTY DISTRICT LIBRARY FACILITIES UPDATE July 16, 2013

SYSTEMWIDE Asphalt and sealing work has been accomplished at Main and Jackson. Getting rid of holes and loose asphalt, enhances the look of the parking lots and makes the library a more customer friendly and safe place.

MAIN The backup generator has been installed. Power was shut down on July 9, 2013 so the generator could be connected. This was accomplished with no disruption to customer services. All work and the time needed to bring up the computers was accomplished before most of the staff reported to work.

MOBILE SERVICES Kidmobiles and bookmobiles have been getting new carpeting in those vehicles where it was warranted. This project is not yet complete.

NORTH Even with the heavy, driving rain of last week, there was no water coming down the stairs to the basement or in the meeting room.

Stark County District Library Board of Trustees July 16, 2013 Resolution Title: Stark County District Library “Food for Fines” Amnesty Week History/Background/Discussion: The Stark County District Library has previously held “Food for Fines” amnesty weeks in September 2006 and in July 2011and both of these events were very successful. Therefore, with the approval of the Board of Trustees the Library would like to hold a “Food for Fines” amnesty week in September 2013. The week of September 16-21, 2013 is an opportunity for customers to get a “fresh start” by returning overdue books and materials free of fines and fees. By bringing nonperishable food items to any SCDL Branch or Main Library their fines and fees will be removed from their library record, no questions asked. However, any collection fees or lost material charges remain the responsibility of the customer and will not be removed. One goal of a “Food for Fines” amnesty week is to encourage customers who have been unable to use their library cards because of fines and fees to return to the Library and check out books and materials. Another goal is to have lost materials returned to the library so they can be circulated again. The Stark County Hunger Task Force, which provides free groceries to over 25,000 Stark County residents each month, will be the recipient of the non perishable food items. Recommendation: That the Stark County District Library Board of Trustees approves the following resolution for the Library to hold a “Food for Fines” amnesty week September 16-21, 2013. Draftor(s):
