Stark County District Library Board of Trustees Minutes December 18, 2012 The Board of Trustees of the Stark County District Library met in regular session on Tuesday, December 18, 2012 at the Main Library. In attendance were board members, Steven Pittman, Susan Rodgers, John Mroczkowski, Bert Nero, Beth Borda, Shawn O’Brien, and Edmond Mack. Also in attendance were Executive Director Tena Wilson and Fiscal Officer Russ Humerickhouse. The meeting was called to order at 5:03 p.m. by Susan Rodgers. Steven Pittman joined the meeting at 5:08 Guests included several library employees and one representative from The Friends of the Library. PUBLIC COMMENTS  None BOARD PRESIDENT COMMENTS  None MAIN FRIENDS OF THE LIBRARY COMMENTS  Sally Whiston of the Main Library Friends reported on the continuing support of the Books for Babies literacy program.  Tickets are available for a Murder Mystery Evening with Friends on February 23, 2013 at the Main Library.  A book sale will be held on January 5, 2013.  The Friends of the Library annual meeting will be on January 12, 2013 in the McKinley Room. EXECUTIVE DIRECTOR’S REPORT  Executive Director Tena Wilson reported on her community contacts since the last board meeting.  She attended the Library Journal Design Institute at the Warrensville Heights Branch of the Cuyahoga County Public Library, along with Patty Marsh. This seminar addressed the challenges and opportunities of maintenance and construction of existing or new buildings.

FISCAL OFFICER’S REPORT  Fiscal Officer Russ Humerickhouse reported the anticipated revenue was as expected for year to date.  The library has received its largest amount of e-rate money, thanks to Bryan Harris.  Mr. Humerickhouse reminded the board members of the scheduled Records Commission meeting at 5:00 p.m. on January 29, 2013, prior to the regular board meeting. LITERACY AND EVENTS COORDINATOR  Marianna DiGiacomo, Literacy and Events Coordinator reported to the Board the plans for 2013 including Black History Month, Job Fair, and National Library Week.  She reported on the PNC grant that provides preschool financial literacy programs is halfway completed. The evaluations have been overwhelmingly favorable. The remaining programs will be completed by May of 2013.  Ms. DiGiacomo updated the Board on the Young Moms Club, the goal of which is to give young parents tools for parenting and helping their children learn to read.  She discussed with the Board the implementation of the Third Grade Reading Guarantee in Ohio Schools, and the role of our library to continue to focus on early literacy. A meeting was attended with Metro Library Directors and Youth Service Coordinators to discuss ways libraries can help with the Third Grade Guarantee. CONSENT CALENDAR  The minutes of the November 20, 2012 meeting were presented to the Board.  The November 2012 Financial Report was presented to the Board. Resolution 2012-62 Account Transfers Resolution BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees to approve and ratify the following account transfers for the year 2012: Motion by John Mroczkowski to approve the consent calendar, Beth Borda seconded the motion; all voting yes. BY-LAWS AND NOMINATING COMMITTEE  None BUILDING AND GROUNDS COMMITTEE REPORT  Patty Marsh reported to the board that outside book drops have been purchased for DeHoff and Sandy Valley to replace the old ones.  Maintenance has been working at the Main Library and branches on changing light bulbs, repairing furniture and equipment, and preparing for the winter weather. HUMAN RESOURCES COMMITTEE REPORT  Linda Wilkins, Interim Human Resources Director introduced the resolutions for Exempt Staff Salary Adjustment and 2013 State of Ohio Minimum Wage Resolution. Resolution 2012-63 Non-Bargaining Unit Employee Wage Increase Board Minutes – December 18, 2012 Page 4 of 7 8


BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that nonbargaining unit employees receive a 2.75% wage increase effective for the pay period beginning December 31, 2012, so long as no employee’s pay exceeds the maximum rate of pay for his/her level on the wage scale. Also, the Board authorizes the Executive Director and Administrative Team to enter into negotiations with the Service Employees International Union, District 1199, WV/KY/OH, the Healthcare and Social Service Union for the limited purpose of entering into a non-precedential Memorandum of Understanding that would have the effect of accelerating the next contractual wage increase of 2.75% for bargaining unit employees to begin on December 31, 2012, rather than “the beginning of the first pay period on or after April 1, 2013” as currently established by Article XXI, Section 3(B) of the collective bargaining agreement with SEIU. Motion by Shawn O’Brien to approve the Non-Bargaining Unit Employee Wage Increase Resolution, John Mroczkowski seconded the motion; the roll call vote was as follows: Susan Rodgers – yes, John Mroczkowski – yes, Bert Nero – yes, Beth Borda – yes, Shawn O’Brien – yes, Edmond Mack – yes, Steven Pittman – yes. Resolution 2012-64 2013 State of Ohio Minimum Wage Resolution BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the minimum hourly rate to be paid to any employee of the Stark County District Library beginning on the effective date of December 31, 2012, is $7.85 (Seven and 85/100 Dollars) per hour. Motion by John Mroczkowski to approve the minimum hourly wage for 2013 to be paid to employees, Beth Borda seconded the motion; all voting yes. FINANCE AND AUDIT COMMITTEE REPORT  The Committee met on December 7, 2013; and no meeting has been scheduled for January 2013.  Fiscal Officer Russ Humerickhouse presented the 2013 Temporary Budget to the Board for approval. Resolution 2012-65 Temporary Budget for the Year 2013 BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the Temporary Budget for January 1, 2013 through March 31, 2013 be approved. Resolution 2012-66 Purchase of Earthquake Insurance Resolution NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the Fiscal Officer contract with Leonard Insurance Services for $10,000,000 of earthquake insurance coverage for an annual premium of $1,848.00 to be prorated for the period of coverage as stated. Motion by Beth Borda to approve the contract with Leonard Insurance Services for earthquake insurance coverage, Shawn O’Brien seconded the motion; all voting yes. NEW BUSINESS  Executive Session concerning Human Resources Executive Session Motion by Beth Borda to enter into executive session at 5:35 p.m. to discuss personnel matters, John Mroczkowski seconded the motion, roll call as follows: Susan Rodgers – yes, Bert Nero – yes, Shawn O’Brien – yes, Beth Borda – yes, John Mroczkowski – yes, Edmond Mack – yes, Steven Pittman – yes. Statutory Reference: Ohio Revised Code 3375.32 and 3375.36 History/Background/Discussion: The Ohio Revised Code requires that the Board of Library Trustees hold an annual meeting in January each year at which a Fiscal Officer is elected and the Fiscal Officer’s bond is set. The Ohio Revised Code also provides for the appointment of a Deputy Fiscal Officer and the Deputy Fiscal Officer’s bond is set. These resolutions meet those requirements of the statute. RESOLUTION 2013Ohio Department of Administrative Services Cooperative Purchasing Program WHEREAS, Ohio’s Cooperative Purchasing Act (AM. Sub. H.B. No. 100), was signed into law on December 4, 1985; and, WHEREAS, effective March 6, 1986, Ohio’s Cooperative Purchasing Act provides the opportunity for counties, townships, municipal corporations, regional transit authorities, regional airport authorities or port authorities and school districts, conservancy districts, township park districts and park districts and other authorities, to participate in contracts distributed by the State of Ohio, Department of Administrative Services, Office of Cooperative Purchasing for the purchase of supplies, equipment and certain materials; NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that; Section 1. That the Executive Director hereby requests authority in the name of the Stark County District Library to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into and the Office of Cooperative Purchasing has distributed for the purchase of supplies, services, equipment and certain other materials pursuant to the Ohio Revised Code Section 125.04. Section 2. That the Executive Director or her designee is hereby authorized to agree in the name of the Stark County District Library to be bound by all contract terms and conditions as the Department of Administrative Services, Office of Cooperative Purchasing prescribes. Such terms and conditions may include a reasonable annual membership fee to cover the administrative costs which the Department of Administrative Services incurs as a result of Stark County District Library participation in the contract. Further, that the Board of Trustees of the Stark County District Library does hereby agree to be bound by all such terms and conditions and to not cause or assist in any way the misuse of such contracts or make contract disclosures to non-members of the Coop for the purpose of avoiding the requirements established by ORC 125.04. Section 3. That the Executive Director or her designee is hereby authorized to agree in the name of the Stark County District Library to directly pay the vendor, under each such state contract in which it participates for items it receives pursuant to the contract, and the Executive Director or her designee does hereby agree to directly pay the vendor.

STARK COUNTY DISTRICT LIBRARY FACILITIES UPDATE January 29, 2012

JACKSON A meeting with Dan Meehan of Holzheimer, Bolek and Meehan Architects was held to review his cost projections for different variations of the Jackson Branch project. Tena Wilson, Patty Marsh and Dan Meehan also toured the area around the Jackson Branch. Tena Wilson will have more on this in her report.

SANDY VALLEY Patty Marsh and Tena Wilson met with a Bob Fonte, Nick Morris and Sarah Buell from Stark Parks to begin looking at the project. They toured the existing building on Route 800 as well as the Fry property.

SYSTEMWIDE: Tena Wilson, Patty Marsh and Russ Humerickhouse met with Michael Covert of Welty Building Company. He is working on a proposal for a Facilities Assessment Plan which will include many of our locations and vehicles. Patty Marsh met with Brett Bringardner and Greg Pulley from LibriLoop on a comprehensive recycling program. LibriLoop works with multiple libraries between Columbus and Cleveland. Their program takes just about everything that can be recycled and sells those materials to Ohio manufacturers that make products with a high recycle content. This project would expand SCDL’s recycling program.

Resolution Title: Executive Director Transportation Allowance History/Background/Discussion: The Executive Director of the Stark County District Library uses her personal vehicle to conduct Library business and represents the Library during her personal hours and travel and it is difficult and cumbersome for the Executive Director to continuously record and submit for reimbursement all the miles she is traveling while conducting Library business. At the January 31, 2006 Board of Trustees meeting the Board decided that a monthly car allowance would be a more efficient way to reimburse the Executive Director for his/her Library mileage. A resolution was presented and approved for the Executive Director to receive a monthly car allowance to be paid through payroll and included on his/her W-2. A resolution was approved by the Board on January 30, 2007, on January 29, 2008, on February 17, 2009, on January 26, 2010, on January 25, 2011 and on January 31, 2012 to continue the car allowance for each of those years. Recommendation: That the Library Board of Trustees approves the following resolution to continue the transportation allowance for the Executive Director at the same rate for the calendar year 2013. Resolution Title: Facilities Study Resolution History/Background/Discussion: The maintenance and upkeep for the Stark County District Library’s (SCDL) many facilities has been a concern of the Building and Grounds Committee and Library management for a number of years. Due to budget constraints the funds for maintaining SCDL facilities have not been available to address this situation. The passage of the 1.7 mill levy in November 2012 will provide additional funding for the Library to better maintain its facilities. However, to make the best use of this addition funding the Building and Grounds Committee and Library management would like a professional facilities study of all library facilities which would provide guidance for projecting potential future expenditures and assist in the budgeting process. The Executive Director Tena Wilson, Associate Director for Public Services Patty Marsh, Facilities Manager Bill Muzzy and Fiscal Officer Russ Humerickhouse have met with Mike Covert from Welty Facility Services Group to discuss a facilities study for SCDL and provide to Mr. Covert the necessary information for his company to submit a quote to the Library. The Welty Facility Services Group has submitted the requested quote for $14,836.00 to provide the following: 1) Comprehensive study of the existing facilities and all major equipment to identify the age, existing condition, remaining useful life, projected replacement schedule and estimated replacement costs for all assets. This will take place at Main, DeHoff, Jackson, Madge Youtz, North, Court Avenue Garage and the Cleveland Avenue Maintenance Building (CAB) 2) Limited study of the existing facilities and all major equipment to identify the age, existing condition, remaining useful life, projected replacement schedule and estimated replacement costs for all assets. This will take place at East Canton, Lake, Perry Sippo and Plain. 3) The third part of the study will be of the six maintenance vehicles, two bookmobiles and two kidmobiles owned and operated by SCDL. Upon completion of the study the Welty Group will provide to the Library a customized Asset Management Plan Report to include-Executive Summary, Facility Profile, Capital Needs Summary, Asset Catalog, Replacement Plan, Replacement Schedule, Photographic Journal, and Recommendations for Facility Improvements. They will also provide three printed copies of the complete Asset Management Plan and electronic copies of the Asset Catalog, Replacement Plan and Schedule and the entire report on computer disc.

Stark County District Library Board of Trustees January 29, 2013 Resolution Title: Main FOL “Evening with Friends” Resolution

History/Background/Discussion: The Main Friends of the Library is seeking to hold their “Evening with Friends” at the Main Library on Saturday, February 23, 2013. They are requesting use of the Main Library after hours and to be allowed to serve beer and wine at the event as part of the dinner function. The library has previously allowed such activities.

Recommendation: The Executive Director recommends that the Board of Trustees approve the resolution.
