Stark County District Library Board of Trustees Minutes January 31, 2012 The Board of Trustees of the Stark County District Library met in regular session on Tuesday, January 31, 2012 at the Main Branch Library. In attendance were board members Shawn O’Brien, Steven Pittman, Beth Borda and Ray Griffiths. Susan Rodgers was in attendance at 5:35 p.m. Also in attendance were library employees Executive Director Kent Oliver and Fiscal Officer Russ Humerickhouse. The meeting was called to order at 5:15 p.m. by President, Shawn O’Brien. Guests included Carolyn Dick of the Main Friends of the Library, Jim Wilkins of Kastner, Westman & Wilkins, and nine library employees. PUBLIC COMMENTS  Kathy Wetmore addressed the Board to announce that she will be the spokesperson for the Service Employees Union. BOARD PRESIDENT COMMENTS  Mr. O’Brien said this was his last meeting as President of the Board and extended his best wishes to Steven Pittman as the new President. MAIN FRIENDS OF THE LIBRARY COMMENTS  Carolyn Dick reported the Friends of the Library are reviewing requests including a coat rack and sound speakers for the McKinley Room.  The FOL supports Academic Challenge by providing food and award medals. They also provide scholarships to Library School for those who qualify.  The Book Sale is Saturday, February 4th. MAIN LIBRARY ASSOCIATE DIRECTOR COMMENTS  Karen Miller introduced James Hilton as the recently hired Circulation Manager. EXECUTIVE DIRECTOR’S REPORT  Executive Director Kent Oliver reported on the ALA Midwinter Conference he attended this past week.

FISCAL OFFICER’S REPORT  Fiscal Officer Russ Humerickhouse said the 2012 Exploration Gateway Proposed Operating Budget will be presented at the next board meeting.  He reported that he will request an advance of taxes collected in March. CONSENT CALENDAR  Minutes of the December 20, 2011 Regular Meeting were presented.  Financial Report for December 2011 was presented. Resolution 2012-04 Appointment of Deputy Fiscal Officer BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library that Michele Monnette be appointed Deputy Fiscal Officer for a term not to exceed one year beginning with this, the annual meeting of January 31, 2012 and ending with the annual meeting of 2013. Resolution 2012-05 Bond and Oath of Office for the Deputy Fiscal Officer BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library that the bond for the Deputy Fiscal Officer is fixed at $100,000 which is surety payable to the Board of Trustees, and that the Deputy Fiscal Officer be authorized and directed to provide bond satisfactory to the Board for the term of office to expire on the date of the annual meeting, January 2013. Resolution 2012-06 Disposal of Library Furniture, Equipment, and Materials WHEREAS, the Stark County District Library Board of Trustees seeks to provide for the disposal of equipment, furniture and materials no longer usable by the library: NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library that the Executive Director be authorized to dispose of library furniture, equipment and materials by either sale or disposal at various times during the year 2012. Resolution 2012-07 Ohio Department of Administrative Services – Authorizing Library to Participate in the State of Ohio Cooperative Purchasing Program WHEREAS, Ohio’s Cooperative Purchasing Act. (AM. Sub. H.B. No. 100), was signed into law on December 4, 1985; and WHEREAS, effective March 6, 1986, Ohio’s Cooperative Purchasing Act provides the opportunity for counties, townships, municipal corporations, regional transit authorities, regional airport authorities or port authorities and school districts, conservancy districts, township park districts and park districts and other authorities, to participate in contracts distributed by the State of Ohio, Department of Administrative Services, Office of Cooperative Purchasing for the purchase of supplies, equipment and certain materials; Board Minutes – January 31, 2012 Page 5 of 10 9


NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library on January 31, 2012; Section 1. That the Executive Director hereby requests authority in the name of the Stark County District Library to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into and the Office of Cooperative Purchasing has distributed for the purchase of supplies, services, equipment and certain other materials pursuant to Revised Code Section 125.04. Section 2. That the Executive Director or his designee is hereby authorized to agree in the name of the Stark County District Library to be bound by all contract terms and conditions as the Department of Administrative Services, Office of Cooperative Purchasing prescribes. Such terms and conditions may include a reasonable annual membership fee to cover the administrative costs which the Department of Administrative Services incurs as a result of Stark County District Library’s participation in the contract. Further, that the Board of Trustees of the Stark County District Library does hereby agree to be bound by all such terms and conditions and to not cause or assist in any way the misuse of such contracts or make contract disclosures to non-members of the Coop for the purpose of avoiding the requirements established by ORC. 125.04. Section 3. That the Executive Director or his designee is hereby authorized to agree in the name of the Stark County District Library to directly pay the vendor, under each such state contract in which it participates for items it receives pursuant to the contract, and the Executive Director or his designee does hereby agree to directly pay the vendor. Motion by Beth Borda to approve the consent calendar, Steven Pittman seconded the motion; all voting yes. BUILDING AND GROUNDS COMMITTEE REPORT  Patty Marsh gave the facilities report and said the Innovation Center is open for meetings beginning in February.  North Branch has flooding issues again, and the waterproofing company is evaluating the problem.  The Jackson Branch Fundraising Committee continues to move forward with talks to consider a Special Community Improvement Taxing District. HUMAN RESOURCES COMMITTEE REPORT  None FINANCE AND AUDIT COMMITTEE REPORT  The next meeting is scheduled for Tuesday, February 7th.  Mr. Humerickhouse presented the Transportation Allowance Resolution and Bond Resolution for the Executive Director. Resolution 2012-09 Executive Director Transportation Allowance BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library that the Executive Director’s transportation allowance be set at $3,900.00 for calendar year 2012. Motion by Beth Borda to set the Executive Director’s transportation allowance at $3,900.00 for calendar year 2012, Steven Pittman seconded the motion; all voting yes. Resolution 2012-10 Executive Director Bond Resolution BE IT HEREBY RESOLVED by the Board of Trustees of the Stark County District Library that the bond for the Executive Director is fixed at $100,000 which is surety payable to the Board of Trustees, and that the Executive Director be authorized and directed to provide bond satisfaction to the Board of Trustees on the date of the annual meeting, January 31, 2012 to expire on the date of the annual meeting, January 2013. STARK COUNTY DISTRICT LIBRARY FACILITIES UPDATE February 21, 2012

MAIN LIBRARY Innovation Center Status: The last of the furniture and technology for this area has been delivered and installed. Managers and Main Library staff have been introduced to the space. We will begin a soft opening in February. We are really looking forward to opening this room to more customers and more collaborative meetings.

JACKSON BRANCH Status: Unchanged The building project is progressing. Subcommittees continue to work. Working with the Y the library continues to explore the option for the establishment of a Special Community Improvement Taxing District with the Jackson Y and the Jackson Township government. This would mean putting a levy on the ballot to create a capital fund for the branch renovation project.

NORTH BRANCH Status: The stairwell flooded again in January. Gutters and downspouts were checked but no blockages were found. Pioneer feels the next step is to waterproof the front of the building on the south side of the entrance. They will do this for us at cost.

Stark County District Library Board of Trustees February 21, 2012

Resolution Title: 2012 Exploration Gateway Proposed Operating Budget-Perry Sippo Branch Library History/Background/Discussion: The Library and Stark Parks entered into a Cooperative Agreement on March 30, 2004. Section 5.1. Annual Project Budget requires the proposed Operating Budget for the Exploration Gateway building be submitted to the Park Board and the Library Board for approval. The proposed operating budget shall be in such detail and contain such supporting information as will be sufficient to allow the Park Board and Library Board to analyze the anticipated Operating Costs and Common Capital Improvements and Replacements for the Project. The Park Board and Library Board shall each act to approve the proposed Operating Budget. The Library Finance and Audit committee has reviewed the 2012 Exploration Gateway Proposed Operating Budget and all questions have been answered. Recommendation: The Library Finance and Audit committee and library staff recommends approval of the 2012 Exploration Gateway Proposed Operating BudgetPerry Sippo Branch Library. Draftor(s):

RESOLUTION 20122012 Exploration Gateway Proposed Operating Budget-Perry Sippo Branch Library WHEREAS, the Perry Sippo Branch Library is part of the Exploration Gateway building which is managed by the Stark Parks, and WHEREAS, the agreement between the Board of Commissioners of the Stark County Park District and the Board of Trustees of the Stark County District Library specifies the library’s responsibility to pay 43.5% of the annual operating costs of the Exploration Gateway building; NOW, THEREFORE, BE IT HEREBY RESOLVED by the Stark County District Library Board of Trustees that the 2012 Exploration Gateway Proposed Operating Budget be approved.

Stark County District Library Board of Trustees February 21, 2012 Resolution Title: Jackson FOL Event Resolution

History/Background/Discussion: The Jackson Friends of the Library will hold an Ohio Wine event with Patricia Latimer, author of the updated edition of Ohio Wine Country Excursions on March 10, 20l2. They are requesting to be allowed to serve alcoholic beverages at the event. The Board has previously allowed such activities at the library.

Recommendation: The library director recommends that the Board of Trustees approve the resolution.
