State Of the Province Address (SOPA 2008)
NE YEAR AFTER COMMITTED MORE THAN EVER Twelve (12) months after the Moreno â€“ Babiera tandem assumed leadership of the Province of Misamis Oriental, it is now time to pause for a while, look back and objectively present to the people the state of the province. Serving his second term as Local Chief Executive (LCE), Governor Oscar S. Moreno leads the province with the dynamic chemistry of first termer Vice Governor Norris C. Babiera and the members of the 2007-2010 Sangguniang Panlalawigan:

As Presiding Officer Norris Babiera bangs the gavel to formally open the session this July 14, 2008, the Provincial Legislature solemnizes the special invitation for the public, stakeholders and partners to listen to the Local Chief Executive as he delivers the 2008 State Of the Province Address (SOPA).
ONE TEAM, ONE FAMILY A product of teamwork and kurambos, the SOPA 2008 will hopefully serve as another piece of inspiration and challenge for the Provincial Local Government Unit, local government units, partner national agencies and private stakeholders to continue working as one team. Transcending over partisan and patronage politics, the Moreno-Babiera partnership taps the broadest possible collaboration with all sectors and stakeholders, as it passionately strives to inspire local government units and community leaders to work as one team, and as it mobilizes the entire bureaucracy to serve the province as one family, one integrated working machinery. COMMITTED MORE THAN EVER
A year after since the Sangguniang Panlalawigan banged its gavel in July 2007, it now reiterates its commitment to pick the shovels and pro-actively serve the province. Knowing that the race towards excellence and the delivery of quality public service set no definite finish line, it is committed more than ever to keep working and let the wheels of quality service rolling. As leaders, and at the same time agents of change, the challenge is never to be contented with what has been done. Although there are so many reasons to be proud of with the things efficiently done, let the things not yet done humble everyone, and the things to be done challenge and move the entire bureaucracy as one.
