EARLY CHILDHOOD FAMILY EDUCATION
Saint Paul ECFE mission: Strengthening and supporting families through education and support of all parents for the healthy growth and development of their children. After 37 years, Early Childhood Family Education programs in Minnesota remain the premier publicly funded parenting education program in the nation. We in Saint Paul ECFE pride ourselves on the diversity of participants and strive to make the program universally accessible for all residents with young children. To that end we are embarking on a new registration and data management system. Over the years, we have heard from parents that the registration process has been cumbersome and the wait for enrollment confirmation too long. We hope the new system will resolve those concerns, provide a better means of communication electronically and give us a more effective data management system. The Saint Paul ECFE Citywide Parent Advisory Council
operates in support of the ECFE goal: to support and strengthen families of young children through information, education and networking. This Advisory Council is composed of parents and a staff representative. Each ECFE site provides a parent representative responsible for relaying information between the site and the Advisory Council. Pre - kindergarten Program EARLY CHILDHOOD SCREENING For Saint Paul Children Ages 3-5 years old REQUIRED by State Law before starting Kindergarten • Vision • Speech • Hearing • Development • Height • Social/Emotional • Weight • Health History • Immunization Review
Screening is recommended for children when they are between 3 and 4 years old for early identification of any concerns that may interfere with learning. Screening is offered by Saint Paul Public Schools free of charge. (Parents could arrange this screening with their own doctor or health clinic. Forms are available from the Early Childhood Screening Office.)

The Pre-Kindergarten Program provides preschool education at 27 Saint Paul elementary schools supporting and enhancing the learning and development of children and their families prior to kindergarten. Children must be four by September 1, 2011 and live in Saint Paul. At most schools, admission priority is given to children who are English Language Learners, are eligible for free or reduced meals, or are receiving Early Childhood Special Education services. Saint Paul Public Schools Early Childhood Family Education Home Visitor Program ECFE provides home visits for families with children birth to kindergarten enrollment. Home visits follow the standard ECFE model. The model consists of three components: parent/child together time, parent time and child time. For parents there is developmental information and referrals to community resources. For children there are age-appropriate learning activities. The children’s learning activities support growth in the four developmental domains; cognitive, social/emotional, language and physical/motor. Home visits are for families who want more one on one interaction or may not feel comfortable in a group setting. A home visitor can come to your house once a week or every other week. The visits involve interaction between parent and child and last for about an hour. Families may self refer or agencies may make a referral by calling 651-793-5417. Saint Paul ECFE has home visitors who speak English, Hmong, Karen, Somali and Spanish. Home visitors receive ongoing training and have been trained as parent educators by Parents As Teachers (PAT). Volunteer Opportunities in ECFE
ECFE is currently seeking volunteer classroom aides for our Family Literacy classes. Volunteer classroom aides assist with instruction of beginning-level adult English Language Learners and work on basic English skills with them. All volunteer classroom aides are provided with online training through MN Literacy Council and an on-site orientation. The minimum commitment is 2.5 hours a week for either 1st or 2nd semester. A 10% surcharge will be applied to families who are not St. Paul residents. Classes run the whole school year unless specified. The sliding scale lists recommended fees. No family will be excluded because of an inability to pay. Collection of class fees does not cover programming costs. Families are welcome to make a tax deductible donation towards sponsorship of another ECFE participating family. Fees are collected fall and winter for the first and second semesters. Refunds are made through the third week of class.

How to join ECFE Prior to August 12, 2011
Step 1
Pick a class, site and class time using the neighborhood site list on page 3 and the site schedules that follow, or find the site classes and class times which best meet your needs.
Step 2
Fill out and mail the class application form on page 15, or visit our website: ecfe.spps.org and complete the online form by August 12, 2011 for semester one, or by January 11, 2012 for semester two. Completing a class application form is a step toward final registration, but it does not guarantee you a place in any class. Please indicate three class choices. Class application forms will be randomly selected in instances where demand exceeds capacity. If we are not able to accommodate your requests, we will contact you to help you find another time or location, if possible. Send only the class application at this time. Do not send or submit forms. Forms will be collected on all site registration day or online once you have been confirmed in a class. Save time at registration by filling out forms ahead of time. Forms are available online at ecfe.spps.org.
Step 3
Parents will be contacted after August 19, 2011, or after Friday, January 20, 2012 for semester two. Parents should go to all site registration day at their site on September 7th or 8th, to complete the registration process. You will need the following information:
• Copy of your child’s birth certificate (only if child is new to Saint Paul ECFE) • Copy of your child’s current immunizations (form available online) • ECFE Registration Form (available online) • Student Information Form (only if child is new to Saint Paul ECFE) • Demographic Form (available online) • ECFE enrollment card
This information will be collected at the all site registration days. All forms are available at the sites. Save time and download forms. Complete and bring to the all site registration day! Application Procedure after August 12, 2011 You may apply for a class by calling the site directly or submitting an application through the mail or online. You will be contacted within two weeks after the application deadline of August 12, 2011 to let you know if we can accommodate your request. Enrollment continues throughout the year as places become available. Class openings are listed on the ECFE website (ecfe.spps.org).

• ECFE is a program designed for parents and their children birth to kindergarten. All participants must have a child in that age range.
• Preference is given to Saint Paul parents and their children. If space is available after the third week of class, families residing beyond Saint Paul may enroll for an additional 10% surcharge. • Saint Paul ECFE reserves the right to cancel a class with too few participants. • Families in a class first semester will have priority to register for the second semester of that class if it is a • ECFE wants every parent to have the opportunity full-year class. to participate.
