Gov. Rauner announces release of $14 million for capital improvements at Illinois state parks Governor Bruce Rauner announced last week the release of funds for more than $14 million in capital improvement projects at state parks and recreation areas managed by the Illinois Department of Natural Resources (IDNR). This money was included in the FY19 bipartisan budget signed in June and will be used for capital improvements to parks statewide.

“Illinois has some of the nation’s best state parks and recreation areas,” Rauner said. “These funds will help improve park infrastructures, so all Illinois residents and visitors can continue to enjoy the natural beauty that our state has to offer. These investments will help keep our parks attractive visitor destinations and that, in turn, helps build our economy.”

The park improvement and maintenance projects are at sites throughout the state and include: Argyle Lake State Park in McDonough Co., Eldon Hazlet State Recreation Area in Clinton Co., Fort Massac State Park in Massac Co., the Illinois and Michigan Canal in northeast Illinois, Kankakee River State Park in Kankakee Co., and Mississippi Palisades State Park in Carroll Co. “These important projects will help ensure the health and safety of our state park visitors and site personnel – and make it easier for visitors to enjoy our state park recreational facilities, including lakes, waterways, and campgrounds,” said IDNR Director Wayne Rosenthal.

“Governor Rauner recognizes the importance of maintaining and improving our state parks for the enjoyment of Illinois residents and visitors to our state, and we are grateful to the Governor for his support in moving these projects forward.”

Kankakee River State Park, located in Kankakee county, is receiving a $1,855,300 grant to help reopen the park’s campgrounds to visitors.

“This is huge news for the many residents and Kankakee visitors who are understandably upset and outraged over the continued closure of campgrounds at Kankakee State Park,” said Rep. Lindsay Parkhurst, R-Kankakee.

“This park is the jewel in the crown of Kankakee County and reopening the Chippewa and Potawatomi camp-

grounds will restore our park to its former glory and grow our area. Thank you to the Governor’s office and all other stakeholders who worked with me to get the campgrounds, which are such an important part of our community, reopened.”

Fort Massac State Park, located in Massac county, is receiving a $2,796,700 grant to aid in various site improvements and evaluate the current condition of the timber-framed 19th century Fort Massac fort replica to determine how to stabilize the structure and allow public access to the interior grounds of the fort.

“As Illinois’ first-ever state park, Fort Massac is truly a one-of-a-kind experience which showcases American history and brings in visitors from all over. I’m excited to see funding being dedicated to preserving and bettering this local attraction,” said Sen. Fowler, R-Harrisburg.

“These funds will be directed toward evaluating the current condition of the structures at Fort Massac and making ongoing structural improvements, taking critical steps toward safeguarding the infrastructure of this Southern Illinois treasure in the years to come.”

Argyle Lake State Park, located in McDonough county, is receiving a $1,805,500 grant to use for dam and boat ramp improvements. The contractor should start work by November 2018, with an anticipated completion by the fall of 2019.

“These funds will go a long way toward improving conditions at Argyle Lake’s dam and boat ramp,” said Sen. Jil Tracy, R-Quincy. “This site is host to hundreds of visitors each year. The repairs and upgrades will ensure we’ll be able to provide better recreational opportunities and experiences for years to come.”

“This is a long-awaited project that will be a tremendous asset to the area once it is completed,” stated Assistant House Minority Leader Norine K. Hammond. “The investment in Argyle Lake’s docks, boat ramps, and dam is much needed for the safety and continued enjoyment of the park.”

Mississippi Palisades State Park, located in Carroll County, is receiving a $467,700 grant to update facility infrastructure.

Ruben Popoca-Garcia found guilty by jury of aggravated criminal sexual abuse

Patrick D. Kenneally, McHenry County State’s Attorney, announces that 41-year-old Ruben Popoca-Garcia of Harvard, Ill., was found guilty after a jury trial on Wednesday, Oct. 3, 2018, of Aggravated Criminal Sexual Abuse.

Defendant was convicted of having sexual intercourse with a 13-yearold minor in 2013. Following the initial investigation into the allegation of sexual abuse, the defendant reportedly fled to Mexico and was not apprehended until May of 2016.

Defendant is scheduled to be sentenced in front of the Honorable Judge Sharon Prather on Nov. 29.

This case was investigated by the Harvard Police Department. The case was prosecuted by Assistant State’s Attorneys Randi Freese and Rita Gara.

Being rich isn’t defined solely by money

We all want to be rich. I know I do and I’ll be the first to admit it.

But I’m not sure my definition of “rich” fits with traditional thinking.

When you describe someone as rich, you are typically not talking about their fat content. That’s reserved for rich foods like triple chocolate, salted caramel hot lava cake. When we say someone is rich, we are not saying they are fat; we are saying they have lots of money.

And I’ll be the first to admit (again) that I’d welcome the opportunity to be rich in the traditional sense. To not have to worry about the mortgage payment and braces and car insurance and how much a college credit costs these days and whether the expense is worth it in the long run. I think most of us would like to be rich in the traditional sense, while also understanding this is quite unlikely.

Because most of us live paycheck to paycheck, or close to it. We may delay a large purchase until the tax

return money comes in. We try not to overcharge on the plastic because that could get us into trouble. When we splurge on something extra like a vacation or clothes with a fancy label it is most often for our kids. If there is money left over at the end of the month, we are glad.

Most of us don’t have firsthand experience having lots of money in the bank or funds tied up in the stock market, but we can be rich nonetheless.

And it’s a richness that far surpasses the monetary kind.

I’m talking about family. I’m talking about friends. I’m talking about relationships and a purpose above and beyond the realm of mere money. I’m talking about a richness of life.

How can people in underdeveloped countries – those living in poverty, without adequate shelter or clean drinking water or indoor plumbing or the season’s latest version of a name brand sneaker ever find it within themselves to smile, much less be truly

happy? Easy answer: they are rich.

They know what is important – and it isn’t things.

Things are needed and necessary, of course. But they can’t ever make us rich. Not really.

Here in the U.S. we take so many things for granted. We are a culture based on things, money and the power it can buy for us. We forget sometimes what it means to be rich – in the purest sense of the word.

During our marriage, my husband and I have lived through various levels of monetary richness. It seems we’ve always had enough to put some gas in the car and buy the groceries for the week, but despite income fluctuations

we’ve always had just about enough.

Nothing more. Nothing less. But we’ve always been rich.

We began our married career with a whole lot of love and not much of a bank account balance or income. He was still in school and I worked two jobs. The best one paid about $10 an hour. The money end didn’t matter. We were happy and we were rich.

I remember one Saturday when we were still newlyweds we wanted to go to a new movie, but didn’t have enough money for the tickets. This was in the days before debit cards worked everywhere and people actually used real-live paper money when they needed to purchase something. We looked under the car floor mats for errant quarters and dimes and found enough to go to a matinee. We were rich.

We welcomed babies into our lives and became even richer.

We made the bold and brave decision for me to stay home with our

babies and our income was cut in half while our richness expanded along with our family size.

Over the years, we’ve invested in our family and it has paid off and I am glad for our decisions. They have made us rich in ways we maybe didn’t contemplate, but are glad for today.

Do I wish I had a million dollars in the bank? Absolutely. Most days, at least. Would I swap my choices and family for that outcome? Not in a million years. A million dollars doesn’t make a person rich; family, people and connections do. Every minute of every day.

Here’s hoping for your personal richness – and mine, too – even and especially if it involves a triple chocolate, salted caramel hot lava cake.

How many diets have you been on in your lifetime?

So many diets, so little time. Keto?

As I typed the word into my Google search bar, results populated. Keto vs paleo. Keto vs south beach. Keto vs gluten free. Keto vs carnivore. Keto vs Atkins, low carb, whole 30…yikes!

There are diets today I have never heard of until this Google search.

Do you know the DASH? Dietary Approaches to Stop Hypertension. It helps you lower blood pressure. I found an article from health.com that ranked 38 “popular diets.” That means there are more, they are just not as popular.

We are a culture obsessed. Some of these, (many) were new to me: DASH Diet; MIND Diet; TLC Diet; Weight Watchers (one of the originals!); Mayo Clinic; Fertility (which helps you get

prego); Mediterranean; Volumetrics (I thought that was for my hair); Flexitarian (does this diet help me do yoga?); Jenny Craig; Biggest Loser; Ornish; Vegetarian; Traditional Asian; Slim Fast; SparkPeople; Anti-Inflammatory; HMR; Flat Belly; Nutrisystem; Vegan; Engine 2; South Beach; Abs; Eco-Atkins; Zone; Glycemic-Index; Macrobiotic; Medifast; Supercharged Hormone; Acid Alkaline; Fast; Body Reset; Raw food; Atkins; Dukan; Paleo; Whole 30.

Whew.

My ignorance assumed diet means lose weight. Not just. The best diet for weight loss is [drum roll, please] Weight Watchers. (For heart health, the Ornish diet.)

In My Opinion

Even me using the word diet shows I am out of touch. We are all about “lifestyle” and “wellness” and “modern eating” now and being fit and healthy.

Yet, we are not. We are a country of overweight out-of-shape people. We talk a good eating-plan-game, but we don’t play. (Well, I don’t; I can’t speak for you.)

Weight Watchers started in 1963, before I was born. Why is it the champ again? Maybe Oprah has something to do with it. Maybe because it is not a fad. Maybe because Weight Watchers has embraced a holistic point of view

and not just weekly weigh-ins.

The mindful eating movement makes sense to me as I attempt to be more mindful in all things. Mindless eating is our national pastime. We snack without paying attention to just how much we eat. We feel we have to include food in every social gathering.

Certainly I don’t speak for all. I know folks who eat mindfully and it comes easily. They have a new behavior and they don’t wax on about their latest diet. It’s just how they live.

Bingo.

Three years ago my husband and I did a 30-day Arbonne clean eating plan. We gave up sugar, wine, carbs, etc. We did it for 30 days but we did not sustain that lifestyle.

What’s the point of my rambling?

I’m not sure. Maybe to take stock of my own eating habits.

Note to self: Notice what you eat, when you eat, why you eat. For me,

habit. I snack at my desk if I am on deadline. Emotional eating can become intentional eating.

If I can honor my body, thank and love it, accept and respect it right now, as is, that is important. As I embark on this journey of the second half of life, I am grateful. If I choose to eat bread, my choice. If I choose to enjoy dessert, my choice. If I choose to release a few pounds, my choice.

I don’t to have to hoist myself onto the latest fad bandwagon. I don’t have to adopt any new diet regime. I can just be a tiny bit more aware and not see carrots as boring and chocolate as reward. It’s a mind game I think, and a new one for me.

And maybe that’s the one I want to play.

​​Daisy Kucharski, a Prairie Ridge High School junior, and Aditya Khandeshi, a Crystal Lake Central senior, both earned perfect scores on the ACT the first time they took it. The students learned about the rare accomplishment over the summer.

“The scores come out at midnight, so I stayed up with my mom to get my scores right away,” said Daisy Kucharski, Prairie Ridge High School junior.

Daisy earned a 36 the first time she took an official administered ACT, she prepared by taking almost every practice test that was available to her.

“I already started out with a high score on my first practice test, so I just did a practice test every Saturday and drilled any concepts that I didn’t understand from the test throughout the week,” said Kucharski.

Kucharski is taking four Advanced Placement® classes along with an honors class this school year. She is also in acappella, beginning treble choir, math team, scholastic bowl, and this year she is joining set crew and Science Olympiad.

Aditya Khandeshi, a Crystal Lake Central senior, also scored a 36 on his first administered ACT. The senior says he developed a strategy while preparing for the exam.

“I tried to work on spots that I felt like was lacking in by looking at a ton of different practice tests and questions to get exposure to the different things I could be asked on the test,” said Aditya Khandeshi, Crystal Lake Central High School senior.

Only around one-tenth of one percent of all test takers earn the top score.

“It’s a very gratifying feeling to see your hard work pay off in the way you wanted it to, and to be able to prove to yourself that you can do what you put your mind up to,” said Khandeshi.

Aditya has a busy senior year. He is involved in Science Olympiad, math team, WYSE team, scholastic bowl, and the vex robotics team at Crystal Lake Central. He is currently exploring what college he will attend and what subject he will study.

Daisy will take the SAT in October. As for her future plans, she is interested in the STEM field, but is still open to other career paths. ​

Gentle rain dampens 2018 Boone County Farm Stroll

The Boone County Farm Stroll was a self-guided tour of Boone County’s diversified family farms on Sunday, Oct. 7. There was no beginning or end, just choose which farms to see and hit the road. You could satisfy your local food cravings and curiosity about the farms that grow your food. The Stroll was free, but visitors brought cash for food and activities at the farms.

Because of the rain during the Farm Stroll we weren’t able to tour the farm but in the spring and summer there is a” Kids Day” you can sign up for that is a three hour introduction on how food is grown. “We have participated in the Boone County Farm Stroll for several years.

We are happy to do it. People don’t realize what it takes to grow apples,” said owner Raoul Bergersen. “We have over 25 varieties of apples. A few of them have a limited demand but are of interest to me. For example, I have seven Wolf River apple trees. They are not commercial apples so it makes no sense to grow them. They are huge apples. I grow them just for me because they interest me.

“Some varieties of apples are patented and you cannot grow them commercially unless you are a member of their group. Regular growers cannot get them. I am a member of the Midwest Apple Improvement Association.

The MAIA is currently growing and developing new varieties as well. Our Evercrisp should be in stores in the next couple of years.

“Valley Orchard has been a family owned business for 41 years. We still have about 15 trees left from our original plantings in 1977. Other trees may be on their third rotation to keep the apple trees healthy. I am currently the president of the Illinois State Horticulture Society. It is the oldest Horticultural society in the country.

“On Saturday, Oct. 13, we will be holding a scarecrow making contest.

We will be having pumpkin carving on Saturday, Oct. 27, the Saturday before Halloween.”

The U.S. Attorney’s Office in Chicago filed a criminal fraud charge against a north suburban financial advisor for allegedly swindling more than $2.5 million from elderly clients.

Lucita Zamoras owned a number of companies in Niles, including First Fidelity Financial Group LLC, JQH Ventures LLC, and Cornerstone Home Solutions.

Zamoras held herself out as a financial adviser specializing in retirement planning, and targeted elderly individuals, particularly immigrants, according to a criminal information filed in U.S. District Court in Chicago.

Zamoras falsely claimed that client funds would be invested in safe, low risk investments, when, in fact, she spent some or all of the money on personal and business expenses, including gambling costs, payroll expenditures, credit card payments, airline tickets, car payments, and utilities, the information states.

Zamoras attempted to conceal the scheme by using newly raised investment funds to make Ponzi-type payments to earlier investors, the charge alleges. Zamoras intentionally failed to disclose these payments to both the new and earlier investors, the information states. From 2009 until August of this year, Zamoras defrauded at least a dozen investors out of approximately $2.5 million, the information states.

Social Security announces 2.8 percent benefit increase for 2019

Social Security and Supplemental Security Income (SSI) benefits for more than 67 million Americans will increase 2.8 percent in 2019, the Social Security Administration announced today.

The 2.8 percent cost-of-living adjustment (COLA) will begin with benefits payable to more than 62 million Social Security beneficiaries in January 2019. Increased payments to more than 8 million SSI beneficiaries will begin on December 31, 2018. (Note: some people receive both Social Security and SSI benefits). The Social Security Act ties the annual COLA to the increase in the Consumer Price Index as determined by the Department of Labor’s Bureau of Labor Statistics.

Some other adjustments that take effect in January of each year are based on the increase in average wages. Based on that increase, the maximum amount of earnings subject to the Social Security tax (taxable maximum) will increase to $132,900 from $128,400.

Social Security and SSI beneficiaries are normally notified by mail in early December about their new benefit amount. This year, for the first time, most people who receive Social Security payments will be able to view their COLA notice online through their my Social Security account. People may create or access their my Social Security account online at www. socialsecurity.gov/myaccount.

Information about Medicare changes for 2019, when announced, will be available at www. medicare.gov. For Social Security beneficiaries receiving Medicare, Social Security will not be able to compute their new benefit amount until after the Medicare premium amounts for 2019 are announced. Final 2019 benefit amounts will be communicated to beneficiaries in December through the mailed COLA notice and my Social Security’s Message Center.

The information charges Zamoras, 55, of Chicago, with one count of mail fraud. Arraignment in federal court in Chicago has not yet been scheduled.

The public is reminded that an information is not evidence of guilt. The defendant is presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.

Mail fraud is punishable by up to 20 years in prison. If convicted, the Court must impose a reasonable sentence under federal statutes and the advisory U.S. Sentencing Guidelines.
