Legislators approve stop-gap funds for human services Sen. Nybo joins colleagues in sending funding bill to Governor

SPRINGFIELD — Illinois lawmakers came together earlier this month to approve $714 million to help human services agencies and organizations, according to State Sen. Chris Nybo (R-Elmhurst).

Senate Bill 2038 spends $456.8 million from a special fund that collected a percentage of revenue from the 2010 income tax hike. The remaining balance comes from several other miscellaneous state funds, but the entire package is based on existing revenue.

The Senate previously passed a smaller version of the appropriation, but more funding was added when the bill moved from the House.

Questions arose during the floor debate about a lack of funding in the initial legislation for essential operations, like utilities, maintenance and food, Nybo said. Such operations funding is critical for mental health facilities and correctional institutions throughout the state.

Approved by both the House of Representatives and the Senate May 12, Senate Bill 2038 has been sent to the Governor for his consideration.

Willis-backed measure ending statute of limitations for sex crimes passes house committee

SPRINGFIELD — State Rep. Kathleen Willis, D-Addison, announced support for legislation this week that would eliminate the statute of limitations for prosecuting dangerous predators who sexually assault children.

“The victims of sexual assault must deal with the trauma for years after the crime is committed,” said Willis. “We need to get rid of the state of limitations that allows predators to avoid being prosecuted because the clock ran out.”

House Bill 1127 eliminates the statute of limitations for criminal sexual assault and abuse of a child. Willis is pushing for passage of this measure to ensure survivors of these crimes are not denied justice, and to address the case of former Congressman Dennis Hastert, who recently was sentenced to prison for financial crimes he committed to conceal sexual abuse of several young athletes he coached decades ago. While he admitted to this misconduct, he could not be charged for those crimes because the statute of limitations had long passed.

In 2014, former Gov. Quinn signed legislation eliminating the statute of limitations for civil law suits that allow victims to sue offender for monetary damages. This measure would eliminate the statute of limitations for criminal prosecution as well.

“We need to ensure that justice does not have an expiration date,” said Willis. “This legislation is a message to the victims of sexual assault who have yet to come forward that justice can still be served.”

May 24 Jennifer Kilarski, 38, of Addison, was arrested at a local store in the 100 block of W. Lake at around 11:42 p.m. and charged with retail theft. Police said Kilarski attempted to leave the store with a shopping cart full of grocery and other items valued at over $400.

Fernando Marcelo-Camacho, 34, of Glendale Heights, was arrested in the 1600 block of W. Lake St. at around 4:04 a.m. and charged with DUI, failure to give aid or information, failure to notify the Secretary of State of an address change and improper overtaking on the left following a traffic accident, police said.

May 22 Osiel Celestino, 46, of West

Chicago, was arrested in the 300 block of W. Lake St. at around 2:36 a.m. and charged with DUI and transportation of open alcohol. While investigating a traffic crash, police said Celestino was found to be DUI. Kevin Nguyen, 18, of Addison, and Brandon Rodriguez, 18, of Glendale Heights, were arrested in the 1200 block of N. Swift at around 9:26 p.m. and charged with underage consumption of alcohol. Police said that while on patrol, an officer located a suspicious vehicle and found Nguyen and Rodriguez, who was later found to have consumed alcohol.

theft and criminal trespass to a vehicle. Police said Blay entered a vehicle and removed personal belongings but was caught at the scene and later detained by officers. At around 2:24 a.m. May 22, Blay was charged with retail theft and violation of bail bond.

According to police, Blay asked an employee of a local store for a cart to transport merchandise.

Officers were called and located Blay, whom police said admitted to removing merchandise, which included several televisions totaling over $2,000, from the store.

May 21 Violeta Carrera, 24, of Glendale Heights, was arrested near Lake and Kennedy at around 2:30 a.m. and charged with DUI and speeding.

Richard Hodges III, 27, of Bellwood, was arrested in the 900 block of College Blvd. at around 3:59 p.m. and charged with criminal trespass to land because he is banned from the property, according to police.

Adan Nambo-Madero, 18, of Addison, was arrested in the 400 block of Wesley at around 3:52 p.m. and charged with residential burglary. Police said Nambo-Madero kicked in the door of a residence but fled the area because the residents were home and scared him away.

Jennifer Prochaska, 30, of Beach Park, Ill., was arrested at a local store in the 1000 block of N. Rohlwing Road at around 3:47 p.m. and charged with retail theft. Police said Prochaska was observed placing merchandise inside her purse and attempted to leave the store. She admitted to taking the items, according to police.

May 20 Daniel Harmon, 22, of Joliet, was arrested near Lake and Lincoln at around 9:35 p.m. and charged with DUI. Police said Harmon failed to stop at a safety checkpoint where he was observed not wearing a seat belt.

According to police, an officer conducted a traffic stop on his vehicle and detected the odor of alcohol. Harmon later admitted to consuming alcohol, police said.

Villa Park May 21 Paul A. Coleman, 37, of Lombard, was arrested near Kenilworth and Euclid at around 2:15a.m. and charged with disorderly conduct.

Theft was reported at a local food store at around 1:35 p.m.

Police said an unknown suspect stole a wallet that was left on the roof of a vehicle as the owner of the wallet went to return a cart.

May 20 Jonathan P. Brewer, 18, and Marques N. Traylor, 19, both of Glendale Heights, were arrested near Ardmore and Highland at around 12:14 a.m. Brewer was charged with unlawful possession of drug paraphernalia, and Traylor was charged with unlawful possession of cannabis.

Police said an unknown suspect removed $200 cash from a wallet that was inadvertently left on the counter of a business in the 100 block of W. Roosevelt at around 8:50 a.m.

May 19 Sad S. Avila, 21, and Fela M. Molina, 37, both of Berwyn, were arrested at a local store at around 5:36 p.m. and were charged with retail theft.

Theft of services was reported near Riordan and Cornell at around 4:59 p.m. Police said an unknown male suspect failed to pay a cab fare and left on foot from the area of Riordan and Cornell.

Burglary to a vehicle was reported near Ardmore and Elm at around 12 noon. Police said an unknown suspect stole a purse that was left in a vehicle which was parked secured on the street.

May 18 Dehiana D. Casillas, 19, of Lombard, was arrested in the 300 block of W. Division at around 12:54 a.m. and charged with driving a vehicle under the influence of drugs, unlawful possession of cannabis, unlawful possession of drug paraphernalia, improper lane usage, driving on right side of roadway and no insurance.

How Illinois politicians pick their voters

Springfield saw the arrival of a curious contraption May 5.

Outside the Illinois State Board of Elections was a 36-foot-long file cabinet, filled with more than 500,000 signatures, each one symbolizing a vote of no confidence in a rigged political system.

Throughout the state’s history, Illinois politicians have drawn political boundaries.

Leaders have carefully crafted legislative maps to maximize the chance of success for the incumbent party. This system has led to a lack of competitive politics, and an equally distressing lack of confidence in state government.

But 570,000 signatures gathered by the nonpartisan Independent Map coalition could change all that. For comparison’s sake, that’s as if every person in Aurora, Rockford, Joliet and Decatur cried out for change. It’s a monumental feat.

But it has been tried before.

Two years ago, associates of Illinois House Speaker Mike Madigan, the politician who has benefited most from political control of redistricting, filed a lawsuit to quash a similar referendum on the subject. It was successful.

A look at how Madigan has played the redistricting game reveals why he’d loathe allowing citizens a new way forward.

His redistricting prowess was best shown in the 2014 elections. Despite Illinoisans voting for a Republican governor, Madigan did not lose a single Democratic seat in the Illinois House of Representatives, maintaining supermajority control.

“Across Illinois you’ve got districts that were created by legislators to help them remain in office,” said Independent Maps spokesman Jim Bray. “They pick the voters they want to have elect them.”

ies would mean a Republican rout.

So they created a new Senate district to splinter Decatur and Springfield by race, connecting the areas of Springfield and Decatur containing more black voters.

This left Springfield residents in the odd position of having three different state Senate districts. But it worked for the politicians.

Democrats picked up a Senate seat and a House seat for their efforts.

Since the U.S. Supreme Court case Shaw v. Reno prohibits drawing borders “primarily” to create minority districts, Illinois House Democrats actually argued in federal court that they drew the district this way for partisan reasons.

Thankfully, the Independent Maps coalition did some tinkering after Madigan’s challenge to the group’s efforts.

Which brings us to the absurdly long cabinetry.

If successful, the coalition’s referendum would take redistricting power from politicians and give it to a bipartisan commission of 11 Illinoisans.

The commission would then draw legislative boundaries every 10 years, following the federal census.

This would mean fewer politically “safe” districts, fewer tortured shapes and loads more transparency.

But some interest groups contend that changing the status quo could lead to

fewer minority lawmakers in Springfield.

The amendment, however, contains a number of provisions protecting the voices of minority voters, including the addition of federal Voting Rights Act provisions to the Illinois Constitution.

“There are a number of strong protections in the amendment that ensure minority voters will be able to elect a representative of their choosing,” Bray said.

The current legislative districting system leaves a majority of Illinoisans without a real choice. Only 40 percent of Illinois’ legislative races in 2014 were contested, meaning 6 in 10 Illinois lawmakers elected that year got a free pass to the Statehouse.

This level of voter disenfranchisement must be addressed.

Republican or Democrat, political parties shouldn’t be able to rig the rules of the game. Citizens have made the herculean efforts necessary to put the redistricting issue to a vote. And many speculate these efforts will face legal challenges.

But it’s a worthy fight. And one the state’s most powerful politicians are afraid of losing.

New bridge to connect Mallard Lake, Hawk Hollow forest preserves Project expected to start in summer

WHEATON — Forest Preserve District of DuPage County officials will break ground at 11 a.m. Tuesday, June 7 on a pedestrian bridge over County Farm Road in Hanover Park that will connect Mallard Lake and Hawk Hollow forest preserves.

A new 1-mile trail at Mallard

Lake will connect the bridge to existing trails at the preserve and provide a missing link in the greater 35-mile North Central DuPage Regional Trail, which will eventually connect Cook County to the West Branch DuPage River Trail.

“This bridge and connecting trail will improve safety and

accessibility to our preserves,” said Forest Preserve District of DuPage County President Joe Cantore. “It’s an important link for bicyclists and all trail users.”

The district will need to temporarily close sections of existing trails at both preserves during construction, which is

expected to be completed in summer 2017.

The project is funded by $500,000 from DuPage County; a $1 million grant through the Illinois Department of Commerce and Economic Opportunity; $1.98 million in federal funding through the Surface Transportation Program; and

$1.28 million in state funding through the Illinois Transportation Enhancement Program.

“By securing funding from outside sources, we’re completing this project in the most cost-efficient manner and saving DuPage County taxpayers money while providing them with additional ways to connect to nature,” said Forest Preserve District Commissioner Al Murphy, District 6.

ELMHURST — Nearly 200 guests and volunteers at the Robert F. Spahn Memorial Golf Classic benefitting Ray Graham Association (RGA) were delighted and surprised when right winger for the Chicago Blackhawks, Patrick Kane, showed up to support the event.

The event raised nearly $100,000 for people with disabilities served at Ray Graham Association. The local non-profit provides residential, educational, employment, recreational and family support services to nearly 2,000 people with disabilities. They have almost 40 sites and programs throughout DuPage County and the surrounding area.

Stone school student wins Farm Bureau contest Third grader Angelica Diaz answered ‘Where Milk Comes From’

ADDISON — Angelica Diaz, a student in Mrs. Kate Pereda’s 3rd grade class at Stone School, is the winner of the 2016 DuPage County Farm Bureau Women’s Committee Placemat Contest. This year’s contest theme was “Where Milk Comes From”.

Mrs. Carol Bohnert, who has been visiting and teaching all of Stone School’s 3rd grade classrooms this year as part of DCFB’s Agriculture in the Classroom, presented Angelica with a $25 gift card, a certificate and a trophy for having submitted the winning design. Angelica’s drawing will be made into placemats that will be used at the DuPage County Farm Bureau’s Annual Appreciation Dinner in September.

In addition, Angelica’s teacher, Mrs. Pereda, was presented with an agriculture tshirt and a tote bag filled with Agriculture in the Classroom materials and books for her classroom.

ADDISON — Due to the significant traffic flow at all Chicago area Emissions Testing Facilities, the Village of Addison established traffic control measures at the intersection of Lombard Road and Fullerton Avenue beginning Friday, May 27. Routing of traffic is expected to continue through next week.

The Village asks motorists

to please follow signs directing all emissions traffic to enter Lombard Road off of eastbound Fullerton ONLY. No emissions traffic will be allowed from westbound Fullerton, or southbound Lombard.

Local traffic for businesses on Lombard Road, Bernard Drive and Jeffrey Drive will be able to enter the area from Jeffrey Drive.

DUPAGE COUNTY — Due to the expirations of the DuPage Water Commission sales tax, shoppers in DuPage County will get a quarter percent break on sales tax for all purchases beginning on June 1. For Addison, the decrease will level sales tax at 8 percent from the previous 8.25 percent.

The base sales tax rate in DuPage county was 7.25%. That breaks down to: 5% state portion, 1 % local (only applies to incorporated areas), .25 county portion (Countywide Sales Tax, or CST), .75% Regional Transportation Authority (RTA) and .25% CWCT/water commission tax.

Municipalities in DuPage County have instituted various other sales taxes such as the ‘place of eating’ 1% tax in Villa Park and various special tax district increases, notably in the Lombard/ Yorktown Mall area.

Willowbrook baseball team reaches regional championship game Warriors play pair of nine-inning postseason contests

The Willowbrook baseball team had fans on the edge of their seats in its two postseason games.

The Warriors opened the playoffs with a wild 15-8 victory in nine innings against Wheaton St. Francis.

Willowbrook trailed 7-0 heading into the seventh inning thanks to St. Francis scoring seven runs in the sixth inning.

The Warriors rallied to score seven runs in the seventh inning to force extra innings.

After a scoreless eighth inning, Willowbrook exploded for eight runs in the ninth. The Warriors ended up with 17 hits.

TJ Geritano went 3-for-4 with two runs scored and two RBI. Jon Kelso had a hit and an RBI. MJ Ranieri had a hit, a run scored, two walks and an RBI. Alec Michaelson had an RBI. Cameron Zunkel went 2-for-6 with two doubles, two runs scored and four RBI. Mark Molitor was 4-for-4 with two runs scored, a double and two RBI. Trevor Jalosynski went

a double and an RBI. Kelso, Ferguson and Zunkel (double) each had a hit.

Garbacz took the loss in relief. He pitched the last 3 1/3 innings and allowed four hits, while striking out three. Matt Pizur started and went the first five innings. He allowed one earned run and struck out five.

Willowbrook ended the regular season with a 4-0 WSC crossover loss to York. Zunkel went 1-for-3.

Pizur started and pitched 4 1/3 innings. He struck out three.

Michaelson pitched the final 1 2/3 innings and took the loss.

Willowbrook ended its season with an 18-17 overall mark.

Addison Trail’s Carr-Jones seventh at state track meet Fenton softball team reaches regional championship game

Addison Trail’s Jordyn Carr-Jones recently placed seventh in the 110 high hurdles at the Class 3A boys track and field state meet at Eastern Illinois University in Charleston.

Carr-Jones ran 14.83 in the finals to earn the seventh-place finish. Earlier, he ran 14.72 and took third in his preliminary heat, earning a spot in the finals.

Carr-Jones took second in the sectional with a 14.97 time and advanced to state.

Carr-Jones is Addison Trail’s seventh boys track state medalist and first since Jim Toepper took eighth in the 440 in 1979.

His teammate Darrion Conrad was fifth in his preliminary heat of the 200 with a time of 22.79. Conrad won the sectional title with a time of 22.27.

Fenton softball The Fenton softball team reached the championship game of its own Class 4A regional.

Fenton opened postseason play with a 10-0 win over Proviso East. The Bison then recorded a 5-4 victory over Niles North in the semifinals and then lost 1-0 to Chicago Whitney Young in the regional championship game.

Addison Trail boys volleyball The Addison Trail boys volleyball team opened the playoffs with a 24-26,

25-22, 25-14 win over Notre Dame in the Maine East regional.

Jacob Grygo led the Warriors with 22 assists and nine kills. Michael Pudlo had eight kills and two aces, while Kannon Nelms had seven kills and four blocks. Alex Murillo added five kills and one block. Colton Noel had four kills and three blocks. Eric Lynch added four kills. Arlind Rojba had seven digs and three assists. Bryan Florian had seven digs and two assists.

The Blazers then lost 25-19, 26-24 to New Trier in the regional semifinals.

Addison Trail finished the season with a 17-20 record.

Willowbrook boys volleyball The Willowbrook boys volleyball team dropped a 25-21, 25-27, 25-15 decision to Metea Valley in a regional quarterfinal match at the Downers

Grove South regional.

achievement.” said Tony Whitacker, who is the President of T&C Gymnastics, LLC as well as the Director of Gym Stars ETC. The latest season of USA Junior Olympic competition ended earlier in May, and all three Whitaker kids reached new heights in their sport.

Braden, who attends Addison Trail High School, has nine years of gymnastics experience and finished the 2016 Illinois State Championships in fourth place all around. The sophomore also took fifth in high bar, fourth in rings, and second in both vault and parallel bars.

He qualified for the Regionals where he finished in the top 30 out of 180 qualifiers, earning him a berth at Nationals. As a level 10 (the highest attainable) Braden qualified for event finals on vault, parallel bars and pommel horse. He finished fourth in vault, 25th on parallel bars and 22nd on the pommel horse.

Teagan, a level 9 competitor is an eighth grader at Indian Trail Junior High School. Her fifth year of competitive gymnastics saw her qualify second all around and win the state championship on balance beam. At Regionals, which

“They are very modest children and rarely share their gymnastics life with their friends,” their father said, “Most of their friends have no concept of how much they train, (16 to 18 hours each week).”

Willowbrook softball team faces Elk Grove in playoffs

The Willowbrook softball team wrapped its season up after a recent 12-0 loss to Elk Grove in Class 4A Elgin Larkin regional semifinal action at the Elgin Sports Complex.

Willowbrook finished the season with a 14-16 overall record. The Warriors went 6-6 in West Suburban Conference Gold Division play.

Through the end of the regular season, Veronica Swan was leading the team with a .378 batting average. She had 17 hits, two doubles, 11 RBI and 13 runs scored. Alexa Henderson was second with a .364 batting average. She had 12 hits and nine RBI. Megan Talan was the team leader in hits with 26. She had a .333 batting average to go with 19 runs scored, one home run and 11 RBI.

Jiana Funteas was batting .328 with 19 hits, five doubles, seven RBI and 10 runs scored.

Zoe Dannenberg was hitting .323 with 20 hits, seven doubles, two triples, nine RBI and 15 runs scored.

Kaylin Schuda was hitting .287 with 21 hits, five doubles, 13 RBI, 14 runs scored. Schuda had struck out just once in 73 at-bats. Meghan Koterba was hitting .286 with 16 hits, four doubles, one home run, 11 RBI and 11 walks.

Katie Smith was hitting .271 with 13 RBI, 10 runs scored and 10 walks. Jordan Marczewski had 15 runs scored and 11 walks. Emily King had a home run, while Brianna Richardson had three doubles and 10 runs scored. Sam Mishlove had 16 runs scored and seven RBI, while Sabrina Conforti had three runs scored and four walks.

Addison Trail junior Darrion Conrad would likely be a frontrunner for a brother of the year medal if one such award existed.

Conrad explained he stepped aside at last year’s sectional meet in order to give his older brother, Darius (who now plays football at Youngstown State), a better chance at qualifying for state in the 200.

“I wanted to give Darius a chance to make it,” he said. “If I didn’t run I knew it would bump him up in the 200. If I would have been there, it could have dropped him a spot. It was tough. I knew I could probably make it down in the 200, but I also knew I had two more years left to go and Darius was a senior. I wanted to help him.”

This year, Conrad helped himself, earning a berth in the Class 3A state track and field meet in Charleston. Conrad finished fifth in his preliminary heat at Eastern Illinois University with a time of 22.79.

“I worked on the blocks more

than I ever have,” said Conrad earlier last week regarding his improvement in the 200. “I’m also more conditioned. I finish the races with a lot more energy.”

Conrad attributes part of his better conditioning to his eating habits. “I have been eating healthier,” he said. “At the start of February I didn’t lift as much because when you lift, you put on weight. I’ve been lifting lighter and eating right.

I used to eat five meals a days and now I’m eating three. I’m not eating heavy meals. I’m eating lighter, especially at lunch. I don’t want to be too full before track so I can get in the best workout I can.”

Conrad said, for him, running a successful 200 boils down to his performance on the race’s curve.

“For me, it’s the curve,” he said. “Where it starts I want to beat everybody off the curve. If I do that I feel like I can get at least third place—no worse than third. I think during the season I only came in third once.”

Conrad enjoys multiple parts

of the 200. “I like it because I can think during the race,” he said. “I’m good at the 100, but I’m better at the 200 because I can think more. The 100 is quick. It’s like 10 seconds. The 200 is quick, but I like it more because it doesn’t seem as fast.

I’ve come to really enjoy the 200.”

Conrad said he received some advice from his older brother about the state meet. Darius Conrad qualified in the high jump while at Addison Trail.

Conrad also plays wide receiver on the Addison Trail football team. He would like to pursue both sports at the next level.

“I think I do both pretty well,” he said. “I would like to do both in college. I feel I could make contributions in both sports at a high level.”

“Darius told me how awesome the state meet is,” he said earlier last week. “I still can’t believe I qualified for state. I’ve been waiting two years to make it.”

And thanks to his hard work, the wait is over.
