Lombard man facing terrorism charge found with child pornography

On Monday, June 1, at approximately 12:27 a.m., a Lombard police officer reportedly observed a male, later identified as Frazee, dressed in all-black clothing wearing a hood, face covering and latex gloves walking near the Village Hall and then in the direction of the Lombard campus with a bat hanging from his bag. Frazee was walking toward the squad cars and employee vehicles, while holding a lighter in his left hand and a Molotov cocktail in his right hand.

It is further alleged that Frazee also had a butane torch lighter, seven additional lighters and two knives in his possession. Frazee was taken into custody at that time.

The story later revealed that Wolf allegedly supplied Frazee with the materials to make the Molotov cocktail. Additionally, Wolf reportedly exchanged numerous texts with Frazee that evening including an exchange in which Frazee allegedly tells Wolf he’s going to “Throw s--- at the cop cars” and asks her to “Bring me some ribbing [sic] alcohol a rag and a glass bottle” to which Wolf responded “Okay.” Another text exchange alleges that Frazee asks Wolf “Is peroxide flammable?” to which Wolf responded, “Wya [sic] I got that stuff for ya I also threw in some acetone I know that’s flammable lol.”

At that time, Frazee was arrested and charged with one count each of possession of an incendiary device

and attempt terrorism—both Class 1 felonies at that time. He was released on bond in that incident, but during the investigation into the matter, investigators found hundreds of child pornography images and videos on his phone, prosecutors said.

DuPage County State’s Attorney Bob Berlin had this to say about the subsequent arrest: “As I have said many times in the past, every image of child pornography represents yet another innocent victim of child pornography and anyone allegedly in possession of child pornography will quickly find themselves facing serious charges.”

Frazee is due to appear in court again on Jan. 7 before Judge Jeffrey MacKay.

Montini Catholic actors reflect on experience after performing in ‘1984’ Montini Catholic High School drama students recently wrapped up their first performance in the school’s newly renovated auditorium. This year’s production, an adaptation of George Orwell’s ‘’1984,” (written in 1949), held Thursday through Sunday, Dec. 3 - 6, was an inspiring one in many ways. The small “1984” cast and crew worked tirelessly throughout October and November to secure a successful opening night.

“When we found out that no matter what we were going to do, we’d have to follow all the current social distancing guidelines, and the actors would still have to wear masks, a performance seemed impossible,” said play director Kenn Cramer. “We had to ask ourselves, what play would make sense with social distancing and masks? ‘1984,’ a dystopian social science fiction novel, was the logical choice.

I knew that the actors and actresses wearing masks in this production would make sense, and would not distract from the script at all. In fact they served to enhance the play’s overall message.”

Directing his first play while at Montini with 1984, Cramer was pleasantly surprised at all the natural talent that the students brought to auditions.

“I really hoped I would be able to help them cultivate and grow their talent,” he said.

Jack Sebben Senior Jack Sebben was selected for the role of ‘everyman’ Winston Smith.

“It was a much different pace from the other comedies that we have done in years past, and I think it was a very fun change,” he said. “Plus, Mr. Cramer really did an incredible job directing us.”

Jack found the serious subject matter a definite challenge, but found that he truly enjoyed pushing himself to fit the role.

“My acting has certainly improved over the course of the show, with the help of Mr. Cramer,” he said. “He is a very passionate, yet caring, director. He cares about his students as much (if not, more) as he does the success of the show. He certainly helped all of the cast members adapt to their serious roles.”

Prior to being cast as Winston, Jack had yet to read 1984.

“I knew that it was a dystopian novel about Big Brother,” he said. “I have always liked dystopian fiction so I’ve wanted to read it for awhile. I think it’s a very good, dramatic selection for our (seniors) second to last performance.” He finds the most rewarding thing about theatre is seeing and hearing all of the audience members’ reactions after the show.

“When people say that they were ‘actually worried for me’ or ‘very uncomfortable at some points’ then I feel very good about it.”

He undoubtedly chooses 1984 as his favorite performance among his three on the Montini stage. Despite the negativity of the subject matter, he found the environment for the actors to be a positive one.

“The more serious subject matter allowed us to act in different ways than we’re used to, and was more challenging,” he said. “It was very enjoyable as it allowed us to test our acting skills, and I grew more in acting this year than Maria Hemmersmeier I had in any of the previous three years. On Monday, Dec. 21, the U.S. House of Representatives and the U.S. Senate passed the Omnibus Appropriations and Emergency Coronavirus Relief Act (House Resolution 133) by an overwhelming majority in both Congressional chambers, appropriating another $900 billion in financial assistance to small businesses—including chambers of commerce, trade associations and other 501(c)(6) not-for-profit organizations— unemployed workers and individual income taxpayers.

President Donald J. Trump signed the legislation Sunday night.

Here are some details of the package: This short-term federal relief package expands Paycheck Protection Program (PPP) forgivable loan eligibility to include chambers of commerce, trade association and other 501(c)(6) not-for-profit organizations and provides assistance to the struggling hospitality industry.

Of the $325 billion appropriation for small businesses, $284 billion is for first and second rounds of PPP loans and increases individual loans from 250 percent to 350 percent of average monthly payroll for restaurants and hotels.

The cost of Personal Protective Equipment (PPE) is new as an allowable PPP expense.

The relief package also contains many top businessrelated priorities, including: • Simplified PPP loan forgiveness application for loans less than $150,000; • Ability to deduct expenses paid for with forgivable PPP loans; • One-year extension for Troubled Debt Restructuring (TDR) relief (Section 4013 of the CARES Act).

• Allows banks to continue to work with borrowers to gain additional forbearance and debt relief through 2021; • 100 percent business meal deductibility for 2021 and 2022; • Expanded and enhanced Employee Retention Tax Credit; • Five-year extension of the Workforce Opportunity Tax Credit (WOTC).

The relief package also contains support for individual income taxpayers and unemployed workers, including: • Direct payments to individuals: $600 for an individual making up to $75,000 per year; $1,200 to a couple making $150,000 per year and $600 for each child dependent; • An additional $300 per week will go to individuals receiving unemployment benefits.

State’s Attorney’s office adds prosecutors to gangs, public integrity units

Office restructuring to include new Violent Crimes Unit

On Tuesday, Dec. 22, DuPage County State’s Attorney Robert Berlin announced that, thanks to recent funding provided by the DuPage County Board, his office will be adding two new Assistant State’s Attorney positions to better serve the residents of DuPage County. In addition to the two new positions, the office will also create a new unit focusing on violent crimes.

“I would like to thank the County Board for listening to the voters this past election who, with a vote that received nearly 75% approval County-wide, resoundingly showed their support for a proposition in favor of funding law enforcement,” he said.

“This extra funding will allow us to further protect the residents of DuPage County, continue to improve upon the already outstanding legal representation provided to County government

and allow us to allocate additional resources into criminal justice reform efforts through our specialty courts.”

Earlier this month, Berlin assigned one of the two additional positions to the Office’s Gang Unit. This new position will double the number of prosecutors in the office dedicated to gang-related crimes to two. The second newly created position is within the Office’s Financial Crimes/Public Integrity Unit and will concentrate on the prosecution of elder abuse, identity theft and white-collar crimes. Both positions have been filled.

“Gangs continue to fuel violence throughout the County,” he said. “This past year we have seen an alarming increase of carjackings, armed robberies and other violent crimes throughout the county. These types of violent crimes destroy our communities and bringing a second prosecutor into that unit will

COVID-19 updates for DuPage County

As of 8 a.m. on Sunday, Dec. 27, there were 57,741 total cases among DuPage County residents, including 918 deaths. Since Saturday, there were 256 new cases and four deaths related to COVID-19.

The Office’s new Violent Crimes Unit will be comprised of approximately a dozen experienced, existing prosecutors and will include a forensic specialist. This Unit is charged with leading prosecutions into serious, violent crimes such as murder, armed robbery and sexual assaults.

“With a marked increase in crime across the board this past year, the creation of our new Violent Crimes Unit will enhance our efforts against those crimes that have a devastating effect on our community,” Berlin said.

“This new unit will draw from a pool of experienced prosecutors to work

these cases and will also include a forensic specialist. With the increase in cases that rely on DNA evidence, an on-staff forensic specialist will allow us to quickly and accurately process evidence resulting in quicker arrests and stronger prosecutions. In addition, we have also instituted pro-active measures in DuPage County such as our 2019 NACO award-winning FOCUS program, which is designed to provide first-time, non-violent drug offenders the treatment, counseling, education and support needed to ensure they remain on the road to recovery and rehabilitation.

“I have also reassigned a third attorney to the FOCUS courtroom to help handle its more than one thousand two hundred pending cases. Coupled with our specialty courts such as Drug Court, Veteran’s Court and MICAP, which address the underlying issues that bring offenders into the criminal justice system in the first place, these initiatives will help us achieve better outcomes for the offender and the community.”

DuPage Health Department COVID-19 vaccine weekly update Since the first 13,650 doses of COVID-19 vaccine arrived in DuPage County a week ago Wednesday, DuPage County Health Department (DCHD) has worked to distribute vaccine to local healthcare partners who have been vaccinating healthcare personnel in DuPage County.

More than 10,000 healthcare personnel have been vaccinated so far.

As the vaccine supply increases additional vaccination opportunities are now available for healthcare personnel who are not affiliated with hospitals including Emergency Medical Services (EMS). Individuals and organizations who want to be notified about vaccination clinics should register for DCHD’s COVID-19 Vaccine Weekly Updates. This will allow the Health Department to reach back out to individuals and organizations when it is time for their vaccinations to be provided.

DCHD expects that it will take several weeks to receive enough vaccine to vaccinate all healthcare personnel in DuPage County. DCHD will continue to provide updates on how and where individuals can sign up to register for vaccination appointments.

This week, DuPage County expects to receive more than 16,000 doses of the Pfizer and Moderna vaccines. The U.S. Food and Drug Administration approved the Moderna vaccine through an emergency use authorization (EUA) last Friday and the the Centers for Disease Control and Prevention’s (CDC) Advisory Committee on Immunization Practices (ACIP) recommended that Americans aged 18 years and older receive the Moderna vaccine.

These next shipments of the COVID-19 vaccine will support efforts to continue working to vaccinate the estimated 43,000 healthcare personnel in DuPage County which is expected to take several weeks.

Early protection of health care personnel is critical to preserve capacity to care for patients with COVID-19 or other illnesses. Long-term care facilities are the other priority population in Phase 1a, and will receive vaccinations through a Federal program, called the Pharmacy Partnership Program.

“We know health care workers have a much higher risk of COVID-19 exposure as they are on the frontlines of this devastating pandemic. It is imperative that we protect the health and safety of this essential workforce,” said Karen Ayala, DCHD Executive Director.

“We are working to ensure all health care workers throughout the county have access to this life-saving tool, protecting not only them but also their patients, families, and our communities.”

At this time, the healthcare systems are working through their staff members and affiliated health staff to assure adequate coverage across the community. DCHD is preparing to open COVID-19 vaccine clinics for

EMS and other healthcare personnel (dentists, physical therapists, hospice workers, home health care) who are not affiliated with hospitals starting next week. At this appointment, healthcare personnel will be required to present verification of their healthcare worker status, i.e., employee ID badge, check stub, state licensure, or certificate. Any personnel in this category, who are interested in signing up to be notified about DCHD’s vaccination clinics, should register for COVID-19 Vaccine Weekly Updates. This will allow the Health Department to reach back out to individuals and organizations when it is time for their vaccinations to be provided. Healthcare personnel who are affiliated with a health system are

advised to contact their health system to coordinate vaccination.

The Health Department continues to work with partners at all levels, including hospitals, health care providers, pharmacies, and community leaders, on flexible COVID-19 vaccination programs that can accommodate different vaccines and scenarios. Our goal is to make vaccine available through as many locations as possible, as the vaccine supply increases and becomes more widely available. We will share additional information about how and where vaccine will be available at dupagehealth.org/covid19vaccine.

During the holiday season, the health department reminds residents to celebrate safely and continue to do

their part in preventing the spread of COVID-19 by: • Wearing a mask whenever outside your home or with anyone not from your household; • Watching your distance, staying at least 6 feet from people outside of your immediate household and avoiding in-person gatherings; • Washing your hands often; • Staying home if you are experiencing symptoms of COVID-19 or if you have been in close contact with a person infected with COVID-19, and contacting your healthcare provider for appropriate evaluation, testing, and care.

York Township distributes Holiday meals

On Wednesday, Dec. 16, York Township Supervisor John W. Valle helped Food Pantry Director Angela Tanner and Township staff with the distribution of 171 meals to clients in need for the holiday season.

Registered clients received a box with all the fixings, a ham and a bag of sweet potatoes to complete their holiday feast. This is the first year the food pantry has distributed hams for the Christmas holiday in addition to the Thanksgiving meals they provide annually.

Moreno, Benn win Chicago Bears Community High School All-Star Award The Chicago Bears named Fenton senior lineman Eric Moreno as their first-ever Community High School All-Star award winner in early November, and then two weeks later returned to select senior quarterback Nickolas Benn.

The new Bears program, which is co-sponsored by Athletico Physical Therapy, highlights nine high school football players throughout Illinois who are making a positive impact in their community and school.

Eric Moreno and Nickolas Benn were each given an official NFL game ball that was hand-painted with their names on it, the words “for demonstrating excellence in service to the community” and the All-Star program logo.

“I was shocked,” Benn told the Daily Herald newspaper. “After hearing about my teammate getting it, I was really proud of him. I knew how prestigious of an award it was so to find out I got it too I was really excited and really honored.”

Both Eric and Nickolas have volunteered many hours at the Bensenville-Wood Dale Food Pantry, Faith Community United Church of Christ Food for Families, Feed My Starving Children, UNICEF, and several group projects with Fenton’s National Honor Society -- among other volunteer activities.

More specifically, the Bears were in awe of Eric’s work at Goldfish Swim School teaching swim lessons for underprivileged Hispanic youth, helping them to learn and enjoy a safe hobby with positive role models.

“It was really inspiring to see those kids fighting. They are fighting just to be here,” Eric said while being interviewed on-air by Mark Carman during his Nov. 13th show on WGN Radio 720AM. Nickolas said visiting the hospital reminded him of what football coach Matthew Lynch often preaches – living in the moment and being happy with what we have.

Lombard/Villa Park Food Pantry board chair: Thank you for your support On behalf of the board of the Lombard/Villa Park Food Pantry, I would like to thank everyone who has donated food and funds to the food pantry during the past year.

We have been humbled by the outpouring of support from the community, especially during the holiday season. This support has helped us respond to the need for food assistance from residents who have depended on the food pantry for many years and from those who are new to asking for help because of the impact of the pandemic on jobs and income.

Since March, the food pantry has served between 150 and 200 families every week, double the number we were serving last year, with fresh

produce, dairy, meats and shelf-stable food.

I also want to thank the volunteers who show up every week to help sort, pack and distribute this food.

Glowiak Hilton supports caps on insulin costs at $100 per month On Jan. 1, 2021, Illinois will become the second state to cap out-ofpocket costs for prescription insulin, and State Senator Suzy Glowiak Hilton (D-Western Springs) is reaffirming her support for working families over pharmaceutical profits.

“Pharmaceutical corporations have profited off the lives of residents with diabetes for too long,” Glowiak Hilton said. “By capping the cost of life-saving insulin at $100 for a 30-day supply, Illinois is standing firmly on the side of hardworking families. Families should not be forced to choose between food or prescriptions.”

Nearly 30 million children and adults in the U.S. are diagnosed with

diabetes, according to the American Diabetes Association. Individuals with the lifelong condition of Type 1 diabetes will on average spend $5,705 per year on prescription insulin alone.

The new law also requires the Departments of Insurance, Human Services, and Healthcare and Family Services to issue a joint “insulin pricing report” to the public that details findings on insulin pricing practices and recommendations to control and prevent overpricing of prescription insulin drugs.

The measure, Senate Bill 667, was signed into law in January 2020 and chief sponsored by State Senator Andy Manar (D-Bunker Hill).

New law supported by Glowiak Hilton protects sexual assault survivors

Beginning Jan. 1, 2021, Illinois survivors of sexual assault will be able to keep their home addresses confidential, thanks to legislation championed by state Sen. Suzy Glowiak Hilton (D-Western Springs).

Glowiak Hilton sponsored House Bill 2818, which passed with bipartisan support, to empower the attorney general’s office to help keep survivors’ home addresses private from their attackers and stalkers.

Playing volleyball at the next level

Willowbrook High School recently hosted a virtual National Letter of Intent Signing Day event for five seniors who have committed to play their sport at the collegiate level. The Dec. 16 celebration took place online because of the COVID-19 pandemic. The five Warriors who signed letters of intent during the event included a pair of volleyball players—Grace Reckamp (above left) and Jack Walsh (above right). Reckamp will attend Illinois Institute of Technology (Illinois Tech) in Chicago, while Walsh will attend Belmont Abbey College in Belmont, North Carolina. Reckamp is a four-year varsity player at Willowbrook. During her junior season in the fall of 2019, she led the Warriors in kills and aces. Reckamp earned All-Conference recognition in the West Suburban Gold Conference during the 2019 season. The girls volleyball season during the current school year was moved from the fall to the spring because of the pandemic, so Reckamp should complete her Willowbrook career this spring. She plans to major in biochemistry at Illinois Institute of Technology. Walsh, who intends to major in finance at Belmont Abbey College, has been playing volleyball for eight years. He made the varsity team during his sophomore season in the spring of 2019 and led the Warriors in assists. Walsh piled up 26 assists in a 2019 match against York. He handed out 25 assists apiece in two other matches that season (against Leyden and Proviso West). Unfortunately, the pandemic forced the cancellation of the Willowbrook boys volleyball program’s 2020 spring season. Walsh should finish his career as a Warrior during the newly created 2021 summer season, which is scheduled to take place from May 3 to June 26.

The law allows survivors of sexual abuse or stalking to list the attorney general’s office as their contact address instead of revealing their actual address, avoiding any risk that their abuser might locate them.

The program is currently established for victims of domestic violence. House Bill 2818 expands its availability to all survivors of sexual abuse and stalking.

Elmhurst University launches innovation, entrepreneurship graduate program Elmhurst University has launched a new graduate certificate program in innovation and entrepreneurship that can help students jump-start a startup, bring new ventures to existing organizations, and better leverage ideas in today’s dynamic economy.

The Graduate Certificate in Innovation and Entrepreneurship program is designed for students interested in entrepreneurship or intrapreneurship (innovation within an existing organization). Currently accepting students for the fall of 2021, the part-time certificate program can be completed on campus or online in one year.
