Further Education & Leisure Courses Levels 1-3 Further Education courses are designed to provide the knowledge and skills you need to either get back into employment, retrain or climb the job ladder. They show employers that you have the technical skills in your chosen subject area. These courses are endorsed by professional bodies such as the Chartered Institute of Personnel and Development and the International Association of Bookkeeping as well as awarding bodies like City and Guilds and OCR which are all well recognised and valued by employers.

Many of these courses will provide you with the opportunity to work on industry projects with local employers. This will help to develop your technical skills as well as employability skills such as problem solving and communication. Our students have worked with companies such as Coca-Cola, Montupet, Lisburn and Castlereagh City Council and AB Pneumatics. You can also study just for fun with leisure courses in a range of areas such as Digital Photography, Interior Design and DIY Brickwork. These can lead to accredited programmes, allowing you to turn a hobby into a career.

Sources of Funding for Part-Time Students Higher Education Student Finance NI (PTL Form) What is it? Means tested fees grant (may not cover full fee cost) and means tested course grant to help with the costs associated with studying on a Higher Education course. Non-means tested tuition fee loans are also available as a top up to the tuition fee grant or if the student is not eligible for the fee grant. What do you need? Eligibility is subject to income assessment, for fee and course grants, and previous study. No minimum or maximum age requirements.

Further Education Grants Means tested grants for tuition fees, books and stationery and/or childcare. Note Further Education Grants cannot offer financial assistance for Non-Applied A-level courses e.g. English, History

What do you need? Students must be age 19 or over on 1 July 2020 and studying on a Part-Time Further Education course which meets the following criteria: • Be completed in no longer than twice the time it would take to complete the Full-Time equivalent course (if offered by the College). • If no Full-Time equivalent course is available, then the Part-Time course must run for at least 8 hours per week (can include compulsory placement). Student should be studying on a Part-Time Higher Education course e.g. HNC, HND, Foundation Degree or Degree course.

Hardship Fund What is it? Means tested assistance with course fees and other course costs including travel, childcare and books/materials. What do you need? Aged 18 or over on 1 July 2020 and experiencing exceptional financial circumstances. Students must be enrolled and have explored all other sources of funding before they apply. What Next? Students must be enrolled before applying to the Hardship Fund. Application forms will be available at campus receptions from the start of September 2020.

Concessions • Concessions are only applicable to tuition fees of Part-Time accredited courses. Concessions are not applicable to examination or other costs included in the overall course fee. Non-accredited courses are not entitled to concessions. • Where a student qualifies for more than one concession, the highest value concession only will be applied. The College reserves the right to change or withhold concessions.

Classes run according to demand. SERC will endeavour to run all classes advertised. However, we reserve the right to cancel classes which do not enrol a sufficient number to make the class viable. We will contact you if your class is cancelled and, where possible, make arrangements for you to attend an alternative class or offer you a refund.

Fees and Financial Matters Do I have to pay fees?

Fee payment is required for Part-Time courses. The College does offer some free courses e.g. Essential Skills.

When and how do I pay? Fees are payable at the time of enrolment.

Fees charged are only for the current academic year. Students are required to enrol and pay fees each year when undertaking a two, or a three year course. Payment can be made by cash, cheque, credit or debit card.

Can I pay in instalments?

When the total fee payable, after any concessionary fee has been deducted, is over £300 it is possible to pay in instalments. The instalment plan is made via a direct debit payment arrangement, which must be set up at enrolment. The direct debit arrangement is only available for enrolments on or before the second week of the class. The deposit payable at the time of enrolment is 25% of the total course fee. For September enrolments, two instalment payments will then be collected as follows: 25% on 1 December 2020 (by direct debit) 50% on 1 February 2021 (by direct debit) For January/February enrolments, two instalment payments will then be collected as follows: 25% on 1 March 2021 (by direct debit) 50% on 1 May 2021 (by direct debit) Please note: • Default in any payment will result in a £10 administration fee. • Default in any payment will result in enrolment on the course/programme of study becoming invalid. • FE Students who withdraw from their course are still liable for payment of their fee in full and therefore all direct debit payments will be collected.

Can I get a refund?

If a student does not pay their fees the College will impose a number of sanctions, including loss of access to College systems. Outstanding student fees may be referred to a debt recovery agency.

If a student has a tuition fee debt outstanding (part or full fees) from a previous year, the student will not be allowed to enrol for a course in the new academic year.

What if I am applying for funding?

Further Education A student who is already approved for funding from Student Finance NI, in the form of a FE Grant, must submit their grant letter at the point of enrolment. The amount of the grant will be deducted from the total fee and if a balance remains this must be paid in full at enrolment, unless the criteria for payment by instalment is satisfied. A student who does not have funding in place at enrolment will be required to pay the full course fee at the point of enrolment, unless criteria for payment by instalment is satisfied. Once funding has been approved by Student Finance NI the student must present their award letter to Customer Services. If the award covers the total fee, the College will refund the amount already paid. The College will cancel any direct debit agreement and issue the refund prior to 1 December 2020. If the grant does not cover the total fee, the student remains liable for any balance remaining. If paying by instalments, the College will proceed with the direct debit for the remaining fees on the notified dates.

Concessionary fees are only applicable to tuition fees of some Part-Time accredited courses. Concessionary fees do not apply to all courses.

In all instances, the College will refund to the student any overpayments that have been made to their account and owed to the student.

Concessions do not apply to examination or other costs included in the overall course fee. Non-accredited courses are not entitled to concessions.

In the event of Student Finance NI not releasing the full amount of their award (for example by reason of student withdrawal), the student will be required to pay the remaining balance of the total fee.

Are there any discounts for paying in full at the time of enrolment?

Self-paying students, with a course fee greater than £300, will receive a 5% discount on the tuition element of their course fees if they pay in full at the point of enrolment.

Higher Education Part-Time Higher Education students can apply for assistance in the form of a means tested tuition fee grant and/or non means tested tuition fee loan as well as a course grant. These are dependent upon household income and course intensity. Tuition fee grants are paid directly to the College. Students can apply for financial assistance, via the Student Finance NI website.

Some courses may have additional costs. Please view the course descriptor on the SERC website for further details. Students who have enrolled on a two-year course will need to enrol and pay the appropriate fee each year of the course.

As a general rule the College does not offer refunds, although there is some discretion in exceptional circumstances. Students should complete the Fee Waiver/Refund Request form, available on our website or from Customer Services, and submit necessary supporting evidence. Students who withdraw from their course are still liable for payment of their fees. Higher Education students should refer to the Fees Policy Appendix C.

Can my employer pay for me?

Yes, where a student is sponsored by an organisation, a completed sponsor liability form should be presented to Customer Services at the point of enrolment. The sponsor liability form is available from the SERC website or Customer Services. Organisations and employers who sponsor students are liable for the full cost of the course fee. There shall be no concessions. The College will directly invoice the sponsor. If the student leaves the sponsor’s employment after the start date of the course the fee liability remains with the sponsor. If the student leaves the sponsor’s employment before the course starts the sponsor should notify the College, in writing, before the course starts to withdraw their support. In this case the course fee liability will transfer to the student. If the College is not notified, in writing, in advance of the start date the fee liability remains with the sponsor.

What do I do if I’m experiencing difficulties in paying my fees?

Students experiencing difficulties in paying their tuition fees should seek help at the earliest possible opportunity. The student should immediately contact staff in the College’s Finance Department, email: accountsreceivable@serc.ac.uk The Student Finance Advisors will also be able to provide information about financial support options available. Email: studentfinance@serc.ac.uk The payment of fees is the responsibility of each student.

A student informing Customer Services of their intention to apply for a part time fee grant or loan can avail of the following arrangement at enrolment: • Deposit of 25% of the course fee • Submit completed direct debit mandate at enrolment • Complete PTL form via the SFNI website If approved for funding the award letter must be submitted to Customer Services as soon as it is received. If the Award letter is not submitted to Customer Services prior to the first direct debit instalment date the College will proceed with the direct debit. If the application for funding is unsuccessful or does not cover the full course fee, then the student will be liable for the outstanding fees. In all instances, the College will refund to the student any overpayments that have been made to their account and are due to them.

Concessionary fee - must I bring evidence with me? At enrolment the student must produce current documentary evidence to confirm receipt of one of the concessionary benefits.

Evidence must be submitted at the time of enrolment, otherwise the full course fees will be charged. Evidence submitted after enrolment will not be considered for concessions.
