Employer Case Study
Photonic Integrated Circuit Packaging ACademy (PICPAC) project in collaboration with Bay Photonics and Davies & Bell
South Devon College is continuing to lead the way in the hi-tech world of photonics and is halfway through its innovative Photonic Integrated Circuit Packaging ACademy (PICPAC) project, in collaboration with photonics specialists Bay Photonics and Davies & Bell – the first FE College to partner on a winning Innovate UK bid, to provide a solution to the growing skills gaps in the UK.
Photonics is the science of light. It uses photons–particles of light– rather than the electrons used in traditional electronics. Photonics is the invisible force powering our world– it’s in your smartphone, the internet, your car’s sensors, the supermarket barcode scanner, most importantly the fibre optic cables beneath our streets. It’s also integral to green and renewable energy sources, medical research and the aerospace and defence sectors.
With this everyday implementation, the photonics market is seeing considerable growth, with a predicted value of £1.2 Trillion by 2030, so developing and maintaining a skilled workforce is essential, and South Devon College is in a dominant position to deliver the training and upskilling required.
The pioneering PICPAC project creates and delivers bespoke courses on the aspects of photonic assembly, packaging and testing (APT) that have been neglected, transforming the College into a national centre for semiconductor photonic packaging training.
The College’s Level 5 Photonics System short course is now in its successful third year, with students and delegates from across the UK attending.
Nine new short courses are currently being developed, including ‘Introduction to Photonics’, ‘Introduction to Front End Wafer FAB Manufacturing Technology’ and ‘Introduction to Back End Packaging’, with other key skills courses launching in the near future.
Since the start of the project in August 2023, the College has developed new partnerships with specialist businesses including PandA Europe, Tribus-D, Micro Engineering Consultancy Ltd and Light Trace Photonics, to help develop and deliver the PICPAC courses.

Training and Development
We offer a range of specialist courses which can provide the perfect opportunity for staff CPD and upskilling across a broad range of sectors and professional services. Our aim is to support the development of the skills needed by local employers, to support the growth of our economy. Courses range from entry level right up to degree level study and can be delivered in a variety of formats, from purely online, delivered at your workplace, or delivered onsite here at College.

Free and Funded CPD Courses
Free Online Short Courses
These courses are available to start throughout the year and are completely free for individuals over the age of 19, who have lived in the UK/EU for over 3 years and are not already on a government funded apprenticeship. Your employees can apply and enrol online and study online at their own pace, from the office or from home.
The College offers online courses in a wide range of topics, including business, childcare and early years, counselling, fitness, health and care, teaching and education and youth work.
Free or Funded
Classroom-Based Short Courses
The College offers a huge range of short courses for professional development, from entry level to intermediate, which are covered by government funding for individuals over the age of 19 and have lived in the UK/EU for more than 3 years and who earn less than £25,000 per annum. In most cases these courses will be free to the employer, however administration fees may apply to some courses.
These courses range from professional qualifications including AAT Level 1-2, Digital Skills for Work, Legal Studies, Certified Secure Computer User, Principles of Customer Service and Delivery, as well as many sector specific training courses.

Experience of the Workplace and Supporting Careers
The College works closely with Devon, Plymouth and Torbay Careers Hub, who, like us, are passionate about the benefits that work experience placements can provide to both students and employers.
A meaningful experience will include:
Defined learning outcomes which are relevant to both the student and employer
An opportunity for a student to meet a range of employees from the workplace
Extensive two-way interaction between the student and employer
Completion of tasks which enable students to receive feedback on their work
We have a dedicated team of Placement and Work Experience Coordinators who support and facilitate the links between businesses and our extremely talented, curious, hardworking students. Our students are ready to make a real difference, develop their confidence and learn more about work opportunities available to them now and in the future.
In return you will get the opportunity to shape the future work force, identify future talent you may wish to employ as trainees, apprentices or graduates, get a fresh perspective on your business and encourage current team members to share their knowledge and experience, developing their own management skills.
T Levels
T Levels are a new Level 3 (A Level equivalent) qualification and a key part of the Government’s reform to revolutionise skills and technical education, generating the skilled workforce
that businesses need for the future. They have been developed to tackle skills shortages, whilst supporting and developing the future talent pool, with students bringing new ideas and a fresh perspective.
T levels include an industry work placement for a minimum of 315 hours (approximately 45 days), and is designed to equip young people with the skills needed to progress onto an apprenticeship or higher education. We have a dedicated team of Placement and Work Experience Coordinators and Assessor Coaches that support students and employers through the whole process, resolving any issues arising from placements during regular check-ins.
Supported Internships
Our Supported Internships provision is for students aged 18 to 24 with Special Educational Needs and Disabilities (SEND) and an Education and Health Care Plan (EHCP) who want to move into sustainable employment and need extra support to do so.
Within the provision, students receive relevant classroom learning and undertake work placements with the College’s network of local businesses, who work closely with them and their Job Coach to equip them with the skills and confidence needed in the workplace.
Involvement in the Supported Internship scheme can benefit businesses of all sizes in many ways, including working alongside a loyal and enthusiastic intern who can bring a fresh perspective to the staff team.
Our SEND team is looking to build significant partnerships with local businesses of all sizes who can provide a meaningful two days per week work placement, to reach positive outcomes for both the business and the student. To register your interest, please contact the Business Solutions team.

Our team of professionals can help your business recruit seasonal or part-time staff through our unique online Careers and Employability Centre.
We are partnered with Jobteaser to provide an online Careers and Employability Centre, which enables all our students to access information about local, national and international employers. You can choose two of the activities listed below for a one-day programme or four of the activities for a twoday programme.

Outdoor Fitness Trail
This team bootcamp adventure can be designed to meet the needs, fitness levels and abilities of participants.
Leadership Development
This class-based theory and practical session explores the key characteristics of successful communication helping to build team cohesion and motivation.
Problem Solving
Your team will be set a range of conundrums to test communication and lateral thinking! This can take place on land (inside or outside) or feature water-based activities.
Orienteering
You will be taught the basics of map reading then complete a team challenge in the English Riviera Geopark.
Bush Craft
A practical outdoor session where participants will work together and learn some basic survival techniques. This can be undertaken as part of an overnight activity or on the one day activity package.
Healthy Cooking
Learn how to cook healthy, nutritious food in our state-ofthe-art training kitchens and then share the dishes with teams and colleagues in our onsite Horizons restaurant.
Immersive Yoga
A completely holistic session, unlocking physical and emotional blockages, through stretch, relaxation, breathwork and guided mindfulness.
Forest Bathing
Enter the realms of the healing benefits of the natural world and find out how the forest can support positive mental health and wellbeing.

Businesses that employ apprentices see an increase in retention and loyalty, which means apprenticeships can form the cornerstone of your recruitment policy. Apprentices can be valuable to businesses of any size, whether you are a sole trader, small to medium enterprise or a multinational organisation.
Existing employees can also begin an apprenticeship, enabling them to receive advanced technical training and gain a formal qualification whilst still contributing to your business. Apprentice Recruitment Service
The College offers a dedicated apprenticeship recruitment service for Employers to help you find the best fit for your business. The recruitment service can be completed in seven stages:

You will need to create an account on the Apprenticeship Service at accounts. manage-apprenticeships.service.gov. uk for us to advertise your apprenticeship vacancy on the Government’s directory at gov.uk/apply-apprenticeship
Your dedicated Apprenticeship Recruitment Coordinator will support you in completing a vacancy template. This template is an opportunity to promote your apprenticeship vacancy and will include a vacancy overview, role description, working pattern, wage and start date.

Our apprenticeship team will submit your vacancy onto the ‘Find an Apprenticeship’ page on the gov.uk website.
Your apprenticeship vacancy will be advertised nationally as well as through our Careers and Employability Centre to our existing students.
Once your vacancy closes, your dedicated Apprenticeship Recruitment Coordinator will check each application to ensure eligibility and suitability.
You will then be required to shortlist and interview the applicants.
Upon successfully appointing your new apprentice you will need to inform your Apprenticeship Recruitment Coordinator and agree the Employment/ Apprenticeship start date.
Apprenticeship Funding
Funding for All Employers
There is a £1000 incentive for recruiting 16-18 year olds. South Devon College will pay you directly in two instalments.
Non-Levy Paying Employers
For companies who pay less than £3 million on the payroll, the mandatory cash contribution from companies will be 5% (if the apprentice is over the age of 22).
The Government has committed to fully paying the costs of English and maths training. All businesses need to register onto the apprenticeship service to access apprenticeship training (more details for this can be found below).
The Government has introduced the incentive that employers will be exempt from paying 5% of the training costs if they employ a 16-21 year old or a 22-24 year old with an EHCP.
Levy Paying Employers
Some employers are required to contribute to an apprenticeship levy, and there are changes to the funding for apprenticeship training for all employers. The levy will be charged at a rate of 0.5% of your annual pay bill.
Does the apprenticeship levy apply to my business?
You will pay the apprenticeship levy if you are an employer with a pay bill of more than £3 million each year. For the purposes of the levy, an ‘employer’ is someone who is a secondary contributor, with liability to pay Class 1 Secondary National Insurance Contributions (NICs) for their employees.

Steps to Make the Most out of Your Levy

Upskill Your Workforce
The apprenticeship levy applies to current employees within your business. The College runs a range of apprenticeship programmes to upskill your staff.
Share It
As a levy paying employer you can transfer up to 50% of your funds to other businesses. This can benefit the local community or generate closer collaboration within your supply chain. You can find more information about this on the page opposite.
Expired funds are the unused apprenticeship funds that will be taken from your account. What happens if you don’t spend your levy?
Apprenticeship funds will be taken out of your account 24 months after they enter it, unless you:
Spend them on apprenticeship training and assessment
Fund an apprenticeship with another employer through transfers

Transferring Your Levy to Another Business
Large employers that pay the apprenticeship levy can choose to transfer up to 50% of their levy funds each year to other businesses, to pay for their apprenticeship training and assessment.
Transferring levy funds is a way of supporting other businesses by deciding which sectors, skills or local areas you’d like to fund. For example, you could support the engineering sector across England, or fund digital apprenticeships in your local area, or support any apprenticeships in a particular town or city.
Which businesses and apprenticeships you support with a transfer is your choice.
How to Pledge Your Levy Funds
You can pledge and transfer levy funds from within your apprenticeship service account by selecting your transfers then create a transfer pledge
For each pledge you create, you must specify a maximum amount of money available for that financial year. You can then choose from four optional criteria to reflect your priorities for transferring your levy funding: location, sector, type of job role, apprenticeship, or qualification level.
Each pledge is shown on a public website so that any business can apply to you for levy transfer funding. The government will automatically approve applications that match all of your criteria. If you do not add specific criteria then all applications will be approved by default.
How to Make a Transfer to a Business You Know
You can transfer levy funds to a business you know if you have their apprenticeship service account ID. In your apprenticeship service account, select finance then manage transfer connections. Enter the other business’s apprenticeship service account ID then wait for them to accept the transfer connection. Then agree the apprenticeship training details and cost when they’ve been added to the service by the business receiving a transfer.
Receiving a Levy Transfer from Another Business to Fund an Apprenticeship
You can view available transfer opportunities on the pledge page. Employers may decide to transfer their levy to specific sectors or businesses. They may also choose to fund particular levels of apprenticeships.
Employers can advertise transfers with four details: location, sector, type of apprenticeship, and apprenticeship level.
You can apply for the pledge that matches the levy employer’s needs. This isn’t limited, and you can apply for a pledge even if you don’t match all four advertised details. You can also apply for multiple pledges.
How to Apply for a Transfer
You need an apprenticeship service account to apply for a transfer to fund an apprenticeship for your business. Before logging into your account and starting the process you need to:
• know which apprenticeship standard your apprentices will be undertaking
• know how many apprentices you need funding for
• know the location of where your apprentice will be working from
• know the expected apprentice start date
You can apply for multiple apprentices within one application if they are doing the same apprenticeship. If your apprentices are doing different apprenticeships you need multiple applications.
Once you have applied for a transfer you can see the status of your application in your apprenticeship service account.
Your application is shared directly with the employer. They will review and confirm if they have accepted your application. If your application is rejected you can apply for another transfer or get funding via reservation.
Higher Education Opportunities
About South Devon University Centre
South Devon University Centre offers HNCs, foundation degrees, bachelor’s degrees and Higher and Degree Apprenticeships across diverse curriculum areas including the arts, computing, engineering, business, health, social sciences and sport.
We have over 700 students, most of whom live within Torbay and South Devon. Over half of those studying with us are mature students (over 21 at the start of their course), who are often career changers looking to retrain and apply their skills in a different setting.
Every degree programme at South Devon University Centre is developed in collaboration with at least one employer. This means that learning material and projects are always relevant and aligned with the latest industry standards. Our courses focus on developing not just theoretical skills and knowledge, but relevant, work-based skills to increase student and graduate employability.
In 2023, the University Centre was awarded Gold overall by the Office for Students’ Teaching Excellence Framework. UCSD was one of only three College-run Higher Education providers to receive a Gold overall. The University Centre was rated as Gold for both Student Experience and Student Outcomes, the highest level of achievement possible.

Higher and Degree Apprenticeships
Just like normal apprenticeships, higher and degree apprenticeships combine on-the-job training while studying towards a high level qualification.
We currently offer a range of higher apprenticeships from Levels 4-7, some of which contain Certificates of Higher Education, foundation degrees and bachelor’s degrees.
As with all of our programmes, our apprenticeships are developed with employers to ensure that your apprentice will gain relevant skills for the workplace. Higher and degree apprenticeships offer a unique way for apprentices to develop professional level, job-specific skills while remaining in employment and earning a salary.
Higher level apprentices also have the opportunity to achieve graduate and postgraduate level qualifications with a chance to gain a professional accreditation and membership.
