Rizzetta & Company, Inc District Manager for Seven Oaks CDD


hen the Crown Community Development needed a company to establish Seven Oaks CDD I (south of the power lines) in 2001, they hired Rizzetta and Company, Inc. Based on Rizzetta’s performance with CDD I, they also hired them in 2003 to establish CDD II (north of the power lines). Since 1986 when Rizzetta was incorporated, the company has established 163 CDDs.

The five-member Seven Oaks CDD Board relies on Rizzetta for a wide range of services. One of their most important responsibilities is to insure the CDD remains in compliance by submitting all state and county filings accurately and timely each year. Scott Brizendine, who is our district manager, insures that Rizzetta meets this responsibility as well as providing us the following services:

Management of Employees The Seven Oaks CDD has 7 full-time employees. These include 2 at the clubhouse, 2 for irrigation maintenance, and 3 for grounds maintenance. In addition, the clubhouse has at least 6 part-time employees during winter when fewer residents are using the pool and as many as 18 part- time employees during the summer. It is Rizzetta’s job to handle any personnel issues to include hiring and firing the employees.

Financial Management There are many aspects to the financial management of Seven Oaks. One is to prepare a realistic budget that will cover the expenses

of the district. For the fiscal year October 1, 2011 to September 30, 2012, the budget they prepared with inputs from the CDD Board and residents and approved by the CDD Board was for $2,797,636. Another task is to insure that the district receives the CDD assessments added to the homeowners’ Pasco County Tax Bill as well as assessments from other sources. If the funds are not received, Rizzetta works with our attorney, Mark Straley, to take the appropriate legal action. To keep the Board informed, Rizzetta prepares monthly financial statements that are distributed to Board members. The accounting services at Rizzetta are performed by 6 senior accountants and 16 staff accountants/assistants.

Contract Management For the CDD Board to meet its responsibilities, it has contracts with companies to maintain the landscaping, street lights, ponds, roads, etc. Some of these are very large contracts such as the one with Vivicon Inc. who we paid $981,476.64 last year to maintain the landscaping. It is Rizzetta’s responsibility to insure that when the contracts go out for bid, the bidding process meets all legal requirements.

Rizzetta, with 78 full time employees, is one of the largest managers of CDDs in Florida. They currently manage 115 CDDs in 19 counties in Florida and 2 counties in Alabama. Almost half (i.e. 51) of the CDDs they manage are in Pasco and Hillsborough Counties. In addition to Rizzetta’s corporate office in Tampa, the company has five branch offices located in Ft. Myers, Orlando, Panama City, St. Augustine, and Wesley Chapel. In addition, Rizzetta also manages homeowner associations (our homeowner association at Seven Oaks, Seven Oaks Property Owners Association [SOPOA], uses Rampart Inc.). Rizzetta is the property manager for 101 associations with over 23,000 units. About 70 percent of the HOAs they manage are in Pasco and Hillsborough Counties. Page 6

Seven Oaks Assets Protection The Seven Oaks CDD has over 100 ponds, storm water systems, miles of streets, and a $4.5 million Clubhouse with swimming pools and tennis courts. It is important that someone is inspecting these assets to insure that they are protected. The person who does this at Seven Oaks for Rizzetta is Nils Hallberg. On the second Thursday of each month, he meets Ken Roth, President of Vivicon, our landscape maintenance contractor, to inspect all the common areas in Seven Oaks. For some communities, it only takes a half day or less. But for our community, Nils inspects the entire day to look at not only the landscaping with Ken but to see if there is any pond erosion, pot holes in the streets, hazards on playground equipment, etc. Scott will use his findings to work with our engineer or other appropriate persons to get the problem corrected.

CDD information

$$ How much does Rizzetta charge? $$ As indicated in this article, it takes many hours each month to manage a 2,000 acre community inhabited by thousands of people. To accomplish this task, Rizzetta uses numerous employees with expertise in state and

county laws, personnel management, financial management, contracts, landscaping, storm water systems, pond maintenance, clubhouse management, etc. For these services, the CDD paid Rizzetta $85,000 last year.

Meetings The CDD Board meets each month on the second Wednesday at 6:30 p.m. at the clubhouse. For each meeting, Rizzetta insures the meeting has been advertised in accordance with state law, prepares an agenda, conducts the meeting, and prepares the minutes of the meeting. v

hen I was growing up, yes I know that was just after fire was invented, there was a saying that I remember people using. “good fences make good neighbors.” I think, I’ve never fully understood the nuances of that approach, you know, building a fence between you and the folks living next door somehow made them better neighbors. Now, I’ll be the first to say that if I had to live next to some folks who live in our community, who don’t take care of their homes and yards,

I’d consider building something close to the Berlin Wall just to hide them from my view. Not sure it would make them “better neighbors”, because if they don’t have enough pride to keep their property up to the covenants, then they have no interest in being good neighbors. That said, I think there are some legitimate reasons for erecting a fence. Also, I think that fences, when installed as per the guide lines in the covenants and with the proper approvals from the

DRC (Design Review Committee) can enhance the appearance of a particular property. The key is the approval from the DRC. Even if you are clear on the deed restrictions and covenants, do not proceed without submitting a modification form which can be found on the Seven Oaks web site. The deed restrictions can be confusing, there are some restrictions relating to fences that vary based on your subdivision or neighborhood. Also, please make sure that you get a confirmation in writing that your request has

been approved before proceeding. Just following these guidelines could potentially save you a lot of money. Fences installed without approval of the DRC are subject to removal. It has happened in the past and will happen again if homeowners act in violation of the deed restrictions. Just some things, I think I think… Dick Fink Vice President SOPOA

My wife, Tania and I, were always looking at different opportunities to expand our options and we really got excited about this new and growing salon franchise. I have been working as an engineer and business manager for Hewlett Packard for 25 years and Tania holds a Masters Degree in hospitality from her home country of Brazil and owns a residential/ commercial cleaning company in the area. Maintaining Beauty of Seven Oaks The beauty of the Clubhouse and surrounding areas is one of the things that makes Seven Oaks such a great place to live and work. As we tour the grounds to make sure that everything looks as scenic as possible we have noticed an abundance of litter around the basketball courts and parking lot. While we do have staff that maintains the grounds, they are not able to pick up after everyone all the time. This also takes us away from other duties that need to be performed in the Clubhouse. Water Slide Open For Spring Break The water slide is scheduled to open on Spring Break Monday, April 2nd until Sunday, April 8th. The slide will then continue to be operational on weekends only until the Pasco County school season is over, at which point we will be operational 7 days a week. The slide will open at 11am and close 1 hour prior to closing. The pools are opened 1/2 hour after sunrise, and will close 1/2 hour before sunset (weather permitting). --------------------------------------------------------------------------

New Grill at the Clubhouse

The Clubhouse will soon be receiving a new grill to expand our list of features. The charcoal grill will be located in the park area in the corner by the picnic tables. The grill can be utilized on a first come first served basis. All grilling utensils and charcoal must be provided by the user. The Clubhouse does not carry any grilling utensils for you to use. There will also be a new metal receptacle located by the grilling area. We ask that you please use this receptacle to dispose of any hot coals in a safe manner. Page 17

WCAA Sports of fun, competitive, and affordable recreation for our area families!

Flag Football The Wesley Chapel Flag Football program has been running well over a 10-year span! During that time they have seen their registrations swell to between 200 - 300 kids each year. One of the biggest reasons we have also been so successful is our many hardworking volunteers. We maintain about a 9 to 10 man committee each year which helps with overseeing games, officials, helping

to select coaches and providing our volunteers with whatever they might need. Last year we had over 40 volunteer coaches. They volunteer their time to help coach and develop our children. Without the countless hours of volunteers, our program could not be as successful as it is. We have stood the test of time and look forward to many more years

The program runs from mid-July through early November with practices during the week and games on Saturdays. During the 2011 season we tried some Friday Night Lights games which were hugely popular and something we plan to continue in 2012. The great thing about the WCAA Flag Football program is our registration costs have not increased over a 5 year timeframe, allowing families to participate in an affordable and fun activity for everyone! The program features U7, U9, U11, and U14 divisions focusing on player development and teamwork skills. WCAA Flag Football follows the NFL Flag rules and gives kids a chance to play in an 8 game season, with a single elimination playoff which every team makes. Each child that participates receives their team uniform, (including jersey, practice t-shirt, and mouthpiece) as well as a trophy at the end of the year and

a chance to win a medal during the playoffs. All games are played at the WCAA District Park with full concessions available. Games are officiated by flag football certified referees from the University of South Florida which elevates the level of play throughout the season. v

The WCAA is a not-for-profit organization with the mission to provide excellent youth sports programs for our community. Donate now to the WCAA to help keep our programs affordable. Annual Baby Share Event helps Struggling moms On Tuesday, March 13th,Victorious Life Church and MOPS (Mothers of Preschoolers) will be hosting their 13th annual baby shower called “Baby Share”. Baby Share was created to help low income mothers in the community care for their young children. This is a free event for women to come for a special time of celebration and fun with a buffet style luncheon and guest speaker. Through community donations, MOPS provides new and/or gently used cribs, strollers, high chairs, car seats, diapers, baby clothes, towels and washcloths, blankets, bottles, toys, maternity clothes, play pens, swings,

2012 Pasco Challenge to Benefit Alzheimer’s Family Organization The 2012 Pasco Challenge will be held on Saturday, March 10th at the Jay B. Starkey Wilderness Park in New Port Richey.
