The Seven Oaks Property Owners’ Association, Inc. has proposed an amendment to their Declaration of Covenants, Conditions and Restrictions. Their amendment proposes that “allowable modifications, additions or changes to Willow Creek Creek at Seven Oaks are subject to the approval of the Seven Oaks DRC alone”.

The SOPOA board has chosen to single out our community and attempt to restrict our community HOA and take full control. Why would the SOPOA board in all sincerity choose to ignore that and go against the clear SUPER majority?

Not only does the formula have to consider the weather, but it has to consider the amount and type of traffic that is on the road. The frequency of the three levels of maintenance (sealing, milling and resurfacing, and repaving) are different for the main roads (Ancient Oaks Blvd, Mystic Oak Blvd, Summergate Blvd, and Eagleston Blvd) than it is for the roads in the 25 neighborhoods with less traffic. Similar spreadsheets have to be developed for the repair of playgrounds, clubhouse, ponds, etc. The information from these individual spreadsheets is feed into one spreadsheet.

Seven Oaks Jack believes that his biggest challenge at Seven Oaks is maintaining the quality of the appearance of the community and getting the repairs completed with minimum impact on the residents. For example, before any of the road sealing work began, he developed a plan for each neighborhood that would have a minimal impact on the residents getting to their houses when driving on the roads in front of their house for 24 hours would not be permitted. While the roads were being sealed, he monitored the contractor’s workers to insure that signs and cones were being put up in the correct locations and the residents were being notified to move cars before the sealing started. While the nature trail was being resurfaced, he knew that the workers would be right next to houses that backed up the nature trail. He worked closely with the contractor to minimize the noise and damage to yards where the contractor had to gain access to the nature trail with the repaving equipment. Jack is not satisfied with the repair to the nature trail where the drain was installed so he is working with an asphalt company to redo the repair to make it seamless with the rest of the nature trail (see picture below). v

Property Owners Association

CHANGE A

friend of mine recently wrote a book entitled, “Change, Before You Have To”. Change is always going to be a part of our lives, personally and as a community. Change doesn’t always come easy or without resistance. Someone said, “The only people who like change, are babies with a wet diaper”. I have been in this community for almost seven years now, and during that time, I have watched many things change. I am glad to say, that most of the changes I’ve seen have been for the best. Now we are seeing more change, with new houses being built, streets being resurfaced, improvements in the clubhouse and much more. As a board, SOPOA has tried to make decisions that are not simply reactive, but proactive, in order to stay in front of the changes that are happening, rather than trying to catch up. Here are a few examples of what has taken place.

FORECLOSURE PROPERTIES We have worked closely with our property management company, Rampart Properties, to try and maintain properties that have been in foreclosure and vacant, maintaining a regular schedule of

forced mowing, clean up and when needed, power washing. We feel that it is not fair to the homeowners that do maintain their homes properly to have properties next to them that are not up to standard. We have also been more proactive with the help of our legal counsel, Bush Ross, to move forward on homeowners who have failed to pay their homeowners assessments. Again, we feel that it is unfair to penalize the majority of the homeowners, who are responsible, because of a few that fail to comply with what is asked of them.

ADDED PERSONEL Due to the growth of Seven Oaks, soon approaching 1900 homes, we felt it was necessary to add personnel to do a more thorough job of inspecting the property and helping people to come into compliance when violations occurred. We feel that this will help us maintain a more consistent approach and it has already proved to be working. It is not our intent to punish homeowners to encourage them to be compliant and responsible.

WIDENING OF DRIVEWAYS At the request of several homeowners concerning the width of their

driveways, we have just recently approved the widening of two car driveways, using concrete, stamped concrete, or pavers, by 24 inches on either side. We felt that this would allow people to park two cars side by side in their driveways and still have room to exit the car without difficulty.

DRIVEWAY PROTECTIVE STAINING In May of 2012, we approved that homeowners would be able to install a protective color stain on their driveways, to help preserve the driveways from further deterioration. This process keeps the driveways virtually maintenance free and ads beauty to the home.

“SPECIALLY CALLED HOMEOWNERS MEETING” Recently, all homeowners received a letter from Rampart Properties, concerning a specially called homeowners meeting for the purpose of voting on the proposed addition of an amendment to the Declaration of Covenants.

This amendment has to do with the function of the DRC (Design Review Committee) and is already in our documents under the Master Design Guidelines. What we are doing is recording this amendment into the Declarations of Covenants. It does not change in any manner, how modifications are done and in no way changes any part of the process. It is really a house keeping procedure that we feel makes our documents consistent throughout. We would like to encourage you to be in attendance at this specially called meeting, on Wednesday, June 19th at 7 p.m. If you are unable to attend, please take the time to fill out the proxy that was included in the mailing, and send it to Deby Paul, at Rampart Properties. We always encourage your participation in the ongoing experience of living in Seven Oaks. This is a wonderful place to live and our desire is not only to maintain the high standard of life, but to find ways of making it better. The slide will be operational on weekends only until the Pasco County school season is over, at which point we will be operational 7 days a week. The slide will open at 11am and close 1 hour prior to closing. Access Cards Access cards must be present when entering the clubhouse or using any area of the Clubhouse facility. The picture on the card must match the person presenting the card. If you lost or misplaced your access card, you must replace it if you would like to utilize the facilities. The fee for a replacement card is $15. (tax inclusive) Individuals who do not have a valid access card will be asked to leave the premises or pay the daily nonresident usage fee. Please treat your access card as a key to entering your home. Anyone needing to update a lease or that may be in need of new card due to damage or loss is advized to obtian a card prior to Spring Break. We are always more that happy to be of service to you at any time, but your wait time may be drastically reduced by taking advantage of the seasonal lull that is experienced this time of year. Many resident aren’t aware that they may have misplaced their cards between pool outings so we encourage you to check your purses, wallets and pool bags before making the first trip to the pool of the season with all your belongings in tow.

Annual Memberships for Non-Residents The Seven Oaks Clubhouse is now offering a limited number of memberships to non-residents. Yearly membership will cost $900, which will include 2 access cards. Any additional access cards will be an additional cost of $15 per person. Access cards are limited to six (6) members per household. Included in this membership, you would be able to enjoy all of the amenities that the Seven Oaks Clubhouse offers including, but not limited to Tennis Courts, Swimming Pools, Fitness Center, Cafe, Movie Theater, and the ability to participate in any events that the Seven Oaks Clubhouse hosts. Important Slide Safety Reminder District staff makes every effort to insure that the safety of all patrons at the pool is maintained. Despite our best efforts, the Clubhouse encompasses a large area, and this means that staff cannot be at all places at once. It is important to remind your children that the bottom of the slide is not a location to hang out and wrestle with their friends. There is also an issue with children playing and diving in directly on the side of the slide. We know that sometimes the children can get caught up in the fun and excitement, but this is a legitimate safety concern as children swim and play directly in front of the slide. Please help us to keep your children safe by explaining the potential outcome of a collision of this nature. We appreciate your help and look forward to a fun and exciting pool season. --------------------------------------------------------------------------

New Tennis Policy Due to excessive “no-shows” we will be implementing a slightly more strict tennis policy for reservations. If it is documented that a player has not called to cancel a reservation that has been made in advance 3 times in a given month, then a letter will be sent to make this individual aware of the policies. If the same issue continues to present a problem, a second letter will be sent which will serve as a 2nd warning. In the event these actions persist we will send a third and final letter that will result in the loss of ability to make advance reservations. We prefer not to do this, but the high volume of no-shows impacts the ability of other residents to make reservations.

Tortellini Strawberry Apple Salad Perfect for Summer! Ingredients 6 Tbs. frozen concentrated apple juice 6 Tbs. agave nectar or dark honey 2 tsp. apple cider vinegar 4 tsp. brown sugar 1/4 tsp. garlic salt Dash pepper 2 pkg. frozen cheese tortellini (9 oz.) 4 C. chopped green apples 4 C. shredded romaine lettuce 2 C. of sliced fresh strawberries 1/4 C. thin sliced celery 1/4 C. sliced green onions 2 Tbs. walnuts Directions Combine apple juice concentrate, agave or honey, apple cider vinegar, brown sugar, garlic salt and pepper. Cover and refrigerate. Cook the cheese tortellini according to package directions. Drain and cool thoroughly. In large mixing bowl combine tortellini and remaining ingredients. Toss gently with apple juice dressing and serve immediately. Variation: You can also make this salad with bow tie or shell pasta.

From the outset, I was being served notice that it was a long way from Wesley Chapel.

F

inally, India. After 28 hours of global hopscotch (Tampa-New York-London-Kuwait-Delhi) I cleared customs at Indira Gandhi International Airport and stepped outside. No guidebook can prepare the neophyte (as I was) for the avalanche of sensory overload beget by India’s megacities, much less its capital of 20 million, Delhi.

The western conceptions of smell, sight, and sound lack the context to fully process the chaotic perpetuity of Indian urban life. Inhaling air that resembled a world on fire, I escaped (so I thought) into an air-conditioned taxi. As the crow flew, my hotel seemed an achievable 15 miles away; three hours later, I arrived. In the interim, I fed on a seven course meal of Delhi traffic. While roads are modern and extensive in the city, they are shared by every form of conveyance known to the last millennium. Cars, trucks, tuk-tuks (golf cart sized taxis), and scooters vie for

India, akin to China, is a civilization best appreciated thru a kaleidoscope. It is the quintessential multi-lingual, multi-faith, multi-ethnic society. Within the world’s largest democracy, more than a billion souls orchestrate a symphony of 21 constitutionally recognized languages, 6 world religions, hundreds of distinct ethnicities, and an uninterrupted cultural history of 4,500 years, all on an annual per capita income of $1,200. Most remarkable is that all of it works. The challenges of daily Indian life seem to mandate the irrelevance of narcissism so prevalent today in the west. The one constant amidst such extraordinary diversity is unveiled within the genuine sense of community and spirituality Indians have with one another. Family, friends, traditions and localities are firmly

rooted in the bedrock of time and shared experience, both joyous and tragic, manifesting a safety net where no others seem to exist. For those curious, India is more an experience than a vacation. It was my 44th country in 43 years of life, yet it easily ranked among the most meaningful of my travels. Spectacular 17th century Mughal dynasty tombs share my recollections with thousand year old Hindu temples, exceptional cuisine, soul-destroying urban traffic, 18 hour train rides, breathtaking mosques, contemporary street urchins, and of course, the endless ocean of people. But those are the specifics. What really resonates is that some of our most resilient memories are harvested when we distance ourselves furthest from the security, comfort and conveniences indigenous to our privilege as American citizens. In that regard, I owe India a debt of gratitude. The author has lived in the Pinecrest community within Seven Oaks since 2005. v
