Failure! Obamacare on the Rocks

A

s predicted by many the Obamacare federal exchange website, www.healthcare.gov failed to live up to the hype. It is virtually impossible to complete an application, locks up constantly and depending on how far you proceed begins to spew out faulty information. Is all this necessary? What if you just want to get an ordinary catastrophic health care plan? Do you have to go through the deeply flawed exchange, broadcasting all your personal information to the various government agencies tied into the exchange? No, you definitely do not.

To Exchange or not to Exchange... The federal exchange primary mission is to determine subsidies for “low income” individuals and families as well as gather personal data for the IRS, Treasury Department, Social Security Administration, Homeland Security and finally Health and Human Services, the department originally charged with implementing the Affordable Care Act. Many people are under the mistaken impression they have to purchase a health care plan through the exchange and nothing could be further from the truth. All plans on the currently inaccessible exchange as well as many other plans not on the exchange are available from many health insurance carriers. I want nothing to do with Obamacare! Fine. Purchase your plan as you normally would and do not use the Exchange. Your personal information remains private, as much as it can be nowadays and life continues as it should. If you have health coverage through your employer then keep it. On Medicare? Don’t fret, you do not have to subsidize your Medicare plan with Obamacare. Buying a plan through the federal exchange is not a requirement. I want to keep my existing coverage This gets tricky. As hundreds of thousands of already insured people are just now finding out their existing insurance plans which they liked are abruptly being cancelled with little warning right out from underneath them. Why? Consider this: The Affordable Care Act was signed by President Obama in 2010 and since then he has repeated one reassuring phrase: "If you like your insurance plan you will keep it. No one will be able to take that away from you. It hasn't happened yet. It won't happen in the future." But it is happening and on a huge scale. Why is this occurring? The new healthcare law raises the bar on coverages within insurance policies. Some people like this, many could care less. Why do I a 62-year old male need maternity coverage! Do I care about pediatric dental (my kids are long since grown) or mental health services (maybe I should commit myself from all this insanity). Even I am losing my existing coverage and will be forced to switch to something else. Why can’t I just buy coverage that I want and need? Well you can...

Options outside of the Exchange Catastrophic Coverage. Yes, it still exists but it is not known as to

how much longer. You can still buy it now and you will need to pay the small 2014 penalty. Its main purpose is to keep you out of bankruptcy court if the big one hits and you have a catastrophic injury or illness. This is my favorite type of policy and what health insurance was originally designed to do. No bells and whistles, just straight up coverage for what seriously ails you. These policies have high deductibles and relatively low premiums. If this type of policy suits you get one while you still can.

Your existing plan. This assumes you have not been cancelled. Many policy owners are getting confusing letters from their carriers about locking in their rates until December 2014. For the vast majority this is a good idea - do it! If you ignore the letters and do nothing then upon your renewal time your plan will automatically renew as a compliant Obamacare plan with the corresponding massive increase in rates. Even with the rate lock you can still change plans anytime should you choose to take a compliant Obamacare plan. You have been cancelled. You still have time to shop for a replacement plan, but time is very short, basically until the end of this year. If you are a procrastinator I predict you won't make it. We are talking days here, not weeks and months. Come January 1st it is pretty much a done deal.

Short Term Medical policies. Still available, relatively low-cost and not widely known these policies cover you for a set time up to a year. The 2014 penalty applies. Probably going to be available after Jan. 1st, but the jury is out on these types of plans. These policies do not cover pre-existing conditions, but in the event you have a disaster with no corresponding pre-existing condition they offer basic hospital/surgical coverage, which is probably all you need. Buying a compliant plan OFF the Exchange. You have preexisting conditions, having children is near and dear to your heart, you have been denied coverage, been rated up or had a condition excluded, then Jan 1st will be a joyous day for you. Except for the higher premiums, you will finally be able to get that full coverage you were always seeking and with no 2014 penalty. Considering the alternatives, paying for full coverage may be a blessing. You do not have to buy on the exchange unless you are sure you are going to qualify for a substantial subsidy. Explore your options, they are out there though you may have to dig a bit to unearth the gem that suits your individual need. Freedom of choice is not dead yet! • Capt. Take the Time to Schedule Your Mammogram By Dr. Katherine Reed

Every October, during Breast Cancer Awareness Month, women are reminded of the importance of early detection and annual mammograms. But how many of us actually follow through on this advice? How many of us said, “I’ll get my mammogram done later, maybe next October?” The numbers for breast cancer survival are very encouraging. With early detection aided by advances in imaging, women are surviving breast cancer in increasing numbers and moving forward with their lives. The mammogram, which can detect breast cancer in women who have no signs or symptoms of the disease, is still considered the gold standard in breast

cancer screening. It is recommended that women 40 years and over receive a screening mammogram once a year. In some cases, a mammogram can detect lumps and tumors two years before you or a physician can feel them. Recently, screening mammograms improved with the introduction of 3D mammography. Approved by the U.S. Food and Drug Administration, this revolutionary technology, which can be done in conjunction with a traditional 2D digital mammogram, is changing the future of breast screening. During the 3D part of the exam, an x-ray arm sweeps in a slight arc over the breast, taking multiple images. Then a computer produces a 3D image in one millimeter slices, providing greater visibility for the radiologist to see breast tissue detail in a way never before possible. The radiologist can then scroll through images of the entire breast like pages of a book. By looking at the breast tissue in one millimeter slices, the radiologist can provide a more confident assessment.

Current studies show that with 3D mammography, women are 37% less likely to be called back for additional testing because something unusual appeared on their mammogram. This means fewer women have to undergo the anxiety and distress associated with being called back. And, 3D mammography has also been shown to improve cancer detection by as much as 30%. Having a 3D mammogram is very similar to having a 2D mammogram. There is no additional compression required, and it only takes a few seconds longer for each view. SHINING A LIGHT ON BLACK PET SYNDROME

Anyone who has ever shared their life with a black cat or dog knows what wonderful pets they can be. And yet, even though they’re

gorgeous, charming and as devoted as any other pet, dogs and cats in black often wait longer for homes than their lighter colored pals. There can be several reasons for this phenomenon known as “Black Pet Syndrome”: • Their dark color makes black pets less visible in their kennels/ cages • Silly superstitions and old wives tales, especially about black cats • An unfounded belief that black animals are more aggressive • Negative portrayals of black pets in the media The Humane Society of Tampa Bay, a no-kill for space shelter located in West Tampa, is confronting this issue head-on by holding a “Back in Black” adoption promotion aimed at showcasing

their beautiful black pets. From November 1 – 30, adoption fees for all black dogs, cats, puppies and kittens will be half-off. “All of us in animal rescue know this is true, that black cats and black dogs routinely get overlooked by potential adopters,” said Sherry Silk, Executive Director of the Humane Society of Tampa Bay. “And yet, famous leaders favored black pets. For instance during World War II, U.S. President Franklin Delano Roosevelt had a black dog and British Prime Minister Winston Churchill had a black cat. Both pets actually sat in on strategic meetings.” Silk went on to say, “Black pets are just as friendly, affectionate and full of personality as any other pet. We encourage people to visit our shelter to meet our black dogs and

cats and create a legend of their own.” The “Back In Black” campaign is supported by Best Friends Animal Society® and Petco Foundation and is being promoted by more than 175 local animal rescue groups and municipal shelters across the country. The Humane Society of Tampa Bay is located at 3607 N. Armenia Avenue and is open for adoptions Tuesday through Friday from noon to 7:00pm and on Saturday and Sunday from 10:00am to 5:00pm. The shelter is closed on Mondays. The Society’s Animal Health Center, located just down the street form the shelter at 3809 N. What to DO

Perennials: Divide and replant overgrown perennials and bulbs now so that they establish before the cold weather arrives. Fungal disease: Until May, watch for brown patch and large patch, fungal diseases that cause areas of grass to turn brown. Since treatment is difficult, prevention with proper cultural practices is key. Scale on ornamental plants: Now that temperatures are lower, use horticultural oil sprays to control scale insects. Irrigation: Plants need less supplemental watering in cooler weather. Turn off systems and water only if needed. Poinsettias: Watch for hornworms on poinsettias planted in the landscape. This pest can quickly defoliate the plant; handpick or treat only the area infested. Fertilize Bermuda grass and Zoysia lawns: Choose a fertilizer (not a weed & feed) with little or no phosphorus unless a soil test indicates the need for it. A fertilizer with controlled-release nitrogen will give longer lasting results. This is the last fertilization for these lawn types for the year. •
