Community Overview Pronunciation: (soul-DAHT-nuh) Elevation: 118.8 Feet above sea level The City of Soldotna is home to 4,300 residents, with many more beyond the city limits. The City encompasses 7.5 square miles of land. Soldotna’s current economic base allows for continued and consistent population growth. Located 150 miles south of Anchorage on the Kenai Peninsula, Soldotna is situated 10 miles inland from the Cook Inlet. Fifteen miles to the east of Soldotna lay the community of Sterling and in the distance the Kenai Mountains. To the south lay the City of Homer. The City of Kenai is only twelve miles to the northwest of Soldotna. Soldotna and Kenai are often referred to as the “Twin Cities”. They share an integrated economy while each maintains a unique independent character. Alaska has about 684,000 residents occupying 570,374 square miles, or 365,039,104 acres of land. Alaska is the largest state, about 2.3 times the size of Texas and about one-fifth the size of the lower 48 states. The Kenai Peninsula has an estimated 52,370 residents. The boundaries of the Kenai Peninsula Borough encompass a total of 25,600 square miles. In comparison, the total land mass of the borough equals that of Massachusetts and New Jersey combined. However, the total borough population is less that 1/400th of that same area.

City Of Soldotna History

Key Dates: 1949 - Soldotna post office established 1950s - Construction of Sterling Highway from Anchorage and the Kenai Spur Highway 1957 - Oil discovered at Swanson River area 1960 - City incorporated as fourth class city 1964 - City reorganized as first class city The history of the City of Soldotna begins with homesteading that occurred in the late 1940s, although Native Alaskan Athabaskan peoples had lived and used the areas around the Kenai River for many thousands of years prior to the City’s establishment. After World War II, veterans were given priority in homesteading in this area and settlement began to grow. The construction of the Sterling Highway from Anchorage and the Kenai Spur Highway occurred in the 1950s, resulting in increased settlement in the area. A post office for Soldotna was established in 1949. Oil was discovered at the nearby Swanson River area in 1957, giving the population and economy of the area another major boost. Soldotna’s location at the junction of the Sterling and Kenai Spur highways resulted in the area becoming a major location for retail trade, services and government on the Kenai Peninsula.

The City of Soldotna incorporated as a fourth class city in 1960 with 332 residents and an area of 7.4 square miles (4,723.4 acres). Although the major highways were constructed in the 1950s and oil had been discovered in 1957, the population of the area at the time was relatively small. After the Borough was incorporated in 1964 and selected Soldotna as the Borough seat, the City reorganized as a first class city which provided the residents of the City more authority to manage and finance the rapid growth that was occurring. The City’s central location on the Kenai Peninsula and the development of the oil industry on the peninsula and other parts of Alaska resulted in rapid population growth in the City’s first three decades (1960 to 1990). As the City and the oil industry have matured, population growth has slowed. Soldotna was mostly built up and already near its current population by the end of the early 1980s building boom. The City’s pattern of growth has been confined and shaped by natural and manmade features. The Kenai River, local wetlands, and the natural terrain have concentrated development in the western portion of Soldotna, while the three major highways (Sterling Highway, Kenai Spur Road, Kalifornsky Beach Road) have resulted in a linear pattern of commercial development stretching out from Soldotna into the unincorporated areas.

Soldotna Today Today, Soldotna is the thriving heart of the Kenai Peninsula. It is located at the strategic junction of the Sterling highway and the Kenai Spur Highway. Residents base their livelihood on the development of vast and diverse resources which continue to bring people to the area. During the growth years of the 1970’s and 1980’s Soldotna established itself as a service center for the Kenai Peninsula. Soldotna has become an important administrative hub for the Central peninsula. It’s the site of the Central Peninsula General Hospital, Kenai Peninsula College, Alaska State troopers Headquarters, Kenai Wildlife refuge and the administrative headquarters for the Kenai Peninsula Borough and School District. The world famous Kenai River runs through the center of town, leading to its nickname, “Alaska’s Kenai River City.” The Kenai River is an important landmark and economic mainstay for the City. Voted the #1 Fishing Hotspot in north America by Field and Stream Magazine in 2004, fishing the Kenai River in Soldotna offers world class Chinook (King), Sockeye (red), Coho (silver) and Pink Salmon fishing, not to mention some of the world’s finest trout fishing as well. The river is famous for its trophy size king salmon and is home to the “world Record King Salmon” caught by Les Anderson in 1985 weighing 97lbs. 4 oz.


Projects Forecast & Summary The City of Soldotna is committed to providing excellent services and infrastructure to enhance the quality of life of our residents and visitors. Over the last decade the City has invested nearly $20 million in infrastructure improvements, airport improvements, street paving, river habitat protection and elevated walkways along the river including wheel chair accessible fishing platforms. The City has plans to continue investing in important projects including: Soldotna Creek Park development, water and sewer infrastructure upgrades, library expansion, airport access improvement and apron expansion, street paving, pedestrian friendly access to the river and parks, beautification, and facility improvement. Government CITY OF SOLDOTNA The City of Soldotna maintains a safe, healthy, positive environment for residents, businesses and future economic growth. Municipal facilities and utilities include; a Municipal Airport, Police Department, Sports & Conference Center with Olympic Size Ice rink, Public Library, Water, Sanitary, Sewer, Street Maintenance, Rodeo Grounds, Ball Fields, a Historical Museum, a Visitor Center, 2 Campgrounds, and 8 parks with a total 223.10 acres. Funding for the City is provided by sales tax, property tax, state revenue, interest earnings, federal revenue and other sources. The City operates under a council-manager for of government. Policy making and legislative authority are vested in a governing council consisting of 6 members and the mayor. The City has experienced growth in taxable sales and perhaps that is the best indicator of the economy. KENAI PENINSULA BOROUGH The Kenai Peninsula Borough was incorporated in 1964 as a second-class borough. The Borough’s governmental responsibilities are comparable to those of a county. The five first-class and home-rule cities in borough are Soldotna, Kenai, Homer, Seldovia and Seward. Tax assessment and collection, education, solid waste disposal, planning and zoning, 911 communications, senior citizen funding and college funding are all responsibilities carried out by the Borough government on an area-wide basis. In larger communities, planning and zoning duties have been delegated to the municipalities. The Borough provides for on a service area basis; hospitals, fire protection, recreation, road maintenance and construction, emergency medical and ambulance services.

Employment Soldotna is primarily a residential and service oriented community. It is home to some of the largest employers on the Kenai Peninsula. It is the site of the Central Peninsula General Hospital, the Kenai Peninsula Community College, the State Troopers Headquarters, The Kenai National Wildlife Refuge, and the Borough and School District offices. Major areas of employment include government, retail and services, and visitor industries. Soldotna sees a growing tourist economy and some seasonality in available jobs. Many Soldotna residents work outside the city in oil, gas, mining, and commercial fishing. Therefore, these industries greatly affect the economy of the area while not being major sources of employment within Soldotna itself. The Kenai Peninsula has one of the state’s most diverse economies. Tourism is the fastest growing industry in the borough. Performances of major industries; oil and gas, commercial fishing and tourism remain strong. The oil and gas industry is composed of exploration, extraction, storage, processing,/manufacturing, and transportation: and accounts for approximately 1/3rd of the labor force. Other important economic sectors include sport, subsistence and commercial fishing, fish processing, government, timber and lumber, agriculture, transportation, construction, services and retail trade. In 2012 average monthly labor force increased from 27,358 in 2011 to 27,543. Average monthly employment grew from 24,785 in 2011 to 25,232 in 2012. The increase in labor force combined with even greater job growth resulted in the average monthly unemployment rate decreasing from 9.4% in 2011 to 8.4% in 2012.

Borough Economic View The Kenai Peninsula Borough (KPB) has the rare distinction of being the most diversified economy in the State of Alaska. Its basic sector industries are oil and gas, hydrocarbon product related manufacturing, fishing including fish processing, commercial fishing, sport fishing and tourism. A well developed road system and proximity to Anchorage connects the Kenai Peninsula Borough to the larger south central economy that accentuates trade activity in goods and services between the two areas. The natural beauty of the Kenai Peninsula, its well developed services and its climate make it one of the most desirable places to in the State of Alaska. KPB has a substantial oil and gas industry presence. Oil and gas production in Cook Inlet creates jobs and income for borough residents. The KPB also enjoys substantial economic benefit from the payroll dollars spent in the local economy by North Slope workers who reside in the borough. KEY FINDINGS • A total of 837 Primary Company employees reside in the KPB, accounting for $92 million in annual payroll. • A larger number (1,911) of Oil and Gas Support Services company employees reside in the KPB, with annual payroll of $147 million. • Including all direct, indirect, and induced effects, the oil and gas industry accounted for an annual average 4,700 jobs in the KPB and total annual payroll of $320 million in 2010. • Oil and gas industry-related payroll was equal to approximately 24 percent of all KPB resident earnings. The industry’s impact in terms of jobs was equal to 15 percent of all jobs and 19 percent of all private sector jobs. • The oil and gas industry paid $6.8 million in property taxes to the KPB in 2010, 12 percent of total property tax revenues for the Borough. DIRECT EMPLOYMENT AND PAYROLL Primary Company employment (by place of work) in the KPB averaged 501 in 2010, with total annual payroll of $56 million. The numbers are higher for Primary Company jobs held by Kenai residents because some Anchorage oil industry jobs are held by KPB residents, and because some KPB residents commute to jobs on the North Slope. Borough residents held a total of 837 Primary Company jobs and received $92 million in payroll in 2010. INDIRECT AND TOTAL OIL AND GAS INDUSTRY RELATED EMPLOYMENT Primary Company activity generates three categories of indirect and induced employment and payroll. First is the group of companies categorized in government statistics as oil and gas support services. There were another 400 jobs in KPB and $28 million in annual payroll in firms that directly provided goods and services to the Primary Companies, but were categorized in sectors other than oil and gas support services (transportation, construction, and professional and business services, among others). Finally, as support services companies purchase goods and services in support of their operations, and as local employees of oil and gas industry firms spend their payroll dollars in KPB, additional jobs and income are created. These subsequent cycles of spending created about 1,550 indirect and induced jobs in Anchorage, and $53 million in payroll. Combining the direct, indirect, and induced effects, the oil and gas industry generated 4,700 jobs and $320 million in payroll.

SOLDOTNA SCHOOLS RECONFIGURATION AN EIGHTEEN MONTH ANALYSIS and listening process to assess secondary education delivery included ten Soldotna and greater area administrators, school site-councils, parents, students, District Administration, and community members. The result was a recommendation to reconfigure school sites for grades 7-12 in order to provide the best educational opportunities for Soldotna area students. Post Secondary Education KENAI PENINSULA COLLEGE MISSION STATEMENT Kenai Peninsula College is committed to excellence in education, training and life-long learning by offering accessible opportunities in a supportive environment. KPC, a community campus of the University of Alaska Anchorage (UAA), has campuses in both Soldotna and Homer and extension sites in Seward and Anchorage. KPC offers two-year Associates of Arts and Associates of Applied Science degrees, as well as select bachelor degrees and courses leading to vocational certificates. Several degrees and certificates can be earned entirely online. KPC is a leader in E-Learning in the university system, making many other UA degrees accessible to KPC students. In the Fall 2013 semester, KPC offered more than 420 course sections with 170 offered via E-Learning. The college offers academic advising, transfer information, financial aid assistance, career counseling and free tutoring. It also serves students needing Adult Basic Education, GED tutoring and testing, English as a Second Language and literacy instruction. There are no “typical” students at KPC. All ages, educational backgrounds and ethnicities are represented. KPC is a division of UAA, which is fully accredited by the Commission on Colleges of the Northwest Association of Schools and Colleges. The Kenai River Campus (KRC) has an enrollment of about 2,300 students and is located on the banks of the Kenai River between the cities of Kenai and Soldotna. The campus sits on more than 300 wooded acres providing classrooms, library, laboratories, computer labs, vocational shops, media center, bookstore, art gallery, career center, learning center, food café, commons areas and outdoor walking and ski trails. Recent additions (2013) to the campus include a state-of-the-art Career and Technical Education Center and a 90-bed Residence Hall offering students private bedrooms in apartment suites with three other students. Retirement Destination There are many reasons to retire in Soldotna; Alaskans come here for the moderate climate compared to other parts of the state. People come from all over the country for the clean air, mountain vistas, fishing, wildlife viewing or simply to be near their family. While others who had lived in and around Soldotna for most of their working career but moved “outside” to retire have returned. Public Safety The Soldotna Police Department and a detachment of the Alaska State Troopers are both located in Soldotna. SOLDOTNA POLICE DEPARTMENT In response to the needs of a growing community, the Soldotna Police Department was organized in 1969. The department consists of one Chief of Police, three Sergeants, and ten officers. Along with law enforcement, they promote an active crime prevention program, Alaska Peace Officers Association Post 460, D.A.R.E, the highly acclaimed program that gives kids skills they need to avoid involvement in drugs, gangs and violence. The department moved into their facility in 1995. Contemporary design and state of the art construction will allow a comfortable work environment for years to come. The mission of the Soldotna Police Department is to protect and serve through friendly professional citizen partnership and community involvement, and to provide a safe place to live, work and visit enforcing all laws fairly and without bias. ALASKA STATE TROOPERS The division of Alaska State Troopers is charged with enforcement of all criminal and traffic laws of the State of Alaska. Identification and apprehension of violators and the prevention of crimes and traffic violators are their main tasks. Identification and apprehension of violators throughout Alaska, with an emphasis in areas not covered by a local police unit is the first step in the justice process. Other responsibilities include the management of the Village Public Safety Officer Program, serving warrants, transportation of prisoners, and search-and-rescue missions.
