Personal watercraft are known to provide an exciting ride and quick access from one on-water destination to another. PWCs (also known as jet skis, SeaDoos and wave runners) are built to accommodate one, two or three riders, and some are powerful enough to tow skiers or wakeboarders. Virginia has laws specifically for PWC drivers and riders, so be sure you are familiar with the latest requirements. See Page 37.

Boating Safety Education In 2007, the Virginia General Assembly enacted a law to establish a boating safety education compliance requirement. The requirement has been phased in over the past few years and will continue through 2016 when all operators of PWCs (personal watercraft also known as jet skis, Sea Doos and wave runners) and operators of motorboats with a 10-horsepower or greater motor, will be required to have a boating safety education course completion card on board when operating a PWC or motorboat. Following are the upcoming deadlines: • Motorboat operators 40 years of age or younger shall meet the requirements by July 1, 2013; • Motorboat operators 45 years of age or younger shall meet the requirements by July 1, 2014; • Motorboat operators 50 years of age or younger shall meet the requirements by July 1, 2015; • All motorboat operators, regardless of age, shall meet the requirements by July 1, 2016. Personal Watercraft (PWC) Restrictions • No person under the age of 14 may operate a PWC. See boating safety education compliance requirement information (Page 32) for further restrictions.

On-Board Required Equipment Rules vary according to boat size and type, but following are some of Virginia’s basic regulations. Log on to dgif.virginia.gov/boating for additional information. • One wearable (Type I, II, III, or V) AND easily accessible USCGapproved life jacket of the appropriate size for each person on the boat. Children under 13 years must wear an appropriate USCG-approved life jacket. • At least one USCG-approved Type IV throwable (ring buoy or seat cushion), per boat – readily available and within arm’s reach • Fully charged, USGC-approved fire extinguisher • Navigation lights

• A sound-producing device such as a whistle or air horn if vessel is not equipped with a horn

• Operators must attach the lanyard to his/her person, clothing or personal flotation device, if the personal watercraft is equipped with a lanyard-type engine cut-off switch. • No personal watercraft operation between sunset and sunrise. • No carrying a number of passengers in excess of the number for which the craft was designed by the manufacturer (a person being towed counts as a passenger). • No operating a personal watercraft in excess of the slowest possible speed required to maintain steerage and headway within 50 feet of docks, piers, boathouses, boat ramps, people in the water and vessels other than personal watercraft.

All boats towing a water skier(s) or other persons on towed devices MUST have ONE of the following: • Persons being towed must be wearing a USCG-approved life jacket or • There must be an observer on the boat (in addition to the operator) who is in a position to observe the progress of the skier. A person(s) being towed on water skis or other device may not operate in a reckless or dangerous manner. A person(s) being towed on water skis or other device may not operate while under the influence of alcohol or drugs, including prescription narcotics and illegal drugs. The operator of the boat towing a water skier(s) or person(s) on another towed device may not manipulate or control the boat so as to cause the person(s) being towed to collide with any object or person.

he W.E. Skelton 4-H Educational Conference Center is one of Smith Mountain Lake’s largest activity centers with 120 acres of forests, streams and fields on waterfront property. The center is a regional gem for public and private events and hosts educational workshops for children and adults all year. While quaint shops are scattered around the region, SML also features several larger commercial developments that make shopping convenient. An expansive grocery store anchors the Westlake area, which also includes abundant home and garden retailers and gift shops, a jeweler, furniture outlet, electronics store, art gallery, health and nutrition shop, beauty outlets, an antique store, flea market and more. Travel north on Virginia 122 for a variety of clothing, accessory and home décor stores at The Forum and LakeWatch Plantation. Just a few miles further is Bridgewater Plaza, which includes several gift shops, an art gallery and a marina store. (Be sure to stop in at the SML Visitor Center while you’re there to ask the helpful staff and volunteers any questions you have about area shopping options.) Downtown Moneta, a mixed residential and commercial development on the east side of the lake in Bedford County, includes a number of retail stores, including a home furnishing and accessories store, magic store, home improvement retailer and an outlet for antiques, collectibles and architectural salvage items. Smith Mountain Dam Visitor’s Center

Booker T. Washington National Monument

Appalachian Power, a division of American Electric Power, began construction of Smith Mountain Dam in 1960 in the gap of Smith Mountain in Pittsylvania and Bedford counties. The facility began producing electricity in February 1966 and the lake reached its “full pond” water level of 795 feet above sea level the following month. At the Joseph H. Vipperman Visitor’s Center, you can learn more about the dam, development of the lake and the engineering of a modern hydroelectric dam.

Best known for establishing Tuskegee Institute in Alabama, famous AfricanAmerican educator and statesman Booker T. Washington grew up as a slave on the 207-acre tobacco farm of James and Elizabeth Burroughs near Westlake Corner. Today, the site is part of the National Park Service and is free to visit. The monument has indoor and outdoor exhibits complete with a documentary video of Washington’s life, replica buildings and period farm with livestock. Special events are scheduled year-round.

Thomas Jefferson’s Poplar Forest was the favorite retreat of our nation’s third president, one of two homes he designed and built. Visitors can witness its restoration in progress, attend a variety of events and tour the beautifully maintained grounds. Poplar Forest is an education on life in the early 19th century and a lesson in architecture, restoration, gardening and archaeology.

National D-Day Memorial Dedicated by President George W. Bush on June 6, 2001, the National D-Day Memorial in nearby Bedford County is a powerful tribute to all veterans of World War II. Its location is an intentional connection to the 19 soldiers from Bedford who were killed in the D-Day invasion, the nation’s highest per capita loss. The memorial is a center for continued research, identification of D-Day soldiers and supporter of World War II veterans.

Franklin county Bordering the western side of Smith Mountain Lake is Franklin County, comprised of communities that continue to value farms, forests, waters and cultural heritage. Centra has partnerships with numerous physicians, including family practitioners, cardiologists and urologists, and is building a $23-million, 50,000-square-foot facility in nearby Gretna that will offer 24/7 emergency care and advanced imaging.

Carilion Clinic, based in Roanoke, has had a strong presence in the SML region for more than a decade. A hospital in Rocky Mount and numerous primary-care physicians have long been established at or within a few minutes’ drive to SML. in 2009, Carilion added a state-of-theart imaging facility with urgent care, sleep lab and helipad at Westlake. Company officials say they have long-term plans to continue to meet the growing healthcare needs of SML residents and visitors.
