The Gunnison Library presents a very special children’s music program, Drum Safari, on Wednesday, October 19th at 4:00 p.m. During this high-energy, interactive performance, children are invited to join a musical “safari” where they meet different African animals whose names are set to rhythm. After meeting the animals, each child is given a percussion instrument and the jungle jam begins! As the rhythms of the animals lock together, an exciting sense of community begins to develop. A small group from the Gunnison Valley took the opportunity to explore this unique and recently isolated country last spring. Join the Gunnison Library, 307 N. Wisconsin, for “Modern Cuba” on Wednesday October 19th at 7:00 p.m. as the group shares their tour of their trip. Wisconsin, will be screening the documentary film, “Strong Sisters: Elected Women in Colorado,” and hosting filmmaker Laura Hoeppner on Monday, October 24th at 7pm. Following the 40-minute film, filmmaker Hoeppner will be leading and question and answer discussion. “Strong Sisters” tells the extraordinary story of elected women in Colorado. The compilation of oral histories from past and current female elected officials is the foundation for this documentary film. In 1893 Colorado gave women the right to vote, the first time in history that women’s suffrage was granted through a popular vote. The very next year voters sent three women to the state House of Representatives. They were the first women elected to any state legislative body in the world. Now Colorado leads the nation with women making up 42% of our state legislature. The team behind the film has conducted 76 interviews with women who have served in the legislature and experts on women’s history, western history and gender politics. These interviews serve as the film’s narration and will also serve as an oral history of Colorado’s unique story for generations to come. OPPORTUNITY TO COMMENT: IRWIN & TINCUP AREA DISPERSED CAMPING CLOSURES

The Grand Mesa, Uncompahgre and Gunnison National Forests (GMUG) is proposing to close the Irwin area, north of Crested Butte, CO, and the Tincup area, southeast of Taylor Reservoir, to dispersed camping from Memorial Day to Labor Day. Camping in campgrounds will still be allowed at the Lake Irwin and Mirror Lake Campgrounds. These areas are receiving increasing numbers of dispersed campers, user-created roads and spurs and successional occupation from Memorial Day to after Labor Day. Additionally, increased use motor vehicles off the designated roads, trailers and motor-homes with associated group camping are causing significant impacts. In the Irwin area, the closure would prohibit dispersed camping within a half mile of National Forest System Roads (NFSR) #826.1D (south of the private land) and NFSR #826.1D1. In the Tincup area, the closure would prohibit dispersed camping within a half mile of NFSRs #765 from its junction with County Road 742 to the town site of Tincup and NFSR #267 from the Tincup town site to Mirror Lake. No dispersed camping would be allowed on spurs as well, including: NFSR #901.1A, #765.1A, #765.4A, #765.4B, #765.4D, #765.1B, #765.B1, #765.1C, #765.C1, #765.1D, and #765.1G. The half mile buffer off of NFSR #765 would also prohibit dispersed camping on portions of NFSRs #587, #725, and #953.1A1. Signs would be posted to inform forest visitors of the restrictions and a Forest Order developed to enforce these restrictions. These closures are proposed to protect resources that are being damaged by activities associated with dispersed camping. Damages include loss of vegetation, soil erosion, sanitation issues, and wildlife habitat loss. The Forest Service welcomes your comments on potential issues or concerns that should be considered for this proposal. Comments will be accepted thru November 18, 2016. This comment period provides those interested in or affected by this proposal an opportunity to make their concerns known as we complete the analysis process and issue a decision. CAN A HOMEOWNER IN AN HOA PLACE POLITICAL SIGNS IN THEIR YARD OR AT THEIR CONDOMINIUM?

Yes, there are laws that protect a homeowner’s right in a common interest community (commonly known as an HOA) to place political signs on their property, notes the Division of Real Estate at the Colorado Department of Regulatory Agencies (DORA). With election day ahead on Tuesday, Nov. 8, homeowners have already been posting political signs in their neighborhoods. Homeowner Associations need to follow the Colorado statutory conditions allowing homeowners to express their political expression during this election season. The Colorado Common Interest Ownership Act (CCIOA), addresses this issue in Section 3833.3-106.5, C.R.S., entitled “Prohibitions contrary to public policy - patriotic and political expression...”. A political sign is defined in this statute as “a sign that carries a message intended to influence the outcome of an election, including supporting or opposing the election of a candidate, the recall of a public official, or the passage of a ballot issue.” In summary, this law states that notwithstanding any provision in the declaration, bylaws, or rules and regulations of the association to the contrary, an association shall not prohibit the display of a political sign by the owner or occupant of a unit on property within the boundaries of the unit or in a window of the unit; however, the association may prohibit the display of political signs earlier than forty-five (45) days before the day of an election and later than seven (7) days after an election day. In addition, the association may regulate the size and number of political signs. Those regulations allow the HOA to only permit at least one (1) political sign per political office or ballot issue that is contested in a pending election. Also, the HOA can set the maximum dimensions of each sign, which may be limited to the lesser of the maximum size allowed by any applicable city, town, or county ordinance that regulates the size of political signs on residential property, or thirty-six (36) inches by forty-eight (48) inches. For more information about living in an HOA and your rights as homeowners, please visit the Division of Real Estate’s HOA Information and Resource Center website at dora.colorado.gov/dre. The HOA Office registers and collects information concerning HOAs, including an HOA’s contact information, and handles consumer inquiries and complaints from homeowners. Cottonwood Project and Closure

The Federal Highway Administration (FHWA) and Central Federal Lands Highway Division (CFLHD), in cooperation with Gunnison County, U.S. Forest Service (USFS), and Gunnison National Forest, is proposing improvements to Cottonwood Pass Road, also designated as County Road 209 and Colorado Forest Highway 59. The project area extends from Taylor River Road (CR 742) to the summit of Cottonwood Pass for a length of 13.5 miles in Gunnison County, Colorado. The purpose of the project is to provide a safe and sustainable roadway that will improve access to the highly visited area of the Gunnison National Forest and reduce maintenance costs. The project will reconstruct the existing gravel road to a paved surface. In addition, the project will provide for consistent lane widths, shoulders, clear zones, and improve horizontal alignment and roadside drainage. Construction of the new road is scheduled to begin in the spring of 2017. The project includes considerable earthwork, grading, and paving and will require large construction equipment and hauling vehicles. The short construction season at high elevation will require fast paced work during the summer which is also the high visitor use period. The narrow existing widths and need for large construction equipment would present significant challenges in coordinating the work while allowing for safe public travel within the work zone. During the construction seasons in 2017 and 2018 the following measures will be in place: 1. Cottonwood Pass will be completely closed to all public traffic, 24 hours a day, on the Gunnison County side from the top of the pass to Taylor River Road (CR 742). 2. The parking area at the top of the pass will be accessible from the Buena Vista side at all times. 3. During winter months defined from Thanksgiving to April 1, no work will be allowed. 4. Bicycle and pedestrian use will be prohibited as the surface will be roughly graded and unexpected obstructions and hazards may exist. 5. Camping along Cottonwood Pass Road will be prohibited. 6. The Timberline Trail crosses Cottonwood Pass Road within the project limits and will remain open for use. Advance warning signs and precautionary measures will be in place to allow safe passage of Timberline Trail users within the construction zone. GDI (Gas Fuel injection) prevalent in many newer vehicles and dating back to 2008 in some models requires service that was not as critical on non GDI vehicles. Carbon deposits accumulate on the intake valves due to the fact that the fuel is injected directly into the combustion chamber vs. conventional injection at the port near the intake valve. Fuel additives in fuels that would normally limit the deposits are no longer targeting the intake valve, causing accelerated deposits. A new product/procedure has just recently been devised as a solution to this issue, using a specific formula it gradually dissolves the deposits. Precision Automotive has purchased this specialty equipment and can perform this service, saving costly engine damage. Call Precision Automotive for an appointment at 641-4040.
