The County and State will pick up the tab for improvements.

ST. PETE BEACH - Improvements designed to slow erosion on Upham Beach on the north end of St. Pete Beach are expected to begin early next year. The project, which is estimated to cost about $11 million, will be paid for by Pinellas County and state of Florida funds.

The improvements will involve the installation of four permanent rock structures, known as T-groins, designed to limit beach erosion. The permanent T-groins will replace five yellow, sand-filled temporary Tgroins that have been in place since 2006 to stem erosion at the beach, which has been among the highest eroding beaches in the state.

The rock structures are expected to perform better in slowing erosion and holding sand on the beach than the temporary structures. Once the rock structures are installed, the beach is then planned to be nourished with approximately 150,000 cubic yards of sand. Keeping a strong beach helps protect homes and businesses when storms strike and attracts visitors who use the beach for recreation.

million, and the cost for nourishment is estimated at $2.2 million. Pinellas County was appropriated $3 million from the state during the 2015 legislative session to share in the cost of the project.

The total project costs will be shared between the state and the county's bed tax allocation dedicated to beach stabilization and nourishment. The county will seek additional state matching funds next year.

The county is currently finalizing the bid documents and anticipates advertising the project later this year.

TREASURE ISLAND - Treasure Island commissioners recently agreed to replace the city docks at the public boat ramps at 84th and 123rs avenues, to the tune of over $57,000.

The city has been attempting to repair the docks for months, but ultimately decided it’s time to replace them.

Bayshore Construction of Sarasota has been contracted to do the job.

INDIAN ROCKS BEACH - The Save the Manatee Club has gotten involved in the ongoing battle over a proposed change to the manatee safety zones in Indian Rocks Beach’s waters.

The organization recently filed a motion in response to a petition opposing the Florida Fish and Wildlife Conservation Commission’s (FWC) decision to change its manatee protection zones, which will lower the boating speed limits for most of Indian Rocks Beach, with the exception of the Intracoastal Waterway.

Area boaters have been irked by the new rules, and are trying to reverse the decision. The group of local residents specifically wants to exclude two basins of water that have been known as spots used for waterskiing, Jet Skiing and other water sports. The group contends that manatee mortality rates have been low in the city and the proposed safety zones will lower property values.

In Brief Dolphin Key plans get green light INDIAN SHORES – The site plan for Dolphin Key, the newest proposed condominium development in Indian Shores, got its final stamp of approval at a recent Indian Shores Town Hall meeting.

CLEARWATER BEACH – The final phase of the Pier 60 Park construction and renovation project began last month, with construction crews preparing the area for an expansion.

Temporary fencing surrounding the area was installed and crews readied the area for demolition, anticipated to take place this month.

The goals are to improve the flow of pedestrians and visitors and to expand the grassy area for parkgoers. The project is expected to be complete in February 2016.

By Jason Coffman Sea turtle nest season dwindling down until next year CLEARWATER BEACH - The Clearwater Marine Aquarium, tasked with monitoring Pinellas County’s 26 miles of beaches for sea turtle nests and their hatchlings, reports that all sea turtle nests should be hatched by the end of the month.

Sea turtle nesting and hatching occurs each year from May 1 through Oct. 31. The aquarium utilizes nearly 175 volunteers, staff and interns to patrol the beaches for signs of nesting seven days a week.

Castile Restaurant Modern elegance at The Hotel Zamora

I

have always wanted to develop and open a boutique hotel on the beach, with a bar on the roof and a nice restaurant and a cool pool bar.

Yeah, I know, who wouldn't, right?

One day, on the way back from Sarasota, I chose to take the scenic route, travelling on Gulf Boulevard home to Indian Rocks Beach, a decision that would quickly prove to be a great one.

Yes, a great one.

While heading north on Gulf from the Pinellas Bayway, I noticed a newly developed hotel called The Hotel Zamora. The hotel was exactly what I have dreamed of opening for years but someone else beat me to it.

I had to stop and check it out. Hey, it's not illegal. I took the elevator up to the main floor and poked my head into Castile Restaurant, just to the right as you exit the elevator. I somewhat bashfully told the hostess I just wanted to check out the restaurant and she politely offered me a tour. Wow, what a place.

The restaurant space is open and overlooks the Intracoastal, but the best part was yet to come. The hostess encouraged me to take the elevator to the rooftop bar and have a look. Oh, my Goddess.

The rooftop bar was freaking amazing.

One side overlooks the beautiful Gulf of Mexico and the other side overlooks the Intracoastal and the Pinellas Bayway Bridge.

On that note, I knew I had to come back with my wife to have a drink on the rooftop and then have dinner. So, on a recent evening, we did just that. We started the

evening at 360° Rooftop, as the outdoor lounge on the roof is called. I went with my standard Corona. Yes, with a lime.

My wife ordered the Blueberry Summer Lemonade, blueberry flavored vodka and lemonade served with fresh blueberries.

She loved it. Candie, the bartender, was warm and inviting, but she immediately complimented my wife's eyes and her perfume and didn't even throw me a bone. How 'bout, you look like a nice guy.

Anything....

In all seriousness, you have to go and check it out for a sunset. Even if you don't have dinner, you have to get a drink at 360° Rooftop.

After taking in the breathtaking views, OK, I didn't actually lose my breath, but the place probably has the best views on the beach, without question. It's just awesome.

Moving on. We had dinner reservations, so we made our way down to the restaurant.

We were seated alongside the large windows overlooking the Intracoastal. We were immediately greeted by Jesse, who knew the menu and wine list a like wellschooled Harvard graduate.

They do not mess round at Castile. It is a fine dining restaurant and you best know your stuff, or my guess is they will send you packing with a swift kick in the rear.

We met a very nice couple from Iowa on the rooftop who were also having dinner at Castile. As we walked by their table on the way out, we stopped for a brief chat and to say goodbye. I asked them what they ordered. The woman, Mindy, said she ordered the Seared Diver Scallops and said they were out of this world. Her husband. Mike, ordered the Plancha Yellow Fin Tuna and said it was seared to perfection.

Overall, the experience between 360° Rooftop, our dinner at Castile and the incredible atmosphere of it all was absolutely amazing. You owe it to yourself to pick a night and go with a friend, your spouse, or anybody, for that matter. It's an experience you'll not soon forget and it will make you appreciate where we are all so fortunate to live or visit.

I chose the Yellow Fin Tuna Poke (with Citrus Trinity, Sesame Oil, Soy, Tomatillo Lychee Salsa and Crispy Lotus Root). The tuna was incredibly fresh, but I want make something very clear. If you like raw fish, you are going to go head over heels for this appetizer. If you are not a huge fan of raw fish, you should select another appetizer.

fter months of struggles, Cafe de Marco, located at the Malibu Resort Motel, 17001 Gulf Blvd. in North Redington Beach, has closed its doors.

Customers cited a lack of parking and the buffet-style Cuban cuisine as obstacles for owner Mark Campbell.

Since making the decision to close Cafe de Marco, Campbell has opted to

open another restaurant closer to home in his native Tampa.

Los Mexicanos Mexican Restaurant in Indian Rocks Beach is close to reopening after an electrical fire near the prep area of the kitchen caused structual damage to the building, forcing the restaurant to close.

According to John Ouimette, code enforcement officer for the city of Indian Rocks Beach, the restaurant needs to replace damaged electrical and gas lines caused by the fire and then they will be ready to reopen.

The Pub undergoes refreshing makeover INDIAN SHORES - The interior of The Pub Waterfront Restaurant, at 20025 Guld Blvd., recently received a complete facelift, and owner Steve Westphal has even more changes in store.

The Pub now boasts an expanded inside bar area that’s approximately three times larger than it used to be, with several high-def TVs to view all your favorite teams with the NFL Sunday Ticket.

“The new interior is very accomodating, warm and friendly,” said Westphal.

The Pub’s interior remodel also included a big expansion of the gift shop and new carpeting throughout. Westphal’s plans in the coming months include an overhaul of the three waterfront decks outside.
