‘Cruise-In’ to Magnolia for a good time Annual Magnolia Days celebration will be Aug. 16-18

BY DAVE COOK news@putnamcountyrecord.com MAGNOLIA — A weekend filled with celebratory events and activities is scheduled for the upcoming Magnolia Days on Aug. 16-18.

The popular “Cruise-In” kicks off the weekend with a Friday evening car show from 5 to 8 p.m. on Chicago Street in Magnolia. Registration starts at 4:30 p.m., and each entry is $10. Music will be provided by AMC Sound. Judging and voting will begin at 6:30 p.m., and awards, door prizes and the 50/50 winner will be announced at 8 p.m.

“A celebration in Magnolia is important to let people know we’re here and are proud of our community,” Peggy Smith of Magnolia said.

“We enjoy it and like to share what we have to offer with others,” Smith said.

Also scheduled for Friday evening are bingo games at the fire department from 6 to 9 p.m., and cards are

available for a donation. A book sale and children’s crafts will be held at the nearby library at 6 p.m. A family movie will be shown at dusk in the village park (bring your own lawn chairs). A variety of food and drinks will be available from vendors, the Magnolia Township Preservation Association, LJ’s, JD’s and Sally Sue’s Coffee. There will also be a circus calliope and a stagecoach robbery show at 7 p.m.

Saturday downtown events Saturday’s fun begins at 9 a.m. with an open house event at the Magnolia Township Preservation Association, which will last until 3 p.m. A lunch and bake sale will be available from 11:30 a.m. to 2 p.m., and a program on Mt. Palatine/Judson College will be presented at 2:30 p.m.

From 9 a.m. to noon, a farmers’ market and vendor show will be open on Chicago Street. From 10 a.m. to 2 p.m., an antique tractor display will be available for viewing. At 2:30 p.m., a program on the history of Grange and Clear Creek will be presented at the Magnolia Township Preservation Association building.

Street music will be provided by Richard Selquist from 10 a.m. to noon.

A street dance will be held from 8 to 11 p.m., and the music will be provided by 303.

There will also be a food stand, lemon shake-ups and kettle corn available at the fire department; food and a beer wagon at JD’s Bar; barbecue at the Magnolia Township Preservation Association; and coffee from Sally Sue’s Coffee.

Saturday ball diamond events At Magnolia’s ball diamond, from 11 a.m. to 2 p.m., there will be children’s games.

At 1 p.m., there will be chicken races, stick horse barrel racing and coffee sack races.

Sunday downtown events Sunday’s celebrations will begin with a community church service in the park at 10 a.m.

From 10 a.m. to 3 p.m., the Magnolia Township Preservation Association open house will continue, and will also include a lunch for the public and the participants of the PC Tractor Drive.

BY DEREK BARICHELLO Shaw Media OTTAWA — A Putnam County attorney charged with solicitation of sex will see whether a motion to toss evidence from a LaSalle County prostitution sting is successful before his next hearing.

Roger C. Bolin, 65, of Hennepin,

was one of nine arrested in a LaSalle County sting at Ottawa and Peru hotels that included the former mayor of Sandwich, who recently pleaded guilty, and an Illinois Roger C. Valley Community Bolin Hospital official.

Bolin serves as a public defender in Putnam County.

Bolin is also charged with a com-

eligible offense to acquire evidence through recordings.

IVCH official James “Jim” G. Schaefer, 54, of Peru, also filed a similar motion, saying the audio and video recordings placed in a hotel during his April 4 arrest were illegal.

Schaefer’s hearing is scheduled Thursday, Sept. 12, six days prior to Bolin’s, meaning it should give insight to what will happen with Bolin’s similar motion.

Sunday’s rainy weather provided the Putnam County Ag Museum with the perfect day for the indoor exploration of local history during the annual open house event. The members of the Putnam County Historical Society happily shared details of the many recent improvements to the museum, which include a sheltered display of antique farm equipment, the addition of a display from the steel mill, a reorganization of existing displays with improved cataloging, several new attractions and more. The museum features items from all parts of the day-to-day life of Putnam County’s past and is located at 501 Old Highway 26 in Hennepin.

Board OKs junior high water tank project Underground tank from 1964 will be replaced

BY DAVE COOK news@putnamcountyrecord.com GRANVILLE — Installed in 1964, the underground water tank at Putnam County Junior High has reached the end of its service life.

During an Aug. 6 special meeting, the Putnam County School Board unanimously voted to move forward with a project to replace the aging piece of infrastructure.

Representatives from the Healy Bender architectural firm and the local Chamlin and Associates engineering firm shared information with the board regarding their options and the challenges each could possibly include.

EPA regulations prohibit the installation of another underground tank, and several financial aspects of replacement options currently remain unknown.

“We’ve also learned there’s asbestos involved, and we’re waiting for verification on whether we can leave the existing tank and just fill it, or whether we’ll have to remove it and abate the asbestos,” Superintendent Carl Carlson said.

Dave Patton of Healy Bender said the district has two potential options.

The first would be to run an extended length of new 6-inch water line to McNabb and connect to the village’s water supply. Patton said if fire pro-

tection was a component of the water supply, the size of the line would need to be increased to 12 inches.

He added if easements could be obtained from mul- Carl Carlson tiple far mers, the Putnam length of line needed County School would be a minimum superintendent of 10,000 feet.

“But we’re not even sure if the village would allow this, or if the farmers would agree to the easements.

There would also be the financial components of the easements, as well as an estimated $300 a month ongoing charge from McNabb based on the school’s water consumption rates,” Patton said.

The second, and more likely, option is the installation of an above-ground tank near the same area as the underground tank. This option would also include the construction of a small building that would house a portion of the tank, as well as controls and a heat and circulation system to prevent freezing. This option has an estimated cost of roughly $108,000.

The 30-foot-long above-ground tank, with a diameter of 10 feet, would connect to the existing well and have a 20,000-gallon capacity. Both Patton and Mike Perry, also of Chamlin, said it would be unlikely the operation of the school would be interrupted because most of the work could be completed before switching over to the new tank.

“The worst-case scenario is we’d have to bring in a pressurized tank,” Carlson said.

The biggest issue, time-wise, is the 14 to 16 weeks needed to construct and deliver the tank. It was estimated approximately 45 days would be needed to receive the required permits. Patton and Perry said completing the project during the winter wouldn’t necessarily be a problem because firm ground could be helpful as the new tank is put into place with a crane. Additionally, a majority of the project could be completed beforehand.

The board voted to approve moving forward, as well as the transfer of $250,000 from the Working Cash Fund into the Operations and Maintenance Fund to pay for the work. Carlson said

any money left over from the project would be transferred back into the Working Cash Fund.

Carlson also said the project should be considered part of the district’s upcoming overall facility plan.

“This project would score very high on the plan’s prioritized list,” Patton said.

The board is expecting to receive the results of the ongoing survey of the district’s four buildings this fall.

The survey will be used in the development of a 10-year improvement and replacement plan. It will prioritize a number of projects for the board, including many that Carlson said would be “big ticket items.”

The next Putnam County School Board meeting is scheduled for 6:30 p.m. Monday, Aug. 19.

MARK — Darrell L. Jegglie Jr., 57, of Mark passed away Thursday, Aug. 8, 2019, at his residence.

Darrell was born April 2, 1962, in Spring Valley to Darrell Sr. and Nancy (Slimko) Jegglie.

He graduated from Putnam County High School. Darrell was a machinist and worked at Mennie Machine Company in Mark.

Survivors include three sisters, Denise (Dave) Pratt of Champaign, Robin (Mike) Burgess of Granville and Janeen Mennie of Granville. Also surviving are three nieces, three nephews, one great-niece and his dog, Brandy.

He was preceded in death by his parents and one brother, Aaron.

There will be a private visitation and service at the Dysart-Cofoid Funeral Chapel in Granville.

Burial will be in the Granville Cemetery in Granville.

Single-vehicle crashes At 12:26 a.m. on Aug. 3, the Putnam County Sheriff’s Office responded to a single-vehicle crash on High Street in Hennepin. The driver, Sean C. Voss, 26, of Hennepin left the roadway on High Street and overturned his vehicle. Voss was charged with driving under the influence of alcohol, improper lane usage, operating an uninsured motor vehicle, and failure to reduce speed to avoid an accident.

Illegal consumption At 10:15 p.m. on Aug. 3, the Putnam County Sheriff’s Office charged Matthew J. Grush, 18, of Hennepin with illegal consumption and illegal possession of alcohol by a minor at the boat docks in Hennepin. A 16-year-old female from Hennepin and a 15-year-old female from Hennepin also were in possession of alcoholic beverages. Their cases will be forwarded to the state’s attorney’s office for juvenile charges at a later date.

Driving suspended At 4:56 a.m. on July 31, a vehicle driven by Jacob E. Ellers, 29, of Spring Valley slowed for a vehicle ahead of his on Route 89 in Granville Township. A vehicle driven by September L. Stachowiak, 21, of Spring Valley then ran into the rear of the Eller’s vehicle. Stachowiak was charged with driving suspended. No injuries were reported. Flags of Freedom will be hosting a celebrity golf event at Spring Creek Golf Course in Spring Valley, which will bring together Chicago Bears Super Bowl champs, pro wrestlers and pro golfer Scott Phegley.

Registration for the event is 10 a.m., with tee-off time at 11 a.m.

Teams will play 18 holes of golf, be served a lunch and dinner, and get to take part in a meet-and-greet with the celebrity guests.

Phegley, a Morton native, is looking forward to the event.

GRANVILLE — On June 30, the Stateline Challenger’s Group arrived at the Putnam County Food Pantry located in the Granville United Church of Christ.

Along with an abundance of horsepower, they also brought a generous monetary donation of more than $300. This car club has more than

200 members and is based in the Rockford-Beloit area. Jim Turner of Granville met with the club and became a member three years ago during the “Cars Time Forgot” show in Delavan, Wis. The club’s mission is to help provide groceries for those less fortunate. They do through spring,

summer and fall cruises. This year, their summer cruise brought them to Putnam County. There are no dues or obligations, and they collect at every event throughout the year.

The group also goes out during the winter, just without their cars.

Members said if people didn’t see the 21 Plymouth Challengers traveling through the area, including trips through Hennepin, Princeton and Tiskilwa, then they missed the special treat known as “the Skittles” because of all of the colorful cars.

University of Illinois Extension recognizes volunteers OGLESBY — Dedicated volunteers were recognized at the recent University of Illinois Extension – Bureau, LaSalle, Marshall, Putnam Multi-County Unit Council meeting on June 18.

Dr. John Ehrhardt of Wenona was recognized for his four years of dedicated service on the Multi-County Unit Advisory Council for the U of I Extension, and Laurie Delgado of DePue was recognized for her two years of dedicated service.

U of I Extension council members provide leadership in shaping the vision for the Extension in support of the citizens in Bureau, La­Salle, Marshall and Putnam counties.

Members represent their county and serve as catalysts to provide input to local issues, needs and concerns that can be addressed through the Extension’s unbiased and research-based educational pro-

grams and services. Members are advocates, and they promote and connect local people to educational programming that includes agriculture; natural resources; 4-H youth development; community and economic development; and family, nutrition and consumer sciences. The council meets on a regular basis to oversee programming and finances.

“Both Dr. Ehrhardt and Ms. Delgado have provided outstanding service. They have been dedicated to supporting the needs of their county and have been a strong voice to ensure the quality and continuation of 4-H and Extension education programming. It has been a great pleasure to work with them as a part of the Extension Council team,” County Director Jill Guynn said.

awarded at the annual Celebration of Giving on Nov. 17.

Ninety-six percent of the funds contributed throughout the year to the Network are returned to the community through annual grants and used to grow the WIN Endowment, which will support women and children throughout Starved Rock Country in perpetuity.

Fred and Sheryl Barnhart will celebrate 50th wedding anniversary Mr. and Mrs. Fred Barnhart of Bureau will celebrate their 50th wedding anniversary.

Fred Barnhart and the former Sheryl Johnson were married Aug. 23, 1969, at St. Louis Catholic Church in Princeton. Their attendants were Mary Rutherford and David Dow (deceased).

They are the parents of three children, Janet (Robert) Lund of Hennepin, Cyndi (Jeff) Sondgeroth

of Bureau and Paul Barnhart of Bureau. They also have three grandchildren, Matthew abd Sarah Schennum, and Avery Sondgeroth.

Fred is retired from LTV Steel Corp. in Hennepin. Sheryl is retired from the Bureau County Circuit Clerk’s office.

An open house to honor the couple will be from 2 to 4 p.m. Sunday, Aug. 25, at the Bureau Congregational Fellowship Hall.

Dale worked in transportation and management, and retired from Estes Trucking Co. Darlene, also retired, was self-employed. She was also the owner and operator of Creative Cakes by Darlene. She was also an EMT with 10/33 Ambulance Services. The couple are members of Sacred Heart Church.

They continue to live a happy life by spending time with family, friends and gardening. The couple will be honored at a family gathering in the near future.

16 Luminant’s Hennepin Power Plant celebrates OSHA VPP Star Status

Through a steadfast commitment to safety excellence, Luminant’s Hennepin Power Plant and its employees are proud recipients of OSHA’s prestigious safety award — the Voluntary Protection Program (VPP) Star Status certification. Hennepin plant is the first coal plant in Luminant’s fleet and one of only a few coal plants in the entire U.S. to achieve OSHA VPP Star Status. The Hennepin plant team recently held a celebration event, featuring a VPP flag-raising ceremony and congratulatory remarks from company leaders and OSHA representatives. OSHA’s VPP program recognizes employers and workers who have implemented effective safety and health management systems, and maintain injury and illness rates below national Bureau of Labor Statistics averages for their respective industries. In total, 12 sites across Luminant’s fleet have been awarded OSHA’s VPP Star Status certification. Attendees included: Hennepin plant employees and retirees; Byron Veech, Hennepin plant manager; Barry Boswell, Luminant senior vice president and chief fossil officer; Wayne Harris, Luminant regional vice president of coal operations; state Rep. Lance Yednock; representatives from the offices of U.S. Sen. Tammy Duckworth, U.S. Rep. Adam Kinzinger and state Sen. Sue Rezin; and OSHA representative Candra Jefferson.

PUTNAM COUNTY | PROPERTY ASSESSMENTS

Tentative multiplier of 1.0000 announced Figure is the same one as last year’s equilization factor SPRINGFIELD — Putnam County has been issued a tentative property assessment equalization factor of 1.0000, according to David Harris, director of the Illinois Department of Revenue.

The property assessment equalization factor, often called the “multiplier,” is the method used to achieve unifor m property assessments among counties, as required by law.

Harris said this equalization is particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties (e.g., school districts, junior college districts, fire protection districts).

If there were no equalization among counties, substantial inequities among taxpayers with comparable properties would result, Harris said.

State law requires property in Illinois to be assessed at one-third of its market value. Farm property is assessed differently, with farm home sites and dwellings subject to regular assessing and equalization procedures, but with farmland and farm buildings assessed according to standards based on productivity.

The equalization factor is determined annually for each county by comparing the sales price of individual properties sold over the past three years to the assessed value placed on those properties by the county supervisor of assessments or county assessor.

If this three-year average level of assessment is one-third of market value, the equalization factor will be

one. If the average level of assessment is greater than one-third of market value, the equalization factor will be less than one. And, if the average level of assessment is less than one-third of market value, the equalization factor will be greater than one.

Assessments in Putnam County are at 33.31 percent of market value, based on sales of properties in 2016, 2017 and 2018.

The equalization factor currently being assigned is for 2019 taxes, payable in 2020.

Last year’s equalization factor for the county was also 1.0000.

The tentative factor is subject to change if the County Board of Review takes actions that significantly affect the county assessments, or if local officials or others can present data showing the Department of Revenue’s estimates of the average level of assessments

in the county should be adjusted.

A public hearing on the tentative multiplier will be held between 20 to 30 days after the tentative factor is published in a newspaper of general circulation within the county.

A change in the equalization factor does not mean total property tax bills will increase or decrease. Tax bills are determined by local taxing bodies when they request money each year to provide services to local citizens.

If the amount requested by local taxing districts is not greater than the amount received in the previous year, then total property taxes will not increase even if assessments may have increased.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. That individual’s portion of tax responsibility is not changed by the multiplier.

IN BRIEF Townwide garage sales in Hennepin have been scheduled for Sept. 20-21

Freedom House needs volunteers to help support the victims of domestic violence and sexual abuse PRINCETON — Freedom House is in great need of volunteers to support victims and their families impacted by domestic violence and sexual assault.

Volunteers primarily serve as on-call medical advocates and crisis hotline workers.

People wishing to volunteer will receive in-depth training in a series of free classes running from Oct. 29

to Nov. 19 at Freedom House’s facility in Princeton. The training includes 30 classroom hours and 30 online hours (to be completed before the first classroom day). Classes will be held on four Tuesdays, from 6 to 9 p.m., and three Saturdays, from 9 a.m. to 4 p.m. Participants must attend every class. Applications are due Oct. 4.

“Volunteers are essential to the Freedom House mission,” said

Amy Brandon, volunteer coordinator. “There are many ways to help, but our most urgent need is on-call medical advocacy. Receiving immediate compassion and support from a trained advocate is vital for victims to begin healing from trauma.”
