Info/ÆÝýá On February 9 the European Parliament appointed the new European Commission, which will stay in office until October 31, 2014. According to the EP President, Jerzy Buzek, “This is the first time in our history that we are appointing the European Commission in our capacity as a real co-legislator. This is the dawn of a new decade, with a new way of working for the European institutions.”

Eight EU Special Representatives (EUSRs) have had their mandates extended from March 1 to August 31, 2010. The EUSRs, among whom is EUSR for the South Caucasus Peter Semneby, promote EU policies and interests in troubled regions and countries and play an active role in efforts to consolidate peace, stability and the rule of law.

The European Commission has launched a Drawing Competition on Gender Equality for children between 8 and 10 years old. Drawings should be received by May 14 at the EU Delegation to Armenia. International Women’s Day - Women’s Month in Armenia On the eve of the International Women’s Day, Catherine Ashton, the High Representative of the Union for Foreign Affairs and Security Policy said: “International Women’s Day provides a great opportunity for each one of us to reflect on our responsibility for working towards the eradication of gender inequality.” Armenia dedicates to women more than one day. Women’s Month, from March 8 until April 7, has become a tradition in the country. It is an opportunity not only to highlight women’s role in society, but also to reflect on challenges to women’s rights. Fifteen years after the groundbreaking Fourth World Conference on Women held in Beijing in 1995, the international community has clear legal norms on the prohibition of discrimination and the active promotion of gender equality and women’s empowerment.

The international community is also equipped with bodies that can effectively monitor the implementation of women’s rights. However, implementation is slow. From a new 10-country study on women’s health and domestic violence conducted by the World Health Organisation, it appears that between 15% and 71% of women reported violence by a husband or partner. Every year, about 5,000 women are murdered by family members in the name of honour worldwide. Under these conditions, women’s rights mechanisms remain under-exploited. The possibility for individual victims to submit complaints to the UN, for example, is unknown to most women. These are key challenges for the EU human rights policy in third countries, where raising awareness is important. To highlight its commitment to high standards internally, on March 8 this year the Council of the European Union adopted conclusions on “Eradication of Violence Against Women in the European Union”.

Events/Æñ³¹³ñÓáõÃÛáõÝÝ»ñ Miguel Angel Moratinos visited Armenia

The Spanish Minister of Foreign Affairs, Miguel Angel Moratinos visited the South Caucasus on March 2-3 on behalf of the EU High Representative for Foreign Affairs and Security Policy, Catherine Ashton. While in Yerevan on March 2, he affirmed that the EU would continue deepening its relations with Armenia and expressed hope that the negotiations for an Association Agreement would soon be under way. Moratinos also reiterated the EU support for the process of normalization of Armenian-Turkish relations. The school, established with the support of the EU Advisory Group, was officially inaugurated on February 15. 27 graduates out of 190 applicants were selected after a three-stage competition process to be prepared for the future diplomatic service. Students will be taught by renowned lecturers from universities worldwide, as well as by experienced Armenian and international diplomats. On February 22, the EU Advisory Group presented its report on the last quarter of 2009 and its action plan for the first semester of 2010. The Advisory Group assured it would continue to support Armenia’s reform efforts. Since its launch in 2009, the EU Advisory Group has been working in the fields of good governance and sustainable economic development. Currently there are 17 advisors to different Armenian institutions. EU helps farmers Hambardzum Simonyan will not have to throw out a part of his apple harvest into the water channel this year, a practice he had to often resort to in the past. A factory for dried fruit and vegetables will start operating this March in the village of Urtsadzor and will make use of his and other farmers’ produce. The factory was financed by the European Union as a microproject within a larger project on the promotion of sustainable development in the regions of Ararat and Vayots Dzor. Over € 15 500 of EU funding and € 5 300 from “Urtsadzor” NGO were allocated to the factory. Urtsadzor has a territory of 5,000 hectares, sixty of which are cultivated: half of them grow apricot trees and the rest are apple trees. The newly-built factory will now use at least thirty tons of the local harvest every year. “The factory for making dried fruit and vegetables is very important for our village, because factories in other provinces don’t take our harvest,” says 53-year-old Simonyan,

whose family income is based solely on his apple trees. Most of the farmers are in the same situation: sometimes they don’t even gather their harvest. “We used to have animals and we gave the remaining fruit to them. Now I am old, and I can’t keep animals,” tells 78-year-old Shaliko Sargsyan. The Deputy Head of the Community Hakob Jaloyan, who had the initial idea, stressed that this programme would not only help villagers, but would also make agriculture more coordinated and bring forth possibilities for integration in the international economy. “This project will also create new work opportunities for local people: six permanent staff positions and twenty-two temporary positions during the harvest gathering season,” informed Jaloyan. The village administration also plans to check the ecological composition of the produced fruit and vegetables, and ensure ecological products in the future.
