On the path towards European rapprochement had been closed. Therefore, the number of negotiated and provisionally closed chapters is now 19. Mnatsakanyan also declared that there had been progress in relation to preparing for negotiations on a Deep and Comprehensive Free Trade Area (DCFTA). The chief EU negotiator, Gunnar Wiegand, welcomed the acceleration of reform implementation in diverse domains in Armenia. He added that more efforts were still necessary for Armenia to move closer to EU standards. The start of negotiations on visa facilitation and readmission agreements in the very near future was also discussed.

On 26 October the 7th round of negotiations on the Association Agreement took place in Yerevan. During this round of political dialogue, foreign policy, security and freedom, as well as economic and financial issues, were

Catherine Ashton visits Armenia

On 15-17 November the High Representative of the European Union for Foreign Affairs and Security Policy Catherine Ashton paid regional visits to Azerbaijan, Georgia and Armenia. negotiations on a Deep and Comprehensive Free Trade Area Agreement will start once the necessary conditions have been completed, and this important process can contribute to economic progress in Armenia. In connection with visa facilitation negotiations, HRVP Ashton said that these are expected to start soon. The upcoming parliamentary and presidential elections, the Nagorno Karabakh conflict, as well as Armenian-Turkish relations were also discussed. 

EU-Armenia parliamentary cooperation The EU-Armenia Parliamentary Cooperation Committee (PCC) is a framework for coordinating the cooperation of the Armenian National Assembly with the European Parliament. On 2-3 October the 12th meeting of the EU-Armenia Parliamentary Cooperation Committee was held. The committee paid special attention to topics such as the Nagorno-Karabakh conflict, Armenia-Turkey relations and the upcoming Armenian parliamentary and presidential elections. The co-chairpersons, Milan Cabrnoch and Naira Zohrabyan, summarised the committee’s efforts during a press conference on 3 October. Milan Cabrnoch stated that the EU had supported ongoing negotiations on Nagorno-Karabakh within the scope of the OSCE Minsk Group mandate. The EU representative also announced that the EU would give assistance not only in the implementation of free elections, but also in building the perception of fair and free elections within society. The Deputy Minister of Foreign Affairs, Zohrab Mnatsakanyan, the Head of the Political, Economic, Press and Information Section at the EU Delegation to Armenia, Onno Simons, representatives of different political powers and six deputies from the European Parliament participated in the meeting.

Reconciliation

On 21 October the stage of the Nationwide Theatre in Yerevan was the scene of an effort to overcome geographical borders. The play Descendants, written by Turkish playwright Sedef Ecer, which has been performed in five languages, was performed before an Armenian audience. The performance has been brought to life by the Rec>ON (Reconciliation) project and is being implemented in 4 countries: Armenia, Turkey, Germany and France. The aim was to overcome geographical, historical and psychological borders through the play and to think about reconciliation. “As a director, I am always interested in geopolitical topics which can be performed on stage”, said the director of Descendants, Bruno Freyssinet, during the press conference before the play. Ecer presents torturers, victims and witnesses, as well as their descendants. “I was more interested in the feelings and sufferings that remained after the Genocide both in the torturer and in the victim. The protagonists of the play are silence and lies which spring from the past… I know, that the play will be perceived differently in all the different countries, but I am sure that the sharpest debate will be evoked in Turkey”, Ecer declared. The project is financed by the European Union (€200,000) and implemented by French organisation La Transplanisphere and the National Theatre in association with German Förderband Kuturinitiativ Berlin and Turkish Anadolu Kultur organisations.

Reforming customs

On 21 October the “Model European Union 2011” conference was held in Armenia. The principal objective was to raise youth awareness of the EU and to foster active participation in political issues. 35 young participants, selected from different Armenian regions, examined EU legislation and were acquainted with European integration and enlargement policies with the help of experts over a week-long period. During the conference, participants represented the 27 EU member states and its partner countries as Heads of State. The representative of each country expressed pressing issues in each country encompassing a wide range of topics and proposed relevant solutions. These discussions also provided participants with the possibility to improve their negotiating skills. 19-year old Gor Nazaryan, representing Iceland, said that for him, as future diplomat, this was a great opportunity to examine over a few weeks the interests of the country and make decisions. The conference was organized for the first time in Armenia by the AEGEE-Yerevan/ European Students’ Forum and supported by the EU Delegation to Armenia.

Armenian customs reforms are key preconditions for the development of economic and business sectors, as well as for the start of negotiations on a Deep and Comprehensive Free Trade Area Agreement (DCFTA). During a conference held on 12 October, progress and future actions in this field were discussed. The EU Delegation to Armenia, the EU Advisory Group and the Interagency Commission for the Coordination of Cooperation between Armenia and EU Institutions participated in the conference. The recently established Customs Working Group plays an important role in the resolution of customs issues. It is expected to ensure the integration and comprehensiveness of reform programmes and their seamless delivery, as well as provide advice on customs activities. The 2011-2013 Tax and Customs Reforms programme, designed with advice by EU experts, spans over 118 projects. However, the greatest potential for progress in customs services is seen within the implementation of programmes which modernise border crossing points and border security.

Assistance in the migration sector

Discussing human rights

Television, press, the Internet, personal blogs, Facebook, Twitter…with such an impressive flow of information, the need for and importance of high-quality and reliable information has increased more than ever. To boost discussion on new and traditional media, the second EU-Armenia Civil Society Seminar on Human Rights was held in Tsaghkadzor on 8-9 November, concentrating on the topic of “Media today”. In the context of Armenia’s upcoming parliamentary and presidential elections, the seminar discussed the impact of media on the electoral process. “Free media are key to successful reform and to free and fair elections,” said the Acting Head of the EU delegation to Armenia, Onno Simons. The EU has encouraged Armenia over the years to make its recently-amended legislation on media fully in line with international standards, which would ensure media pluralism in the country. Talking about the electoral code which entered into the force in summer 2011, the representative of the International Foundation for Electoral Systems (IFES) in Armenia, Michael Getto, stated that its legal base had improved sufficiently. Numerous other issues including the impact of new technology on media, social media, freedom of expression, the formation of transparent media legislation, professionalism and the quality of information were also discussed.

To raise awareness of EU legislation on migration and to improve the management of migration flows from Armenia to the EU, training on the EU Acquis in Migration was held on 19-20 October. Free mobility within the EU territory, EU human rights and insurance, and regular and irregular migration issues were discussed during the session, with participation by EU experts Kristina Touzenis and Paola Pace. Initial negotiations on visa facilitation and readmission agreements, as well as bilateral labour agreements, would create a sustainable basis for the implementation of reform in the migration sector, stated the experts. The training programme was organised by the International Organisation for Migration (IOM) and the International Centre for Human Development NGO within the framework of the EUfunded project “Strengthening Evidence-Based Management of Labour Migration in Armenia” with a budget of €1,950,000.

With the support of the EU Delegation to Armenia a lecture on “Human rights, democracy and the rule of law as fundamental values of the European Union” was organised at the French University on 28 October. The French University rector, Joelle Le Morzellec, the Head of Operations of the EU Delegation to Armenia, Jean-Christophe Gayrand, and the Human Rights Defender, Karen Andreasyan, made opening speeches. The Head of the Centre for European Studies and EU expert, Christian Philip, shared his experience in front of the young audience. He presented the instruments created by Europe in order to protect fundamental values, emphasising the role of the Agency for Fundamental Rights established in 2007, which works closely with other institutions and bodies operating at both the national and European level. The objective of such lectures organised by the EU is to foster human rights protection in Armenia and to promote observation of European standards in relation to democracy issues.

Unite for children

In order to detect and prevent violence against children, a three-year EU-funded project, “Unite for Children, Save Futures”, was launched in 2009. The project develops activities in special schools, orphanages, care centres, public schools, kindergartens and clinics selected from across Armenia. Within the framework of the project, 26 professional teams have been established in Armenia. They hold classes and undertake awareness-raising and training programmes. “After being trained, the teams carry out training programmes related to violence and parenting, because, as a result of research, it became clear that the majority of violent cases occur due to lack or unawareness of alternatives”, commented Anna Harutyunan, the project manager. The teams consist of not only experts and parents, but also children. 15-year-old Kristine Harutyunyan is a member of the Nor Nork child protection team. On 9 October in school #164 she introduced

The project manager highlighted the importance of talking about violence, but simultaneously urged caution when writing about particular cases, as it can be easy to cause secondary trauma to a child and his/ her family. The project is implemented by “Save the Children” Armenia country office and is cofinanced by the EU and the “Open Society Foundation Armenia”. The budget amounts to €793,000. The main components of the programme are developing training skills and abilities of professionals, parents and children through a range of events, media and training courses, as well as the organisation of referral processes, which facilitates work on referral cases, and improving legal frameworks. As a result of the latter, a draft law has been designed and will soon be presented to the National Assembly.
