U.S. Department of Education The National Assessment of Educational Progress (NAEP) is a congressionally authorized project sponsored by the U.S. Department of Education. The National Center for Education Statistics, within the Institute of Educational Sciences administers NAEP. The commissioner of Education Statistics is responsible by law for carrying out the NAEP project.

The National Assessment Governing Board In 1988, congress created the National Assessment Governing Board to set policy for the National Assessment of Educational Progress, commonly known as the Nations Report Card. The governing board is an independent bipartisan group whose members include governors, state legislators, local and state officials, educators, business representatives, and members of the general public. The Indiana Department of Education In 2001, State Board of Education and Indiana General Assembly passed state law 511 IAC 5-4-1 which requires all Indiana public and accredited non-public schools to participate in NAEP if selected. The state of Indiana depends upon the IDOE to communicate all NAEP policy and requires the full cooperation of its offices to administer all directions from the National Center for Educational Statistics, the Institute of Education Sciences, the National Assessment of Educational Progress, and the U.S. Department of Education.
