Putin made clear that Russia would reject any resolution that blames the Syrian government for the Aug. 21 poison-gas attack that killed more than 1,400 of its people, including many children. “Our commitment to the Russian initiative has the goal of ending our possession of chemical arms,” Syrian Foreign Minister Walid al-Moualem said, according to Russia’s Interfax news agency. “We are ready to declare the location of the chemical weapons, stop production of the chemical weapons, and show these [production] facilities to representatives of Russia and other United Nations member states.” If the agreement is passed this would be a diplomatic victory for the Russian president; but would also allow Obama a way out of his quagmire. Microsoft is paying about $5 billion to buy a majority of Nokia’s cellphone business, while shelling out another

$2.17 billion to license the struggling Finnish company’s patent portfolio. And none of this should surprise you. With this $7.17 billion play, Microsoft has redoubled its efforts to compete with Apple and Google in the smartphone game, nabbing a handset maker that can more closely combine its Windows Phone operating system with the hardware that runs it, and expanding an already massive smartphone-related patent portfolio that can jockey with rivals in other ways. But it has also bought itself the new CEO it so dearly needs: Stephen Elop, the former head of Microsoft’s business division who left Redmond in September 2010 for the top post at Nokia. Less than two weeks ago, Microsoft chief exec Steve Ballmer announced that he would be stepping down sometime over the next twelve months, and Elop — who becomes a Microsoft executive vice president with the Nokia deal — is now the obvious choice to succeed him. In the end, Microsoft may lose the smartphone wars, and if Elop graduates to the CEO job, he may fare no better than Ballmer with a company that’s struggling to reinvent itself in the face of so many new challenges to its software kingdom. But this, at least, is the company’s best shot in a world that’s quickly moving from desktops and laptops — Microsoft’s traditional domain — onto smartphones and tablets. In one sense, Redmond is going against type with its Nokia buy. Traditionally, Microsoft has made software not hardware, wary of competing with the hardware partners that were such a big part of its success in the ’80s and ’90s. But after the rise of Google’s Android mobile operating system and the Apple iPhone, Microsoft must play catch-up, and that means changing its ways. Just as Google bought a handset maker, Motorola, in an effort to better compete with Apple — a company that makes both the software and the hardware for the iPhone — Microsoft has bought Nokia. In recent years, Redmond has made a habit of following in the footsteps of Google and Apple, and it’s not about to stop now. “Bringing these great teams together will accelerate Microsoft’s share and profits in phones, and strengthen the overall opportunities for both Microsoft and our partners across our entire family of devices and services,” Ballmer said in a statement announcing the buy, which will see about 32,000 employees move from Nokia to Microsoft. Nor will Microsoft back down from its efforts to amass a patent portfolio that can pressure Google — and perhaps Apple — from another direction. In buying Motorola, Google also bought an enormous collection of smartphone-related patents, and now, Microsoft is upping the ante — again. After accumulating one of the world’s largest portfolios, the company isn’t shy about saying that the patent system works pretty much as it should and that it intends to use the system to its advantage. And, yes, it’s only natural that Microsoft would make these moves through Nokia. In February 2011, just six months after Elop joined Nokia as CEO, the Finnish company shifted its handset business onto Microsoft’s Windows Phone operating system, as some in the press asked if he was some sort of Trojan Horse. A crime-watch volunteer suspected of raping four women in a Dallas neighborhood has been arrested more than 400 miles away after police traced him to a Louisiana motel, police said Tuesday. Van Dralan Dixson, 38, was arrested in Baton Rouge, La., where he is being held in jail awaiting his return to Texas, Dallas Police Maj. Jeff Cotner said. Police said DNA evidence has so far linked Dixson to four sexual assaults in Dallas’ Fair Park neighborhood, where investigators believe as many as nine rapes this summer are linked to the same attacker. Cotner said “contacts” between Dixson and individuals in Dallas helped track him to the motel, but he said no other details would be released until Wednesday. Modal Trigger Van Dralan Dixson Dallas authorities briefly took Dixson into custody last week and obtained a DNA sample from him, but they lacked evidence to bring charges at the time. Dixson was charged Saturday in one of the attacks, but police found his abandoned car the next day in a Dallas suburb. Arrest warrants charge Dixson with four counts of aggravated sexual assault. DNA test results from two other attacks were pending, while DNA evidence from two more in the inner-city neighborhood were not available, Cotner has said. Neighbors said that as a crime-watch volunteer, Dixson would patrol the streets several times a week. “He just walks every night, all night,” one resident, Billy Washington, told Dallas television station WFAA. “Every time I would look out my window, or out my door, he was walking.” Dixson has been part of the area’s neighborhood crime-watch group, the Mill City Community Association, since January. The group’s president, Alendra Lyons, didn’t return messages from The Associated Press. State criminal records show Dixson was arrested and convicted of aggravated robbery in 1993. He was also arrested as recently as last month on a deadly conduct charge, according to Dallas County records. Authorities say they believe one man is responsible for the nine sexual assaults that have been reported in the Fair Park area since June. In each incident, the attacker approached his victims in the early morning hours, forced them to secluded areas nearby, then robbed and sexually assaulted them. The assailant in each case was armed with a handgun, wore shorts and a T-shirt, and masked his face using various types of cloth, according to police. The victims said they were approached on foot. A $15,000 reward has been offered for information leading to arrests and an indictment in the cases.

With $7.17 Billion Nokia Buy, Microsoft Brings Its Trojan Horse Home BY CADE METZ Microsoft is paying about $5 billion to buy a majority of Nokia’s cellphone business, while shelling out another $2.17 billion to license the struggling Finnish company’s patent portfolio. And none of this should surprise you. With this $7.17 billion play, Microsoft has redoubled its efforts to compete with Apple and Google in the smartphone game, nabbing a handset maker that can more closely combine its Windows Phone operating system with the hardware that runs it, and expanding an already massive smartphone-related patent portfolio that can jockey with rivals in other ways. But it has also bought itself the new CEO it so dearly needs: Stephen Elop, the former head of Microsoft’s business division who left Redmond in September 2010 for the top post at Nokia. Less than two weeks ago, Microsoft chief exec Steve Ballmer announced that he would be stepping down sometime over the next twelve months, and Elop — who becomes a Microsoft executive vice president with the Nokia deal — is now the obvious choice to succeed him. In the end, Microsoft may lose the smartphone wars, and if Elop graduates to the CEO job, he may fare no better than Ballmer with a company that’s struggling to reinvent itself in the face of so many new challenges to its software kingdom. But this, at least, is the company’s best shot in a world that’s quickly moving from desktops and laptops — Microsoft’s traditional domain — onto smartphones and tablets. In one sense, Redmond is going against type with its Nokia buy. Traditionally, Microsoft has made software not hardware, wary of competing with the hardware partners that were such a big part of its success in the ’80s and ’90s. But after the rise of Google’s Android mobile operating system and the Apple iPhone, Microsoft must play catch-up, and that means changing its ways.

Just as Google bought a handset maker, Motorola, in an effort to better compete with Apple — a company that makes both the software and the hardware for the iPhone — Microsoft has bought Nokia. In recent years, Redmond has made a habit of following in the footsteps of Google and Apple, and it’s not about to stop now. “Bringing these great teams together will accelerate Microsoft’s share and profits in phones, and strengthen the overall opportunities for both Microsoft and our partners across our entire family of devices and services,” Ballmer said in a statement announcing the buy, which will see about 32,000 employees move from Nokia to Microsoft. Nor will Microsoft back down from its efforts to amass a patent portfolio that can pressure Google — and perhaps Apple — from another direction. In buying Motorola, Google also bought an enormous collection of smartphonerelated patents, and now, Microsoft is upping the ante — again. After accumulating one of the world’s largest portfolios, the company isn’t shy about saying that the patent system works pretty much as it should and that it intends to use the system to its advantage. And, yes, it’s only natural that Microsoft would make these moves through Nokia. In February 2011, just six months after Elop joined Nokia as CEO, the Finnish company shifted its handset business onto Microsoft’s Windows Phone operating system, as some in the press asked if he was some sort of Trojan Horse. He waved away this talk. But now you have to wonder.

Putin made clear that Russia would reject any resolution that blames the Syrian government for the Aug. 21 poison-gas attack that killed more than 1,400 of its people, including many children. “Our commitment to the Russian initiative has the goal of ending our possession of chemical arms,” Syrian Foreign Minister Walid al-Moualem said, according to Russia’s Interfax news agency. “We are ready to declare the location of the chemical weapons, stop production of the chemical weapons, and show these [production] facilities to representatives of Russia and other United Nations member states.” If the agreement is passed this would be a diplomatic victory for the Russian president; but would also allow Obama a way out of his quagmire. By Saadiq Busby LONDON -- Two British computer hackers have admitted they were behind cyber attacks on the websites of the UK's Serious Organised Crime Squad, the CIA and the National Health Service. Ryan Cleary and Jake Davis, members of a group of hackers called LulzSec, appeared in the dock at Southwark Crown Court in London to enter guilty pleas to some of the charges brought against them. Both Cleary, 19, from Lerwick, Shetland, and Davis, 19, from Wickford, Essex pleaded guilty to two counts of conspiracy to do an unauthorized act or acts with intent to impair, or with recklessness as to impairing, the operation of a computer or computers. In a series of cyber attacks the duo targeted News International, Sony, Nintendo, Arizona State Police and film studio 20th Century Fox. They used so-called distributed denial of service (DDoS) strikes which flood websites with traffic, causing them to crash. Cleary and Davis, however, denied allegations they posted "unlawfully obtained confidential computer data" to public websites including LulzSec.com, Pirate Bay and PasteBin. Through which they have been accused of encouraging offenses contrary to the Serious Crime Act. It is believed they plotted to carry out the attacks with other unknown members of internet groups Anonymous, Internet Feds and LulzSec. Cleary also confessed to four separate charges, including hacking into US Air Force Agency computers, based at the Pentagon. All the offenses are said to have taken place between February and September 2011. Alleged co-hackers Ryan Ackroyd, 25, and an unnamed 17-year-old high-achieving South London student deny their involvement in the DDoS attacks. They are due to stand trial with Cleary and Davis on April 8, 2013. It will take over 3,000 hours to view the material which has been served against Ackroyd alone, the court heard. All apart from Cleary were released on bail until trial next year. It was reported last week that US prosecutors will not seek to extradite Cleary and will allow him to be sentenced by UK courts.
