GENERAL JOB DESCRIPTION Under direction the Senior Accountant Class performs professional accounting level work of a varied nature. The incumbents interpret and explain existing accounting and fiscal policies and procedures and are responsible for preparing, reviewing and analyzing complex accounting records and reports. The duties include responsibility for conducting pre-audits and post-audits and the preparation of agency financial statements. The Senior Accountant makes decisions based upon a comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and Government Financial Reporting Standards. Observes and enforces San Francisco Housing Authority rules and regulations. This position is represented by the SEIU Local 1021. EXAMPLES OF ESSENTIAL JOB FUNCTIONS (illustrative only) Performs a variety of complex professional-level accounting duties. Assists in the maintenance of the accounting records of all funds and programs of the Authority. Prepares and analyzes monthly and annual financial reports for the multiple funds based on HUD reporting guidelines and GAAP (Generally Accepted Accounting Principles). Reconciles and balance general ledger accounts and financial statements; prepares and posts journal entries; monitors financial transactions for accuracy and timely processing; maintains subsidiary ledgers for certain accounts in several funds and programs. Develops and analyzes data; assists in preparation of financial reports, summaries, and other materials for management, the Board of Commissioners and the Executive Director. Works directly with staff from other sections to resolve technical accounting and reporting issues and problems.
Prepare accounting records and schedules for audit use. Assist in responding to audit and external inquiries; provide a variety of information and assistance regarding general ledger balances, accounting transactions and related information. Perform monthly and annual closing of the general ledger for all programs and AMPs. Assists in the preparation of the Section 8 year-end settlement statements for all Section 8 programs; reconcile year-end statements received from HUD.
Prepares required transactions needed in Asset Management accounting like the Fee for Service, preparation of entries to book fee income to the Central Office Cost Center. Assists in the preparation Financial Data Schedule for year-end unaudited and audited submission of financial information to HUD REAC. Assists in preparation of the SFHA Public Housing Assessment System - Financial Indicator scores (PHAS-FASS) and at the AMP Level. Reviews and analyses assisted housing tenant information for accuracy and to determine landlord payment amounts; posts and maintains HAP register; works with section 8 staff on payment discrepancies. Assist with fiscal year end closing analysis of financial reports. Analyzes, participates, recommends improvement, develops, and implements fiscal policies procedures and internal controls and realign business practices with technology. Performs other related duties as required. MINIMUM QUALIFICATIONS Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: EDUCATION AND EXPERIENCE Equivalent to the completion of a four (4) year degree or equivalent education from an accredited educational institution with major coursework in Business Administration with emphasis in Accounting or Finance. AND Three (3) years of increasingly responsible experience in professional experience in accounting, finance or a closely related field. Microsoft Great Plains Software experience desired. Licenses and Certifications CPA certification highly desired. Possession of or ability to obtain a valid driver’s license by time of appointment and be insurable by the Authority’s automobile insurance carrier.
