SUBMIT A HOPE VI APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR HUNTERS VIEW

SUMMARY: On August 25, 2010, the U.S. Department of Housing and Urban Development (“HUD”) released a notice of funding availability for $124 million in HOPE VI Revitalization Grant funding nationwide. The purpose of the grant is to improve physical and socio-economic conditions of severely distressed public housing sites. San Francisco Housing Authority hopes to receive a $22 million grant award in order to contribute to the Phase 2 redevelopment of Hunters View. The Hunters View Associates (“Developer”), Hunters Point Affordable Housing, The John Stewart Company, and Devine & Gong, Inc., are the selected developer. The current revitalization plan for Phase 2, as prepared by the Developer partner, includes: the demolition of existing public housing units; construction of 103 replacement public housing units (comprised of 69 public housing ACC subsidized units and 34 Section 8 Project Based Vouchers) and 34 non-Public Housing Low Income Housing Tax Credit units; development of 130 Homeownership Units of which 15% will be affordable Homeownership units; and construction of a community building which will include the property management offices. The application describes services currently being provided to residents by the City and County of San Francisco and to be provided by the Developer post construction. transportation, leadership opportunities for adult and teen residents, and a neighborhood based summer camp for children and youth. The application also seeks funding to continue the service connectors and positions for residents to do outreach. The Developer and the SFHA recently executed a Master Development Agreement (“MDA”) for the entire site and are currently negotiating a Development Disposition Agreement (“DDA”) Phase 2. Additionally, the SFHA, Developer, and City team are collaborating with residents of Hunters View to prepare the application and the Revitalization Plan.

RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AN APPLICATION FOR $22,000,000 FOR THE HOPE VI REVITALIZATION GRANT FOR HUNTERS VIEW
WHEREAS, on August 25, 2010, the U.S. Department of Housing and Urban Development (“HUD”) issued a notice of funding availability for the FY2010 HOPE VI Revitalization Grant Program (“HOPE VI”); and WHEREAS, the SFHA will submit an application in response to HOPE VI; the deadline for submission of the application is November 22, 2010; and WHEREAS, the SFHA complies with all fair housing, non-discrimination, and other applicable federal, state and local laws; and WHEREAS, the SFHA and the Developer have also made significant progress by executing the terms and conditions in the Master Development Agreement for all three project phases, and beginning Phase 2 DDA negotiations for the Hunters View Project; and WHEREAS, the current revitalization plan for Phase 2 includes: the demolition of the existing public housing units; construction of 103 replacement public housing units (comprised of 69 public housing ACC subsidized units and 34 Section 8 Project Based Vouchers) and 34 non-Public Housing Low Income Housing Tax Credit units; development of 130 Homeownership Units of which 15% will be affordable Homeownership units; and construction of a community building which will include the property management offices; and WHEREAS, the proposed $60 Million in financing commitments include local HOPE SF loan, Low Income Housing Tax Credit equity through a ground lease disposition to a limited equity partnership, California HCD Infill Infrastructure Grant, San Francisco Redevelopment Agency Loan and Ford PRI; and WHEREAS, the SFHA must meet and comply with the policies, procedures and requirements prescribed by HUD for conducting mixed-finance development, including requirements set forth in 24 CFR 941, Subpart F; and WHEREAS, since 2006 the SFHA and the Developer have consulted regularly with residents and the tenant association at the Development and subsequently updated the Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY AND COUNTY OF SAN FRANCISCO, THAT: 1. The above recitals are accurate, and have served, together with the staff report, as the basis for the approvals set forth below. 2. The Executive Director of the San Francisco Housing Authority is authorized to submit to the Department of Housing and Urban Development a funding application for $22,000,000 for the HOPE VI Revitalization Grant Program, for Hunters View. 3. This Resolution shall take effect immediately.
