PROGRAM SUMMARY Southeast Kentucky needs a vision for the future. The Southeast Kentucky Chamber is delivering that vision and is developing the leaders to implement it through Patton Leadership Institute (PLI). Named in honor of the leadership that Governor Paul and Judi Patton have exhibited throughout their careers, PLI is a continuation of Leadership Southeast Kentucky, which began in 2003. PLI builds teams of emerging leaders from throughout the region who have assumed leadership roles in their communities but may not hold established positions. Participants in the program attend a two-day opening session and eight day-long training seminars during a nine-month period. The curriculum weaves together topics crucial to the development of community such as education, economic development, healthcare, energy, tourism, and government Key leadership skills are integrated into each session.
PROGRAM PHILOSOPHY PLI is designed to train local leaders within the region. It may serve as a feeder to regional and statewide institutes through referrals of graduates and limited scholarship programs. The program is based on a set of core beliefs pertaining to the creation of leaders in rural communities: • Engage participants in meaningful ways with each other and business leaders • Educate each class on the regional assets of eastern Kentucky • Focus on meaningful expansion of personal & professional development • Develop, grow, and strengthen leadership skills

What PLI attendees are saying: Participating in the 2018-2019 class of the Patton Leadership Institute has been one of the most impactful experiences in my leadership growth. The program does an excellent job of exposing participants to leaders throughout our region and exploring opportunities and resources within our communities. I would highly recommend anyone who is wanting to invest in their leadership growth as well as expand their knowledge and understanding of efforts being undertaken to shape our region’s future. –Jonathan Keeton Patton Leadership was a great experience. Learning how the different local areas are working to promote growth, was very eye opening. There is so much untapped resources in our area, PLI is showing the talent – Sam Tackett The Patton Leadership Institute is an excellent program that connects business leaders in the region together and inspires them to make a positive impact on themselves, others, and their communities. PLI helped me become self-aware of my region and how I can use my influence as a leader to help others create a positive difference in everything they do. I was honored to be a part of the 2019-2020 class and would highly recommend it to anyone wanting to grow their leadership skills and network. – Joshua Keeton Participating in and graduating from the Patton Leadership Institute (PLI) has transformed my life. It helped me build the confidence, skills, and positive presence to motivate, influence, and inspire my team. I learned concepts, practices, and methods to verbally and nonverbally promote a productive environment in my professional and personal life. Being able to experience the program and build lasting friendships with other ambitious participants while learning about local business leaders who are actively and energetically making Eastern Kentucky a better place has been the most memorable aspect of the program. – Ed Sorrell
Food City has always taken a “no expense spared” approach when it comes to our management training program. Patton Leadership Institute has been a big part of our training program for years. We feel that this is one of the best opportunities for our associates to interact with other business and community leaders on a scale that we cannot provide at store level. We are a proud sponsor of the program and highly recommend it to other businesses as a way to grow their people. – Tim Collins, Manager, Store 458

How can the Chamber benefit you and your business? Promotion, discounts, community involvement, political voice, professional development and health insurance are a few of the benefits the Chamber offers its members. PROMOTION Every business who joins the Chamber receives promotion. The Chamber loves planning events to highlight our members; celebrating your grand opening, hosting an open-house event to show off your services and inform the community of your business, are a few of the ways the Chamber can help. In addition to this, the Chamber promotes its members’ events on social media, on its website, and in its weekly community events email. You can also reap the benefits of being listed on the Chamber’s online Business Directory found on the Chamber’s website, which garners more than 32,000 visits annually, and is also displayed in the Chamber’s biennial profile book, which reaches eight counties. Sponsorships are another efficient way for your business to get its name out there. HEALTH INSURANCE Over the years, the Chamber’s insurance program has helped save businesses thousands of dollars while providing employers with quality, comprehensive health care. Chamber members have exclusive access to the Southeast Kentucky Chamber insurance plan, in association with the St. Matthews Area Chamber. Sandy Penix, Chamber member and insurance agent with The Benefits Firm, has been an advocate of the Chamber’s insurance program for years and has been a point of contract for those interested in participating in the program. “We want to help our businesses succeed … that’s important,” said Penix, during a livestream with the Chamber in 2021. “Anything I can do to make that happen, I’m on board.” During the livestream, Penix shared some of the recent success stories of members who saved by switching to the insurance program. She had also noted that a group of 80 employees saved nearly $160,000 annually by switching to the Chamber’s insurance program. With Anthem BlueCross BlueShield you have access to the largest PPO network in the country. The plan provides an opportunity you to join a group of businesses from across the state and spread your health risks with a larger group, ultimately lowering your costs and increasing your benefits. MEMBER DISCOUNTS Chamber members can also take advantage of the Chamber’s discount partnerships. The Chamber currently partners with Staples and Constant Contact to offer your business the best discounts on office supplies and email marketing. Additionally, Chamber members will also offer exclusive discounts to other Chamber members. COMMUNITY INVOLVEMENT Make a difference in the community by serving on any number of Chamber committees, which include economic development, education, Hillbilly Days, legislative and Small Business Appreciation Month. Your dues are a tax-deductible expense to an organization dedicated to improving the community in which you live. POLITICAL VOICE Become involved in the political process and join the Chamber’s efforts to influence elected officials to remain on the side of
local businesses and the local economy. We protect your interests on a local, state and federal level. The Southeast Kentucky Chamber has close ties with the Kentucky State Chamber. This partnership allows the Southeast Kentucky Chamber to keep its members informed on legislation immediately affecting their businesses. PROFESSIONAL DEVELOPMENT Develop professional skills through the Patton Leadership Institute and several annual seminars. The Patton Leadership Institute is composed of business leaders across the region. Each class spends one day per month traveling around the region to build leadership skills and to hear from business leaders about their ideas and successful business practices. In addition to being a resource for businesses and providing needed services, the Chamber is also active in the communities it serves, specifically in education. The Chamber’s Foundation for Education hosts a number of annual events and projects to give back to the future leaders in our region. Some of the Chamber’s annual education initiatives include its annual Work Ethic Award program as well as its annual Excellence in Education grant program. The Chamber’s Excellence in Education Grant program funds approximately $5,000 in educational projects annually in schools throughout the region. Educators apply for the program and, if selected, use the funding to implement innovative ideas and technologies into the classroom. The Work Ethic Award is open to seniors attending high schools located within the eight counties the Chamber serves. To qualify, students must have a 2.5 GPA or higher, and meet certain attendance requirements, among other strong work ethic qualities. Each September, seniors commit to complete the program, find a sponsoring teacher at their school, and then, throughout a six-month period, are judged on and scored in the following areas by their teacher and guidance counselor: Attendance, excused/ unexcused absences, punctuality, discipline, achievement, community service, dependability, respectfulness, cooperation, and work ethic. Students who complete the program’s criteria are awarded a certificate and medallion. Those students then become eligible to enter an optional essay contest for the chance to win a $500 reward, which is presented to them at the annual Work Ethic Award banquet. CTB remains a strong community partner for Eastern Kentucky By Josh Little Established in Pikeville in 1903, the roots of Community Trust Bank run deep in Eastern Kentucky. With more than 70 banking locations in three states, CTB is continually investing in the areas it serves while also creating strong community partnerships, such as its partnership with the Southeast Kentucky Chamber of Commerce, which the bank has been a member of since 1957. Not only has the institution been a long-time supporter of the Chamber, standing as one of its oldest members, but it has always focused on supporting the people and communities of Eastern Kentucky. “As your community grows it increases your opportunity to grow and be successful,” said Jean Hale, chair and president/CEO of Community Trust Bancorp, Inc., and chair of Community Trust Bank, Inc. and Community Trust and Investment Company. She said the organization is focused on making its communities a better place to live, for both customers and employees. “We’re only as good as our community, and if we have opportunities to help our community grow and we have people that can volunteer and help an organization stronger it’s going to make the entire community stronger. You usually get back what you give and, the more you give, the more you get back.” said Mark Gooch, CTB director and president/CEO, executive vice president and secretary of Community Trust Bancorp, Inc., and the director and vice president of Community Trust Bank Investment Company. It was announced in late July 2021 that Hale will retire in February 2022 and Gooch will take over as president/CEO.
Over the years, the term ‘community’ has taken on a new meaning for the institution as it has expanded operations and now serves both customers in Tennessee and West Virginia. As for the corporate office, it remains located in the heart of Pikeville. “It’s where we began,” said Hale, addressing the company’s desire to keep its headquarters located in Pikeville. “It’s where we have remained because we believe that we have a very strong, dedicated workforce in Eastern Kentucky.” Hale, who has been with the company since her days as a student at Pikeville College, when the institution was named Pikeville National Bank, went on to say that CTB believes they make a difference in the region through providing more than 1,000 employees with jobs and opportunity. She said she also believes that CTB can have a major impact on the people of the region by not only providing them with a salary, but an atmosphere “based on Christian values” as well as, fairness, respect, and integrity - the company’s core values. Gooch noted that the culture of the institution helps to make the community and its employees feel connected to the bank, reiterating the company’s three core values. “We really want to know our customers, we want our customers to know us,” said Gooch. “We are big enough to serve you, but small enough to know you.” Both Hale and Gooch began their careers with CTB early on and both agree that the experience has been rewarding. “I’ve had a lot of hard work, but I’ve had a lot of joy,” said Hale. “As the saying goes, ‘If you are doing something you love to do, you never work a day.’ I think that kind of expresses how I feel about this company.” Gooch began his banking career while still in high school, working summers at what was then known as First Security Bank in Letcher County. The bank would later consolidate with Community Trust Bank. “I’ve been a part of a lot of change and a lot of growth. I’ve been blessed to work with a lot of really good people.” said Gooch. Although there are other options and locations some would consider more convenient for a banking headquarters, Gooch said the institution has no need to move its headquarters from the region. “We don’t really have a reason to move our headquarters,” said Gooch. “We’re able to attract quality talent … we have very many specialized people that love working in Eastern Kentucky.” In continuing with the theme of community and building community, Hale and Gooch have both touted the importance of giving back to local agencies, specifically chambers of commerce. “We stay very much invested in the [Southeast Kentucky] Chamber because you want to support your local businesses. You want to see them continue to grow and, whatever we can do in that process of supporting local businesses is very important to the community and it’s very important to us as a company,” said Hale. Hefner’s Jewelers: A legacy of service to Eastern Kentucky By Josh Little For more than 100 years the Hefner family has been supplying Pikeville and the surrounding area with high-quality, timeless jewelry, a tradition that has lasted through three generations with no plans of slowing down. Hefner’s Jewelers was established in Pikeville in 1921, the family would become members of the Southeast Kentucky Chamber in 1958 and the origins of the family owned-and-operated business is a story of fate, according to business owner David Hefner, who’s grandfather had opened the jewelry store’s doors for the first time in Pikeville. “After my grandfather William Toliver Hefner graduated from goldsmith and watchmaking school, he was riding the train, which back in the early 1920s it was either train or horse and buggy, but he was riding the train to visit his brother before he settled down and began his career,” said Hefner. He went on to say that, as the story goes, the train was making its way through Pikeville from Virginia when the train struck a cow on the tracks, thus leaving the passengers to spend the night in Pikeville while repairs were made. From there, his grandfather spent the night at a boarding house, Hefner said, where he was persuaded by the house owner to begin his jewelry career in Pikeville. “She said, I think Pikeville would be an excellent place for you to settle down,” said Hefner. He added that his grandfather had originally planned to settle in Johnson City or Kingsport, Tenn., which is where he was headed before his layover in Pikeville. ”She was apparently convincing enough. So, in 1921, my grandfather opened Hefner’s Jewelers.” Although times have changed, Hefner said the quality of
service the business provides to customers remains the same. “Through the generations we have prided ourselves on quality, integrity, and professionalism,” he said. “We do put a higher emphasis on quality and that has been a trademark of ours for 100 years now.” Aside from merchandise and jewelry, Hefner’s also offers repairs on jewelry and watches, engraving services, appraisals, and more. Hefner attributes the success and longevity of the business to a few important factors; first, God; and second, respectful and professional treatment of customers. “One of the things my dad said to me years ago that made a lot of sense was: ‘We have the greatest job of all because there are lots of professions that make a lot more money … but we get invited to celebrate an occasion with [a customer] … whether it’s an engagement, an anniversary or a birthday,” said Hefner. Not only has Hefner’s Jewelers been a big supporter in the community and region, but the company has also been a long-time supporter of the Chamber being one of the organization’s oldest members. Hefner is also a former member of the Chamber’s board of directors. What has kept the business engaged with the Chamber? Hefner said it’s because his family and the business have always been community and civic-minded. “[We support] organizations, especially as far as the Chamber, their primary goal is supporting and helping local businesses,” said Hefner. “That is one of the reasons that we have always made it a point to support and be members of our local Chamber.” Hefner’s Jewelers is located at 4169 North Mayo Trail, Pikeville, in the Weddington Plaza and can be reached by calling (606) 433-9000. www.sekchamber.com

Pikeville Medical Center: Creating opportunity and hope for Eastern Kentucky By Josh Little Pikeville Medical Center has a history of leading the way in Eastern Kentucky. From being named the state’s only level two trauma center, to being ranked in the top by Forbes as one of the best large employers and also the largest employer of the Southeast Kentucky Chamber, it seems the next few years will bring about great prosperity for the health care organization and the communities it serves. These accolades are no coincidence. Over the years, PMC has had strong leaders, as well as encouraging board members at the helm, according to CEO Donovan Blackburn who joined the organization in 2017. PMC has a large footprint in the eight-county region the Chamber serves and beyond those county lines. In addition to its main campus in Pikeville, the hospital also has clinics located throughout the region, with a staff of more than 3,100 employees and 47 buildings in three counties, covering 1.7 million square feet. In the last few years, PMC has undergone some notable expansions. In addition to the relocation of administration staff to a building off campus to make room on the second floor of the hospital for a children’s hospital, the organization has also opened three new satellite clinics (with a fourth underway), a Starbucks located on the main campus, expansion of urgent and primary care as well as the expansion of the hospital’s heart and vascular center and cancer center. In recent years, PMC has been focusing heavily on pediatrics, according to Blackburn, including the addition of a children’s hospital on the main campus as well as “Healthy At School,” a program that allows physicians to provide telehealth medical services to students in all Pike County schools. Another recent advancement that Blackburn is particularly proud of, as it hits close to home, is the hospital’s addition of the AVA (Appalachian Valley Autism) Center, which happens to be the only center of its kind in Eastern Kentucky. “AVA is an acronym ... Ava is my granddaughter’s name … she’s on the spectrum. She’s highly functional, very intelligent, and her biggest issue was overcoming social anxiety. The AVA Center has helped her do that,” said Blackburn. Along with the AVA Center, the hospital is also expecting to open its children’s wing before 2022. Blackburn said that during his time with the organization the hospital has seen a transition in offerings available for children and mothers. The hospital now has a NICU for newborn babies, telehealth for youth in the region to quickly diagnose illnesses
24
2021-2022
and on-site pediatric physicians to take care of youth, he said. According to its mission statement, PMC seeks to “provide worldclass quality health care in a christian environment.” In order to accomplish this mission it takes the right team. Blackburn said PMC has worked to instill a culture of engagement as well as a culture that focuses on treating employees fairly and providing them with not only competitive wages, but one of the best benefits packages available. These standards and practices, Blackburn said, contribute to the organization’s ability to recruit outstanding talent. “It takes a certain individual to work in this field,” said Blackburn. “It has to be someone with compassion and who cares because every single day we are dealing with people at their worst moments.” In terms of the workforce in the area, Blackburn notes that the work ethic here is unlike any other and that PMC focuses on treating all employees fairly. “Over the last couple of years we have spent a tremendous amount of time focusing on leadership training and not only on how to care for patients, but how to care for our staff and making sure we are delivering what they need and giving them proper guidance,” said Blackburn. An emphasis has also been placed on partnerships and education in the region, Blackburn noted, mentioning partnerships with Big Sandy Community and Technical College and the University of Pikeville to generate more awareness and accessibility to nursing degrees in hopes that graduates will stay in Eastern Kentucky to work and live. As for its relationship with the Chamber, PMC has always been a strong community partner and contributes much income and opportunity for the region, making up roughly half of the City of Pikeville’s occupational tax base, according to Blackburn, while also creating many jobs. “[The Chamber is there] to tear down lines. If we want to succeed as a region then we have to succeed as one region and one people in Eastern Kentucky - we’re all fighting together,” said Blackburn. He also said that the Chamber’s role in political advocacy and visibility for businesses and the region is crucial. “Where the Chamber plays an important role is advocating for policies and incentives, and to really play up the market and to bring people into the market to see that we’re not what you think we are. We are a well diverse community. We are very well-educated and have all of these resources here,” said Blackburn.

ABCO Security
Robert Welch founded ABCO Security after he, himself, had felt the pain of being burglarized — twice. That pain had been what motivated him to find quality security equipment and protect the good people of Prestonsburg, Kentucky — and treat them like family. Since 1981, ABCO has prided itself on treating each customer like they’re part of the ABCO family, which means doing things like cleaning up their mess after each installation, making sure every technician is certified beyond what’s required as well as servicing a mining site at midnight if need be. ABCO prides itself on three guiding principles: Don’t just sell products, provide service; use only solid security equipment; and provide local customer service that cares. ABCO offers a number of different home security solutions, including: alarm systems, smart-home automation and security cameras. The process is simple. First, request a free consultation, talk with a specialist to find the best options for you, a home investigation to locate security weak spots, system selection and full installation from the ABCO team. For all your business needs, ABCO has you covered. The company provides the following options: Business alarm systems, business security automation, video surveillance and monitoring, access control, fire and smoke detection and gated entry. Pauley Hollow Distillery Pauley Hollow Distillery is the first legal distillery in Pike County, Kentucky. They are currently

producing their Original Recipe Moonshine and aging their bourbon and rye whiskey. Pauley Hollow
is a small family operation located in Forest Hills, Kentucky.
Quality ingredients and hard work are what set them apart from other distilleries. The company’s
CEO and COO are involved in every aspect of the process from selecting and grinding the grains, to cooking the mash to distillation, to bottling and labeling.
Pauley Hollow only uses local spring water which is filtered through a micron filter before any
grain touches it. The company’s favorite source of water is from a 100 year old, hand-dug, spring-
fed well on the distillery property. They also hand-select their grains and use only the finest ingredi-
ents that meet the company’s high standards, ensuring that you’re receiving a product that is of the highest quality.
One of Pauley Hollow’s newest products pays remembrance and homage to Pike County’s infa-
mous Hatfield and McCoy feud. Fuel of the Feud moonshine is made from water drawn from the McCoy well, which is located on the property where, on New Years Eve, 1888, the Hatfields attacked
the McCoy homeplace, burning it to the ground. This product is now available in stores, and is one
of many projects planned that involves the McCoy Well property. Pauley Hollow Distillery’s Original Recipe Moonshine and Fuel of the Feud Moonshine are available for purchase at local liquor retail stores.

ECONOMIC DEVELOPMENT “Regional Economic Development is a critical part of creating a diverse economy. Corporate decision makers do not focus on county or city lines, but rather an entire region’s assets in total to support their operations. Our east Kentucky coal fields counties have numerous advantages for companies to consider and it is One East Kentucky’s primary job to market those advantages across North America and the world. The chamber was vital to helping our organization get started back in mid2015 and we are grateful for that partnership.” ~ Chuck Sexton CEO, One East Kentucky

Economic Development Southeast Kentucky is a region of untapped resources, with a ready and able workforce, open land for new businesses and an innovative outlook that makes the region’s workers among the most sought-after in the nation. For generations, the workforce in Southeast Kentucky powered the nation through the mining of coal, an industry, which required hard work and creativity. With the change in the market for coal, the workforce now finds itself in a flexible position, which has the region set for a bright future. www.sekchamber.com

One East Kentucky seeking to get Eastern Kentuckians back to work, advance infrastructure
Kentucky Enterprise Industrial Park By Josh Little When the Covid-19 pandemic hit in 2020, the One East Kentucky team, like many others, was forced to pivot and find new creative strategies to promote Eastern Kentucky and recruit industry to the region. So, that’s what they did. The team, made up of President and CEO Chuck Sexton, Director of Regional Development Ivy Stanley, and Existing Industry Liaison Christi Brown, worked to create a virtual option for site selectors. This 3D video option allowed selectors the opportunity to virtually tour industrial parks throughout the region without the hassle of travel. The tours were created by Golden Shovel Agency with Matterport technology and allow virtual access to three industrial sites in the region. One East Kentucky’s mission, from the beginning, has been to diversify the region’s economy by bringing outside dollars into the region. “The key word, I think, as we are moving forward is diversity and diversification and, from our perspective, what that means is helping cultivate and bring a good selection of different industries to the region so that you’re not relying on one specific industry anymore,” said Stanley, with a followup mention of the downturn of coal and steel. Stanley went on to say that One East Kentucky is seeing a trend of companies exploring new options of revenue and industry. Sexton said that One East Kentucky is aiming to recruit companies that are diverse enough to withstand declines in specific economic sectors. He said Dajcor Aluminum, Inc., a leading manufacturer of extruded, fabricated and anodized aluminum products, is a great example of this. The company, located in Hazard, had nearly 90 employees at the time of this publication in 2021 with the company expected to invest $7 million more into the facility. In the future, the region can expect an increase in distribution-related projects, according to Sexton. He said the consumer market in the U.S. is changing rapidly and there is not enough infrastructure to serve the popu-
lation, leading to the emergence of distribution centers where companies and communities are. “At the same time, there is such a shortage of drivers,” said Sexton. “A lot of companies, we’ve noticed, are looking at smaller, more regionalized distribution centers as well.” In its efforts of diversification, the Appalachian Regional Commission awarded $1.23 million in One East Kentucky. These funds will benefit Opportunity East Kentucky, OEK’s comprehensive initiative for diversifying Appalachian Kentucky’s post-coal economy. According to One East Kentucky, “in addition to supporting the further development of One East Kentucky’s targeted industry recruitment pipeline, ultimately resulting in the location of new manufacturing operations in the region, this project will allow OEK to establish a robust, never-before-implemented, business retention and expansion program.” Another moving part in One East Kentucky’s plan includes workforce and getting Kentuckians back to work after the Covid-19 pandemic. Stanley shared two perspectives on rebuilding the economy. First, by focusing on the location of companies that will create primary and secondary jobs. Second, is getting people back to work to increase the tax base of our local communities. Sexton said One East Kentucky wants to introduce or reintroduce individuals who have not been in the workforce for some time back. These individuals might come from single-income households, which are abundant in the region. “In the majority of our communities, 40 percent of people who are working age are considered homemakers,” said Sexton. Some other recent projects the One East Kentucky team has been working on include establishing an international landing zone in the region and more build-ready sites at regional industrial parks. SOAR to focus on broadband, population growth, remote work and tourism in the coming years By Josh Little Since its inception in 2013, Shaping Our Appalachian Region, often known as SOAR, has worked to bring economic stability and opportunity to Appalachia Kentucky while also working towards generating hope for the region. “When our goal has been achieved, SOAR doesn’t have to exist,” said Executive Director Colby Hall on the mission of SOAR in Appalachia Kentucky during a Zoom call with the Appalachian News-Express. Hall went on to say that although broadband internet and connectivity has been a major focus area for the organization in 2020 and 2021, there are also several other focus areas that need attention as well which will include creating more remote work opportunities in the region, finding ways to bring people back to the region while also keeping them here and leveraging tourism and the natural assets already within the region. “Everything that we are trying to solve in Eastern Kentucky revolves around population,” said Hall. “If population numbers continue to dwindle everything is unsustainable.” Hall said that there is a better chance now with the rise of remote work to bring people to the region and to keep them here while also providing them with a means of financial stability. “We now have a better chance for our own people to retain more of our best and brightest,” he said. “I feel like for far too long, the choice has been to leave and prosper or stay and wither. I think we can offer a better alternative.”
However, Hall said, in order for remote workers to be successful in the region, broadband connectivity has to be a major concern for rural areas. SOAR has been putting out information, sharing funding sources and sitting down with judge executives and mayors to come up with ideas for implementation of broadband connectivity to the region. Hall said he wants SOAR to be known as a catalyst for getting broadband on the move in Eastern Kentucky. “I think this is the most important problem that any of us will solve in Eastern Kentucky,” he said. Broadband internet connectivity and remote work opportunities are major needs for the region, according to Hall, but how would we get people into the region? Hall said tourism can help with this problem. “We have to be a little bit more aggressive finding people,” said Hall, noting that once tourists visit the region they fall in love with the area and want to stay. He noted that the marketing message for Eastern Kentucky tourism plays a huge role in bringing people in and said SOAR is focused on telling that story. In addition to the focus areas mentioned, Hall noted changes to the organization’s annual SOAR Summit which was traditionally held at Pikeville’s Appalachian Wireless Arena and, for the first time in 2021, will switch locations and be held in Corbin. The Summit generally draws more than 1,500 guests, Hall said. Hall said SOAR is focused on creating more regional events throughout the year centered around the summit. Healthcare Despite healthcare challenges over the years, the medical community in Southeast Kentucky has worked to respond to the region’s health needs, as medicine has become not only a big economic driver, but also a driver of educational opportunity and movement into the region. Recent decades have seen the expansion of services offered locally, meaning staying local doesn’t mean missing out on quality healthcare. All of the healthcare institutions are committed to bring the best care to patients right here in Eastern Kentucky. www.sekchamber.com

Pikeville Medical Center delivering advanced care to Eastern Kentucky For decades, it was widely believed that to receive high-quality medical care, patients from Eastern Kentucky had to travel outside the region. Many times, those trips spanned hundreds of miles and carried with them a significant financial impact on patients and their families. Pikeville Medical Center (PMC), under the direction of a progressive board of directors and administration, has been successful at changing that mindset with a series of recent capital investments and the receipt of numerous state and federal grants. In 2020, a year many businesses faced monumental financial setbacks, PMC experienced tremendous growth. PMC Pediatric Initiative
94
2021-2022
Throughout 2020, PMC announced projects and revealed plans to expand pediatric services to the children of the region. Two grants totaling over six million dollars enabled the medical center to move forward with plans to construct and equip the region’s only children’s hospital. In August, a groundbreaking was held as construction on the project officially began. “We have spent several years working to find ways to better serve our pediatric patients,” explained PMC Presi-
dent and CEO Donovan Blackburn. “Having this children’s hospital will help to fill the existing gap in pediatric care. This will allow more families to stay close to home, greatly reducing the financial burden that comes with traveling to hospitals hundreds of miles away.” When the project is complete, the hospital will treat patients from birth to 18 years old and will provide healthcare services for over 100,000 children within a 50-mile radius and offer a 10-bed inpatient capacity. In November of 2020, after receiving a $1.5 million donation from longtime PMC physicians Drs. R.V. and Jyothi Mettu, the much-anticipated facility was named the “Dr. R.V. and Jyothi Mettu Children’s Hospital.” In addition to the need to enhance pediatric medical care in Eastern Kentucky, Pikeville Medical Center has also addressed the intense need for needed therapy options for children on the autism spectrum. After months of planning and a series of answered prayers, PMC opened the Appalachian Valley Autism (AVA) Center in May of 2020. Almost immediately after opening its doors, the AVA Center was faced with the need
for expansion. Before the facility celebrated its first anniversary, the AVA Center had grown from the initial space of 3,300 square feet to a four-story, 27,000 square foot facility that rivals any similar facility in the country. The AVA Center utilizes the fundamentals of Applied Behavioral Analysis (ABA) therapy to assist children between the ages of two and 12 who are on the autism spectrum. Each Learner receives therapy under the direction of a Board-Certified Behavior Analyst (BCBA) who provides ongoing evaluations of the child’s progress and needs. In addition to ABA therapy, the AVA Center provides behavior management, ABA groups, social skills groups, feeding therapy, occupational therapy and speech/ language therapy. Also offered is Parent-Child Interaction Therapy (PCIT) and Autism Diagnostic Observation Schedule (ADOS) assessment. Each child, referred to as a “learner,” receives individualized treatment that promotes functional communication. The program is designed to ultimately help each child reach his or her fullest potential. To put the tremendous need for this type of facility into perspective, the CDC estimates that one in 54 children has been identified as being on the autism spectrum. In Pikeville Medical Center’s service area, that translates into approximately 600 children up to age four and over 1,700 between the ages of 5 and 17 who are potentially on the autism spectrum. PMC Heart & Vascular Institute Pikeville Medical Center’s commitment to advancing healthcare in Eastern Kentucky extends far beyond pediatrics. Recently, PMC completed a monumental $35.2 million capital investment to expand the PMC Heart and Vascular Institute, making it unlike any other in the Commonwealth. PMC is widely recognized as having one of the top heart programs in Kentucky. However, the goal is for the medical center to be the leading heart and vascular program in the state. The new PMC Heart and Vascular Institute includes a new Cardia Rehab department, 29 exam rooms, two waiting rooms, two state-of-the-art electrophysiology catheterization
(cath) labs and three interventional cardiac cath lab, each with its own control room. The facility encompasses a total of 26,000 square feet and features a new canopy and vestibule to accommodate patients and their families. The investment in this facility optimizes patient comfort while enabling the physicians to provide an advanced level of care. “Through these investments and with the support of our board of directors, Pikeville Medical Center is making a tremendous impact on the lives of the people in our region,” said Blackburn. “Knowing that families are not having to travel several hours to receive specialized care is definitely an answered to prayer for both our staff and our patients.” According to the CDC, Kentucky ranks ninth in the nation for deaths caused by heart disease, which serves to strengthen PMC’s commitment to provide the most advanced heart care available in Eastern Kentucky. PMC’s Economic Impact As the largest single hospital in Eastern Kentucky, Pikeville Medical Center has a tremendous responsibility, not only as a provider of high-quality health care, but as the region’s largest economic driver. PMC has grown to become a regional medical network offering accessibility to more than 500 medical providers across more than 50 areas of medical specialization and is the Commonwealth’s only Level II Trauma Center. PMC is committed to continually adding technology of the highest level to detect and treat diseases earlier and to making investments so quality healthcare is accessible to more people than ever before. Looking to the future, the administration and board of directors of Pikeville Medical Center will remain steadfast in their goal to recruit physicians who are second to none and who work together to attack and control diseases while delivering care with an emphasis on listening, compassion and faith.
