Weather Service determines that the area has at least a “moderate risk” for severe weather. “It really just depends on what is going on and where the storm is tracking,” Clippert said. Clippert said EMA has a group of community volunteers who are able to open shelters after an alert has been issued, and his office has a number of radio, television and Internet notification systems in place so residents in a particular area can be notified as soon as the decision to open a particular shelter has been made. Clippert said volunteers, who will receive some basic training, will be in charge of the shelter while it is open, but would not be required to operate any equipment. All sites will be equipped with call-restricted phones to reach local numbers, 911 or 800 numbers to contact the Emergency Operations Center.

Sedalia-Pettis County Emergency Management Director Dave Clippert says with the arrival of tornado season, storm shelters in La Monte, Smithton, Maplewood and Hughesville are ready for use by county residents. Sedalia residents in need of shelter may use the new facility at Sedalia Middle School –– with a maximum capacity of 3,000 people –– until work on remaining shelters is completed. Clippert said he will work closely with volunteers, school officials and Weather Service forecasters to determine the best time to open a specific shelter. “When we go into a watch we place the shelter on standby. As we watch those storms develop, we will work closely with the Weather Service to decide which shelters will need to be opened,” Clippert said. He said shelters would also be placed on standby if the

The technician position will output plates for our products and commercial print customers. The successful candidate will also typeset some advertisements and notices for our publications. There will be a limited role with creation or manipulation of news graphics, artwork and illustrations for use in our print and promotional material under deadline pressure. If you have comprehensive knowledge of Mac-based graphics software including Quark Express, Photoshop, Illustrator, In Design, or have 2 years experience in desktop graphic arts production, you should apply for this position. Those with prior newspaper experience are preferred.

Taking action to keep value in Missouri vote May 18-19, 2011

In 2005, the Missouri General Assembly passed into law a requirement that individuals present photographic identificaRep. Stanley tion when they vote Cox in person. This was in response to the —— public concern MISSOURI HOUSE 118th DISTRICT about something odd that had happened in St. Louis during the 2004 presidential election and in several other counties — there were more individuals on the registered voting lists than people who actually lived there. An unfortunate reality of recent elections is that instances of voter fraud have continued. As recently as the past couple of years, an Illinois man was prosecuted for voting for president in both Missouri and Illinois and ACORN workers were charged with election fraud in Kansas City. Missouri has a long history of voter fraud especially in the urban centers. For a people who cherish the right to vote as much as Americans, this practice is troubling. When the 2005 Photo ID requirement was challenged in court, the Missouri Supreme Court said that this requirement was unconstitutional under state law because voting is a fundamental right under our state constitution, and one or two named individuals in the case may have a hard time getting the photographic identification required to vote. Voting is a fundamental right. It should be protected to the fullest extent of the law. One way to protect the right to vote is to make sure that everyone’s vote counts equally. When individuals vote illegally, it reduces the value of the legally cast ballots — as they literally have less power. I have worked on this issue with others for more than four years. I am the primary sponsor in the House of a proposed constitutional amendment

known as the “Voter Protection Act.� This measure is designed to protect Missourians’ fundamental right to vote. The Missouri Supreme Court still doesn’t agree, so we’re going to poll the people. At the next statewide election, you will likely have the opportunity to vote on the Senate’s version of the Voter Protection Act, designated as Senate Joint Resolution 2. This is an amendment to our state constitution that would also allow early voting, and also would grant the legislature the power to specifically require voters to present photographic identification at the polls. This important legislation would require voters to produce a form of photo identification when voting to help reduce fraud and abuse in our elections. I believe that in this day and age, requiring photo identification to vote is a common-sense requirement. We all need photo ID to cash a check, rent a movie, buy Sudafed or get on an airplane. To ensure that this measure does not discourage voting, we have created exemptions for older Missourians (born before 1941), the disabled, and those unable to afford the documents necessary to obtain proper identification. I believe that requiring identification protects those of us who vote legally from those who don’t. The courts don’t agree. On this issue, you will get to decide — if the Senate finally passes this legislation prior to the May 13 adjournment. If they do, you will have an opportunity next year to protect our right to vote by amending our constitution to allow us to require photographic identification for voting.

Parkview students' drawings wow art judges in contest Bob Satnan

Damian Hinckle and Savannah O’Malley thought they were in trouble. As it turns out, nothing could have been further from the truth. “My mom got the letter and said, ‘What is it now?’ � Savannah said. And when Damian was asked to step out of class, his mind raced to try to figure out where he had crossed the line. What the two Parkview Elementary School third-graders had done was land on the winners list for the 16th annual Cray-Pas Wonderful, Colorful World Art Contest. The competition, sponsored by art materials manufacturer Sakura of America, included about 4,500 pieces of oil pastel artwork by students in kindergarten through eighth grade from across the U.S. and Canada. Damian took first place in the third- through fifth-grade category with his owl piece entitled “Hootie.� Savannah was named one of 150 finalists for her piece, which featured drawings of deer. Barney Knight, Parkview Elementary art teacher, said previous experience indicated Damian’s and Savannah’s pieces, as well as those from several other Parkview students, would be in the running for high honors. “We have entered (the contest) before, and we had some luck before, so I knew this year’s work was on track to be competitive,� Knight said. It took Damian and Savannah about five hours each to complete their pieces. Concerning subject matter, Knight told his students to “do something they enjoy, something wonderful and colorful.� When asked about the inspiration for his work, Damian said, “I like owls, and I like being artistic.� Savannah’s response: “I go hunting with my grandpa, and deer inspire me because they are so beautiful.�

Knight said it is “hard to achieve detail� with the oil pastel process. The students used a wooden stylus to draw through the layers of pastel to reveal different layers of color. Damian etched all the feathers on his owl, and that detail work was noted by the judges in their comments. Damian’s first-place honors will bring him a $200 U.S. Savings Bond, an award certificate, a tote bag imprinted with artwork, a large collection of Sakura art materials and products and gift certificates from participating sponsors. Savannah will receive an award certificate, a tote bag with her artwork printed on it and a generous amount of art supplies. Her artwork will also be included in the annual International Youth Art Exchange Program, sponsored by the World Awareness Children’s Museum in Glen Falls, N.Y. And Parkview will get prizes as well, including water colors, gel pens and more. “It’s great stuff that we’ll have fun wtih next year,� Knight said. While the original pieces are kept by Sakura, the students were provided with copies of their winning artwork. Those pieces were on display during Monday night’s Sedalia School District 200 Board of Education meeting, where the students received their award certificates from Knight. Savannah gave the copy of her artwork to her grandfather, Harlen Burton, of Sedalia, for his birthday. Damian said he was surprised that his piece won out over pieces from all across the United States and Canada. He said this summer, he plans to set one day each week aside just for art projects. Savannah said she will “be in my room drawing instead of out swimming.�

High travel costs keeping outdoorsmen close to home Once upon a time — and it wasn’t all that long ago — the cost of fuel was a nonfactor whether I was driving across the county line or across state and even national borders. Saying that such is no longer the case is an absurd understatement. The current and predicted price at the pump has become the predominant reason where and how I often do anything related to the outdoors. This is not a good situation for anyone whose primary source of protein is fish and game. It’s far worse for someone like me who derives an essential portion of his cash income from writing about the traditional outdoor sports. The second half of that economic reality is weighing heavy on my mind right now, because I’m trying to decide if I’ll attend this year’s Professional Outdoor Media Association (POMA) conference in Ogden, Utah. I could attend the conference on the cheap for about $630. Or I could travel in style for a trifle under $1,300. Or I could throw in the towel and stay home. If my dilemma was unique, it wouldn’t be a big deal to anyone other than me. But my situation is anything but unique. It’s being played out by millions of potential travelers all across North America this summer. That’s why the owners and employees of resorts, motels, marinas, restaurants and gasoline stations both at and en route to vacation destinations are shaking in their boots. And so are the hundreds of other companies that supply products or services to businesses directly associated with tourism. For many outdoorsmen, the price of gas has made staying home a forced option not just for vacations but for day trips as well. Since most of my favorite fishing holes are between 40 and 90 miles from my driveway, I feel their pain. A professional outdoorsman probably shouldn’t admit this, but I only

went fishing 11 times in Missouri in 2010. I’ve been fishing five times so far in 2011, but my boat has only been in the water once. I’m a lot more stubborn about curtailing the number of times I go smallgame hunting. I spent 20 days hunting rabbits or squirrels in 2010, which was actually a little better than average, and I went on eight more rabbit hunts before the season closed this past February. I indulged my passion for deer and turkey hunting 16 times in 2010, which was significantly below my average for the past 20 years. On the other hand, I devoted four mornings to filling two turkey tags this spring, which was an above average amount of time afield in pursuit of gobblers. What has changed about my hunting is where I hunt. I used to hunt wherever my fancy took me. Nowadays, most of my hunting takes place within 10 miles of Sedalia. Only occasionally do I venture more than 20 miles from my front door. While I refuse to stop feeling sorry for myself, because I can’t visit my old haunts as often, shortening my outdoor horizons hasn’t been all bad. I’ve discovered dozens of places to fish and hunt close to home that I’d overlooked before. That’s easy to do in the central part of the state, but no matter where you live in Missouri, there are new worlds — most of which are on public land — just waiting to be discovered. gjsa@sbcglobal.net
