Crimes are growing fast and so are their kinds, and modus. Be it the long-observed snatching, house breaking, theft, stalking and rapidly emerging cases of sexual assaults, road rage, students fights, and even murders; or today’s hi-tech remotely monitored and controlled crimes such as terrorism, extremism, hacking, money laundering and other cyber-crimes – all pass across one point in common and that is the prompt exploitation of technologies.

The easy accessibility to mobile phones and social sites which are otherwise a revolutionary invention, has significantly gone to their advantage. Although technologies are evolved with the obvious aim for the good of society, but perpetrators with their unrestricted resources are gaining more out of them.

It is an old saying that the hands of the Law are long and far reaching, but this appears falling short in today’s context unless the law enforcement agencies are sufficiently armed with state-of-the-art technologies and equipment. The incidence of an alarmingly large number of pending and unsolved cases is a testimony to it. Police forces, especially in India are less prepared and far behind the criminals.

Modernization of police in India has certainly taken a strive yet it has a long way to go.

The projects like CCTNS, National Intelligence Grid (Natgrid), National Counter Terrorism Centre (NCTC), Central Monitoring System (CMS) etc., are impactful initiatives but they are yet to fructify thanks to inadequate techno-legal training. Law enforcement agencies of India must be aware of both technical as well as legal requirements in order to derive maximum benefits out of these initiatives. Today, it is more important to save information and knowledge.

Modernization of police-forces is a continuous process and their requirement of modern weapons keeps evolving over time. The Central Armed Police Forces (CAPFs) are provided with the latest state-of-the-art weapons as per their requirements, and a Modernisation Plan-II is under implementation to further improve them. The Government of India has also supplemented the efforts of State Governments by providing central assistance to strengthen their police infrastructure and approved an enhanced outlay under the umbrella scheme of ‘Modernisation of Police Forces (MPF)’ with a total sum of INR 25,061 crore.

The General Data Protection Regulation (GDPR) is finally approved by the EU Parliament and is effective from 25 May 2018. It has far-reaching repercussions. It regulates the EU citizen’s data in every part of the world and in every organization processing or storing it, and therefore all such organizations need to be registered under GDPR, and in cases of noncompliance they may face heavy fines.

Besides other interesting editorials, this issue of SecurityLink India presents an interesting article on the Role of Data Protection Officer under GDPR which every pertinent organization is required to appoint.

When it comes to throughput or capacity requirements, these can vary a great deal based on resolution, frame rate and even the device being used to view the video streams. In this case the device is typically a large monitor in a central location. Table below gives some idea of capacity per camera requirements.

From the table it can be seen that to provide an HD video stream at 720p, a common resolution, the network must support at least 2Mbps and ideally 8Mbps. When this is multiplied out it can be seen that a good security camera will require on the order 700Gb per day.

Video security requirements

W

ith the need and growth for video surveillance, and in particular wireless video surveillance established, what are the specific requirements for this application? What requirements must a viable video security solution provide?

These requirements can be broken down into those that apply to the cameras themselves, and those that apply to the wireless network component providing the connectivity.

W

ith a typical security camera consuming up to 8 Mbps, to be effective the wireless network will likely be supporting more than one camera per network. Proxim offers a variety of Tsunami® products that support 10Mbps, 25Mbps, 50Mbps, 100Mbps, 240Mbps up to 633Mbps of useable bandwidth.

Reliable video communications

T

here are three main factors to reliable video communications: 1. The network must have high availability (as much as 99.999%) ●● The Tsunami® product line of outdoor wireless networking systems offer a full two year warranty. Proxim has customers who have deployed radios from ten years ago, have never been touched, and are operating today. The network must ensure the quality of the video stream in the face of radio frequency impairments or other traffic being carried on that wireless link ●● In this application poor image quality is absolutely not allowed. It is no exaggeration to state that in many deployments lives are at stake, and the video system and in particular the network must be top quality.

From a radio frequency performance perspective, Proxim builds into every unit it’s suite of interference mitigation technologies known as Proxim ClearConnect™ ensuring reliable wireless connectivity.

●● While basic connectivity is a must, it is not enough to ensure ‘Reliable Video Communications.’ To meet this standard the wireless technology beyond the radio frequency layer must deliver high quality video images. This relates to the MAC layer used, and Proxim has spent the last 15 years developing, improving

and delivering to the market the premier outdoor QoS MAC protocol – WORP®. With WORP® users of a Proxim Tsunami® network have the ability to set jitter and latency service level agreement for the traffic.

Minimum data rates for video traffic can be reserved, and all of this is implemented in a network that can be supporting more than just the video, Voice over IP and sensor data can also be supported on the same wireless network with WORP® running. ●● Video is unique in another way from typical data traffic, and in that it is almost all upstream. Meaning the vast majority of the traffic is coming from the camera and being uploaded to the network. Many systems are designed to be asymmetric, supplying more data capacity in the downstream, in the reverse. With Proxim the system is dynamic in it’s upstream/ downstream ratios and can easily move to 80% upstream lending support for this application. ●● A large amount of video traffic is now transmitted as multicast, which most wireless vendors transmit as multiple unicast with massive increases in required bandwidth. Proxim supports multicast and IGMP snooping to ensure multicast streams are properly and efficiently transported over the wireless connections.

3. The network must be secure – Video security traffic is mission critical and as such has work and it has to be secure. Proxim delivers on this requirement in multiple ways ●● Over the air format – Unlike many wireless video systems that are based on and use standard Wi-Fi protocols, WORP® on Tsunami® networks is a Proxim owned, developed and secured protocol. It is impossible for example to use a Wi-Fi sniffer on Tsunami® traffic, unlike mesh systems which use common WiFi frames. ●● The enclosures used in the Tsunami® product line are die cast aluminum, not plastic, and come with tamper proof seals. ●● Encryption – every packet sent over a Tsunami® link is encrypted with AES 128 encryption.

Mobility

S

ecurity is not required just on the street corner, or in a stadium, it must also operate on trains, trams, buses and even ferries. When looking at backhauling video traffic off

of any of these platforms, the bandwidth demand from even one camera can reach gigabits per day. Assuming a 720p camera from the previous table is used, multiplying that by four or even more cameras per train car, per bus yields an instantaneous data rate requirement of 8Mbps and 700Gb per day. The options for transporting this traffic off of a mobile platform are typically restricted to Mesh Wi-Fi, Advanced cellular (LTE) or Proxim. ●● Mesh: In the first case, as noted mesh is not secure and has a very difficult time supporting the necessary QoS required for quality video imaging. In addition handoffs between nodes in a Mesh network can be problematic, especially when confronted with hidden node issues. ●● LTE: While the network can support this traffic, it is cost prohibitive. If a 720p camera is used, this equates to 700 Gb per day, and at a typical $10/Gb its cost can equate to $7,000 per day, per camera. Outdoor deployments

W

ith a significant percentage of the video security deployments taking place outdoors, the equipment has to be able to pass stringent specifications including a rating of IP66 or more. Proxim Tsunami® products are all IP67 rated, meaning they can be submerged in 1 meter of water for 30 mins with no water ingress.

Wide operating temperature range

S

ecurity is not just a concern in temperate climates. The Middle East with day time temperatures reaching 50°C, and other areas such as Russia or Canada going as low as -40 degrees C, the wireless network has to be able to survive these brutal temperature ranges. Tsunami® products are rated for -40 to +60 degrees C operation. For those environments that are more temperate there are version of Tsunami® that support -30 to 55°C temperature ranges.

Beyond these core, fundamental requirements for any wireless network carrying mission critical video traffic Proxim offers additional support.

Wireless video case studies

roxim has been delivering to customers high end, carrier class Tsunami® systems for many years. Video security has always been a major application for the Tsunami® line given how it meets and exceeds the demanding feature a specification set required by the video security application. A select group of typical deployments are described here.

Dubai Investment Park

S

pread over 2300 hectares, Dubai Investments Park required a high-speed, cost-effective network to enable video security for intrusion detection and monitoring purposes. Over 40HD closed-circuit television (CCTV) cameras, 6 fixed ALPR cameras and automatic license plate recognition were deployed. The Proxim Tsunami® MP-8200 solution was installed across the residential zone of the park aggregating live feeds to a central monitoring station.

The result: The video surveillance network covers over 25% of the entire park area and required 15 days to perform the whole installation.

Allentown PA

A

s part of the city’s re-vitalization project, Allentown, PA - USA deployed security cameras to capture license plates at significant distances at night as well as monitor critical locations around the clock. The video solution they chose used high definition PTZ cameras requiring 4Mbps of continuous bandwidth per camera.

The local integrator, Communication Systems Inc (CSi), installed more than 300 Sony cameras, 175 of which are connected using wireless. Tsunami® was used as the wireless network component for Allentown.

The result: The citywide surveillance network helped reduce crime by 20%.

Statue of Liberty

W

hen Hurricane Sandy hit the greater Metro New York area, one of the areas hardest hit was the island in the middle of the harbor with the Statue of Liberty.

As part of the renovation following the devastation, the Statue surveillance and security system needed to migrate from analog CCTV to the latest in digital video technology. The Park decided to deploy 160 IP cameras with HD resolution. The cameras had the ability to operate in extreme low light, with an undistorted 200 degree FOV and operated at 6 megapixel resolution.

The result: The entire park/ island is now covered with HD video surveillance using Proxim Tsunami® radios as the network backbone.

Tenerife Spain tram

I

n Tenerife Spain they have a tram used for local mass transportation. The requirement was to provide complete CCTV coverage at speeds up to 100Km/h along 80Km of winding track which goes through the city and through tun22

Governing Council Meeting C

entral Association of Private Security Industry (CAPSI) and Association of Private Detectives and Investigators (APDI) recently held their Governing Council Meeting, which brought together national office bearers and members of CAPSI from across the country, and provided them a valuable networking opportunity to discuss, explore and set the stage for further cooperation a large number of issues pertaining to the private security industry.

The conference began with the opening remarks of Kunwar Vikram Singh, Chairman, CAPSI & APDI, and continued with interactive panel discussions, presentations, and briefings on various topics of interest like GST, Code of Conduct, matters related to principle employers etc.

The Meeting was graced by the presence of Vivek Bharadwaj, IAS, Joint Secretary (PM), MHA who actively indulged in a meaningful discussion with the industry representatives and invited their comments on current issues being faced by the industry. DGR model to determine the minimum service charges to be included in the tendering process by the PSAs. Delhi PSARA mandates a training centre to possess minimum one acre of ground for physical activities. This can be offset by conducting physical training in government schools which have playground of one acre or more. The training activities can be carried out after school hours.

Validity of PSARA license be enhanced from the present three years to five years. In case it is applied for renewal in stipulated time frame before the expiry date, and renewal not received, the agency’s license may be considered renewed. It was informed that the Govt of Bihar has started the process of auto renewal of licenses, and submission of documents is done on line.

Considering the fast turnover of security guards in the industry, present verification procedure followed by the police is very time consuming. It was recommended

that e-portals like that of NCRB be developed and used to identify the criminal records of the applicants, if any. If there are no adverse entries, it may be deemed clear.

That police stations located in remote areas of the country can be asked to work in collaboration and share information of any agency operating from that area, which otherwise is a difficult and timeconsuming task for CAPSI. That in Maharashtra it is compulsory for agencies to register with Maharashtra Security Guard Board and employ only those who are cleared by them. It was recommended that Maharashtra Guard Board be brought under PSARA. That if an agency submits the application in accordance with the check list of the State Controlling Authority, then the new license should be given within 60 days and renewals within 30 days.

Though the validity of the license in one of the states i.e., Jharkhand is for five years, but the Controlling Authority demands a yearly renewal charge of INR 25,000/- which

needs to be stopped forthwith. ●● That in AP/ Telengana, the Controlling Authorities are officers who perform the task in addition to their various other assigned tasks, thereby they get little time to resolve issues pertaining to the industry. ●● Controlling Authority in one of the states has enforced training of MDs in the state as part of the condition to renew license. If other states also do that, MD will require to be attending the same course in all states where his agency is functional. ● ● It was informed that Government of J&K has passed an Act wherein only those individuals who are the domicile of the state and have 51% share of the company will be able to run a security agency in the State. This debars Indians not belonging to the State of J&K from conducting business in the State.

Based on the discussions held, it is envisaged that MHA may issue certain recommendations to State Controlling Authorities which will eventually pave the way towards ease of doing business by the security agencies.

‘Star Rating’ for Private Security Industry

APSI is all set to launch ‘Star Rating,’ a process of evaluation of the security company with regard to its professional acumen and administrative prowess to determine its overall competency and grade them with an appropriate star rating.

This new initiative has been devised to facilitate the present 22,000 private security agencies (PSA) across India who are in competition to assert their competency with each other to garner contracts from all the private employers (PE), The concept is based on the ISO pattern of grading of a business establishment. The obvious advantage of such an evaluation conducted by the experts in the domain is that the rating obtained will go a long way in promoting the company in its quest to garner more business.

The CEO of CAPSI Maj Gen K Majumdar (Retd) stated that the Star Rating is a unique programme which will benefit the industry a lot in streamlining process and the conduct of business in accordance with the code of conduct formulated.

The rating is independent of the size of a company, and hence will hugely benefit smaller companies who could also aspire for Fire Star Rating.

PSARA is a model Act and rules formulated by states are within the broad contours of the Act. So far as checking of criminal records/ antecedents of prospective guards are concerned, these

could be obtained from the CCTNS portal which connects all operational police stations in the country except 80. Citizen service portal is another point that can be exploited. He was in favour of corporate licences for companies, and the service charges should not be below the minimum wages.

Private Detective Agencies (Regulation) Bill in the Rajya Sabha in the next session of the Parliament. A highlevel meeting of the MHA was called by the Special Secretary (BM) MHA to discuss the issues related to the pending legislation. National office bearers of APDI were invited to participate in the discussion. High ranking officers of the MHA and state police attended the meeting and expressed their expert opinion. He along with Kunwar Vikram Singh, Chairman, APDI; Mahesh Sharma, Secretary General; Pawan Ahluwalia, member of Board of Governers, C Pal Singh, Honorary Director General, and V. M. Pandit, Former President, APDI attended the meeting.

Chairman welcomed the idea and stated that present office bearers may be given another chance to build up APDI and reconstitution must be completed within the next 15 days. A decision was taken to organize APDI Seminars and workshops in Jaipur and Chandigarh for inculcating a cohesive working ethos.

APSI is to introduce a Job Portal for the benefit of both the security agencies as well as the training providers. The initiative is one of the first of its kind and it is accessible for all.

Though the security sector is growing at a very fast pace but it is yet 20% deficient amid the fast rate of infrastructural growth and urbanization in the country. The combined effect results in a clamor to enroll trained manpower by the security agencies to provide guards to various agencies.

Majority of the private security agencies do not have training facilities on their set up, and hence they depend on selected training providers for PSARA certified security guards. Many a times these security agencies conduct desperate hunts to employ suitable guards when they ink a fresh contract with the principal employers.

On the other hand, the training provider who has invested a large amount in creating an infrastructure and training persons to become guards are also looking to get them employed as soon as the course terminates and the candidate qualifies in the assessment and obtains the requisite certificate.

Under these circumstances an easy to access Job Portal will be beneficial for both the security agencies as well as the training providers.

The General Data Protection Regulation (GDPR) (Regulation (EU) 2016/679) is a regulation by which the European Parliament, the Council of the European Union and the European Commission intend to strengthen and unify data protection for all individuals within the European Union (EU) whilst addressing the export of personal data outside the EU. It regulates the EU citizen data in every part of the world and in every organization processing or storing an EU Citizen’s data.

The EU GDPR replaces the Data Protection Directive 95/46/EC and was designed to harmonize data privacy laws across Europe, to protect and empower all EU citizens data privacy and 44

to reshape the way organizations across the region approach data privacy.

This new law will have a profound impact on the operational and control environment of the organisations, not only within EU but also within the organisations based outside the EU including India. It extends the scope of EU data protection law to all foreign companies processing data of EU residents. It provides for a harmonization of the data protection regulations throughout the EU, thereby making it easier for non-European companies to comply with these regulations However, in some areas, the precise interpretation of the GDPR remains unclear, and businesses therefore face uncertainty in terms of their compliance obligations. To address this issue, the GDPR is supplemented by guidance issued by the Article 29 Working Party (WP29), an advisory body made up of representatives of the national Data Protection Authorities of each EU Member State.

Provision for Data Protection Officer (DPO)

T

he GDPR has a mandatory provision for the appointment of Data Protection Officer by pertinent organisations. The role of Data Protection Officer (DPO) is an important GDPR innovation and a cornerstone of the GDPR’s accountability-based compliance framework. In addition to supporting an organisation’s compliance with the GDPR, DPOs will have an essential role in acting as intermediaries between relevant stakeholders e.g., supervisory authorities, data subjects and business units within an organisation.

The DPO will have professional standing, independent, expert knowledge of data protection, and to quote the GDPR, be ‘involved properly and in a timely manner’ in all issues relating to the protection of personal data.

All organisations who will be required by the GDPR to appoint a DPO should do this as soon as possible and well in advance of May 2018. With the

authority to carry out their critical function, the Data Protection Officer will be of pivotal importance to an organisation’s preparations for the GDPR and meeting the accountability obligations.

A DPO may be a member of staff at the appropriate level with the appropriate training, however, GDPR also provides for an option of an external DPO who will be shared by a group of organisations.

It is important to note that DPOs are not personally responsible where an organisation does not comply with the provisions of GDPR. The GDPR makes it clear that it is the Controller or the Processor of the organisation who is required to ensure and to be able to demonstrate that the processing is in accordance with the GDPR. Data protection compliance is ultimately the responsibility of the Controller or the Processor.

Who needs a DPO

F

or the first time Data Controllers as well as Data Processors are required to appoint a Data Protection Officer in three situations as per Article 37(1) of the GDPR.

● Where the processing is carried out by a public authority or body

A

ny organisation that is a public authority or a public body must appoint a DPO. However, the GDPR does not define the expression ‘public authority or body.” Rather, the GDPR leaves it to each EU Member State to determine which organisations are public authorities and public bodies. Where a private business performs outsourced public

nder this provision companies whose primary activities involve processing personal data on a large scale for the purposes of behavioural advertising, online tracking, fraud prevention, detection of money laundering, administering loyalty programs, running CCTV systems, monitoring smart meters etc., will be caught by the DPO requirement. Core activities can be defined as the key operations necessary to achieve an organisation’s (Controller or Processor’s) goals. Article 37(1)(c) addresses the processing of special categories of data pursuant to Article 9, and personal data relating to criminal convictions and offences set out in in Article 10.

Qualifications

A

rticle 37(5) of the GDPR provides that a Data Protection Officer shall be designated on the basis of professional qualities, and in particular, expert knowledge of data protection law and practices, and the ability to fulfil the tasks referred to in Article 39.

The GDPR does not define the professional qualities required, or prescribe the training a DPO should undergo to be qualified to undertake the role. This allows organisations to decide on their 45

The appropriate level of qualification and expert knowledge should be determined according to the personal data processing operations carried out, the complexity and scale of data processing, the sensitivity of the data processed and the protection required for the data being processed.

Position of the DPO 1. Article 38 of the GDPR provides that the Controller and the Processor shall ensure that the DPO be involved properly and in a timely manner in all issues which relate to the protection of personal data. It is crucial that the DPO is involved from the earliest stage possible in all issues relating to the data protection.

In relation to data protection impact assessments, the GDPR explicitly provides for the early involvement of the DPO and specifies that the Controller shall seek the advice of the DPO when carrying out such impact assessments.

2. Article 38(2) of the GDPR requires the organisation to support its DPO 46

by providing resources necessary to carry out their tasks and access to personal data and processing operations, and to maintain his or her expert knowledge. In general, the more complex and/ or sensitive is the processing operations, the more resources must be given to the DPO. The data protection function must be effective and sufficiently wellresourced in relation to the data processing being carried out.

3. Article 38(3) establishes some basic guarantees to help ensure that DPOs are able to perform their tasks with a sufficient degree of autonomy within their organisation. In particular, Controllers/ Processors are required to ensure that the DPO does not receive any instructions regarding the exercise of his or her tasks. Recital 97 adds that DPOs, whether or not they are an employee of the Controller, should be in a position to perform their duties and tasks in an independent manner. The autonomy of DPOs does not, however, mean that they have decision-making powers extending beyond their tasks pursuant to Article 39.

should not be dismissed or penalised by the Controller or the Processor for performing their tasks. This requirement also strengthens the autonomy of DPOs and helps ensure that they act independently and enjoy sufficient protection in performing their data protection tasks. Penalties are only prohibited under the GDPR if they are imposed as a result of the DPO carrying out his or her duties as a DPO. For example, a DPO may consider that a particular processing is likely to result in a high risk and advise the Controller or the Processor to carry out a data protection impact assessment but the Controller or the Processor does not agree with the DPO’s assessment. In such a situation, the DPO cannot be dismissed for providing this advice.

5. Article 38(6) allows DPOs to fulfil other tasks and duties as well. It requires, however, that the organisation ensures that any such tasks and duties do not result in a conflict of interests.

The absence of conflict of interests is closely linked to the requirement to act in an independent manner.

Although DPOs are allowed to have other functions, they can only be entrusted with other tasks and duties provided that these do not give rise to conflicts of interests. This entails in particular that the DPO cannot hold a position within the organisation that leads him or her to determine the purposes and the means of the processing of personal data.

Functions of the DPO

Monitoring compliance with the GDPR

rticle 39(1)(b) entrusts DPOs, among other duties, with the duty to monitor compliance with the

GDPR. Recital 97 further specifies that DPO should assist the Controller or the Processor to monitor internal compliance with this Regulation. Monitoring of compliance does not mean that it is the DPO who is personally responsible where there is an instance of non-compliance. The GDPR makes it clear that it is the Controller, not the DPO, who is required to implement appropriate technical and organisational measures to ensure and to be able to demonstrate that processing is performed in accordance with this Regulation (Article 24(1)).

Data protection compliance is a corporate responsibility of the data Controller, not of the DPO.

The DPO’s role in a data protection impact assessment

A

ccording to Article 35(1), it is the task of the Controller, not of the DPO, to carry out, when necessary, a data protection impact assessment (DPIA). However, the DPO can play a very important and useful role in assisting the Controller in the job. Following the principle of data protection by design, Article 35(2) specifically requires that the Controller shall seek advice of the DPO when carrying out a DPIA. Article 39(1)(c), in turn, tasks the DPO with the duty to provide advice where requested as regards the DPIA and monitor its performance.

Risk-based approach

A

rticle 39(2) requires that the DPO have due regard to the risk associated with the processing operations, taking into account the nature, scope, context and purposes of the processing.

This article recalls a general and common-sense principle, which may be relevant for many aspects of a DPO’s day-to-day work. In essence, it requires DPOs to prioritise their activities and focus their efforts on issues that present higher data protection risks. This selective and pragmatic approach should help DPOs advise the Controller what methodology to use when carrying out a DPIA, which areas should be subject to an internal or external data protection audit, which internal training activities to provide to staff or management responsible for data processing activities, and which processing operations to devote more of his or her time and resources to. Article 24(1) provides that taking into account the nature, scope, context and purposes of processing as well as the risks of varying likelihood and severity for the rights and freedoms of natural persons, the Controller shall implement appropriate technical and organisational measures to ensure and to be able to demonstrate that processing is performed in accordance with this Regulation. Those measures shall be reviewed and updated where necessary.

nder Article 30(1) and (2), it is the Controller or the Processor, not the DPO, who is required to maintain a record of processing operations under its responsibility or maintain a record of all categories of processing activities carried out on behalf of a Controller.

In practice, DPOs often create inventories and hold a register of processing operations based on information provided to them by the various departments in their organisation responsible for the processing of personal data. This practice has been established under many current national laws and under the data protection rules applicable to the EU institutions and bodies. Article 39(1) provides for a list of tasks that the DPO must have as a minimum. Therefore, nothing prevents the Controller or the Processor from assigning the DPO with the task of maintaining the record of processing operations under the responsibility of the Controller. Such a record should be considered as one of the tools enabling the DPO to perform its tasks of monitoring compliance, informing and advising the Controller or the Processor.

cross the world, the year 2016 turned out to be quite eventful for cybersecurity with multiple, major threats and breaches reported. It is the time to prevent cyber-threats lurking around India’s educational institutions Broadly speaking, we understand cybersecurity as the preventive techniques used to protect the integrity of networks, programs and data from attack, damage, or unauthorised access. Over the years, cybersecurity has become a massive undertaking with the growing need to protect information and systems from major cyberthreats such as cyberterrorism, cyberwarfare and cyberespionage.

Furthermore, the impact of these threats on a personal level is getting more significant as we immerse ourselves in a world that depends on all things digital.

The awarenessadoption gap

A

mong organisations in general, there has been greater awareness about the implications of cyberthreats.

However, the education sector has somewhat lagged behind industry peers in the APAC region. While studies have not concluded the presence of a direct correlation between awareness and spending, only 66 percent of educational institutions (compared to 79 percent of financial institutions, for example) spent between 5% and 15% of their IT budgets

on cybersecurity. Yet, as recent attacks on institutions of higher learning indicate, data on research, enrolment and student records that sit within school campuses can be of great value.

As many as 76 percent of organisations in Asia-Pacific set aside at least 5 percent of their IT budgets towards cybersecurity this year, and about twothirds of them claim an increase in budget allocation from last year. Yet the education sector’s adoption levels, at 66 percent, have remained below average. Despite the less-than-adequate adoption levels, a whopping majority of the education sector reports a feeling of being well-protected.

Need to adopt quickly

C

ybersecurity solutions, too, have become more sophisticated – with the most advanced systems integrating automation to optimise prevention. However, the adoption of these measures leaves much to be desired, and this is particularly true for the education sector. In general, adoption is predictably lower in industries and institutions that are less technologically savvy. While 73 percent of the education sector in the APAC region suffers from outmoded infrastructure, as much as 72 percent of the schools surveyed are confronted with the practice of employees downloading unSecurityLink India ■ May 2018

authorised documents and software.

Antivirus and firewalls are no longer adequate by the new standards, yet two out of three companies rely on those methods alone. Meanwhile, two-factor authentication, anti-ransomware, and biometrics have low patronage. In spite of all the low (45 percent) adoption of sophisticated countermeasures, the confidence level among the educational institutions is as high as 86 percent. That lack of threat perception poses the kind of vulnerability that can be disastrous.

Additionally, the ageing internet infrastructure and internal threats constitute the top reasons why the education sector in Asia-Pacific is still vulnerable to cyberattacks. Budget allocation to more sophisticated cybersecurity is a prominent barrier in its adoption – only 42 percent of educational institutions are seen to have adequate allocations.

As the education sector burgeons in India, it is exposed to internal and external threats, leaving schools, colleges and research institutions vulnerable. Experimenting young minds who may take cyber risks at the cost of potential threats – unauthorized downloads are a critical example – pose a special threat. The education sector in India is digitizing itself, with technology driven education coming up as a separate high growth industry as well.

Education technology relies on broadband and optic fibre, and these compound the already existing challenge of relative naiveté among both institutions and users.

Inefficiency or insufficiency of cybersecurity measures put more at stake.

The cost of a breach is substantial – arguably, higher than the risks many companies seem to take by not investing enough on cybersecurity. In India, the figure is as high as Rs.25,000 crores and is expected to rise exponentially over the next decade.

Towards a strong policy

T

he National Cyber Security Policy 2013 is a solid document of vision for the Indian environment. It is especially important in an environment

where products and solutions for the education sector are available across international borders, transcending laws. In protecting youngsters from cyber ‘exposure,’ the document could also consider some cyberthreats as threats to national security. Some of these gaps are addressed in the National Association of Software and Services Companies (Nasscom) and Data Security Council of India (DSCI) launched by the Growing Cybersecurity Industry, Roadmap for India report of December 2016. In it, Nasscom identifies the lacuna in India’s cybersecurity policy and recommends 16 progressive policy measures, including tax breaks and cluster-funded cybersecurity ventures.

Meanwhile, the education sector finds itself in a contradiction of sorts.

On one hand, its rapid growth in India parallels the growth of IT systems to support it. On the other, the nascence of its growth has placed the sector in an especially vulnerable zone. As is the case throughout the Asian region, the Indian education sector is behind its world counterparts in grasping advanced cybersecurity systems that are available at its disposal. Despite its problems, this is a sector that does not figure on top of policy priority, in preference to finance and IT. Luxury Lake Living Updates Security To improve safety and instill a tranquil environment for citizens of Lagos de Carrasco (Carrasco Lakes), this residential community in Uruguay invested in a new monitoring system based on video management software from Milestone Systems

ilestone Systems open platform IP video management software (VMS) is helping the lakeside community of Carrasco Lakes in Uruguay to benefit from better security control.

Previous multiple standalone systems were not efficient enough. The new networked solution allows ongoing expansions with more cameras and video analytics.

Located to the east of Uruguay’s capital Montevideo, Lagos de Carrasco stretches across two islands, and is known for its beautiful houses perched on the lakes’ shores. However, because the semi-private residential community can be freely accessed through city streets, the topic of security is of keen interest to its residents. A few years ago, as the neighborhood began to grow, the area’s residents decided to invest in updating its video surveillance.

Considering its location and conditions, with certain factors like humidity, electrical currents and the physical difficulties surrounding cable extensions, the system that was formerly installed deteriorated over time. This lead to a negative impact on the quality of the surveillance images, as well as to the stability of the system in general.

Lagos de Carrasco worked with Milestone Partner Foxsys to execute the modernization project. Its Commercial Director, Juan Martín González, explained, “In light of the situational requirements, we installed an IP network system that connected to several of

the power supply points and featured a wireless connection that stretched across both islands. This was in addition to acquiring new cameras and a video control system in the height of the project.”

A custom technology upgrade

T

he previous system’s cameras, roughly five years old, were removed and replaced with about 34 IP cameras manufactured by HikVision and Arecont Vision. With the goal of combining each of these technologies and their new functions, Lagos de Carrasco chose the video management software XProtect Professional from Milestone Systems.

González manages the system bandwidth with the software configuration. “All the security cameras are IP based, and we depend on failover redundancy with the video. It’s a big challenge to work with restricted bandwidth, and XProtect Professional allows us to optimize it, lower our consumption in real time and maintain the best recording resolution possible,” he said.

Surveillance is performed in two ways – from the central neighborhood security office, and remotely from security company BLITZ’s main headquarters.

plemented systems were a complex challenge for the operators. “With the introduction of Milestone Systems software, we could optimize the concentration of CCTV personnel, immediately observe different incidents and qualify the seriousness of them. What’s more, we’re now able to conduct preanalyses to prevent potential crime through the identification of people and/ or actions,” Márquez said.

Looking ahead: The project continues

he initial investment is the first of three stages that the Lagos de Carrasco community has planned, another stage focuses on expanding to the farther most western perimeters of the neighborhood, potentially adding 2025 additional cameras.

“This is a complicated situation, seeing as there have been several intrusions specific to the area. Due to a lot of vegetation and precarious conditions, it faces some larger technical challenges,” González explains.

The third and final stage involves integrating different video analytics through Milestone Solution Partners.

These include prowling detection methods, identifying trespassers in restricted areas and registering them, identifying and recognizing license plates, as well as establishing alerts for license plates not belonging to any of the residents that enters the neighborhood.

someone might drop $5,000 in a sealed, tamper-proof bag into a slot and walk away,” said Millar, “The bag gets processed in a cash room and if a bank employee opens it and finds it’s short, it’s vital that we have good camera coverage with a chain of evidence to show with some confidence that the bag wasn’t tampered with.”

“Because video evidence is so critical to Westpac New Zealand, the March Networks remote health monitoring functionality is very important,” continued Millar, “If we lose a camera or a recorder hard-drive, we need to know as soon as possible because we don’t want a branch to open without a fully functioning video surveillance system. In these situations, we’ll dispatch a security guard to the branch until we can get a technician there to get the system up and running.”

Westpac New Zealand provides its regional and branch managers with access to video systems in the locations they oversee, and requires them to check the field of view monthly to make sure the cameras are properly positioned for optimum surveillance. The bank also makes the systems available to its antimoney laundering investigators and other key people in the organization. From time to time, the security department will receive requests for video from the human resource department, for example, or from a customer whose car has been dinged in a branch car park.

In the event of a robbery or other incident, still images from the video solution can be quickly and easily emailed to law enforcement. Video clips can also be exported directly onto a memory stick or burned to a DVD. Westpac New Zealand’s decision to standardize on a March Networks intelligent video solution is based on the bank’s experience with different vendor offerings.

Safety for Helsinki Metro T

he Helsinki Metro is the major transit hub in Finland’s largest metropolitan region and the world’s northernmost metro system. Connecting downtown Helsinki with the neighboring suburbs and cities, it is a vital traffic artery for citizens and commuters. Every year, 63 million passengers rely on the safe and efficient Helsinki Regional Transport Authority (HSL) rail system.

Since November 2017, the Helsinki Metro reaches even further. A massive expansion project, the Länsimetro (Western Metro) extension, has added 14 kilometers of track and eight brand-new metro stops reaching all the way to the town of Espoo.

When it came to adding public address and emergency voice evacuation on such a massive scale, Helsinki Metro chose Bosch Praesideo. Known for its scalability, high level of redundancy, interference-free audio, and operational versatility, Praesideo is installed in more than 20,000 applications worldwide; including the pre-existing Helsinki Metro network.

With its unique optical network, Praesideo proved the perfect solution to extend the system and integrate the Länsimetro’s 5,580 new loudspeakers, which are installed in twelve colors and 14 different speaker designs to match the state-of-the-art interior aesthetic.

As every one of the eight new metro stations features a unique architectural design and different building materials, it took extra measures to ensure uniform audio quality. Using Bosch speakers, sound experts conducted 3D-acoustics tests at all stations. This provided the basis to fine-tune audio controls on a station-by-station basis via 24 amplifiers on 600 channels with 91kW total amplifier power.

Ensuring interference-free audio at all eight new stations regardless of acoustic variations, Praesideo from Bosch now delivers passenger safety according to the highest specifications. Länsimetro has gained certification according to sound system standard SFS-EN 50849, as well as Fire Alarm Standards SFS-EN 54-16 and SFE-EN 54-24.

Fulfilling a key requirement set by HSL, Praesideo from Bosch is installed as a distributed system to allow for controlling broadcasts at all eight Metro stops individually.

Bringing customer safety full-circle, Bosch Praesideo also interfaces with Helsinki Metro’s other security systems. A direct interface with fire safety allows the Bosch system to trigger automated evacuation messages in case of a fire alarm to guide passengers to the nearest exit or tunnel. Interfaced with the video surveillance system, Bosch Praesideo plays automatic warning messages and alerts operators when passengers are veering dangerously close to the tracks.

Construction is already underway for Stage 2 of Länsimetro to add seven kilometers of new track, and full-circle passenger security powered by Bosch Praesideo, by the year 2020.

ith over 166 years’ experience with seaports, ships and ferries, City Lines offer comfortable and safe sea transportation services to tourists and those who live and work in Istanbul, Turkey’s most populous city. Every day, over 150,000 passengers rely on City Lines services.

Having decided to offer a new ferry service between Istinye and Çubuklu, which are both part of the Istanbul greater metropolitan area located on different sides of the Bosporus, City Lines asked Istanbul-based security systems integrator InfoMET Technologies to recommend video surveillance cameras to help keep passengers and the ferries safe and secure. The cameras would be required to cope with sea conditions as well as capture high resolution images day or night.

Statewide Surveillance Solution in Mexico Sinaloa Government Chooses Valerus for its Multi-City Network

icon Industries, Inc., designer and manufacturer of video surveillance and access control software, hardware and components, is working closely with the State of Sinaloa, Mexico to create a statewide surveillance network that unifies the systems of all of its metropolitan areas including the cities of Culiacan, Mazatlan, Los Mochis and others. The new statewide initiative, built upon Valerus VMS software, will allow for greater coordination between all municipalities and their law enforcement agencies in their efforts to combat the influence of powerful drug cartels entrenched within the region. A new, state-of-the-art facility in Culiacan, the state’s capital, serves as a centralized coordination hub for security and life-safety operations at the city, municipal and state levels. Expansive video walls, recording servers and monitoring stations provide operators with access to all cameras within their respective domains, with the ability to share video across departments as necessary. There are currently over 1000 Vicon security cameras in Culiacan, along with 800 special license plate reading cameras custom developed by Vicon for this project. Ultimately, there 62

will be approximately 4800 cameras in Culiacan alone, with thousands more across the other cities.

M.C. Jose de Jesus Galvez, the state’s Secretary of Innovation and close aide to the Governor, says that Vicon’s Valerus is able to provide a centralized system, with localized control and operation, which is flexible enough to work with much of the equipment already in place in each city. Plus, the cost to purchase and install Valerus was less than for other video management systems, providing long-term, recurring savings that he will then be able to invest in additional equipment and system expansion over time.

Integrated security solution for Epping Forrest, London G

JD worked closely with the Basson Group, who is a leading provider of CCTV infrared and light enhancing cameras, to provide an integrated security system for Epping Forest in London.

The forest, managed by the City of London Open Spaces department is London’s largest open area of approximately 6,000 acres of ancient woodland and is home to an abundance of wildlife.

Challenge

E

pping Forest required a full-scale security upgrade to replace out-dated intruder detectors and CCTV cameras.

The key requirements included a cost effective, reliable and low energy security solution, without compromising on image quality and detection ability. This is of imperative importance as the City of London Open Spaces department relies on CCTV surveillance for security, visual management, coordination of staff and effective monitoring of visitors and facilities.

In order to deter intruders, illumination at the forest is essential, especially at night as some areas are in total darkness. The nature of the site meant that light pollution had to be kept to an abso-

lute minimum, in order to avoid adverse impact to wildlife and the local environment. The detectors needed to be robust enough to be easily repositioned, if required at another area of the site. Another major specification was to ensure a low false alarm rate to avoid unnecessary disruptions.

Solution

A

fter careful consideration it was decided that GJD’s BS8418 compliant D-TECT X MKIII wireless detector offered the perfect solution. The DTECT X MKIII is compatible with most camera systems and features the very latest quad PIR sensor technology, a discreet internal antenna, long range wireless communications, programmable detection range and a tamper protected housing, making the detectors a robust and reliable choice for Epping Forrest.

In total twenty wireless D-TECT X detectors were installed in conjunction with the D-TECT X Receiver. The use of GJD’s receiver made the installation much quicker for the professional installer. All the detectors were linked to the receiver before attending the site, which saved time on location as the detectors just had to be fitted to their preselected locations and then interconnected to the alarm panel via the D-TECT X receiver. tors, as they have been used previously on numerous installations and I have found them to be the most reliable compared to other competitive brands.”

Both 30m and 40m variants of the D-TECT X MKIII detector were selected in order to achieve extremely accurate areas of protection. The 30m versions provide a wide volumetric area of coverage, as the detection pattern can be adjusted from 8mx8m to 30mx30m. The 40m detectors were selected for when a narrow detection pattern is required and can be adjusted to provide an impressive narrow detection zone of 40mx4m or 40mx8m.

The detectors effectively control and activate the newly installed Basson Group security cameras. Basson have upgraded the CCTV cameras with additional PTZ cameras, now totalling over 25 infrared cameras, comprising static cameras (IRB284VHQ) and PTZ cameras (IRB1-PTZ). These cameras were chosen because of their unrivalled infrared capabilities and the fact that the illuminators are separated from the camera, offering maintenance free operation and suitable for very dark environments.

The next generation of mobile credential is one of the most exciting features of this new release. 3xLOGIC’s mobile credential adds push notification, location services, multi-factor authentication (MFA) and upgrades to the default door page.

Push notification is used to alert all credential holders of any events of significance such as school opening delays or lockdowns. Notifications can be sent ad hoc to a single person or group, or can use the industry-leading infinias Rules Engine for preconfigured notifications based on events. For example, receive a notification when a door is forced between 6pm and 6am.

Security Market Survey Highlights Needs for Intelligent, Flexible Video Surveillance Solutions

elco by Schneider Electric recently surveyed 489 end-users within the surveillance industry about their surveillance needs and where they see the industry headed. The survey analyzed how end-users view their current surveillance systems and the expectations they have for emerging technologies.

Key findings

T

he study revealed significant and valuable insights into the current state of the video surveillance market, and how users rate their existing systems and market offerings in terms of meeting their business needs. Here are five of the top findings of the study: ●● One-third of end-users believe that integration between disparate systems is their most significant security challenge today. ●● Forty-four percent of end-users believe their current surveillance technology isn’t sufficient for 2020. ●● One in every three end-users thinks artificial intelligence will make the most significant impact on the surveillance industry by 2020. ●● Sixty-four percent of end-users plan to prioritize predictive analytics in the next few years. ●● Over half of those surveyed say they use their surveillance system to meet current business challenges, but haven’t seen it reach its full potential.

Many surveillance systems aren’t meeting current needs

W

hile parts of the security market may develop over a more extended period, the technology of video surveillance has been rapidly changing for at least the last ten years and shows no indication of slowing down. These technical advances mean that new capabilities are regularly introduced into the market to improve overall system performance and/or to provide specific solutions to current surveillance challenges. For this discussion, we will consider systems that have been installed within the last five years using the avaliable technology at the time of installation to be ‘current,’ while knowing that even within the most recent two years many new features and functionalities have become available.

Systems installed more than five years ago may continue to function and meet some business purposes, but due to this rapid rate of enhancements, they can no longer be considered current.

Half of surveillance systems are out of date

B

y this measure, the survey reveals that half (49%) of existing surveillance system installations are functionally out of date because they were installed more than five years ago. A significant portion of these (19% of the total) were installed more than ten years ago – a lifetime in terms of available camera technology.

The quick pace of technology systems is evident in security managers concerns. Of the respondents, 33% reported that their biggest technology challenge is their equipment becoming outdated. The fraction was higher for users with older systems, installed 10 or more years ago, at 44%. The next biggest technology challenge was integrating surveillance cameras with the rest of the security systems, reported by 29% of respondents (slightly higher for respondents with newer systems – 33%). Other technical challenges lagged behind these two.

Integration remains a broad challenge

R

espondents gave a clear message when they were asked to identify their biggest security challenge – the top answer at 34% was ‘integration between disparate systems,’ and this concern was consistent across all end-user categories.

This answer is interesting because the concept of integrating security systems is somewhat new. In the past, an organization’s video surveillance system stood apart from the access control system, parking lot gates, time and attendance system, and others. As these systems have undergone technology improvements, and the data and intelligence of these systems become more available for integration using internal networks as well as cloud-based services, the potential for integration has emerged and increased. The high recognition of this potential and its

characterization as a challenge indicates a high market readiness for improved integration techniques, products and services.

Surveillance trends for 2020

W

hile it is always a challenge to predict the future, budget cycles and organizational planning do encourage security managers to think about how to prepare for the future. Part of that process is evaluating current and emerging technologies to determine which are most likely to address future challenges.

Given the high change rate of technology mentioned earlier, it is not surprising that more than two-thirds of the study respondents (68%) are not convinced that their current security technology will be sufficient to address their needs in 2020, which is barely two years away.

Users want predictive analytics

O

ne thing the end-user respondents are sure about the future is that predictive analytics will be a priority. A full 64% reported they would be prioritizing these technologies going forward, and 35% said it would be a high priority.

During the last year, panoramic cameras and predictive analytics were the top two security trend topics that caught the attention of end-user respondents – with 50% and 38% respectively. Other topics caught the attention of 29% or fewer respondents.

IoT and AI moving mainstream

S

tudy respondents also think that some emerging technologies that were not explicitly designed for security will nonetheless become relevant to the security market shortly.

In particular, 54% of the end-users believe that the Internet of Things, or IoT, will be mainstream surveillance technology by 2020, and one third (33%) say that Artificial Intelligence, or AI, will make the most significant impact on the surveillance industry by 2020. Close behind, 32% say automation will make the most significant impact. Together, these results again indicate a willingness on the part of end-user respondents to accept and incorporate emerging technologies into their security programs, and they are optimistic about the development, testing and deployment timetables.

Surveillance: More than security

S

ecurity end-users have heard and understood stories about companies using video surveillance footage for additional business purposes. For example, it’s known that national retailers use video cameras in their stores not only to combat theft and fraud but also to gauge the effectiveness of marketing programs and in-store product displays. Respondents in this study appear to have incorporated these ideas into their security system expectations, even if the results haven’t come as of yet.

51% of surveillance professionals said that by 2020, other departments such as marketing and operations would use video surveillance to help make business decisions. The advent of automated analytics such as heat maps, automatic loitering detection, and similar functions make the data collection tasks much more manageable and brings the SecurityLink India ■ May 2018

data closer to useful intelligence, which should further increase adoption and use.

In a related question, 54% reported already using video surveillance for operational purposes, and another 12% planning to introduce that initiative soon. Of the 54% that have already implemented some operational uses, most report that the full potential is yet to be realized, while 19% say that they have seen ‘proven results.’

These responses further support the evidence that end-users are confident that the new technologies will provide benefits and are trying out, or at least will experiment with, operational scenarios. As specific solutions prove successful, we expect them to spread within market verticals and trigger additional sales opportunities.

Recommendations

B

ased on interpreting the responses collected in this study, and the associated findings, there are several recommendations for video surveillance integrators and providers going forward. ●● Prioritize offering an easy-to-use system for smaller users, to make it easier to implement and scale, particularly if the upgrade path is clear. ●● Implementing even basic automation/ analytics reduces the need for dedicated security monitoring and staff.

Alerts can be set to trigger attention when needed, while the video is available for review if an incident occurs. ●● Make sure to consider the non-security benefits including liability reduction, marketing information etc., that may offset costs of a security system and bring additional business value. ●● A full solution provider, with confirmed testing and compatibility of system elements, is the lowest risk and most effective approach.

Validation Tests for Security Automation NIST Releases NISTIR 7511 Revision 5: Security Content Automation Protocol (SCAP) Version 1.3 Validation Program Test Requirements

he Security Content Automation Protocol (SCAP) consists of open standards that are widely used by organizations to measure and continuously monitor the security settings and controls of computer systems and applications in order to find software flaws and security-related configuration issues. Also, SCAP standardizes the nomenclature and formats used to manage and measure the vulnerability of computer systems to threats and their compliance to policies, especially Federal Information Security Management Act (FISMA).

NIST has published NIST Internal Report (NISTIR) 7511 Revision 5, Security Content Automation Protocol (SCAP) Version 1.3 Validation Program Test Requirements, the latest in a series of documents on SCAP, that describes the test requirements for SCAP version 1.3. SCAP 1.3 consists of a suite of specifications for standardizing the format and nomenclature by which security software communicates information about software flaws and security configurations.

The SCAP validation program offers vendors an opportunity to provide independent verification that security software correctly processes SCAP-expressed security information and provides standardized output. Industry and government end users benefit from the SCAP validation program by having assurance that SCAP-validated products have undergone independent testing and have met all necessary requirements defined in NISTIR 7511.

Under the SCAP Validation Program, independent laboratories are accredited by the NIST National Voluntary Laboratory Accreditation Program (NVLAP). Independent laboratories conduct the tests defined in this document on products at the request of vendors and deliver the results to NIST. Based on the independent laboratory test report, the SCAP Validation Program then validates the product under test, and the validation certificates awarded to vendor products are publicly posted on the NIST SCAP Validated Products web page.

This publication is intended for NVLAP-accredited laboratories conducting SCAP product and module testing for the program, vendors interested in receiving SCAP validation for their products or modules, and organizations deploying SCAP products in their environments.

Shaping Intelligence AI Cloud World Summit Hikvision held the summit that discussed building an Artificial Intelligence (AI) ecosystem through open collaboration

ikvision has successfully organized 2018 AI Cloud World Summit at Hangzhou International Expo Centre from 30 to 31 March 2018. The summit was attended by over 2,000 participants including industry experts and scholars, as well as the Hikvision partners including Microsoft, Intel, Milestone Systems and Axxonsoft. The forum gave both attendees and presenters opportunities to explore trends in AI development, its real-world applications, and AI-related partner cooperation in global markets.

Hikvision introduced AI Cloud in October 2017 at the China Public Security Expo in Shenzhen. AI Cloud is a development concept born out of the Internetof-Things (IoT) era. It is a three-layered architecture that incorporates cloud and edge computing to provide multidimensional perception and front-end processing at edge nodes, and then process data in real-time and converges to edge domains for intelligent applications and create new data. It further converge on-demand data to the cloud center for big data analysis.

Aviation Cyber Security Services F-Secure’s new service combines expertise in aviation and cyber security to help aviation companies protect their most critical assets

rust is everything in the aviation industry. A successful cyber attack – even a minor one against something like an in-flight entertainment system – could undermine confidence in airlines or even the entire aviation industry. That’s why global cyber security provider F-Secure has launched a specialized Aviation Cyber Security Services offering that’s designed to help airlines and similar organizations protect their aircraft, infrastructure, data and reputations.

Cyber security has emerged as a significant issue for many industries, including those working in aviation. 85 percent of airline CEOs identified cyber security as a significant risk in a 2015 survey. While many industries have been dealing with data breaches and cyber attacks for many years, FSecure’s Hugo Teso says that changes in the aviation industry bring new risks for the airlines.

Security assessments play a vital role in aviation cyber security by flagging potential issues before airlines or manufacturers who attempt to certify devices or services for use.

F-Secure’s head of Hardware Security Andrea Barisani works with a team of experts that has nearly a decade of experience in performing security assessments for avionics and aircraft manufacturers, and places particular focus on designing and verifying data diodes which is a defense mechanism that mitigates worst case scenarios by restricting how an aircraft’s systems can communicate with one another.

“A key issue we help organizations with is how to protect an aircraft’s safety-critical systems from compromises in systems that are, in a sense, more exposed but less significant to an airplane’s operations,” said Barisani, “A key protection measure is separating systems into different ‘trust domains,’ and then controlling how systems in different domains can interact with one another. This prevents security issues in one domain, like a Wi-Fi service accessible to passengers, from affecting safety-critical systems, like aircraft controls or air to ground datalinks.”

But the service isn’t limited to simply assessing different technologies or components. According to Teso, the offering aims to help airlines achieve long term security for all their operations and systems.

“In aviation, trust is everything, and airlines know that if they lose trust they lose business. And even though cyber security is a relatively new concern for them, they understand that they need to get on top of problems right away and stay ahead of potential issues as technologies, operations, and threats evolve,” said Teso, “The overlap between security and safety is 100 percent clear to airlines, so even an attack that’s not intended to affect the safety of an aircraft in reality – like hacking into a database to steal passenger data – is an unacceptable risk that threatens to undermine customer confidence in other operations.”
