Fortingall Roots: Latest on the archaeology of Fortingall and Glenlyon
Come to the Molteno Hall, Fortingall on Thursday, 3 October at 6 pm to hear from Dr Anouk Busset about this year’s archaeological work in Fortingall and Glenlyon. In May her team of archaeologists from *ODVJRZ8QLYHUVLW\VXUYH\HGWKHÀHOGQHDU Bridge of Lyon which contains monuments dating from the Neolithic, Bronze, Iron and Mediaeval ages to see what signs there of DUFKDHRORJ\DUHVRIDUXQLGHQWLÀHG3UHOLPLnary interpretation of the survey shows there DUH GHÀQLWHO\ VRPH WKLQJV WKHUH WKDW QHHG further exploration. The team also went on with their previous work up Glenlyon at Kerrowmore, near the old graveyard, where they suspect there may be signs of an early chapel. Dear Patients of Aberfeldy & Kinloch Rannoch Medical Practice,
As some of you may be aware the GP contract in Scotland is currently undergoing some radical changes in order to allow GPâ€™s to have more time to spend with their patients. Some of these changes are already in place with Practice Pharmacists taking on more responsibilities, Primary care Mental Health Nurses in practice and physiotherapists within SUDFWLFHEHLQJĂ€UVWSRLQWRI FRQWDFWIRUYDULRXVMRLQWFRPSODLQWVVXFKDVNQHH EDFNSDLQ etc. These changes are not available in all practices as yet but will be phased in over time. The health board are now looking at the next stage of this process whereby more everyday tasks such as phlebotomy (blood taking), ECGâ€™s, ear syringing, wound care, removal of sutures, catheter care and blood pressure monitoring will no longer be the responsibility of the practice and will be overseen by the health board. As such this will mean that when attending for an appointment for one or more of the above, it will no longer be one of the practice nurses or health care assistants within the practice who will do these. Staff employed by the health board will undertake these tasks. In addition, it is likely these will be undertaken not within the practice building but in the newly remodelled care and treatment centre across the road from Aberfeldy Medical Practice. A model for how this will work for our patients in Kinloch Rannoch and the surrounding area is still to be developed. We as a practice strongly feel that some of the latter changes will fragment the care we strive to achieve as a rural practice. Unfortunately, the changes are being imposed by the Scottish Government who negotiated the new contract. Although certain aspects of the QHZFRQWUDFWZHIHHOZLOOEHEHQHĂ€FLDOIRURXUSDWLHQWVDQGJHQHUDOSUDFWLFHDVDZKROH moving forward, the latter changes we feel will have a detrimental effect on the care provided by rural GP practices. As a practice we would welcome your thoughts on the planned changes and your support LQDVNLQJWKDWVRPHRI WKHVHFKDQJHVDUHPRGLĂ€HGWREHWWHUVXLWKRZUXUDOJHQHUDOSUDFWLFH should and is delivered. Perth and District Hillwalking Club
Perth and District Hillwalking Club runs PRQWKO\ GD\ ZDONV QRUPDOO\ RQ WKH Ã€UVW Sunday of every month. We travel anything up to one hundred miles by coach to avoid repeatedly walking in the same areas. By using coaches we can be dropped off and picked up at different locations. This lets us HQMR\ D YDULHW\ RI LQWHUHVWLQJ OLQHDU URXWHV and often allows us to take a more unusual approach to some hills. Our graded walks vary from valley walks of as little as six miles to much more demanding expeditions climbing two or more Munros with anything up to approximately twenty miles of walking. We are a friendly club and new members are always welcome. In Celtic tradition, on the night of Thursday, 31 October, the festival of Samhain is celebrated to mark the beginning of winter. This festival celebrates the evening where the veil between the mortal world and the spirit world is the thinnest, allowing both man and spirit passage between both realms. Town Hall - The new windows in the kitchen and Lesser Hall are now in place. Unfortunately some dry rot was found in the lintel of one of the windows; this is being UHPHGLHGDWDIXUWKHUFRVWRI Â… Further funding is being sought in order to complete the redecoration of the Lesser Hall DQGUHIXUELVKPHQWRI WKHĂ RRU The planned heating improvements in the Lesser Hall and other areas is now in abeyance due to the funding application not being granted. This work will be carried out as soon as possible. Use of the Hall is strong, so check with the Locus Centre for available dates and information on new activities. Locus Centre - The refurbishment of the disabled toilet will hopefully be complete by the time you read this providing a much needed service to visitors and locals. We YHU\ PXFK DSSUHFLDWH WKH EHQHĂ€WV RI WKH Co-op Community Fund, which has made this improvement possible. Advertisers are paid to convince you to part with your cash. You may need to be strict with yourself. Think about making a budget. First, consider how much you really need to spend. I recently held a public meeting in Tummel Bridge with Mike Williamson, to hear directly from the FRPPXQLWLHVZKRKDYHFRQFHUQVDERXWWKHSURMHFW7KHRUJDQLVHUVUHFHLYHGÂ…WR KHOSVHWXSWKHSURMHFWDVSDUWRI )HEUXDU\ÂˇVFRXQFLOEXGJHW The Loch Tummel communities raised a number of issues with me at the meeting and these will be raised with Audit Scotland. The communities do not feel that the council has taken their concerns seriously and I feel that the best option is to pass these concerns to an independent body like Audit Scotland. Many are concerned about a lack of transparency around the grant of public money and how it was given to one organisation with seemingly no competition, or the following of a procurement process. It seems like no environmental impact assessment was considered and it would appear that no thought has been given to the potential further costs to the FRXQFLOWKDWLQFUHDVHGWUDIĂ€FRQUXUDOURDGVPD\FDXVH I am all for encouraging responsible tourism into Highland Perthshire and my support of the tourism industry over the years speaks for itself, but I cannot ignore the serious concerns that rural communities have raised with me over Heart 200. Residents also want to welcome tourism and visitors to the area, but it is about doing so in a planned and sustainable manner. $QHZEHQHĂ€WSURYLGLQJKHOSIRUSHRSOHRQORZLQFRPHVWRPHHWWKHFRVWVRI DIXQHUDO became available on September 16. Aberfeldy Parish Church, Taybridge Road What dâ€™you mean - we havenâ€™t got a week in the Thrift Shop Draw?!! Does that mean we canâ€™t do Shoebox Appeal this year? Well, we nearly didnâ€™t go ahead with the Appeal after that disappointment, but then we had a bit of a brainwave - would our regular supporters be willing to pledge the funds for a Ã€OOHGVKRHER[DWDFRVWRI Â…SHUER["6R we emailed round dozens of folks, seeking their views and - in less than one week - we KDGSOHGJHVZRUWKDOPRVWÂ… How good was that! We decided, therefore, WR SUHVV DKHDG ZLWK RXU SODQV FRQÃ€GHQW that we could raise the necessary funds. We called in the pledges and surprise, surprise! - many people gave even more money than WKH\KDGLQLWLDOO\SOHGJHGMXVWVRW\SLFDORI the spirit of kindness and generosity which characterises this valley! Then, Aberfeldy and District Rotary gave us an extremely JHQHURXVGRQDWLRQRI Â…DQG*UDQGWXOO\ Logos, one of our sponsors, came in with generous funding also. We followed that with a bag-packing day in Aberfeldy Coop in August where we invited other members of the public to sponsor more boxes. Altogether we raised an amazing Â…LQWKH&RRSLQRQHGD\$QGQRZ Breadalbane Academy and Pitlochry High School are planning their fundraising events for the autumn - these being the last pieces RI WKHIXQGLQJMLJVDZ All this means that our amazing, local community is pulling together yet again, working across the generations to put a smile on the faces of men, women and children at Christmas time as they open their beautifully wrapped shoeboxes - all done in the name of Jesus and sent with love from Scotland. I have been thinking a lot recently about the experience of losing something. In Primary 6 I lost my only pair of smart shoes. To make matters worse, they were new. My Mum and Dad insisted that I search across the football pitch where I had last seen them. They LQVLVWHG,DVNHGWHDFKHUVDQGWKHMDQLWRULI they had seen my new shoes - I remember the excruciating shame of having to confess my absent-mindedness each time enquired. And the disappointment of each time they said â€œnoâ€?. I had to keep looking and looking for weeks, until at last the search could be given up. The replacement shoes were not nearly as nice as the ones I had lost. There is nothing like the pain of losing something. It is a long-lasting pain. And what about when we ourselves are
lost? We feel lost when the person we once were seems to have gone. That old person: EULJKWZLWKFRQĂ€GHQFHĂ€OOHGZLWKFHUWDLQties, unstoppably energetic, unimpeachably virtuous and perpetually cheerful; when that person goes, then we are lost. What do you GR":KHUHGR\RXJRWRĂ€QG\RXUVHOI DJDLQ" You can pretend that you are not lost. Many of us keep pretending. Including pretending to ourselves. You can desperately try to get the old person back, read self-help books, watch TED talks and attend seminars. But in the Christian faith, and in many of the great faith traditions, the advice is not to SUHWHQGRUĂ€JKW7KHĂ€UVWWKLQJWRGRLVWR recognise that you are in fact lost. I love the poem â€œLostâ€? by David Wagoner. In it he says, â€œWherever you are is called Here, and you must treat it as a powerful stranger.â€? The second thing to do is let yourself be IRXQG1RWÂ´Ă€QG\RXUVHOI ÂľEXWÂ´OHW\RXUVHOI

Cllr Mike Williamson Perth & Kinross Council Highland Ward - SNP At the beginning of September the Life Long Learning Committee met to discuss the School Estate review for %RWK/RJLHUDLW 3LWORFKU\7KHSDSHUVFRQWDLQHGDSURposal to set up a Highland Perthshire Learning Partnership (HPLP) with the support of Perth College (UHI). The proposal requested the setting up of a working group which would be made up of parents, senior management and staff from Pitlochry High School, Breadalbane Academy 3HUWK&ROOHJH The amendment put forward for Pitlochry High at the Life Long Learning committee by Cllr McDade and I was supported by all Councillors. It requested that the remit for HPLP VKRXOGH[SORUHDFROODERUDWLYHDSSURDFKWRWKHGHOLYHU\RI VXEMHFWVIURP3LWORFKU\+LJK without having any detrimental effect on the delivery of education at Breadalbane Academy. ,WLVQRZGRZQWRRIĂ€FHUVWRFRPHEDFNZLWKSURSRVDORQKRZWKLVPLJKWZRUNLQSUDFWLFH DQGWKHUHIRUHDQRSHUDWLRQDOGHFLVLRQ2IĂ€FHUVZHUHUHTXHVWHGWREULQJDQXSGDWHEDFNWR committee by January 2020. There was also a wish to set up nursery provision at Logierait. I proposed an amendment to the paper which will remove the review of this service in 5 years. This will take away the uncertainty of the future for Logierait. It was a great honour and privilege to have attended the unveiling of a memorial plaque, in Tenandry Church, to Fusilier Archie McIntosh who died aged 19, a month before the end of the Second World War. PADS - PADS (Perthshire Abandoned Dogs Society) is a well-loved, long established local dog rescue charity with kennels at Forteviot, a few miles south-west of Perth. Councillor John Duff Perth & Kinross Council - Highland Ward Conservative In September, the Lifelong Learning Committee heard further reports about the School Estate Review for Pitlochry High and Logierait Primary schools. Further details were presented in relation to three options - 1) the inclusion of 5th and 6th year education at Pitlochry High School; 2) having all 4th, 5th and 6th year pupils at Breadalbane Academy or 3) to develop the Highland Perthshire Learning Partnership. At earlier meetings of the Committee, it had been agreed that the outcome of the review could not be educationally detrimental to either school. It was reported that options 1 and 2 would impact negatively on VXEMHFWFKRLFHIRUDOOSXSLOVDQGRQWHDFKHUUHFUXLWPHQWIRUDQ66RQO\ High School meaning that neither option would meet the no detriment test. Option 3, the creation of a Learning Partnership involving greater collaboration between both schools, Perth College/UHI, both Parent Councils and other key stakeholders was seen as the way forward. An amendment to the proposal was accepted that requested the working group to consider different models of delivering education across both schools which may see the delivery of some 5th and 6th\HDUVXEMHFWVDW3LWORFKU\+LJK6FKRROLQDQHIIRUW to reduce some travelling, provided this is not detrimental to the educational offer at Breadalbane Academy. All 5th and 6th year pupils would continue to attend Breadalbane Academy and be Breadalbane Academy pupils. The Highland Perthshire Learning Partnership is an innovative approach which aims to deliver a stronger, more enhanced senior school education for all pupils in our area and will also bring new opportunities for school leavers and adult learners too. The report on Logierait Primary School recommended that a small nursery (max 8 pupils) be set up within the school with the aim of helping to increase WKHVFKRROUROORYHUDSHULRGRI \HDUV'HVSLWHWKHUHEHLQJDVLJQLĂ€FDQWQXPEHU of primary school age children within the catchment area, evidence would suggest that some children attend other schools due to a lack of childcare in the area. This is a very positive and proactive outcome for Logierait and one that has been welcomed by the school, the parents and the community and I wish it every success. On September 9 the charity C-R-Y (Cardiac Risk in the Young) mobile unit visited Breadalbane Academy and provided free heart screening to 100 young people in the 14-35 age group, mostly pupils from Breadalbane and Pitlochry. I was interested to see the recent decision taken by Perth and Kinross Council that means closer collaboration will now take place between Breadalbane Academy and Pitlochry High School. The local authority has decided to go down the route of creating a Highland Perthshire Learning Partnership (HPLP), which will see the two schools working together and will also include the help of Perth College UHI and other community partners in the provision of schooling in Highland Perthshire. Council members agreed that any changes canâ€™t be to the educational detriment of either Breadalbane Academy or Pitlochry High School. I believe that this is a very important principle which needs to be adhered to. Overall, this is an ambitious move which should bring exciting opportunities for children and staff in Highland Perthshire. The creation of the HPLP will lead to a shared vision for the educational provision in Highland Perthshire. It was also pleasing to hear that the council administrationâ€™s proposal to establish nursery provision within Logierait Primary School was agreed by members. Following analysis FDUULHGRXWLQ$SULOWKHFRXQFLOLGHQWLĂ€HGWKDWHLJKWSXSLOVZRXOGEHOLNHO\WRVWDUWQXUVHU\ at Logierait next year, with seven more the following year. Perth and Kinross Council has also predicted that the re-development of an existing ground Ă RRUURRPFRXOGVHHWKH/RJLHUDLW3ULPDU\6FKRROUROOLQFUHDVHE\ZLWKLQWKHQH[W three years and rise by as much as 70% by 2029. This announcement of nursery provision will be warmly welcomed by the Logierait Parent Council which has fought for this since the school was placed on the School Estate Review list. Prior to the decision being made on nursery provision in Logierait, Perth and Kinross Council held an open day for parents in the area to gauge if there was demand for early learning and childcare at Logierait Primary School and I was delighted to hear that there was. Logierait Primary School started off the new term in August with a roll of 18 children but this move to roll out nursery provision should secure its future. One hour of help earns One Time Credit, and credits are deposited in the Timebank. People can draw out their Time Credits and spend them on a range of skills and opportunities on offer from other participants. The event on September 8 was held at Clashcat by kind permission of Sir Ian Lowson and thanks is given to Colin McGregor and his team for all their efforts. There was a fantastic turn out once again and with perfect weather conditions it made a very competitive event in a fun and sociable setting. Aberfeldy and District Probus Club - On September 4, the Aberfeldy and District
Probus Club met at Moness after the summer break. Iona Eterman and Natalie Fern came from the Wardrobe Department of Pitlochry Theatre to give a talk on the work that goes on behind the scenes to produce the costumes for every differing production. The process of producing an entire wardrobe for a production is a long and (it seemed) complicated one. Fabrics and costumes are sourced from all over the UK, then brought to Pitlochry IRUVXLWDEOHPDNLQJXSDQGDGMXVWPHQWVWRVXLWWKHDSSURSULDWHSOD\7KH\JDYHH[DPSOHV RI KRZIDEULFVFDQEHZRUNHGRQWRÃ€WWKHGDWLQJVHWWLQJRI DSURGXFWLRQVXFKDVG\LQJ bleaching and even using sandpaper on a good suit to create a worn effect! It is so easy to EHLQWKHDXGLHQFHHQMR\LQJZDWFKLQJZKLOVWEOLVVIXOO\EHLQJXQDZDUHRI WKHODUJHDPRXQW of preparation that has gone into a successful production. They also brought some sample costumes, so it was possible to take a close look at the intricacy of the work, especially in period costumes. By the time this is being read the autumn school break will be upon us and riding will KDYHĂ€QLVKHGIRUWKH\HDU5LGLQJIRUWKHDXtumn term always goes by so fast. However there has been plenty going on. We have had one new rider who is very keen and has made steady progress and everyone has been practising for the small Handy Pony event we had to celebrate the 50 years of RDA. Gold Rosettes were given to all riders for this special occasion. On the same day we formally commissioned our new shed now resplendent with a brass plaque marking the generous donation from the League of Friends of the Aberfeldy Cottage Hospital. Several members of the League of Friends came along for this occasion and were able to see the riders completing their course. The Driving Harness and Reins (in immaculate condition) which has been very generously donated to us is still available. Aberfeldy Model of Care - The Aberfeldy model of care short life working group met at the end of August to discuss any outstanding work and the progress made in the provision of more locally based comPXQLW\VHUYLFHVIRUWKH$EHUIHOG\ .LQORFK Rannoch Community. 6LJQLÃ€FDQWSURJUHVVKDVEHHQPDGHVLQFHWKH initial concept was approved. Service leads have provided a vision of how each clinic within the service will be delivered. This has allowed us to develop a standard operating procedure for each service and a provisional clinic schedule. It is anticipated that this will be implemented in a phased way, and it is PRVWOLNHO\WKDWWKHÃ€UVWSKDVHZLOORSHQQHDU the end of October 2019 with the delivery of many of these clinics. Utilising integrated care teams in this way should enhance the quality of the service provided, providing co-ordinated and appropriate care in a more timely fashion, closer to home. During discussions at the short life working group, an overview was provided of NHS Near Me and examples were given of its use. NHS Near Me is a new video consulting service which aims to provide outpatient consultations as close as possible to home. This could be provided for some clinics within Aberfeldy, with support from eHealth. It was acknowledged that this could EHEHQHÃ€FLDOIRUVHUYLFHXVHUVLQDSSURSULate settings, whilst face-to-face consultation was considered most appropriate in some circumstances. Further scoping of this is currently being carried out. $GMXVWPHQWVWRWKHSURSHUW\DQGFDUHHQYLronment have been required to meet standDUGV LQ VHFXULW\ Ã€UH UHJXODWLRQ LQIHFWLRQ control and dementia standards. The timing RI WKHRSHQLQJRI WKHÃ€UVWSKDVHKDVEHHQ dependent on the completion of these adMXVWPHQWVZKLFKDUHFXUUHQWO\RQJRLQJDQG predicted to be complete in October 2019. Any new equipment required has been purchased and installed within the new hub. Similarly, the equipment necessary to support the IT infrastructure has now been installed and is ready for use. Feedback was received following consultation with community groups, regarding the naming of the new Community Hub. With
consideration of this feedback, a decision was made by the group at the August meeting; the name of the new wing is Aberfeldy Care and Treatment Hub. Marie Curie CafĂŠ - The Annual Marie Curie CafĂŠ was held again this year in the Aberfeldy Town Hall on August 31.
