Dear Patients of Aberfeldy & Kinloch Rannoch Medical Practice,

As some of you may be aware the GP contract in Scotland is currently undergoing some radical changes in order to allow GP’s to have more time to spend with their patients. Some of these changes are already in place with Practice Pharmacists taking on more responsibilities, Primary care Mental Health Nurses in practice and physiotherapists within SUDFWLFHEHLQJÀUVWSRLQWRI FRQWDFWIRUYDULRXVMRLQWFRPSODLQWVVXFKDVNQHH EDFNSDLQ etc. These changes are not available in all practices as yet but will be phased in over time. The health board are now looking at the next stage of this process whereby more everyday tasks such as phlebotomy (blood taking), ECG’s, ear syringing, wound care, removal of sutures, catheter care and blood pressure monitoring will no longer be the responsibility of the practice and will be overseen by the health board. As such this will mean that when attending for an appointment for one or more of the above, it will no longer be one of the practice nurses or health care assistants within the practice who will do these. Staff employed by the health board will undertake these tasks. In addition, it is likely these will be undertaken not within the practice building but in the newly remodelled care and treatment centre across the road from Aberfeldy Medical Practice. A model for how this will work for our patients in Kinloch Rannoch and the surrounding area is still to be developed. We as a practice strongly feel that some of the latter changes will fragment the care we strive to achieve as a rural practice. Unfortunately, the changes are being imposed by the Scottish Government who negotiated the new contract. Although certain aspects of the QHZFRQWUDFWZHIHHOZLOOEHEHQHÀFLDOIRURXUSDWLHQWVDQGJHQHUDOSUDFWLFHDVDZKROH moving forward, the latter changes we feel will have a detrimental effect on the care provided by rural GP practices. As a practice we would welcome your thoughts on the planned changes and your support LQDVNLQJWKDWVRPHRI WKHVHFKDQJHVDUHPRGLÀHGWREHWWHUVXLWKRZUXUDOJHQHUDOSUDFWLFH should and is delivered. Plans are to be drawn up in the near future by the health board to inform patients of these proposals but such is the feeling within the practice team as a whole that we have taken the unprecedented stance in informing you in advance. All that we ask is that you give us feedback of your thoughts on this matter, by emailing aberfeldyprescriptions.tayside@nhs.net, completing a feedback form available in both sites reception or contacting your local MSP. Nominees should reside in Aberfeldy and district and should play an important part in community life via exceptional service in their work or professional life or voluntary work. The person making the nomination should give a full account of the reasons for nominating their candidate. Nominations should be submitted by Thursday, 31 October to Peter Donaldson, Glengyle, Taybridge Terrace, Aberfeldy, PH15 2BS or peter_donaldson@lineone.net Rotary Award for Aberfeldy and District Club - Our club has won an DZDUGIRUWKH9LOODJH:DWHU3URMHFWWKDWZHSURPRWHGDQGPDQDJHGLQ The award is bestowed by Rotary Scotland North and is in recognition of the installation of new water wells and improvements to hygiene and sanitation to two villages in Zambia plus hygiene training and support in a poor suburb of Lusaka, Zambia’s capital. Our club is proud of this achievement which, in the raising of funds, has been made possible by the generosity of the people of Aberfeldy - for which, again, we express our sincere thanks. Open Mornings - The Club will be holding another Open Morning on Saturday, 5 October at the Birks Cinema. We invite all to come to talk to us - to learn more about Rotary in Aberfeldy, our fundraising, our support for local and international charities and good causes, our social activities and membership. In Celtic tradition, on the night of Thursday, 31 October, the festival of Samhain is celebrated to mark the beginning of winter. This festival celebrates the evening where the veil between the mortal world and the spirit world is the thinnest, allowing both man and spirit passage between both realms. The Scottish Crannog Centre will be celebrating the festival with an event that includes many spooky activities for everyone WRHQMR\7KHUHZLOOEHVWRU\WHOOLQJDQGPXVLF to be heard in the cosy crannog, shadow pupSHWVÀUHDQGPDJLFWULFN\JDPHVSOXVPXFK more happening throughout the course of the event. For years before I ever heard of a care group, I used to wonder what I would do towards the end of my life. Thankfully it has all worked out perfectly. We are fed, entertained, looked after in every possible way, even tucked up at night. Every wish is granted. On top of that we receive immense kindness and genuine love. I am content.

Despite Christmas being on the same date every year, have you noticed how it always seems to creep up on us earlier and earlier? No sooner are children back in school than WKH VWRUHV VWDUW ÀOOLQJ WKHLU VHDVRQDO DLVOHV with Christmas chocolates. The shops are well prepared but are we? Here are some tips to help. Making a list saves money - No matter how stunningly beautiful the shop displays look RUKRZHIIHFWLYHWKH79DGYHUWVDUHGRQ·W let yourself get sucked in by Christmas advertising. Advertisers are paid to convince you to part with your cash. You may need to be strict with yourself. Think about making a budget. First, consider how much you really need to spend. Make a list and stick to it. If you haven’t got much money don’t feel obliged to VSHQGLWMXVWEHFDXVHLW·V&KULVWPDV6WLFNLQJ to the list stops you being sucked in by the impulse buys. The shops often have special offers months before Christmas which you could take advantage of. In the run up to Christmas you could then buy one or two presents a month to take advantage of these savings. But remember to stick to your list! Consider how much you can realistically save between now and Christmas. Saving can be tough, but remember, a little is better than nothing especially when your income is low and money is tight already. If you start saving now (1 Oct), even as little DVÂ…SHUGD\ZLOOJLYH\RXPRUHWKDQÂ… E\&KULVWPDV0D\EH\RXFRXOGKDYHDMDURU PRQH\ER[DQGSXWLQÂ…HYHU\GD\EHWZHHQ now and Christmas so you can see your money mount up. Not only is this great for Christmas but it’s a way of easing yourself into the habit of saving regularly. Managing the cost of Christmas - It may be worthwhile considering what Christmas really needs to cost you. There are still three monthly paydays until Christmas - most people receive their December pay early - which gives you time to organise and plan what you are going to do. Perhaps have some conversations with family members about how you

will approach Christmas this year. Are you having a large family gathering? It could be fun to have everyone bring a dish towards the Christmas dinner to reduce the cost. Do you need to buy presents for everyone? It can be easy to get carried away. Perhaps you could consider doing a family secret Santa so each of you buys one gift within a set budget. This reduces the cost for each member of the family. It may also reduce the waste of excessive wrapping paper and cheap gifts that ZHUHSXUFKDVHGMXVWEHFDXVHRI WKHSUHVVXUH to buy something for everyone. Research by Groupon found that over 53% of the gifts opened on Christmas Day are forgotten about or completely unused. The thing that remains is the memories of time spent together as a family. %XGJHWLQJLVIRUOLIHQRWMXVWIRU&KULVWPDV Being prepared for any big expenses such as Christmas takes time, thought and planning but it also pays to be prepared with regular spending too. There are some great tools available for budgeting and saving. The CAP Money Course helps thousands of people every year to budget their money, save and spend well. Courses are run across the UK, giving people the skills to take control of their Ă€QDQFHV DQG VWD\ RXW RI GHEW 7KH QH[W course being run in Highland Perthshire begins at 7 pm on Tuesday, 1 October in Aberfeldy Church Centre. Pete Wishart MP Perth & North Perthshire - SNP I wanted to let readers know that Perth and Kinross Council has been referred to Audit Scotland over its hanGOLQJRYHUDÂ…SXEOLFJUDQWJLYHQWRWKHRUJDQLVHUV of Heart 200. I recently held a public meeting in Tummel Bridge with Mike Williamson, to hear directly from the FRPPXQLWLHVZKRKDYHFRQFHUQVDERXWWKHSURMHFW7KHRUJDQLVHUVUHFHLYHGÂ…WR KHOSVHWXSWKHSURMHFWDVSDUWRI )HEUXDU\¡VFRXQFLOEXGJHW The Loch Tummel communities raised a number of issues with me at the meeting and these will be raised with Audit Scotland. The communities do not feel that the council has taken their concerns seriously and I feel that the best option is to pass these concerns to an independent body like Audit Scotland. Many are concerned about a lack of transparency around the grant of public money and how it was given to one organisation with seemingly no competition, or the following of a procurement process. It seems like no environmental impact assessment was considered and it would appear that no thought has been given to the potential further costs to the FRXQFLOWKDWLQFUHDVHGWUDIĂ€FRQUXUDOURDGVPD\FDXVH I am all for encouraging responsible tourism into Highland Perthshire and my support of the tourism industry over the years speaks for itself, but I cannot ignore the serious concerns that rural communities have raised with me over Heart 200. Residents also want to welcome tourism and visitors to the area, but it is about doing so in a planned and sustainable manner. $QHZEHQHĂ€WSURYLGLQJKHOSIRUSHRSOHRQORZLQFRPHVWRPHHWWKHFRVWVRI DIXQHUDO became available on September 16. Aberfeldy Parish Church, Taybridge Road What d’you mean - we haven’t got a week in the Thrift Shop Draw?!! Does that mean we can’t do Shoebox Appeal this year? Well, we nearly didn’t go ahead with the Appeal after that disappointment, but then we had a bit of a brainwave - would our regular supporters be willing to pledge the funds for a ÀOOHGVKRHER[DWDFRVWRI Â…SHUER["6R we emailed round dozens of folks, seeking their views and - in less than one week - we KDGSOHGJHVZRUWKDOPRVWÂ… How good was that! We decided, therefore, WR SUHVV DKHDG ZLWK RXU SODQV FRQÀGHQW that we could raise the necessary funds. We called in the pledges and surprise, surprise! - many people gave even more money than WKH\KDGLQLWLDOO\SOHGJHGMXVWVRW\SLFDORI the spirit of kindness and generosity which characterises this valley! Then, Aberfeldy and District Rotary gave us an extremely JHQHURXVGRQDWLRQRI Â…DQG*UDQGWXOO\ Logos, one of our sponsors, came in with generous funding also. We followed that with a bag-packing day in Aberfeldy Coop in August where we invited other members of the public to sponsor more boxes. Doing Shoebox Appeal in the Aberfeldy Parish Church last year was voted a big success, so we’re going to repeat that as a venue. A huge “thank youâ€? once again to all our artistes and helpers and to all you kind folk who sent down your guests. Pitlochry Highland games will be long past by the time you read this, but we’re hoping for a great parade down the street and hopefully a nice dry day and lots of people at our tombola stall!! We held an EGM in September to change the band to a SCIO which most charitable organisations are now doing and the executive committee was stood down and a board of eight trustees selected. Rev Neil Glover

Dear Friends,,

I have been thinking a lot recently about the experience of losing something. In Primary 6 I lost my only pair of smart shoes. To make matters worse, they were new. My Mum and Dad insisted that I search across the football pitch where I had last seen them. They LQVLVWHG,DVNHGWHDFKHUVDQGWKHMDQLWRULI they had seen my new shoes - I remember the excruciating shame of having to confess my absent-mindedness each time enquired. And the disappointment of each time they said “no. I had to keep looking and looking for weeks, until at last the search could be given up. The replacement shoes were not nearly as nice as the ones I had lost. There is nothing like the pain of losing something. It is a long-lasting pain. And what about when we ourselves are

lost? We feel lost when the person we once were seems to have gone. That old person: EULJKWZLWKFRQĂ€GHQFHĂ€OOHGZLWKFHUWDLQties, unstoppably energetic, unimpeachably virtuous and perpetually cheerful; when that person goes, then we are lost. What do you GR":KHUHGR\RXJRWRĂ€QG\RXUVHOI DJDLQ" You can pretend that you are not lost. Many of us keep pretending. Including pretending to ourselves. You can desperately try to get the old person back, read self-help books, watch TED talks and attend seminars. But in the Christian faith, and in many of the great faith traditions, the advice is not to SUHWHQGRUĂ€JKW7KHĂ€UVWWKLQJWRGRLVWR recognise that you are in fact lost. I love the poem “Lostâ€? by David Wagoner. In it he says, “Wherever you are is called Here, and you must treat it as a powerful stranger.â€? The second thing to do is let yourself be IRXQG1RW´Ă€QG\RXUVHOI ÂľEXW´OHW\RXUVHOI

For Christians, it is Jesus who does the ÀQGLQJ 7KH ZKROH SLFWXUH of Jesus as a redeemer, is DERXWVRPHRQHZKRÀQGVD lost person, pays the cost of their restoration, and brings them back home again. And this, said Jesus, is a picture of heaven. There is nothing like the pain of losing VRPHWKLQJ%XWWKHUHLVQRWKLQJOLNHWKHMR\ of it being found. May it be that in the right time, and the right way, May it be that every good thing that has once been lost to you, May also, so, one day, be found Yours, 0LQLVWHU$EHUIHOG\'XOO :HHP*UDQWXOO\ HU $EHUIHOG\ 'XOO :HHP *U /RJLHUDLW 6WUDWKWD\

Cllr Mike Williamson Perth & Kinross Council Highland Ward - SNP At the beginning of September the Life Long Learning Committee met to discuss the School Estate review for %RWK/RJLHUDLW 3LWORFKU\7KHSDSHUVFRQWDLQHGDSURposal to set up a Highland Perthshire Learning Partnership (HPLP) with the support of Perth College (UHI). The proposal requested the setting up of a working group which would be made up of parents, senior management and staff from Pitlochry High School, Breadalbane Academy 3HUWK&ROOHJH The amendment put forward for Pitlochry High at the Life Long Learning committee by Cllr McDade and I was supported by all Councillors. It requested that the remit for HPLP VKRXOGH[SORUHDFROODERUDWLYHDSSURDFKWRWKHGHOLYHU\RI VXEMHFWVIURP3LWORFKU\+LJK without having any detrimental effect on the delivery of education at Breadalbane Academy. ,WLVQRZGRZQWRRIĂ€FHUVWRFRPHEDFNZLWKSURSRVDORQKRZWKLVPLJKWZRUNLQSUDFWLFH DQGWKHUHIRUHDQRSHUDWLRQDOGHFLVLRQ2IĂ€FHUVZHUHUHTXHVWHGWREULQJDQXSGDWHEDFNWR committee by January 2020. There was also a wish to set up nursery provision at Logierait. I proposed an amendment to the paper which will remove the review of this service in 5 years. This will take away the uncertainty of the future for Logierait. It was a great honour and privilege to have attended the unveiling of a memorial plaque, in Tenandry Church, to Fusilier Archie McIntosh who died aged 19, a month before the end of the Second World War. Councillor John Duff Perth & Kinross Council - Highland Ward Conservative In September, the Lifelong Learning Committee heard further reports about the School Estate Review for Pitlochry High and Logierait Primary schools. Further details were presented in relation to three options - 1) the inclusion of 5th and 6th year education at Pitlochry High School; 2) having all 4th, 5th and 6th year pupils at Breadalbane Academy or 3) to develop the Highland Perthshire Learning Partnership. At earlier meetings of the Committee, it had been agreed that the outcome of the review could not be educationally detrimental to either school. It was reported that options 1 and 2 would impact negatively on VXEMHFWFKRLFHIRUDOOSXSLOVDQGRQWHDFKHUUHFUXLWPHQWIRUDQ66RQO\ High School meaning that neither option would meet the no detriment test. Option 3, the creation of a Learning Partnership involving greater collaboration between both schools, Perth College/UHI, both Parent Councils and other key stakeholders was seen as the way forward. An amendment to the proposal was accepted that requested the working group to consider different models of delivering education across both schools which may see the delivery of some 5th and 6th\HDUVXEMHFWVDW3LWORFKU\+LJK6FKRROLQDQHIIRUW to reduce some travelling, provided this is not detrimental to the educational offer at Breadalbane Academy. All 5th and 6th year pupils would continue to attend Breadalbane Academy and be Breadalbane Academy pupils. The Highland Perthshire Learning Partnership is an innovative approach which aims to deliver a stronger, more enhanced senior school education for all pupils in our area and will also bring new opportunities for school leavers and adult learners too. The report on Logierait Primary School recommended that a small nursery (max 8 pupils) be set up within the school with the aim of helping to increase WKHVFKRROUROORYHUDSHULRGRI \HDUV'HVSLWHWKHUHEHLQJDVLJQLĂ€FDQWQXPEHU of primary school age children within the catchment area, evidence would suggest that some children attend other schools due to a lack of childcare in the area. This is a very positive and proactive outcome for Logierait and one that has been welcomed by the school, the parents and the community and I wish it every success. As always, I would be delighted to hear from constituents on any matter and can be contacted on MFGXII#SNFJRYXN2IĂ€FH7HORU Mobile: 07826 908542.

Although media coverage tends to focus on “elite athletes or sports people anyone can be affected. Murdo Fraser MSP

Mid Scotland & Fife Regional Member - Conservative

I was interested to see the recent decision taken by Perth and Kinross Council that means closer collaboration will now take place between Breadalbane Academy and Pitlochry High School. The local authority has decided to go down the route of creating a Highland Perthshire Learning Partnership (HPLP), which will see the two schools working together and will also include the help of Perth College UHI and other community partners in the provision of schooling in Highland Perthshire. Council members agreed that any changes can’t be to the educational detriment of either Breadalbane Academy or Pitlochry High School. I believe that this is a very important principle which needs to be adhered to. Overall, this is an ambitious move which should bring exciting opportunities for children and staff in Highland Perthshire. The creation of the HPLP will lead to a shared vision for the educational provision in Highland Perthshire. It was also pleasing to hear that the council administration’s proposal to establish nursery provision within Logierait Primary School was agreed by members. Following analysis FDUULHGRXWLQ$SULOWKHFRXQFLOLGHQWLĂ€HGWKDWHLJKWSXSLOVZRXOGEHOLNHO\WRVWDUWQXUVHU\ at Logierait next year, with seven more the following year. Perth and Kinross Council has also predicted that the re-development of an existing ground Ă RRUURRPFRXOGVHHWKH/RJLHUDLW3ULPDU\6FKRROUROOLQFUHDVHE\ZLWKLQWKHQH[W three years and rise by as much as 70% by 2029. This announcement of nursery provision will be warmly welcomed by the Logierait Parent Council which has fought for this since the school was placed on the School Estate Review list. Prior to the decision being made on nursery provision in Logierait, Perth and Kinross Council held an open day for parents in the area to gauge if there was demand for early learning and childcare at Logierait Primary School and I was delighted to hear that there was. Logierait Primary School started off the new term in August with a roll of 18 children but this move to roll out nursery provision should secure its future. As ever, I appreciate the feedback of my constituents and can be contacted at The Control Tower, Perth Airport, Scone, PH2 6PL or via email at Murdo.Fraser.msp@parliament.scot or via telephone at 01738 553990 Heart of Scotland Herb Society - The new season starts on Wednesday, 16 October in the Lesser Town Hall Aberfeldy at 7.30 pm. It’s time to reactivate your singing voice, the one you haven’t used since you were at school. is now independent and run by local volunteers and is looking for new members to share their skills and time with the community. What is Timebanking? It’s a simple idea, so simple that people often wonder what the complication is or where the catch is, but there is really no catch. The Timebank is a membership organisation. One hour of help earns One Time Credit, and credits are deposited in the Timebank. People can draw out their Time Credits and spend them on a range of skills and opportunities on offer from other participants. Everyone’s contributions are welcomed, and all skills are valued equally. 'HWDLOVRI SDUWLFLSDQW·VVNLOOVDQGQHHGVDUHVWRUHGFRQÀGHQWLDOO\LQWKH7LPHEDQNGDWDEDVH When they want a task done participants contact the Broker who acts as an intermediary and arranges for an appropriate member to carry out the assignment. Computer software counts each transaction made. That’s it. It’s very straightforward, so for example if you walk a dog for someone, you earn a Credit from doing it, and when you need something, say your curtains hemmed, you can spend your credit on that. You may well be asked to do something for someone you’ve never met before and that widens your networks and makes new friendships possible. Everyone has something to contribute so don’t underestimate yourself. Timebanks are amazing organisations and they can achieve anything because they bring people together. They create opportunities and they provide support, help and FRPSDQLRQVKLS7KH\FRVWQRWKLQJWRMRLQVR\RXFDQGRDV much, - or as little - as you like. dispersed into a pleasant settled day for our annual Amulree and Trochry Community Clay Pigeon Shoot. The event on September 8 was held at Clashcat by kind permission of Sir Ian Lowson and thanks is given to Colin McGregor and his team for all their efforts. There was a fantastic turn out once again and with perfect weather conditions it made a very competitive event in a fun and sociable setting. The catering table was bountiful with a wonderful array of bacon rolls, fresh baking, delicious sandwiches and warming soup all donated by the local residents. 7KLVHYHQWLVWKHPDLQIXQGUDLVHUIRUWKHFRPPXQLW\DQGUDLVHGDQLPSUHVVLYHMXVWXQGHU Â…7KHPRQH\LVXVHGIRUYDULRXVFRPPXQLW\DFWLYLWLHVLQFOXGLQJWKHYHU\SRSXODU children’s Halloween and Christmas parties, pantomime trip. During discussions at the short life working group, an overview was provided of NHS Near Me and examples were given of its use. This spectacular sixteenth century castle, restored by the Menzies Clan Society welcomes visitors. Seat of the Chiefs of Clan Menzies for over 400 years and importantly situated, it was involved in the turbulent history of the Highlands and here Bonnie Prince Charlie rested on his way to Culloden in 1746. Architecturally fascinating, it is a splendid example of the transition between earlier rugged fortress and later mansion house. Castle Menzies stands north of the River Tay at Weem on the B846, one and half miles from Aberfeldy.

Most of us have heard the term “apocalypse and believe it refers to catastrophe; to an “end time, when disaster and destruction reign. However, apocalypse is actually a Greek word meaning “revelation or “unveiling, and refers to the return of God’s messenger with a roadmap for peace and unity.
