2023-24
Dear Friends,
As we reflect on the past year, we are filled with gratitude for all who have generously supported our mission and the incredible impact those contributions have made. This unwavering support provides vital resources and services to children, families, and adults in need. Our Annual Report shines a light on just how great that impact truly is.
This year has been one of growth and transformation, and we are proud to share some of the highlights with you. We have purchased property, formerly belonging to the College of St. Rose, to house our CFTSS program and we’re currently considering the purchase of additional properties as a more home-like and nurturing alternative to Copson House.
In Fiscal Year 2023-’24, our programs served individuals in 26 counties stretching from the North Country to Long Island. The R & E May School provided special education needs for 58 children from 24 school districts. Our Homeless & Housing Services provided a safe haven for 276 families and 431 young adults as they transitioned into stable housing situations. “Compassionate Hearts,” our volunteer program, saw 2,338 hours volunteered by individuals and corporate volunteer day participants. Our Foundation hosted several successful fundraising initiatives in support of our mission, including the Dr. Arthur J. Wallingford Memorial Golf Tournament and Casino Royale.
None of our efforts would be possible without the generous support we receive from donors, corporate and community partners, and volunteers alike.
Looking ahead, we remain committed to addressing the growing needs of a diverse population by deepening community outreach efforts to reach more people than ever.
On behalf of our entire team at St. Catherine’s, we extend our heartfelt thanks to everyone who has supported our organization and its mission, whether through financial contributions, volunteerism, or spreading the word about our work. You have made a difference in the lives of those we serve, as we work to provide hope for tomorrow.
Yours In Service,

Cindy L. Kouhout, MPA

Michele Puleo O’Hare Executive Director Executive Director

As a leading regional human services organization, St. Catherine’s annual operating cost is $23.8 million. 86% of this amount is from programs and services, while only 14% can be attributed to administrative expenses. As a non-profit organization we are funded through state and federal contributions, grants, and private donors.

Revenues: $23,914,511
Note: Approximately 86% of Agency expenses during this fiscal year were program and services related, while the remaining expenditures covered administrative costs.
Volunteers are essential to the work that we do - helping us build a warm, compassionate community for our children and families. The role of every volunteer varies depending on their unique experiences and skills, time commitments, and the opportunities available.
Those considered “Active Volunteers” for the Agency give time to the program at least once per month, although most volunteer time every week. This year, among the 22 volunteer applications the program received, 14 individuals were found to be a good fit, successfully onboarded, and are now actively volunteering.

St. Catherine’s Center for Children hosts a wide array of programs and services that fall under one of six divisions: Community-Based Services, Foster Care & Kinship, Homeless & Housing Services, Prevention & Family Support, the R & E May School, and Residential Services.

These programs fill needs in local neighborhoods, towns, or school districts. Lansingburgh Connects - a joint initiative between St. Catherine’s, Lansingburgh CSD, and Rensselaer County Mental Health - links students and their families with much needed mental health and social supports.
Our Family Opportunity Center - Connections to Care - bridges the gap between the needs of our community and the resources available to them. This dedicated team helps many families. Recently, it was able to aid a single mother, raising two girls in poor conditions, by relocating them to safer housing and connecting them with wrap-around support services.
In an effort to strengthen family functioning and reduce the risk of foster care placement, our Rural Albany County Connections program (RACC) serves rural families at-risk of having a child removed from the home.
Our Pathways to Health & Housing program, with its mobile Care-A-Van unit, is a dynamic street outreach program meeting people where they are to connect them with healthcare, counseling, stable housing, and more.
When a child is removed from their home, foster care may be an option. Children have shown to thrive in a home setting where they receive nurturing care. Our foster parents are carefully vetted, then required to complete the National Training and Development Curriculum (NTDC) for certification. The children and families in our Foster Care program are supported by our dedicated team 24/7, including: pre-placement planning, ongoing training, respite services, peer support, and planning and implementation of the child’s treatment plan. A dedicated team of clinicians, case managers, and social workers work together with foster families to ensure the best possible outcomes.
With the federal government’s Family First Prevention Services Act (FFPSA), more and more children are being placed with family or close friends, when they are removed from their home, rather than in group homes. This is known as Kinship Care. Many of these caregivers may not have tended to a child before, or haven’t done so in decades, often stepping up in emergency situations. That is where our award-winning program steps in. We connect kinship caregivers with resources and services to support the continued care of the children and youth now in their home. The kinship care model keeps families, along with their familial bonds, intact which is so important to children, especially those in traumatic situations.
Homelessness and housing insecurity threaten the health and well-being of families and individuals. Having a roof over one’s head is a basic human need.
Our Marillac Family Shelter houses up to 24 families awaiting permanent housing and all units are full. The hiring of an Activities Coordinator has had a tremendous impact on the children and their interactions with peers.
Michael’s House is a supportive housing complex providing affordable housing and wrap-around services for 20 families and single adults which remains full throughout the year. Michael’s House continues to be recognized by community providers as a preferred choice to place vulnerable youth.
St. Catherine’s offers an array of services for families experiencing issues that threaten their stability. These programs are designed to strengthen families by providing them with the tools and resources to remain intact.
Our Parent Care Program is a clinical program offering intensive, in-home services for parents unable to care for their children without assistance. One of our Case Planners not only located housing for a large family with five children, but prevented them from homelessness and kept the family together as the children were home on a trial foster care discharge.
Health Home Care Management coordinates all of a child’s medical needs in a comprehensive manner that includes collaboration and communication with various caregivers to keep them healthy.
Our Child and Family Treatment Support Services (CFTSS) provide clinical and rehabilitation support services to prevent children from entering institutional care. These counseling and psychiatric services stabilize a child or youth in their home and their community.
The Access & Visitation program offers a safe environment for supervised visits between children and non-custodial parents, clinical assessments, parent-skills training, and support groups. We have received wonderful feedback from parents, thanking our team for a positive experience!

Our R & E May School is a special education program that serves students from local school districts. Some students travel an hour-and-a-half, daily, to attend R & E May as the school is one of the last of its kind in the region.
Children in this program tend to have behavioral, educational, and emotional needs that are not easily met in a traditional school setting. This therapeutic program balances education with mental health treatment to ensure each student’s needs are being met.
Our census has grown to nearly 50 students, we’ve added some wonderful new staff, and positive engagement with our students continues to be a focus for our team!

When circumstances arise that are troubling or dangerous for a childsuch as neglect, abuse, or other traumas - a family unit becomes untenable and a child may need to be removed from their parents’ care. That child needs a safe place to live, grow, and heal while having access to the necessary supports to address any emotional trauma they may be dealing with. St. Catherine’s Residential Services provides this exact type of environment and treatment for children needing 24-hour, supervised care.
Through psychiatric and psychological evaluation, individual, group, and family counseling sessions, crisis stabilization, and daily recreational activities our team helps each child heal and return to a permanent home setting, whether in their parents’ home, with kin, in foster care, or through adoption.
The Foundation of St. Catherine’s Center for Children hosts events throughout the year in support of our programming, including a couple of signature events. These events are supported by generous sponsors - both corporate and private - and those who attend these events. Additionally, the Foundation works to raise awareness of the Agency’s offerings to ensure those who need us, know we are here for them.

On May 9th at Franklin Plaza in Troy, New York, the Foundation hosted more than 200 friends of St. Catherine’s for our 14th annual spring event, Casino Royale. Thank you to our event sponsors, guests, volunteers, and our honorees.
We had a wonderful ceremony honoring the following individuals for their many contributions to St. Catherine’s: Tom McCarville of Picotte Companies, John Gebhardt of Schaap Moving Systems, Inc., U.S. Navy Senior Chief (retired) and former Director of Agency Advancement, Brian Bell, and Executive Director Emeritus Helen Hayes.
Once the ceremony concluded, our sponsors and guests enjoyed wonderful food and drink, gaming tables, music, a photo booth, a wine pull, a silent auction, and our Grand Prize Drawing: a Las Vegas getaway for two. This was the event’s best year yet, and all in support of the many programs and services we offer to the Capital Region and beyond.
September 18th, 2023 was a rainy day, but the participants and sponsors of the 5th Annual Dr. Arthur J. Wallingford Memorial Golf Tournament didn’t let that ruin their fun.
We’re grateful to each and every sponsor, especially our Presenting Sponsor, The Sirco Family Foundation which has always supported us throughout the years. We’d also like to extend a thank you to each golfer, vendor, and volunteer who joined us.
Despite the weather’s lack of cooperation, the Foundation’s event at Colonie Golf & Country Club in Voorheesville, New York was a hit. While the wet conditions made the course a little more challenging, our golfers had a lot of fun and were thrilled to be supporting St. Catherine’s programming.

Foundation and Agency team members, along with countless volunteers, collected more than 3,000 gifts from seven Capital Region locations hosting trees. These gifts were wrapped and distributed to families in need, providing hope to hundreds of families and individuals.
Thank you to all, including our wrapping day volunteers and tree hosts, Academy of the Holy Names, Allusions, Aviation Mall, Colonie Center, East Greenbush Bowling Center, Madison Theater, and the Roman Catholic Diocese of Albany.

From September 7th - 10th, the Foundation hosted its first ever hockey tournament in support of our Lansingburgh Connects program at Frear Park Ice Rink in Troy, New York.
The event brought local adult hockey teams together for a fun and fast-paced weekend of frozen action in an effort to collect food, toiletries, cleaning supplies, and more of the items most requested by the program’s clients.
We’re grateful to our friends at the Albany Troy Lions Club who came out to give their support! They helped us with the event logistics, welcoming those in attendance and collecting all the donations we received. Community members donated $2,500 worth of personal hygiene and household cleaning products to support our Lansingburgh Connects program.

While much of the Foundation’s focus is on raising funds in support of St. Catherine’s programs and services, it also works to raise awareness of the work we do and the resources we have available to those in need.
The Foundation hosted a successful Kinship Care Forum - in partnership with the Albany Guardian Society, LifePath, and the New York State Kinship Navigator - on September 27th, 2023. The event brought current and prospective kinship caregivers together with industry professionals and alerted them to resources they never knew were at their disposal.
Our donors are very important to us. If your name has been inadvertently misspelled, omitted, or is not listed in the way you wish, please call (518) 453-6700 to help us correct our records.

Our programs offer stability and hope, opening a world of possibilities for disadvantaged children, families, and adults. Charitable contributions from individuals, businesses, and private foundations help support our mission. If you are searching for a way to give back, please consider one of the many options St. Catherine’s offers.
A monetary contribution supports many of the programs and initiatives we offer. Your donation can provide special opportunities for the children in our care, including: summer camps, art classes, equine therapy sessions, and much more.
Your donations allow us to not only meet the needs of the thousands we serve, but go above and beyond for them. St. Catherine’s is always in need of new clothing, shoes, toys, games, and hygiene supplies. These help us provide essentials to new children upon admittance to our residential program, they stock our Care-A-Van community outreach vehicle which connects with individuals wherever they are in the community, they allow us to provide necessary items to families and individuals at Marillac Homeless Shelter and Michael’s House - our supportive housing facility, and so much more.
You can plan today to leave a legacy contribution to St. Catherine’s Center for Children. Through our partnership with FreeWill, you can create a legally binding will, or make updates to an existing will, and name St. Catherine’s as a beneficiary.
Our Brady Legacy Circle honors Anthony N. Brady who, in 1912, financed the building of Brady Maternity Hospital and the adjacent building at 40 N. Main Ave. in Albany, that is now home to St. Catherine’s Center for Children. In addition to making a bequest provision for St. Catherine’s in your will or revocable trust, you can make a life income gift, such as a charitable gift annuity or charitable remainder trust, that names our organization as the remainder beneficiary.
