02 INTRODUCTION The Department of Community Development is pleased to announce that St. Bernard Parish is making progress on substantial projects that align with the goals set forth in the 2015 St. Bernard Parish Comprehensive Plan, the Old Arabi Revitalization Plan, and the 2017 Bicycle & Pedestrian Plan. These plans have a strong focus on creating a livable community by investing in quality-of-life amenities, including a priority on multi-use bikeways and trails. These projects are worked on in tandem with the Capital Projects Department, the Public Works Department, the Recreation Department, and our Bicycle and Pedestrian Grants Manager. This report does not include projects that are worked on independently by the Capital Projects Department and Roads Department (examples include road repair, drain lines, catch basins, water line repair, and sewer lift stations).

Some of these projects have been envisioned for years, while others were developed more recently. Most importantly, the Parish currently enjoys the perfect combination of leadership, funding, and planning for carrying them out. One of the main focuses for the past few years has been returning the remaining 900 Louisiana Land Trust properties to commerce for the first time since Hurricane Katrina. The programs that were created in pursuit of this goal have been immensely successful, and the Parish is strategically investing the revenue from those sales back into the community.

06 40 ARPENT TRAIL This project was introduced in the 2017 Bikeway & Pedestrian Plan. It is designed to be 26 miles long, with trailheads envisioned at all bridge access locations along the 40 Arpent Trail. A bridge over Paris Road has also been proposed.

PROJECT STATUS: Approximately 10 miles of the trail are fully funded

CHENIER NATURE PARK & TRAIL This project features two components. The NATURE PARK component consists of site landscaping and a retention pond. The NATURE TRAIL component consists of the multi-use trail which will connect the Sidney Torres Park with the 40 Arpent Trail. The project consists of 45 acres of land donated by the Meraux Foundation

PROJECT STATUS: CHENIER NATURE PARK Retention pond funded by LDOTD Statewide Flood Control Program Landscaping funded by the Parks Plan (CDBG) Both components are in the Environmental Review Record (ERR) phase Engineering/construction beginning soon CHENIER NATURE TRAIL Funded by the Louisiana Land and Water Conservation Fund Engineering/construction beginning soon

08 PARKS PLAN The Department of Community Development committed $3.5 million of CDBG funds to improving parks in St. Bernard Parish. In order to complete this project, the Parish acquired three properties as part of park creation and expansion.

PROJECT STATUS: ELOS selected for ERR process Acquisition of three properties is near completion Shread-Kuyrkendall & Associates, Inc. procured for engineering, currently in the design phase Anticipated construction completion date: December 2022

10 BIKEWAY & PEDESTRIAN PLAN, SIGNAGE, AND STRIPING The Parish is making progress on numerous projects from the 2017 Bikeway & Pedestrian Plan. This plan includes multi-use trails such as the Mississippi River Trail (MRT) and the 40 Arpent Trail, as well as improvements to both on-street bikeway facilities and pedestrian infrastructure. JUDGE PEREZ BIKEWAY (LA39) Funded by the Regional Planning Commission & Local Government Assistance Program and a $200,000 donation from the Meraux Foundation 10' multi-use path planned on North side from Gueringer Canal to Chase Bank (in Village Square) South side planned from Gueringer Canal to Dr. Meraux Blvd STRIPING & SIGNAGE IMPROVEMENTS 22.58 miles of striping and signage MISSISSIPPI RIVER TRAIL (MRT) Consists of three phases totaling 11.3 miles

PROJECT STATUS: JUDGE PEREZ BIKEWAY (LA39) Digital Engineering procured for engineering services Phase I design completed, Phase II design in progress STRIPING & SIGNAGE IMPROVEMENTS Improvements to be completed by the 1st Quarter of 2022 MISSISSIPPI RIVER TRAIL (MRT) Phases I-III are programmed for funding Phases III-V are in engineering Phases I & II are under construction

11 OLD ARABI PHASE II This project connects back to the OLD ARABI REVITALIZATION PLAN. It will include the construction of a new parking lot servicing the St. Claude Arts District behind Studio Arabi. The parking lot will feature two public electric-vehicle charging stations and semi-permeable concrete. Other aspects of the project include St. Claude Avenue streetscape improvements and Mehle Street riverfront improvements.

PROJECT STATUS: Linfield, Hunter & Junius, Inc. selected as the engineer Design and plans have been completed Construction expected to begin in the 4th Quarter of 2021

The St. Claude Arts District will be receiving landscape improvements.
