The City of Savannah utilizes the Mayor-Council form of government with four aldermen and a mayor. The town is divided into the East and West Wards with two aldermen elected from each ward on an alternating basis and serving two year terms of office. The Mayor is elected at large and serves a two year term. All officials are elected and serve on a non-partisan basis. The Council is responsible for hiring other city employees including the City Administrator, City Clerk, Police Chief, Public Works Director, Water and Wastewater Superintendents, City Attorney, and Golf Course Manager. The Mayor appoints all boards with approval of the Council. The Council is responsible for other functions which include planning, budgeting, and auditing.


PHONE NUMBERS Savannah City Hall Public Works Wastewater Water Department The Andrew County Commission sets policies for the county, approves the budgets of all the offices in the county and oversees the maintenance and repair of more than 600 miles of county roads and bridges. The county is divided into East and West Districts with one commissioner elected from each district. A presiding commissioner serves and is elected by the entire county. Each serves a term of four years. The Commission meets at the courthouse on Mondays and Thursdays beginning at 8:30 am. Andrew County is also governed by a host of elected officials who are each elected to a four year term. These include Assessor, Collector, Clerk, Treasurer, Recorder of Deeds, Circuit Clerk, Coroner, Sheriff, Surveyor, Prosecuting Attorney, Public Administrator and Associate Circuit Judge. Most of these are located in the historic Andrew County Courthouse in Savannah, the county seat.

business Savannah Area Chamber of Commerce The Savannah Area Chamber of Commerce endeavors to be a major, respected, dynamic center of community influence focusing not just on traditional business issues but on the overall financial health and well-being of the community. The Chamber holds regular General Membership Meetings, usually over lunch on the first Monday of the month, offering members the opportunity to network and learn the latest news from local government and community organizations. Living Well For a town of its size, Savannah has wonderful resources for health care and living well. There are two medical clinics located in town: SSM Health Medical Group and Northwest Health Services Savannah Medical Clinic. LaVerna Village Nursing Home and Apartments and Shady Lawn Nursing Home are two options for assisted living and nursing home care. AseraCare is available for convenient hospice to the residents of Savannah. Along with these health care options, Mosaic Life Care is the nearest hospital, located in Saint Joseph, Missouri.

The Vision Center of Savannah provides locals with needed eye care. Dental services are available at Northwest Health Services Dental Clinic as well as Patrick M. Jordan DDS. savannah school district A GROWING DISTRICT FOR GROWING MINDS The Savannah R-III School District, with an enrollment of over 2,400 students, is the largest of three school districts in Andrew County. The Savannah School District provides most of the programs found in larger city schools with many opportunities in academic learning, as well as a wide variety of clubs and organizations available to each child, all while maintaining a small, rural atmosphere. A commitment to financial solvency while continuing to pursue the goals of employing the most current curriculum and technology characterizes the Savannah R-III School District. Ninety-five percent of the students enrolled in the district attend school each day. Most importantly, Savannah R-III’s classroom teachers, carefully selected and retained for their positive influence on quality education, are key to student success. The Long-Range Facilities Master Plan, adopted in December of 2006, adheres to the mission as the district recognizes that providing adequate and up-to-date school facilities is important when fostering the education of Andrew County’s children. The next phase in enhancing the facilities of the Savannah R-III School District is building an 850 seat Performing Arts Center at Savannah High School for district and community usage. Along with the Performing Arts Center, a need has been recognized for a practice gymnasium for Physical Education classes and various sports teams


to utilize. Beyond these macrolevel needs are structural and/or practical updates to each school in the district. In the fall of 2016 the Savannah R-III School District was awarded a $1,000,000 “Smart Start” grant to build a preschool. To furnish the preschool and build a playground the Savannah R-III School District was also awarded a Neighborhood Assistance Program (NAP) initiative by the Missouri Department of Economic Development. The preschool will accommodate up to 80 three- and four-year old students and will be completed by August 2018.

TEACHER OF THE YEAR A passion for education developed in the heart of Darbie Valenti years ago, when the actions of an elementary school art teacher changed her life. “School is what saved me,” Valenti said. “It shaped me, and it determined my life. I am purposeful in my mission to make sure that it does the same for the students in my classroom, because my life is visible evidence that one teacher’s ability to see potential makes all the difference to a child.” That mission to build upon her own upbringing and take a vested interest in both students and co-workers was acknowledged when Valenti was named the 2016-17 Missouri Teacher of the Year. Valenti teaches fifth grade mathematics and science at Minnie Cline Elementary School in Savannah. Valenti is in her 15th year of teaching overall and third at Minnie Cline, where she also works as a Missouri Learning Standards curriculum development team member. In addition, she provides professional development opportunities for five schools and works with both the student council and math contest at Minnie Cline. Valenti has worked as an adjunct professor for her alma mater, Northwest Missouri State, since 2008, and she has additional teaching experience at both King City Elementary (King City, Mo.) and North Andrew Elementary (Rosendale, Mo.). “Darbie simply excels at making learning meaningful for each student, parent and teacher with whom she interacts,” said Troy Dunn, principal of Minnie Cline Elementary. “Her growth mindset propels her into a deep knowledge of research-based instructional practices that she continually learns about through her own lifelong learning.” Valenti’s desire to constantly improve her teaching methods and work with those around her has granted her multiple opportunities to both attend and present at statewide conferences and events. “It’s my passion to continually improve the teaching profession by providing teachers with instruction in best practices,” Valenti said. “However my true passion always has been and will continue to be the education of children in the classroom and beyond.”

Located approximately thirty miles from downtown St. Joseph, MO and twenty miles from Maryville’s Northwest Missouri State University, North Andrew offers the very best in educational opportunity. The educational tradition at North Andrew has earned the school MSIP Accreditation with Distinction. Positioned on a beautiful and spacious out-of-town campus, North Andrew presents an uninterrupted education that cannot be found on an urban campus. North Andrew is a small school offering more personal and one-on-one teaching.



North Andrew’s campus is unmatched in the northwestern Missouri area. Our grounds not only contain well-kept football and softball fields, but tennis courts, basketball courts, and an all-weather rubberized track. Our Agricultural Department maintains both a horticultural greenhouse and an aquatic greenhouse.

Established in 1994, North Andrew’s modern building is arranged in three wings: one for the Elementary, one for the Middle School, and one for the High School. These wings are arranged around a large and modern gymnasium. This gym is equipped with six basketball hoops, eight sets of fully retractable and comfortable bleachers, a complete weight room, two mezzanines, and two visitor locker rooms. The gym would not be complete without its banners; over seventy hang on its walls. Our facilities are not just athletic. A complete science lab with chemical closet, fume hood, and built-in lab tables can be found in the High School wing. A shop can be found at the end of the hall, containing facilities for both wood and metalworking. North Andrew is one-to-one technology. The technology department also includes three computer labs, a library media center, and two EMINTS classrooms. Smart boards are contained in all of the classrooms.

The Avenue City School District has carved out its own little niche in Northwest Missouri. Located five miles east of St. Joseph and nine miles southeast of Savannah, this school possesses an environment of caring and success. Anyone who holds the opinion that “bigger is better,” has obviously not been to the Avenue City R-IX School District. The faculty, staff and parents of this school district have come to understand that a school is much more than a building with four walls. This K-8 school realizes that contained within those four walls is the vision and hope for tomorrow. A Parents as Teachers program allows parents to be their child’s first teacher and arrangements for home visits can begin shortly after the newborn arrives home. The Avenue City School provides its community with a preschool opportunity beginning at age three. These services continue until the child is ready to enter kindergarten. The district K-8 enrollment is approximately 150 students. The high school enrollment is approximately 65 students in grades 9-12. When that time draws near, families within the R-IX district possess the luxury of being able to select the high school of their choice for their child. Families traditionally select one of three high schools in St. Joseph or the high school in Savannah. The strength of a school lies within its people and its community. The community support for the school district allows it the ability to attract and retain quality teachers and staff members. Remaining an independent district, the taxpayers of Avenue City R-IX decided decades ago that local control of the public school was important. The community has supported the school, not only financially, but through volunteer programs and by retaining a high expectation for the school and for their children as well. In return, the school has consistently appeared in the “top 10” elementary schools in the state. A safe and encouraging atmosphere allows for high achievement scores and a high level of parental satisfaction.

On more than one occasion the school has been the top achiever in math and reading scores in the state of Missouri. More importantly, the children not only achieve, but do so in a loving and caring atmosphere. The state of Missouri has recognized the district’s efforts by awarding it the highest level of accreditation for the past two decades. It remains the goal of the Avenue City School staff, faculty and administration to provide the best possible education for all of our students.



Savannah, Missouri and the beautiful rolling hills in Andrew County are a wonderful place to enjoy outdoor activities. With our many parks and conservation areas, there’s something for everyone! Messick Park is a beautiful 25-acre, tree shaded area located on the corner of Main and Chestnut Streets and 12th and 14th streets. The park is equipped with state-of-the-art playground equipment along with a large shaded picnic area. The park also features two shelter houses, Gordon W. Johnson Memorial Softball Field, basketball courts, tennis courts, public restrooms and the City Pool. For more information about renting a shelter house, please call City Hall at (816) 324-3315.

is located at Duncan and First Streets, and features 90 acres including three shelter houses with grills, two ponds, lighted tennis courts, play equipment, multipurpose courts, sand volleyball courts, disc golf course, walking/ jogging trails, fishing lakes, restrooms, as well as baseball and softball fields.

Savannah Youth Sports Complex is newly renovated featuring three baseball/softball fields, four soccer fields, two hitting/pitching cages, shelter house, concession stand and playground equipment. The complex can be accessed from North Cypress Street or Ironwood Street and hosts City and private leagues and tournaments throughout the year.

Savage Lanes Bowling Alley is located at 109 West Highway 71 and features eight lanes, full snack bar, video arcade and pool tables. For hours and information call (816) 324-3000.

Duncan Hills Golf Course is located in Duncan Park with a Pro Shop next to the Clasbey Center, 400 East Duncan Street. The golf course was established in 1976 and, after renovations in 1993, is now a 6028 yard, par 71 municipal facility from the Championship Tees and a 4680 yard, par 71 from the Ladies Tees. Duncan Hills is routed over a widely varied piece of midwestern topography. Several of the holes traverse old farmland, but the strongest holes loop around several ridges that split the back nine. Most of the holes run alongside one of the 14 ponds/lakes that inhabit the course. Its small greens and deceptive elevation changes make shot making crucial for scoring. Duncan Hills is one of the most challenging courses in the area. Call 816-324-7575 to set a tee time or visit the website at to view outings.

Savannah Municipal Pool opens every year on Memorial Day and closes in August. Hours of operation are 1pm-8pm daily. Season passes are available. For the pool to open, the temperature must be 72 degrees. Call the pool information line at (816) 324-7561 to find out if the pool will be open and any events information. Andrew County is a wonderful place to explore the great outdoors. With access to the Missouri, Platte and One Hundred Two Rivers, abundant wildlife for observation, hunting or fishing, and excellent trails for hiking or horseback trail riding, there are many opportunities to explore nature. The Missouri Department of Conservation maintains fourteen conservation areas in Andrew County with something for every outdoorsman. Each of these areas features a parking lot. Additional amenities and activities at each are described.


Tom Brown Access on the Missouri River

is about 7.5 acres of mostly old fields with some timber and offers walk-in access to the river. Activities include bird watching, canoeing, and fishing for catfish, drum and carp. From Amazonia, take Route T northwest 3 miles, then County Road 458 south to area entrance.

James D. Christie and Eva N. Davis Memorial Conservation Areas

include 174 acres containing forest, cropland, old fields, grassland and fishable ponds. Activities include bird watching, canoeing, fishing for bass, catfish and sunfish, hiking and hunting for deer, pheasant, quail, rabbit, squirrel and turkey. From Rosendale, take Highway 48 northeast about 1.50 miles.

Elrod Mill Access on the Platte River

includes nearly 57 acres of mostly forest with some cropland and old fields with walk-in access. Activities include bird watching, camping on individual campsites (two), canoeing, fishing for catfish and other species, hunting for rabbit and squirrel and trapping with special use permit.

Nodaway Island Access on the Missouri River

includes a concrete boat ramp and ADA accessible parking lot and bathroom on just over six acres containing forest and pasture. Activities include bird watching, canoeing and boating on the Missouri River and fishing for catfish, carp, buffalo and drum. From Amazonia, take Route T west 3 miles, then County Road 4412 south to area entrance.

Happy Holler Lake Conservation Area

includes the 67-acre lake, One Hundred Two River Access and five additional ponds for canoeing and fishing bass, catfish, crappie and sunfish. The lake features a handicapped accessible concrete boat ramp as well as a courtesy

dock for boating or fishing. There are also two gravel-topped fishing jetties. The parking lot and bathroom are ADA accessible. The acreage at Happy Holler includes old fields, grassland, cropland, and forest on 2207 acres, primarily along the One Hundred and Two River. Other activities include bird watching, camping on individual campsites on nine parking lots, hiking, and hunting for deer, dove, pheasant, quail, rabbit, squirrel, turkey and waterfowl. The area is composed of three tracts. Lake entrance: from Savannah, take Route E east 4 miles, then Route D north 6 miles to the parking lot. Refer to map for directions to tracts 2 and 3.

From Union Star, take Highway 169 west 1.50 miles, then Route M north 0.50 mile, then County Road 221 west 2 miles, then County Road 216 north 1 mile to area entrance.

Hadorn Bridge Access on the 102 River

is northeast of Savannah. The area includes almost 93 acres and contains cropland with forest, old fields, a fishless pond and grassland. Camping is allowed on the parking lot and activities include bird watching, canoeing, fishing for catfish and other species, hunting for deer, dove, pheasant and turkey and trapping with a special permit. From Savannah, take Route C north 5 miles, then County Road 182 east to the area.


Rochester Falls Access on the Platte River

includes almost fourteen acres of mainly pasture and walk-in access to the river. Eleven individual campsites are available with an ADA accessible parking lot and restroom. Other activities include canoeing and fishing for catfish and carp. From St. Joseph, take Highway 169 north 10 miles to area entrance.

Honey Creek Conservation Area

covers 1448-acres that is about half forest and also contains old fields, cropland and grassland. The camping areas feature nine campfire rings, eleven hitch rails, and ten picnic tables. The parking lot and restroom are ADA accessible. Honey Creek also offers two trails (5.5 and 7.5 miles) for hiking, biking or horseback riding. There are also good fishing opportunities along approximately 1.4 miles of Nodaway River frontage on the southwest corner of the area. Rolling Hills Consolidated Library The mission of the library is to engage community users in literacy and learning. In May 2016, artist Kelly Poling of Chillicothe painted distinctive book murals on the east and west sides of the library. Some of the books depict classic works of literature while others reflect the history of Andrew County. The Savannah Branch closed for six weeks in early 2017 to undergo a $200,000 remodeling project which included reversing the library’s floor plan, creating a dedicated teen area and two new study rooms, and adding a permanent wall separating the Community Room from the main section of the library. A streamlined Circulation Desk was built, new flooring was installed and walls were stripped of old wallpaper and painted vibrant colors. New seating was added in the more spacious layout,

including banquette-style benches around large support columns. Energy-efficient LED lights also were installed throughout the library. After seeing the remodeled library for the first time, one patron best summed up the goal and outcome of the project:

Young Life Young Life is a high school and middle school ministry organization trying to help every adolescent have the chance to hear about Jesus. Young Life doesn’t start with a program. It starts with adults who are concerned enough about kids to go to them, on their turf and in their culture, building bridges of authentic friendship. These relationships don’t happen overnight — they take time, patience, trust and consistency. So Young Life leaders log many hours with kids — where they are, as they are. They listen to their stories and learn what’s important to them because they genuinely care about their joys, triumphs, heartaches and setbacks.

They believe in the power of presence. Kids’ lives are dramatically influenced when caring adults come alongside them, sharing God’s love with them. Because their Young Life leader believes in them, they begin to see that their lives have great worth, meaning and purpose.

The Retired and Senior Volunteer Program’s (RSVP) mission is to assist volunteers in finding meaningful volunteer opportunities in which they can share their experience, abilities and skills for the betterment of their community and themselves. Established in 1971 and now one of the largest senior volunteer organizations in the nation, RSVP engages more than 296,000 people in a diverse range of volunteer activities. It is specially designed to provide a variety of opportunities to meet the volunteer’s interests and time. The volunteer decides how much time to give, where they want to serve and the type of work they do. Andrew County Ministries Andrew County Ministries is a faith-based organization seeking to do the work of God through collaboration and partnerships that individual congregations find difficult to do alone. Senior Center The Andrew County Senior Center, located at 12737 State Route E, in Savannah is a focal point for seniors age 60 or older. The center is a place for seniors to receive a balanced meal daily, enjoy activities, health programs, music shows, cards and pool. This is a place where they can meet with other seniors. The center delivers meals to homebound seniors and provides frozen meals for the weekend and holidays. There is no charge for the meals, but there is a suggested donation. The statistics used in the study include:

They scored each city based on violent and property crime data to come up with a composite score.
