BUESER _____________________________________________________________________________________ RESOLUTION STRONGLY URGING PRESIDENT GLORIA MACAPAGAL-ARROYO TO REDEEM THE SPIRIT OF PEOPLE POW ER 2 W HICH CATAPULTED HER TO POW ER AND GENUINELY UPHOLD THE PEOPLE’S INTERESTS AND W ELFARE BY CARRYING OUT REAL REFORMS W HEREAS People Power 2 which ousted former President Joseph Estrada on January 20, 2001 was driven by the spirit of struggle for real reforms and social change towards upholding and advancing the interests and welfare of the broad masses of our people; W HEREAS in a dialogue on November 16, 2000 with then Vice-President Gloria Macapagal-Arroyo at St. Theresa’s College in Quezon City, Bayan Muna and the Bagong Alyansang Makabayan (BAYAN) presented the People’s Agenda which aimed to serve as a challenge to whatever administration that would succeed President Estrada to prove its genuine concern and dedication to the people; W HEREAS the People’s Agenda’s 20 points of concrete and immediately doable actions aim to uphold justice, human rights and peace; grant immediate economic relief, protect the basic sectors and advance genuine socio-economic development; pursue political reforms; and assert national sovereignty and independence; W HEREAS President Arroyo’s announcement on December 30, 2002 that she will not run for president in the 2004 elections comes in the wake of her administration’s failure to seize the opportunities to implement the much needed reforms and social transformation demanded by People Power 2; W HEREAS the drive for basic reforms must not be hindered by the debate on charter change and removing the remaining nationalist and democratic provisions in the present Constitution; W HEREAS it is only by undertaking the critical reforms enunciated in the People’s Agenda can President Arroyo seriously address widespread disillusionment with her administration’s “old politics” of corruption and retrogressive economics and carry out the unfinished struggle of People Power 2. These reforms include the following – 1. Implement immediate measures for economic relief and consumer protection: abolish onerous impositions like the purchased power adjustment (PPA); rollback prices of electricity, oil and petroleum products, water and other basic services; repeal the automatic appropriation for debt service and redirect public funds to social services; certify as urgent the House bills mandating P125 across-the-board increase in the minimum wage of private sector workers and P3,000 increase in the salaries of government employees. 2. Review and scrap the country’s commitments to the World Trade Organization (WTO) that have done much harm to the national economy and hampered national development, suspend the implementation of tariff cuts under the AFTA and adopt a nationalist program to reverse the disastrous IMF-World Bank imposed policies and to protect Philippine industry and agriculture.
3. Ensure the expeditious and just resolution of the plunder trial of disgraced President Joseph Estrada as well as the uncompromising pursuit of all graft and corruption cases in the present administration. 4. Withdraw unequivocal support for the US government’s wars of aggression masquerading as a “war on terror,” oppose the impending US invasion of Iraq and stop the unbridled use of Philippine territory as a training and staging ground for US troops, vessels and armaments under the Mutual Logistics and Support Arrangement (MLSA), Visiting Forces Agreement and Mutual Defense Treaty.
5. Review and halt military operations and programs which have only bred systematic human rights violations especially in the countryside and the repression of legitimate people’s organizations, fearlessly prosecute all cases of human rights violations, pull out military troops implicated in human rights cases from trouble spots, render justice and indemnification to the victims. 6. Resume formal peace talks with the National Democratic Front and Moro Islamic Liberation Front and put an end to the terrorist labeling of revolutionary organizations which only derail the pursuit of a just and durable peace founded on addressing the root causes of the armed conflict. NOW , THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED , to strongly urge President Gloria Macapagal-Arroyo to redeem the spirit of People Power 2 which catapulted her to power and genuinely uphold the people’s interests and welfare by carrying out real reforms.
